For translation or more information on this topic, please contact author.<\/h4>\n<h2>Souhrn<\/h2>\n<p>P\u0159\u00edsp\u011bvek p\u0159edstavuje \u010d\u00e1st projektu \u010cist\u00e1 voda\u00a0\u2013 zdrav\u00e9 m\u011bsto, kter\u00fd se zab\u00fdv\u00e1 predikc\u00ed mo\u017en\u00e9ho v\u00fdskytu nebezpe\u010dn\u00fdch chemick\u00fdch l\u00e1tek v\u00a0toc\u00edch p\u0159i hav\u00e1ri\u00edch a\u00a0povodn\u00edch. Seznamuje s\u00a0datab\u00e1zemi, kter\u00e9 jsou v\u00a0sou\u010dasn\u00e9 dob\u011b k\u00a0dan\u00e9mu t\u00e9matu vedeny, a\u00a0s\u00a0jejich praktickou vyu\u017eitelnost\u00ed. Na p\u0159\u00edpadu Vltavy v\u00a0Praze, lidsk\u00e9 \u010dinnosti i\u00a0zp\u016fsob\u016f hospoda\u0159en\u00ed v\u00a0povod\u00ed nad t\u00edmto m\u011bstem popisuje mo\u017enosti predikce v\u00fdskytu nebezpe\u010dn\u00fdch l\u00e1tek v\u00a0\u00faseku toku v\u00a0hlavn\u00edm m\u011bst\u011b. Zd\u016fvod\u0148uje nutnost zaveden\u00ed do\u010dasn\u00fdch sledovac\u00edch profil\u016f pro pot\u0159eby \u0159e\u0161en\u00ed v\u00fdzkumn\u00e9ho \u00fakolu a\u00a0navrhuje z\u00e1sady pro dopln\u011bn\u00ed st\u00e1vaj\u00edc\u00edch monitorovac\u00edch s\u00edt\u00ed a\u00a0datab\u00e1z\u00ed zdroj\u016f zne\u010di\u0161t\u011bn\u00ed tak, aby mohl b\u00fdt l\u00e9pe posuzov\u00e1n vztah mezi zdroji zne\u010di\u0161t\u011bn\u00ed a\u00a0dopadem na stav povrchov\u00fdch vod.<\/p>\n<h2>\u00davod<\/h2>\n<p>Tento p\u0159\u00edsp\u011bvek pojedn\u00e1v\u00e1 o\u00a0projektu \u201eCizorod\u00e9 l\u00e1tky ve vod\u00e1ch podzemn\u00edch, povrchov\u00fdch a\u00a0odpadn\u00edch jako d\u016fsledek lidsk\u00e9 \u010dinnosti\u201c (reg. \u010d\u00edslo: CZ.07.1.02\/0.0\/0.0\/16_040\/0000378), v\u00a0jeho \u010d\u00e1sti Predikce mo\u017en\u00e9ho v\u00fdskytu nebezpe\u010dn\u00fdch chemick\u00fdch l\u00e1tek p\u0159i hav\u00e1ri\u00edch a\u00a0povodn\u00edch, riziko \u00faniku l\u00e1tek z\u00e1vadn\u00fdch vod\u00e1m a\u00a0preventivn\u00ed opat\u0159en\u00ed\u00a0\u2013 podklad k\u00a0havarijn\u00edmu pl\u00e1nu. \u00da\u010delem t\u00e9to \u010d\u00e1sti projektu je zlep\u0161en\u00ed informovanosti o\u00a0v\u00fdskytu l\u00e1tek nebezpe\u010dn\u00fdch vod\u00e1m, definovan\u00fdch jako l\u00e1tky prioritn\u00ed a\u00a0prioritn\u00ed nebezpe\u010dn\u00e9 (d\u00e1le t\u00e9\u017e PPN l\u00e1tky) a\u00a0vyhodnocen\u00ed rizika pro hlavn\u00ed m\u011bsto Prahu. \u0158e\u0161en\u00ed se zam\u011b\u0159uje na specifickou skupinu chemick\u00fdch l\u00e1tek, kter\u00e9 z\u00a0hlediska \u0161\u00ed\u0159en\u00ed a\u00a0akumulace v\u00a0povod\u00ed p\u0159edstavuj\u00ed nejvy\u0161\u0161\u00ed riziko ohro\u017een\u00ed.<\/p>\n<p>Prioritn\u00ed a\u00a0prioritn\u00ed nebezpe\u010dn\u00e9 l\u00e1tky p\u0159edstavuj\u00ed v\u00fdznamn\u00e1 rizika pro vodn\u00ed prost\u0159ed\u00ed spojen\u00e1 zejm\u00e9na s\u00a0akutn\u00ed a\u00a0chronickou toxicitou pro vodn\u00ed organismy, akumulac\u00ed ve vodn\u00edch ekosyst\u00e9mech, \u00fabytkem p\u0159irozen\u00fdch stanovi\u0161\u0165, sn\u00ed\u017een\u00edm biologick\u00e9 rozmanitosti a\u00a0v\u00a0neposledn\u00ed \u0159ad\u011b ohro\u017een\u00edm lidsk\u00e9ho zdrav\u00ed. Tyto l\u00e1tky byly poprv\u00e9 jako skupina definov\u00e1ny ve form\u011b seznamu v\u00a0roce 2001 v\u00a0p\u0159\u00edloze \u010d.\u00a0X R\u00e1mcov\u00e9 sm\u011brnice o\u00a0vodn\u00ed politice [1], v\u00a0sou\u010dasn\u00e9 dob\u011b je platn\u00fd seznam l\u00e1tek dopln\u011bn\u00fd v\u00a0roce 2013 [2], v\u00a0sou\u010dasnosti se jedn\u00e1 celkem o\u00a045 l\u00e1tek nebo skupin l\u00e1tek. Nebezpe\u010dnost t\u011bchto l\u00e1tek je permanentn\u011b prov\u011b\u0159ov\u00e1na a\u00a0tento seznam se postupn\u011b roz\u0161i\u0159uje tak, jak se roz\u0161i\u0159uj\u00ed znalosti o\u00a0nov\u00fdch chemick\u00fdch l\u00e1tk\u00e1ch. \u010c\u00e1st t\u011bchto l\u00e1tek by m\u011bla b\u00fdt v\u00a0budoucnosti pro svou vysokou nebezpe\u010dnost zak\u00e1z\u00e1na (prioritn\u00ed nebezpe\u010dn\u00e9 l\u00e1tky) podle \u010dl. 4 odst. 1 p\u00edsm. a) bodu iv) R\u00e1mcov\u00e9 sm\u011brnice.<\/p>\n<p>Projekt mapuje situaci od pramen\u016f v\u00a0cel\u00e9m povod\u00ed nad Prahou a\u017e po \u0159eku Vltavu v\u00a0Praze. Skladov\u00e1n\u00ed PPN l\u00e1tek a\u00a0vypou\u0161t\u011bn\u00ed odpadn\u00edch vod s\u00a0jejich obsahem p\u0159edstavuje potenci\u00e1ln\u00ed riziko pro \u017eivotn\u00ed prost\u0159ed\u00ed, kter\u00e9 se d\u00e1le zvy\u0161uje v\u00a0p\u0159\u00edpad\u011b mimo\u0159\u00e1dn\u00fdch ud\u00e1lost\u00ed.<\/p>\n<p>Projekt vytvo\u0159\u00ed n\u00e1stroje sm\u011b\u0159uj\u00edc\u00ed ke zlep\u0161en\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed hlavn\u00edho m\u011bsta Prahy. Sn\u00ed\u017e\u00ed riziko spojen\u00e9 s\u00a0p\u0159\u00edpadn\u00fdmi \u00faniky PPN l\u00e1tek do vod t\u00edm, \u017ee poskytne podklady o\u00a0m\u00ed\u0159e nebezpe\u010d\u00ed a\u00a0definuje l\u00e1tky, kter\u00e9 mohou vodn\u00ed toky v\u00a0Praze ovlivnit. Hlavn\u00ed m\u011bsto tak z\u00edsk\u00e1 p\u0159ehled o\u00a0mo\u017en\u00e9m zne\u010di\u0161t\u011bn\u00ed vod l\u00e1tkami, kter\u00e9 jsou z\u00a0pohledu \u0161\u00ed\u0159en\u00ed vodn\u00edm prost\u0159ed\u00edm z\u00e1sadn\u00ed. Sou\u010d\u00e1st\u00ed projektu jsou i\u00a0n\u00e1vrhy na dal\u0161\u00ed opat\u0159en\u00ed v\u010detn\u011b n\u00e1vrh\u016f na dopln\u011bn\u00ed havarijn\u00edch pl\u00e1n\u016f. Vyu\u017eit\u00ed v\u00fdstup\u016f se p\u0159edpokl\u00e1d\u00e1 d\u00e1le p\u0159i rozhodovac\u00ed \u010dinnosti krizov\u00e9ho managementu pro zv\u00fd\u0161en\u00ed ochrany obyvatelstva.<\/p>\n<h2>Postup \u0159e\u0161en\u00ed<\/h2>\n<p>Problematika PPN l\u00e1tek vy\u017eaduje mimo jin\u00e9 p\u0159edev\u0161\u00edm orientaci ve slo\u017een\u00ed a\u00a0za\u0159azen\u00ed jednotliv\u00fdch l\u00e1tek do skupin, ve kter\u00fdch jsou analyzov\u00e1ny. Z\u00a0tohoto d\u016fvodu byla v\u00a0projektu nejprve vytvo\u0159ena p\u0159ehledn\u00e1 tabulka, viz <em>tabulku 1<\/em>, s\u00a0n\u00e1zvy l\u00e1tek, v\u00fdskytem a\u00a0vyu\u017e\u00edv\u00e1n\u00edm, p\u0159\u00edpadnou regulac\u00ed (z\u00e1kazem pou\u017e\u00edv\u00e1n\u00ed) a\u00a0za\u0159azen\u00edm do skupin.<\/p>\n<h2>Vypou\u0161t\u011bn\u00ed odpadn\u00edch vod s\u00a0obsahem PPN l\u00e1tek<\/h2>\n<p>Vodn\u00ed toky jsou recipientem PPN l\u00e1tek, kter\u00e9 mj. mohou b\u00fdt do vodn\u00edch tok\u016f vypou\u0161t\u011bny spolu s\u00a0odpadn\u00edmi vodami. Dal\u0161\u00ed \u0161\u00ed\u0159en\u00ed v\u00a0\u0159\u00ed\u010dn\u00edm koryt\u011b je ovliv\u0148ov\u00e1no proud\u011bn\u00edm vody, ale tak\u00e9 pohybem \u0159\u00ed\u010dn\u00edch sediment\u016f, ve kter\u00fdch mohou b\u00fdt tyto l\u00e1tky ve zv\u00fd\u0161en\u00e9 m\u00ed\u0159e akumulov\u00e1ny. Places of waste water outflow containing PPH substances (outside AOX) in the area of interest in 2015<\/h6>\n<p>ISPOP (Integrovan\u00fd syst\u00e9m pln\u011bn\u00ed ohla\u0161ovac\u00edch povinnost\u00ed) je z\u0159\u00edzen z\u00e1konem \u010d. 25\/2008 Sb., o\u00a0integrovan\u00e9m registru zne\u010di\u0161\u0165ov\u00e1n\u00ed \u017eivotn\u00edho prost\u0159ed\u00ed a\u00a0integrovan\u00e9m syst\u00e9mu pln\u011bn\u00ed ohla\u0161ovac\u00edch povinnost\u00ed v\u00a0oblasti \u017eivotn\u00edho prost\u0159ed\u00ed [5]<em>.<\/em> Z\u0159izovatelem ISPOP a\u00a0v\u011bcn\u00fdm garantem obsahu formul\u00e1\u0159\u016f, tzn. ohla\u0161ovac\u00edch povinnost\u00ed, je Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed. Syst\u00e9m vyv\u00edj\u00ed a\u00a0dod\u00e1v\u00e1 spole\u010dnost Telef\u00f3nica Czech\u00a0Republic, a. s., technick\u00fd provoz a\u00a0podobu aplikace ISPOP zaji\u0161\u0165uje CENIA, \u010cesk\u00e1 informa\u010dn\u00ed agentura \u017eivotn\u00edho prost\u0159ed\u00ed<em>. <\/em>ISPOP\u00a0\u2013 data o\u00a0vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod\u00e1ch jsou p\u0159ed\u00e1v\u00e1na podle z\u00e1kona o\u00a0vod\u00e1ch \u00a7 38 odst. 4 (od 1. 1. 2018 podle odst. 6 novelizovan\u00e9ho z\u00e1kona) [6].<\/p>\n<h5>Tabulka 1. Vodopr\u00e1vn\u00ed \u00fa\u0159ad t\u00edmto rozhodnut\u00edm stanov\u00ed m\u00edsto a\u00a0zp\u016fsob m\u011b\u0159en\u00ed objemu a\u00a0zne\u010di\u0161t\u011bn\u00ed vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod a\u00a0\u010detnost p\u0159edkl\u00e1d\u00e1n\u00ed v\u00fdsledk\u016f t\u011bchto m\u011b\u0159en\u00ed.<\/p>\n<p>Data o\u00a0vypou\u0161t\u011bn\u00e9m zne\u010di\u0161t\u011bn\u00ed v\u00a0z\u00e1jmov\u00e9m povod\u00ed byla v\u00a0projektu zpracov\u00e1na za obdob\u00ed let 2014 a\u00a02015. Data za rok 2017 slou\u017e\u00ed jako kontroln\u00ed v\u00a0p\u0159\u00edpad\u011b problematick\u00e9 identifikace subjektu, lokalizace nebo \u010d\u00edseln\u00fdch hodnot. Z\u00a0datab\u00e1ze vypl\u00fdv\u00e1, \u017ee do vodn\u00edch tok\u016f z\u00e1jmov\u00e9ho \u00fazem\u00ed jsou vypou\u0161t\u011bny odpadn\u00ed vody s\u00a0mo\u017en\u00fdm obsahem n\u00e1sleduj\u00edc\u00edch l\u00e1tek:<\/p>\n<ul>\n<li>fenoly,<\/li>\n<li>AOX\u00a0\u2013 adsorbovateln\u00e9 organicky v\u00e1zan\u00e9 halogeny (podrobn\u011bj\u0161\u00ed informace jsou uvedeny n\u00ed\u017ee),<\/li>\n<li>nepol\u00e1rn\u00ed extrahovateln\u00e9 l\u00e1tky,<\/li>\n<li>kadmium a\u00a0jeho slou\u010deniny,<\/li>\n<li>nikl a\u00a0jeho slou\u010deniny,<\/li>\n<li>suma PAU,<\/li>\n<li>rtu\u0165 a\u00a0jej\u00ed slou\u010deniny,<\/li>\n<li>uhlovod\u00edky C<sub>10<\/sub>\u2013C<sub>40<\/sub>,<\/li>\n<li>olovo a\u00a0jeho slou\u010deniny.<\/li>\n<\/ul>\n<p>Halogenov\u00e9 organick\u00e9 slou\u010deniny (AOX) jsou pom\u011brn\u011b \u0161irokou skupinou. Jde o mezin\u00e1rodn\u011b uzn\u00e1van\u00fd parametr; m\u016f\u017ee se jednat o jednoduch\u00e9 slou\u010deniny jako je chloroform, chlorfenoly, chlorbenzeny i komplexn\u00ed organick\u00e9 molekuly, jako jsou dioxiny a furany (PCDD, PCDF) s nejr\u016fzn\u011bj\u0161\u00edmi toxick\u00fdmi vlastnostmi. V\u00a0p\u0159\u00edrod\u011b se v\u011bt\u0161ina AOX p\u0159irozen\u011b nevyskytuje, jejich hlavn\u00edm zdrojem v\u00a0prost\u0159ed\u00ed je p\u0159edev\u0161\u00edm pr\u016fmyslov\u00e1 v\u00fdroba pap\u00edru a\u00a0celul\u00f3zy. Konkr\u00e9tn\u00ed chemick\u00e9 i\u00a0toxikologick\u00e9 vlastnosti jsou v\u017edy z\u00e1visl\u00e9 na druhu slou\u010deniny; souhrnn\u011b popsat negativn\u00ed \u00fa\u010dinek AOX je prakticky nemo\u017en\u00e9. Obecn\u011b se ale daj\u00ed tyto l\u00e1tky pova\u017eovat za toxick\u00e9 pro vodn\u00ed organismy, schopn\u00e9 bioakumulace, s\u00a0r\u016fznou m\u00edrou toxicity pro \u010dlov\u011bka. Mezi m\u00e9n\u011b v\u00fdznamn\u00e9 zdroje AOX m\u016f\u017eeme za\u0159adit tak\u00e9 chlorov\u00e1n\u00ed pitn\u00e9 vody a\u00a0v\u00a0podstat\u011b jak\u00fdkoliv chemick\u00fd z\u00e1vod, kde doch\u00e1z\u00ed ke zpracov\u00e1n\u00ed chl\u00f3ru a\u00a0jin\u00fdch halogen\u016f. Pro p\u0159ehled je p\u0159ipojena n\u00e1sleduj\u00edc\u00ed mapka\u00a0\u2013 <em>obr. 1<\/em>.<\/p>\n<p>Vypou\u0161t\u011bn\u00e9 zne\u010di\u0161t\u011bn\u00ed, evidovan\u00e9 v\u00a0datab\u00e1zi ISPOP, neumo\u017e\u0148uje v\u00a0\u0159ad\u011b p\u0159\u00edpad\u016f jednozna\u010dn\u00e9 zji\u0161t\u011bn\u00ed, zda jsou PPN l\u00e1tky v\u00a0odpadn\u00edch vod\u00e1ch p\u0159\u00edtomn\u00e9. Zvl\u00e1\u0161t\u011b nejednozna\u010dn\u00e9 je to v\u00a0p\u0159\u00edpad\u011b vypou\u0161t\u011bn\u00ed AOX, fenol\u016f, C<sub>10<\/sub>\u2013C<sub>40<\/sub> a\u00a0NEL. M\u00edsta vypou\u0161t\u011bn\u00ed odpadn\u00edch vod s\u00a0 obsahem AOX jsou vyzna\u010dena v\u00a0n\u00e1sleduj\u00edc\u00ed mapce\u00a0\u2013 <em>obr. 2<\/em>.<\/p>\n<p>Bilance vypou\u0161t\u011bn\u00e9ho ro\u010dn\u00edho mno\u017estv\u00ed odpadn\u00edch vod s\u00a0 obsahem PPN l\u00e1tek bude konfrontov\u00e1na s\u00a0l\u00e1tkami vypou\u0161t\u011bn\u00fdmi podle E-PRTR registru [10]. Rizikovost vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod s\u00a0 obsahem PPN l\u00e1tek lze hodnotit podle n\u00e1sleduj\u00edc\u00ed tabulky, viz <em>tabulku 2<\/em>, vych\u00e1zej\u00edc\u00ed z norem environment\u00e1ln\u00ed kvality pro \u00fatvary povrchov\u00fdch vod.<\/p>\n<h6>Tabulka 2. P\u0159ed\u00e1v\u00e1n\u00ed dat o\u00a0skladov\u00e1n\u00ed l\u00e1tek je povinn\u00e9 podle z\u00e1kona o\u00a0prevenci z\u00e1va\u017en\u00fdch hav\u00e1ri\u00ed [11]. Zpracovatel\u00e9 z\u00edskali nejd\u0159\u00edve podklady o\u00a0m\u00edstech skladov\u00e1n\u00ed nebezpe\u010dn\u00fdch l\u00e1tek z\u00a0datab\u00e1ze eSPIRS (Seveso Plant Information Retrieval System\u00a0\u2013 syst\u00e9m Seveso pro z\u00edsk\u00e1v\u00e1n\u00ed informac\u00ed o\u00a0za\u0159\u00edzen\u00edch), kter\u00e9 spravuje Spole\u010dn\u00e9 v\u00fdzkumn\u00e9 centrum v\u00a0EU (JRC), podrobn\u011bji [12].<\/p>\n<p>Ze z\u00edskan\u00fdch informac\u00ed bylo t\u0159eba ur\u010dit, kter\u00e9 skladovan\u00e9 materi\u00e1ly obsahuj\u00ed PPN l\u00e1tky, v\u00a0jak\u00e9m mno\u017estv\u00ed a\u00a0na jak\u00e9m m\u00edst\u011b se nach\u00e1zej\u00ed. Pro zp\u0159esn\u011bn\u00ed informac\u00ed byly informace po\u017eadov\u00e1ny tak\u00e9 od p\u0159\u00edslu\u0161n\u00fdch krajsk\u00fdch \u00fa\u0159ad\u016f, kter\u00e9 maj\u00ed tuto agendu sledovat podle z\u00e1kona o\u00a0prevenci z\u00e1va\u017en\u00fdch hav\u00e1ri\u00ed \u010d.\u00a0224\/2015\u00a0Sb.\u00a0[11]. M\u00edsta byla d\u00e1le konfrontov\u00e1na se skute\u010dn\u00fdm um\u00edst\u011bn\u00edm pro identifikaci bodov\u00fdch zdroj\u016f zne\u010di\u0161t\u011bn\u00ed v\u00a0map\u00e1ch. Rozm\u00edst\u011bn\u00ed sklad\u016f na \u00fazem\u00ed kraj\u016f je patrn\u00e9 z\u00a0<em>obr. 3<\/em>.<\/p>\n<h2>Posouzen\u00ed rizikovosti skladov\u00e1n\u00ed PPN l\u00e1tek z\u00a0pohledu \u0159\u00ed\u010dn\u00ed povodn\u011b nebo povodn\u00ed z\u00a0p\u0159\u00edvalov\u00fdch sr\u00e1\u017eek<\/h2>\n<p>P\u0159i dodr\u017een\u00ed v\u0161ech legislativn\u00edch omezen\u00ed jsou skladovac\u00ed m\u00edsta z\u00a0pohledu zne\u010di\u0161\u0165ov\u00e1n\u00ed povrchov\u00fdch a\u00a0podzemn\u00edch vod bezpe\u010dn\u00e1. V\u00a0r\u00e1mci rizika mo\u017en\u00e9ho \u00faniku slou\u010denin s\u00a0obsahem PPN l\u00e1tek ve skladuj\u00edc\u00edch m\u00edstech p\u0159i zv\u00fd\u0161en\u00fdch vodn\u00edch stavech ve vodn\u00edch toc\u00edch bylo posuzov\u00e1no um\u00edst\u011bn\u00ed sklad\u016f v\u00a0z\u00e1plavov\u00e9m \u00fazem\u00ed. Z\u00e1plavov\u00e1 \u00fazem\u00ed jsou administrativn\u011b ur\u010den\u00e1 \u00fazem\u00ed, kter\u00e1 mohou b\u00fdt p\u0159i v\u00fdskytu \u0159\u00ed\u010dn\u00ed povodn\u011b zatopena vodou. Rozsah z\u00e1plavov\u00e9ho \u00fazem\u00ed schvaluje na n\u00e1vrh spr\u00e1vce vodn\u00edho toku vodopr\u00e1vn\u00ed \u00fa\u0159ad. Z\u00e1plavov\u00e9 \u00fazem\u00ed odpov\u00edd\u00e1 p\u0159ibli\u017en\u011b pr\u016ftok\u016fm stolet\u00e9 vody\u00a0\u2013 Q<sub>100<\/sub>. Z\u00a0posouzen\u00ed vyplynulo, \u017ee \u017e\u00e1dn\u00e9 m\u00edsto (objekt, za\u0159\u00edzen\u00ed), kde jsou nebezpe\u010dn\u00e9 l\u00e1tky skladov\u00e1ny, nele\u017e\u00ed ve vyhl\u00e1\u0161en\u00e9m\u00a0z\u00e1plavov\u00e9m \u00fazem\u00ed.<\/p>\n<h2>St\u00e1vaj\u00edc\u00ed monitorovac\u00ed syst\u00e9my kvality povrchov\u00fdch vod<\/h2>\n<p>V\u00a0\u010cesk\u00e9 republice se monitoringem v\u00fdskytu PPN l\u00e1tek ve vod\u00e1ch zab\u00fdvaj\u00ed subjekty, kter\u00e9 jsou zodpov\u011bdn\u00e9 za po\u0159\u00edzen\u00ed pl\u00e1n\u016f d\u00edl\u010d\u00edch povod\u00ed. St\u00e1tn\u00ed podniky Povod\u00ed monitoruj\u00ed kvalitu vod \u00fatvar\u016f povrchov\u00fdch vod a\u00a0n\u00e1sledn\u011b vyhodnocuj\u00ed stav vod. Ve spolupr\u00e1ci s\u00a0vodopr\u00e1vn\u00edmi \u00fa\u0159ady pak p\u0159\u00edslu\u0161n\u00e9 krajsk\u00e9 \u00fa\u0159ady schvaluj\u00ed pl\u00e1ny v\u00a0r\u00e1mci sv\u00e9 \u00fazemn\u00ed p\u016fsobnosti.<\/p>\n<h5>Tabulka 3. Location of warehouses, buildings and facilities containing hazardous substances classified in group A\u00a0or B<\/h6>\n<p>Na z\u00e1klad\u011b \u0159ady informac\u00ed, p\u0159edev\u0161\u00edm podle zpr\u00e1v hodnot\u00edc\u00edch obdob\u00ed 2015\u20132016, lze v z\u00e1jmov\u00e9m \u00fazem\u00ed shrnout informace o v\u00fdskytu t\u011bchto l\u00e1tek ve vodn\u00edch toc\u00edch n\u00e1sledovn\u011b:<\/p>\n<ul>\n<li>Analyzovan\u00e9 PPN l\u00e1tky a\u00a0SZL (specifick\u00e9 zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky uv\u00e1d\u011bn\u00e9 v\u00a0[4]) sledovan\u00e9 v\u00a0povrchov\u00fdch vod\u00e1ch \u010cR se vyskytuj\u00ed p\u0159ev\u00e1\u017en\u011b ve velmi n\u00edzk\u00fdch koncentrac\u00edch na \u00farovni mez\u00ed stanovitelnosti (MS) p\u0159\u00edstroj\u016f.<\/li>\n<li>Pokud jsou zji\u0161t\u011bny hodnoty nad MS, pak v\u011bt\u0161inou nep\u0159esahuj\u00ed NEK-RP (norma environment\u00e1ln\u00ed kvality vyj\u00e1d\u0159en\u00e1 jako ro\u010dn\u00ed pr\u016fm\u011brn\u00e1 hodnota) a\u00a0NEK-NPK (norma environment\u00e1ln\u00ed kvality vyj\u00e1d\u0159en\u00e1 jako nejvy\u0161\u0161\u00ed p\u0159\u00edpustn\u00e1 koncentrace). Limitn\u00ed hodnoty NEK-RP a\u00a0NEK-NPK jsou uvedeny pro jednotliv\u00e9 l\u00e1tky v\u00a0[4].<\/li>\n<li>Obsah n\u011bkter\u00fdch l\u00e1tek (benzo(a)pyren, cypermethrin, dicofol nebo dichlorvos) nen\u00ed mo\u017en\u00e9 vyhodnotit, jeliko\u017e mez stanovitelnosti dan\u00e9 analytick\u00e9 metody je \u010dasto vy\u0161\u0161\u00ed ne\u017e NEK (hodnota NEK-RP nebo NEK-NPK) pro danou sledovanou l\u00e1tku.<\/li>\n<li>P\u0159i orienta\u010dn\u00edm porovn\u00e1n\u00ed s\u00a0hodnotami NEK (NV \u010d. 401\/2015 Sb., P\u0159\u00edloha \u010d. 3, tabulka 1 b a\u00a01 c) je v\u00a0povrchov\u00fdch vod\u00e1ch nej\u010dast\u011bji p\u0159ekro\u010dena hodnota NEK-RP anebo NEK-NPK u\u00a0l\u00e1tek uveden\u00fdch v\u00a0n\u00e1sleduj\u00edc\u00ed tabulce\u00a0\u2013 <em>tabulka 3<\/em>.<\/li>\n<li>Z\u00a0liter\u00e1rn\u00edch \u00fadaj\u016f vypl\u00fdv\u00e1, \u017ee sedimenty obsahuj\u00ed vy\u0161\u0161\u00ed koncentrace PPN l\u00e1tek a\u00a0specifick\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek ne\u017e povrchov\u00e1 voda. Nad mez\u00ed stanovitelnosti jsou stanovov\u00e1ny koncentrace t\u011b\u017ek\u00fdch kov\u016f a\u00a0n\u011bkter\u00e9 l\u00e1tky ze skupiny PAU, jejich\u017e v\u00fdskyt je ve vod\u00e1ch i\u00a0sedimentech zaznamen\u00e1v\u00e1n pravideln\u011b, a\u00a0to i\u00a0ve zv\u00fd\u0161en\u00fdch koncentrac\u00edch.<\/li>\n<li>Na \u0159ad\u011b vodn\u00edch tok\u016f jsou dlouhodob\u011b zji\u0161\u0165ov\u00e1ny zv\u00fd\u0161en\u00e9 hodnoty AOX. T\u011bkav\u00e9 organick\u00e9 l\u00e1tky (TOL) se vyskytuj\u00ed v\u00a0povrchov\u00fdch vod\u00e1ch v\u00a0n\u00edzk\u00fdch koncentrac\u00edch. L\u00e1tky ze skupiny PCB (polychlorovan\u00e9 bifenyly) se v\u00a0matrici povrchov\u00e9 vody prakticky neobjevuj\u00ed. Probl\u00e9mem celorepublikov\u00fdm jsou l\u00e1tky ze skupiny PAU, z\u00a0nich\u017e benzo(ghi)perylen se v\u00a0toc\u00edch objevuje v\u00a0nadlimitn\u00edch koncentrac\u00edch nej\u010dast\u011bji. Hodnoty p\u0159ekra\u010duj\u00edc\u00ed NEK byly zji\u0161t\u011bny tak\u00e9 u\u00a0\u03a3hexachlorcyklohexan\u016f a\u00a0lindanu (OCP), anthracenu, benzo(b)fluoranthenu, fluoranthenu, fenanthrenu a\u00a0benzo(a)pyrenu (ze skupiny PAU).<\/li>\n<li>Nej\u010dast\u011bji se vyskytuj\u00edc\u00ed pesticidn\u00ed l\u00e1tky v\u00a0povrchov\u00fdch vod\u00e1ch jsou metabolity metolachloru, acetochloru, alachloru a\u00a0v\u00a0p\u0159\u00edpad\u011b terbutylazinu metabolity i\u00a0z\u00e1kladn\u00ed l\u00e1tka [5]. \u010casto se jedn\u00e1 o\u00a0\u00fa\u010dinn\u00e9 l\u00e1tky p\u0159\u00edpravk\u016f spojen\u00fdch s\u00a0p\u011bstov\u00e1n\u00edm ozim\u00e9 \u0159epky a\u00a0kuku\u0159ice. Jsou patrn\u00e9 rozd\u00edly mezi oblastmi s\u00a0intenzivn\u00ed rostlinnou v\u00fdrobou a\u00a0horsk\u00fdmi, p\u0159ev\u00e1\u017en\u011b zalesn\u011bn\u00fdmi povod\u00edmi. Zne\u010di\u0161t\u011bn\u00ed jednotliv\u00fdmi l\u00e1tkami b\u011bhem roku kol\u00eds\u00e1 v\u00a0z\u00e1vislosti na ro\u010dn\u00edm obdob\u00ed, sr\u00e1\u017ekov\u00e9m re\u017eimu apod. Hodnoty NEK jsou p\u0159ekra\u010dov\u00e1ny i\u00a0u\u00a0diuronu a\u00a0isoproturonu.<\/li>\n<\/ul>\n<p>Mno\u017estv\u00ed vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod s\u00a0obsahem PPN l\u00e1tek z\u00a0velk\u00fdch zdroj\u016f zne\u010di\u0161t\u011bn\u00ed, kter\u00e9 se dost\u00e1vaj\u00ed do vodn\u00edch tok\u016f, bude konfrontov\u00e1no s\u00a0daty za rok 2016 z\u00a0datab\u00e1ze E-PRTR (evropsk\u00fd registr \u00fanik\u016f a\u00a0p\u0159enos\u016f zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek) [10].<\/p>\n<p>Velmi podrobn\u011b se r\u016fzn\u00fdmi zdroji zne\u010di\u0161t\u011bn\u00ed v\u010detn\u011b zdroj\u016f PPN l\u00e1tek a\u00a0jejich dopadem na stav vodn\u00edch \u00fatvar\u016f zab\u00fdvaj\u00ed spr\u00e1vci povod\u00ed p\u0159i p\u0159\u00edprav\u011b pl\u00e1n\u016f oblasti povod\u00ed a\u00a0pl\u00e1n\u016f d\u00edl\u010d\u00edch povod\u00ed. Jsou zde soust\u0159ed\u011bny v\u00fdsledky jejich vlastn\u00edho monitoringu a\u00a0\u0161et\u0159en\u00ed u\u00a0zne\u010di\u0161\u0165ovatel\u016f i\u00a0v\u00fdsledky dal\u0161\u00edch d\u00edl\u010d\u00edch studi\u00ed. Pro z\u00e1jmov\u00e9 \u00fazem\u00ed \u0159e\u0161en\u00e9ho projektu jsou tyto pl\u00e1ny zve\u0159ejn\u011bny na internetov\u00fdch str\u00e1nk\u00e1ch Povod\u00ed Vltavy [13].<\/p>\n<p>Povod\u0148ov\u00e9 ud\u00e1losti, kter\u00e9 prob\u011bhly na \u00fazem\u00ed \u010cR v\u00a0uplynul\u00fdch letech, vedly ke zkoum\u00e1n\u00ed t\u011bchto jev\u016f nejen co do mno\u017estv\u00ed vod a\u00a0rozsahu rozliv\u016f. Byla zji\u0161\u0165ov\u00e1na a\u00a0posuzov\u00e1na i\u00a0jakost povod\u0148ov\u00fdch vod v\u010detn\u011b zdroj\u016f zne\u010di\u0161t\u011bn\u00ed a\u00a0zp\u016fsob\u016f jeho \u0161\u00ed\u0159en\u00ed. Tyto poznatky vedly k\u00a0n\u011bkter\u00fdm zev\u0161eobecn\u011bn\u00edm a\u00a0n\u00e1vrh\u016fm vhodn\u00fdch postup\u016f, viz nap\u0159. [14] nebo [15]. Sou\u010dasn\u011b se v\u0161ak ukazuje, \u017ee ka\u017ed\u00e1 povod\u0148ov\u00e1 ud\u00e1lost je specifick\u00e1, a\u00a0pokud chceme zabr\u00e1nit \u0161\u00ed\u0159en\u00ed zne\u010di\u0161t\u011bn\u00ed nebezpe\u010dn\u00fdmi l\u00e1tkami ze zn\u00e1m\u00e9ho zdroje, je t\u0159eba soust\u0159edit ochrann\u00e1 opat\u0159en\u00ed zejm\u00e9na do m\u00edsta vzniku \u010di uskladn\u011bn\u00ed t\u011bchto l\u00e1tek.<\/p>\n<h2>V\u00fdskyt PPN l\u00e1tek v\u00a0\u0159\u00ed\u010dn\u00edch sedimentech<\/h2>\n<p>Vyu\u017eitelnost v\u0161ech v\u00fd\u0161e uveden\u00fdch zdroj\u016f informac\u00ed byla vzata v\u00a0\u00favahu. S\u00a0ohledem na c\u00edle projektu byla hodnocena n\u00e1vaznost \u00fadaj\u016f o\u00a0zdroj\u00edch zne\u010di\u0161t\u011bn\u00ed a\u00a0dopadech ve form\u011b zhor\u0161en\u00e9 kvality vody v\u00a0toc\u00edch.<\/p>\n<p>Identifikace nebezpe\u010dn\u00fdch l\u00e1tek ve vod\u00e1ch je \u010dasto obt\u00ed\u017en\u00e1 s\u00a0ohledem na stopov\u00e9 koncentrace na \u00farovni meze stanovitelnosti p\u0159\u00edstrojov\u00e9ho vybaven\u00ed laborato\u0159\u00ed. V\u00a0sedimentech a\u00a0jemn\u00fdch plavenin\u00e1ch m\u016f\u017ee u\u00a0n\u011bkter\u00fdch l\u00e1tek doch\u00e1zet ke kumulaci, proto se ve vybran\u00fdch profilech monitoringu jakosti povrchov\u00fdch vod odeb\u00edraj\u00ed i\u00a0vzorky t\u00e9to matrice. Pravideln\u00fd monitoring v\u00a0z\u00e1jmov\u00e9m \u00fazem\u00ed prov\u00e1d\u00ed spr\u00e1vce toku podnik Povod\u00ed Vltavy. N\u011bkolikalet\u00e9 velmi podrobn\u00e9, celorepublikov\u00e9 sledov\u00e1n\u00ed v\u010detn\u011b bioakumulace \u0159e\u0161il tak\u00e9 \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav [16].<\/p>\n<p>Aby bylo umo\u017en\u011bno odhadnout pravd\u011bpodobnost v\u00fdskytu nebezpe\u010dn\u00fdch l\u00e1tek p\u0159i mimo\u0159\u00e1dn\u00fdch ud\u00e1lostech pro profil Vltavy v\u00a0Praze, bylo rozhodnuto podrobn\u011bji sledovat slo\u017een\u00ed \u0159\u00ed\u010dn\u00edch sediment\u016f v\u00a0z\u00e1v\u011bre\u010dn\u00fdch \u00fasec\u00edch hlavn\u00edch tok\u016f nad Prahou.<\/p>\n<p>P\u0159ed samotn\u00fdm zah\u00e1jen\u00edm odb\u011br\u016f vzork\u016f \u0159\u00ed\u010dn\u00edch sediment\u016f prob\u011bhlo vytipov\u00e1n\u00ed vhodn\u00fdch m\u00edst v\u00a0z\u00e1jmov\u00e9m \u00fazem\u00ed St\u0159edo\u010desk\u00e9ho kraje v\u00a0bl\u00edzkosti hlavn\u00edho m\u011bsta. Krit\u00e9riem bylo nal\u00e9zt lokality, kter\u00e9 by pokryly zdroje vypou\u0161t\u011bj\u00edc\u00ed odpadn\u00ed vody s\u00a0obsahem PPN l\u00e1tek do vodn\u00edch tok\u016f z\u00e1jmov\u00e9ho \u00fazem\u00ed. Dal\u0161\u00edm velmi d\u016fle\u017eit\u00fdm krit\u00e9riem, kter\u00e9 v\u00fdznamn\u011b ovlivnilo v\u00fdb\u011br vlastn\u00edch lokalit, byla znalost m\u00edst, kter\u00e1 umo\u017e\u0148uj\u00ed akumulaci \u0159\u00ed\u010dn\u00edch sediment\u016f. Proto\u017ee sedimenty se ve zv\u00fd\u0161en\u00e9 m\u00ed\u0159e vyskytuj\u00ed ve vodn\u00edch toc\u00edch se sn\u00ed\u017eenou rychlost\u00ed vody, kter\u00e1 je n\u00e1sledn\u011b p\u0159\u00ed\u010dinou sedimentace plaven\u00fdch \u010d\u00e1stic, byla vybr\u00e1na m\u00edsta v\u00a0nadjez\u00ed vodn\u00edch tok\u016f. Posledn\u00edm krit\u00e9riem byla samotn\u00e1 p\u0159\u00edstupnost odb\u011brn\u00fdch m\u00edst. Na z\u00e1klad\u011b uveden\u00fdch krit\u00e9ri\u00ed byla v\u00a0r\u00e1mci \u0159e\u0161en\u00ed vybr\u00e1na \u010dty\u0159i odb\u011brn\u00e1 m\u00edsta:<\/p>\n<ul>\n<li>Vltava-\u0160t\u011bchovice nad jezem, m\u00edsto u\u00a0hr\u00e1ze vodn\u00edho d\u00edla;<\/li>\n<li>Vltava-Mod\u0159any nad jezem, jako z\u00e1v\u011brn\u00e9 m\u00edsto, ve kter\u00e9m se p\u0159edpokl\u00e1d\u00e1 p\u0159\u00edpadn\u00e9 ovlivn\u011bn\u00ed z\u00a0p\u0159\u00edtok\u016f \u0159ek Berounky a\u00a0S\u00e1zavy;<\/li>\n<li>Berounka-\u010cerno\u0161ice nad jezem, v\u00fdznamn\u00fd levob\u0159e\u017en\u00ed p\u0159\u00edtok Vltavy, m\u00edsto v\u00a0nadjez\u00ed elektr\u00e1rny v\u00a0\u010cerno\u0161ic\u00edch;<\/li>\n<li>S\u00e1zava-\u017dampach nad jezem, v\u00fdznamn\u00fd pravob\u0159e\u017en\u00ed p\u0159\u00edtok Vltavy.<\/li>\n<\/ul>\n<p>Odb\u011brn\u00e1 m\u00edsta jsou vyzna\u010dena v ortofotografick\u00fdch mapk\u00e1ch\u00a0\u2013 <em>obr. 4<\/em>. V\u00a0sou\u010dasn\u00e9 dob\u011b jsou tyto v\u00fdsledky vyhodnocov\u00e1ny pro vyu\u017eit\u00ed ve v\u00fdstupech projektu.<\/p>\n<h2>Diskuse<\/h2>\n<p>Znalosti o\u00a0PPN l\u00e1tk\u00e1ch jsou v\u0161eobecn\u011b nedostate\u010dn\u00e9 u\u017e proto, \u017ee se tyto l\u00e1tky postupn\u011b nov\u011b identifikuj\u00ed, cel\u00e1 skupina se postupn\u011b roz\u0161i\u0159uje a\u00a0jen mal\u00e9 procento laborato\u0159\u00ed dok\u00e1\u017ee tyto nov\u00e9 l\u00e1tky v\u00a0prvotn\u00ed f\u00e1zi identifikace analyzovat s\u00a0po\u017eadovanou p\u0159esnost\u00ed. Jedn\u00e1 se o\u00a0dlouhodob\u00fd proces monitoruj\u00edc\u00ed stav v\u00fdskytu PPN l\u00e1tek\u00a0\u2013 jejich pohyb ve vodn\u00edm prost\u0159ed\u00ed a\u00a0hodnocen\u00ed negativn\u00edch dopad\u016f. Legislativn\u00ed proces m\u00e1 ur\u010ditou setrva\u010dnost a\u00a0jist\u011b nelze o\u010dek\u00e1vat, \u017ee zm\u011bny v\u00a0p\u0159\u00edloh\u00e1ch evropsk\u00fdch sm\u011brnic se okam\u017eit\u011b prom\u00edtnou a\u017e k\u00a0jednotliv\u00fdm v\u00fdrobn\u00edm subjekt\u016fm a\u00a0do zm\u011bn v\u00a0jejich technologi\u00edch. Firm\u00e1m v\u011bt\u0161inou vyhovuje sou\u010dasn\u00fd stav, kdy na stanoven\u00ed jednotliv\u00fdch l\u00e1tek maj\u00ed nasmlouv\u00e1ny specializovan\u00e9 laborato\u0159e a\u00a0nov\u00e9 po\u017eadavky by jim v\u011bt\u0161inou p\u0159in\u00e1\u0161ely zp\u0159\u00edsn\u011bn\u00ed hodnot ve vodohospod\u00e1\u0159sk\u00fdch rozhodnut\u00edch.\u00a0Odb\u011bry a\u00a0rozbory ke zji\u0161t\u011bn\u00ed m\u00edry zne\u010di\u0161t\u011bn\u00ed vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod mohou prov\u00e1d\u011bt jen odborn\u011b zp\u016fsobil\u00e9 osoby opr\u00e1vn\u011bn\u00e9 k\u00a0takov\u00e9mu podnik\u00e1n\u00ed. V\u011bt\u0161ina laboratorn\u00edch anal\u00fdz vy\u017eaduje drah\u00e9 p\u0159\u00edstrojov\u00e9 vybaven\u00ed a\u00a0pr\u016fb\u011b\u017en\u00fd odborn\u00fd servis, aby mohly b\u00fdt PPN l\u00e1tky m\u011b\u0159eny p\u0159i zachov\u00e1n\u00ed po\u017eadovan\u00fdch n\u00edzk\u00fdch mez\u00ed stanovitelnosti.<\/p>\n<p>Jedn\u00edm z\u00a0dal\u0161\u00edch poznatk\u016f je, \u017ee mnoh\u00e9 firmy ale i\u00a0\u00fa\u0159ady maj\u00ed z\u00e1brany poskytovat ji\u017e jednou z\u00edskan\u00e9 v\u00fdsledky nejen ve\u0159ejnosti ale i\u00a0odborn\u00e9 v\u00fdzkumn\u00e9 instituci pod z\u00e1minkou obrany proti konkurenci. Hlavn\u00edm p\u0159\u00ednosem m\u00e1 b\u00fdt zv\u00fd\u0161en\u00ed znalost\u00ed o\u00a0v\u00fdskytu PPN l\u00e1tek v\u00a0prost\u0159ed\u00ed, o\u00a0jejich \u0161\u00ed\u0159en\u00ed a\u00a0o\u00a0procesech, kter\u00e9 toto \u0161\u00ed\u0159en\u00ed ovliv\u0148uj\u00ed. Projekt kombinuje ofici\u00e1ln\u00ed informace od zne\u010di\u0161\u0165ovatel\u016f, data ze standardn\u00edch monitoring\u016f prost\u0159ed\u00ed a\u00a0\u00fadaje zji\u0161t\u011bn\u00e9 vlastn\u00edm podrobn\u00fdm v\u00fdzkumem tak, aby mohl poskytnout re\u00e1ln\u00fd pohled na rizika a\u00a0ohro\u017een\u00ed toku Vltavy v\u00a0hlavn\u00edm m\u011bst\u011b.<\/p>\n<p>\u0158e\u0161en\u00ed je zam\u011b\u0159eno na velkou plochu z\u00e1jmov\u00e9ho \u00fazem\u00ed \u010cesk\u00e9 republiky, kter\u00e1 vy\u017eaduje zpracov\u00e1n\u00ed rozs\u00e1hl\u00e9ho mno\u017estv\u00ed dat.<\/p>\n<p>Datab\u00e1ze a\u00a0monitorovac\u00ed programy veden\u00e9 v\u00a0sou\u010dasn\u00e9 dob\u011b jsou velmi cenn\u00e9, jsou v\u0161ak p\u0159izp\u016fsobeny \u00fa\u010delu, pro kter\u00fd byly z\u0159\u00edzeny, tedy zejm\u00e9na pro reportov\u00e1n\u00ed do evropsk\u00fdch struktur. Proto je z\u00a0nich \u010dasto obt\u00ed\u017en\u00e9 nal\u00e9zt souvislosti mezi konkr\u00e9tn\u00edm zne\u010di\u0161\u0165ovatelem a\u00a0zji\u0161t\u011bn\u00edm nadlimitn\u00edch koncentrac\u00ed v\u00a0monitorovan\u00e9m m\u00edst\u011b.<\/p>\n<p>Pos\u00edlen\u00ed sou\u010dasn\u00fdch znalost\u00ed je tedy pot\u0159ebn\u00e9 ve smyslu hled\u00e1n\u00ed souvislost\u00ed mezi konkr\u00e9tn\u00edm zdrojem zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek a dopadem t\u00e9to z\u00e1t\u011b\u017ee na vodn\u00ed tok.
