For translation or more information on this topic, please contact author.<\/h4>\n<p>&nbsp;<\/p>\n<h2>Souhrn<\/h2>\n<p>Bioodpad neboli odpad podl\u00e9haj\u00edc\u00ed anaerobn\u00edmu nebo aerobn\u00edmu rozkladu se d\u00edky zp\u016fsobu vyu\u017e\u00edv\u00e1n\u00ed zelen\u00fdch ploch zejm\u00e9na ve velk\u00fdch m\u011bstech s\u00a0velkou hustotou os\u00eddlen\u00ed stal problematickou slo\u017ekou komun\u00e1ln\u00edho odpadu. Na bioodpad lze pohl\u00ed\u017eet jako na zdroj nebezpe\u010dn\u00e9ho methanu uvol\u0148ovan\u00e9ho p\u0159i skl\u00e1dkov\u00e1n\u00ed, ale d\u00edky princip\u016fm ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed se navrac\u00edme k\u00a0jeho podstat\u011b\u00a0\u2013 zdroji \u017eivin a\u00a0organick\u00e9 hmoty pro zem\u011bd\u011blskou p\u016fdu a\u00a0m\u011bstskou zele\u0148. \u00dasp\u011b\u0161nost sb\u011bru bioodpadu, zpracov\u00e1n\u00ed a\u00a0n\u00e1vratu do \u017eivotn\u00edho prost\u0159ed\u00ed se mezi jednotliv\u00fdmi hlavn\u00edmi m\u011bsty \u010dlensk\u00fdch st\u00e1t\u016f Evropsk\u00e9 unie li\u0161\u00ed. \u010cl\u00e1nek popisuje, jak efektivn\u011b se s\u00a0danou problematikou vypo\u0159\u00e1d\u00e1v\u00e1 Praha ve srovn\u00e1n\u00ed s\u00a0ostatn\u00edmi vybran\u00fdmi hlavn\u00edmi m\u011bsty st\u00e1t\u016f Evropsk\u00e9 unie.<\/p>\n<a href=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Ilustracni-fotografie-5_edit.jpg\" rel=\"shadowbox[sbpost-6530];player=img;\"><img decoding=\"async\" width=\"797\" height=\"527\" class=\"alignnone size-full wp-image-6482 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Ilustracni-fotografie-5_edit.jpg\" alt=\"\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Ilustracni-fotografie-5_edit.jpg 797w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Ilustracni-fotografie-5_edit-300x198.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Ilustracni-fotografie-5_edit-768x508.jpg 768w\" data-sizes=\"(max-width: 797px) 100vw, 797px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 797px; --smush-placeholder-aspect-ratio: 797\/527;\" \/><\/a>\n<h2>\u00davod<\/h2>\n<p>Bioodpad \u0159ad\u00edme mezi biologicky rozlo\u017eiteln\u00fd odpad (BRO), kter\u00fd definuje sm\u011brnice Evropsk\u00e9ho parlamentu a\u00a0Rady 1999\/31\/ES o\u00a0skl\u00e1dk\u00e1ch odpad\u016f jako <em>odpad podl\u00e9haj\u00edc\u00ed anaerobn\u00edmu nebo aerobn\u00edmu rozkladu, jako jsou potravin\u00e1\u0159sk\u00e9 a\u00a0zahradn\u00ed odpady a\u00a0rovn\u011b\u017e pap\u00edr a\u00a0lepenka<\/em>. Historicky byl BRO pova\u017eov\u00e1n sp\u00ed\u0161e za materi\u00e1l, kter\u00fd byl spot\u0159ebov\u00e1n v\u00a0m\u00edst\u011b sv\u00e9ho vzniku. Postupem \u010dasu, kdy hospod\u00e1\u0159sk\u00e9 vyu\u017eit\u00ed zelen\u00fdch ploch a\u00a0zahrad jako zdroj p\u00edce pro chovan\u00e1 hospod\u00e1\u0159sk\u00e1 zv\u00ed\u0159ata a\u00a0p\u011bstov\u00e1n\u00ed ovoce a\u00a0zeleniny ustoupilo obytn\u00e9mu a\u00a0volno\u010dasov\u00e9mu vyu\u017eit\u00ed, se na BRO za\u010dalo nahl\u00ed\u017eet jako na nepot\u0159ebn\u00fd odpad, jeho\u017e zp\u016fsob nakl\u00e1d\u00e1n\u00ed bylo pot\u0159eba upravit pr\u00e1vn\u00edmi p\u0159edpisy.<\/p>\n<p>Evropsk\u00e1 unie (EU) v\u00a0sou\u010dasnosti upravuje nakl\u00e1d\u00e1n\u00ed s\u00a0BRO dv\u011bma hlavn\u00edmi p\u0159edpisy: sm\u011brnic\u00ed Rady 1999\/31\/ES o\u00a0skl\u00e1dk\u00e1ch odpadu a\u00a0R\u00e1mcovou sm\u011brnic\u00ed Evropsk\u00e9ho parlamentu a\u00a0Rady \u010d. 98\/2008\/ES o\u00a0odpadech. Problematiku BRO \u017eivo\u010di\u0161n\u00e9ho p\u016fvodu upravuj\u00ed na\u0159\u00edzen\u00ed Evropsk\u00e9ho parlamentu a\u00a0Rady \u010d.\u00a01069\/2009 Sb., o\u00a0hygienick\u00fdch pravidlech pro vedlej\u0161\u00ed produkty \u017eivo\u010di\u0161n\u00e9ho p\u016fvodu a\u00a0z\u00edskan\u00e9 produkty, kter\u00e9 nejsou ur\u010deny k\u00a0lidsk\u00e9 spot\u0159eb\u011b (na\u0159\u00edzen\u00ed o\u00a0vedlej\u0161\u00edch produktech \u017eivo\u010di\u0161n\u00e9ho p\u016fvodu) a\u00a0na\u0159\u00edzen\u00ed Evropsk\u00e9ho parlamentu a\u00a0Rady \u010d. 853\/2004 Sb., kter\u00fdm se stanov\u00ed zvl\u00e1\u0161tn\u00ed hygienick\u00e1 pravidla pro potraviny \u017eivo\u010di\u0161n\u00e9ho p\u016fvodu.<\/p>\n<p>Sm\u011brnice Rady 1999\/31\/ES o\u00a0skl\u00e1dk\u00e1ch odpad\u016f ze dne 26. dubna 1999 m\u00e1 za c\u00edl p\u0159edch\u00e1zet nebo maxim\u00e1ln\u011b omezit negativn\u00ed dopady skl\u00e1dek na povrchov\u00e9 vody, podzemn\u00ed vody, p\u016fdu, ovzdu\u0161\u00ed a\u00a0lidsk\u00e9 zdrav\u00ed. Sm\u011brnice tak\u00e9 po\u017eaduje omezen\u00ed skl\u00e1dkov\u00e1n\u00ed biologicky rozlo\u017eiteln\u00fdch komun\u00e1ln\u00edch odpad\u016f v\u00a0letech 2006, 2009 a\u00a02016 na \u00farove\u0148 75 %, 50 % a\u00a035 % produkce roku 1995. St\u00e1ty jako \u010cesk\u00e1 republika, Slovensko a\u00a0Polsko, kter\u00e9 v\u00a0roce 1995 ukl\u00e1daly na skl\u00e1dky v\u00edce ne\u017e 80 % tuh\u00fdch komun\u00e1ln\u00edch odpad\u016f, po\u017e\u00e1daly o\u00a0v\u00fdjimku a\u00a0povinnost spln\u011bn\u00ed dan\u00fdch c\u00edl\u016f jim byla posunuta o\u00a04 roky.<\/p>\n<p>Produkce komun\u00e1ln\u00edho odpadu (<em>obr. 1<\/em>) je ovlivn\u011bna \u017eivotn\u00ed \u00farovn\u00ed obyvatelstva, zaveden\u00fdm syst\u00e9mem odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed zem\u011b a\u00a0v\u00a0neposledn\u00ed \u0159ad\u011b osv\u011btou a\u00a0ekologick\u00fdm sm\u00fd\u0161len\u00edm obyvatel. Je nutn\u00e9 si tak\u00e9 uv\u011bdomit, \u017ee v\u00a0zem\u00edch EU bioodpad tvo\u0159\u00ed nejv\u011bt\u0161\u00ed slo\u017eku komun\u00e1ln\u00edho odpadu (KO). Ve sm\u011bsn\u00e9m komun\u00e1ln\u00edm odpadu (SKO) se vyskytuje i\u00a0v\u00edce ne\u017e z\u00a050 % a\u00a0z\u00a0toho 30 % p\u0159edstavuj\u00ed zbytky potravin, slupky od ovoce a\u00a0zeleniny, z\u00a012 % biologick\u00fd odpad ze zahrad a\u00a010 % je tvo\u0159eno pap\u00edrem a\u00a0kartonem [1].<\/p>\n<p>Mezi BRO spadaj\u00ed i\u00a0odpady ze zem\u011bd\u011blsk\u00e9ho, lesnick\u00e9ho a\u00a0potravin\u00e1\u0159sk\u00e9ho pr\u016fmyslu, ale v\u00a0tomto \u010dl\u00e1nku se budeme zab\u00fdvat pouze biologicky rozlo\u017eiteln\u00fdmi odpady spadaj\u00edc\u00edmi pod komun\u00e1ln\u00ed odpad \u010dasto zkr\u00e1cen\u011b naz\u00fdvan\u00fdmi komun\u00e1ln\u00ed bioodpad. Sm\u011brnice Evropsk\u00e9ho parlamentu a\u00a0Rady \u010d. 98\/2008\/ES o\u00a0odpadech uv\u00e1d\u00ed, \u017ee bioodpad je tvo\u0159en biologicky rozlo\u017eiteln\u00fdm odpadem ze zahrad a\u00a0park\u016f, potravin\u00e1\u0159sk\u00fdmi a\u00a0kuchy\u0148sk\u00fdmi odpady z\u00a0dom\u00e1cnost\u00ed, restaurac\u00ed, stravovac\u00edch a\u00a0maloobchodn\u00edch za\u0159\u00edzen\u00ed a\u00a0srovnateln\u00fdm odpadem ze za\u0159\u00edzen\u00ed potravin\u00e1\u0159sk\u00e9ho pr\u016fmyslu.<\/p>\n<p>P\u0159esto\u017ee celkov\u00e9 procento skl\u00e1dkovan\u00e9ho odpadu v\u00a0zem\u00edch EU kles\u00e1 (<em>obr. 2<\/em>), mezi jednotliv\u00fdmi st\u00e1ty EU jsou velk\u00e9 rozd\u00edly ve zp\u016fsobech nakl\u00e1d\u00e1n\u00ed s\u00a0KO, kter\u00e9 souvis\u00ed se zaveden\u00fdm odpadov\u00fdm hospod\u00e1\u0159stv\u00edm. Rakousko, Nizozemsko, D\u00e1nsko, N\u011bmecko, \u0160v\u00e9dsko a\u00a0Belgie pat\u0159\u00ed mezi l\u00eddry cirkul\u00e1rn\u00ed ekonomiky. Maj\u00ed komplexn\u00ed syst\u00e9my sb\u011bru odpadu, na skl\u00e1dky ukl\u00e1daj\u00ed m\u00e9n\u011b ne\u017e 5 % sv\u00e9ho odpadu, maj\u00ed dob\u0159e vyvinut\u00e9 recykla\u010dn\u00ed syst\u00e9my, dostate\u010dnou kapacitu technologi\u00ed pro zpracov\u00e1n\u00ed vyt\u0159\u00edd\u011bn\u00fdch slo\u017eek KO a\u00a0dob\u0159e nakl\u00e1daj\u00ed i\u00a0s\u00a0biologicky rozlo\u017eiteln\u00fdm odpadem.<\/p>\n<a href=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Volosinova-1.jpg\" rel=\"shadowbox[sbpost-6530];player=img;\"><img decoding=\"async\" width=\"800\" height=\"424\" class=\"alignnone size-full wp-image-6474 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Volosinova-1.jpg\" alt=\"\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Volosinova-1.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Volosinova-1-300x159.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2019\/06\/Volosinova-1-768x407.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/424;\" \/><\/a>\n<h6>Obr. 1. Generation of municipal solid waste per capita in EU countries in 2017 [2]\u2028(note: Ireland unavailable data)<\/h6>\n<p>Na opa\u010dn\u00e9m konci pomysln\u00e9ho \u017eeb\u0159\u00ed\u010dku se nach\u00e1zej\u00ed st\u00e1ty ji\u017en\u00ed a\u00a0v\u00fdchodn\u00ed Evropy, mezi kter\u00e9 pat\u0159\u00ed \u0158ecko n\u00e1sledovan\u00e9 Bulharskem, Maltou, Litvou, Rumunskem a\u00a0Kyprem. Hlavn\u00edmi nedostatky jsou \u0161patn\u00e9 nebo neexistuj\u00edc\u00ed syst\u00e9my p\u0159edch\u00e1zen\u00ed vzniku odpad\u016f, nedostatek pob\u00eddek k\u00a0p\u0159esm\u011brov\u00e1n\u00ed odpadu ze skl\u00e1dek a\u00a0nedostate\u010dn\u00e1 infrastruktura nakl\u00e1d\u00e1n\u00ed s\u00a0odpady. Velk\u00e9 mno\u017estv\u00ed \u010dlensk\u00fdch st\u00e1t\u016f sv\u016fj SKO p\u0159ev\u00e1\u017en\u011b skl\u00e1dkuje, navzdory lep\u0161\u00edm alternativ\u00e1m a\u00a0dostupnosti evropsk\u00fdch struktur\u00e1ln\u00edch fond\u016f pro po\u0159\u00edzen\u00ed technologi\u00ed spl\u0148uj\u00edc\u00edch hierarchii nakl\u00e1d\u00e1n\u00ed s\u00a0odpady a\u00a0principy ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed. N\u011bkter\u00e9 st\u00e1ty jako probl\u00e9m pro zaveden\u00ed ekologi\u010dt\u011bj\u0161\u00edch alternativ ozna\u010dily ekonomickou nekonkurenceschopnost nov\u00fdch technologi\u00ed v\u016f\u010di skl\u00e1dkov\u00e1n\u00ed [3].<\/p>\n<h2>Zp\u016fsoby sb\u011bru a\u00a0nakl\u00e1d\u00e1n\u00ed s\u00a0bioodpadem<\/h2>\n<p>Sb\u011br bioodpadu lze prov\u00e1d\u011bt dv\u011bma postupy. Prvn\u00ed, finan\u010dn\u011b i\u00a0\u010dasov\u011b n\u00e1ro\u010dn\u011bj\u0161\u00ed pro zaveden\u00ed, je odd\u011blen\u00fd sb\u011br. Nicm\u00e9n\u011b jde o\u00a0sb\u011br s\u00a0\u010dist\u0161\u00edm v\u00fdsledn\u00fdm materi\u00e1lem a\u00a0se sn\u00ed\u017een\u00fdm rizikem kontaminace nebezpe\u010dn\u00fdmi l\u00e1tkami. Odd\u011blen\u00fd sb\u011br lze prov\u00e1d\u011bt bu\u010f pomoc\u00ed sb\u011brn\u00fdch n\u00e1dob, nebo pytl\u016f na \u00farovni dom\u00e1cnost\u00ed, restaurac\u00ed, j\u00eddelen apod., svozov\u00fdm syst\u00e9mem \u201edoor to door\u201c (tzn. od domu k\u00a0domu), d\u00e1le pomoc\u00ed kontejner\u016f ve sb\u011brn\u00fdch hn\u00edzdech t\u0159\u00edd\u011bn\u00e9ho odpadu, velkoobjemov\u00fdmi kontejnery pravideln\u011b p\u0159istavovan\u00fdmi do ulic anebo don\u00e1\u0161kou do sb\u011brn\u00fdch dvor\u016f.<\/p>\n<p>Vyt\u0159\u00edd\u011bn\u00fd bioodpad, jeho\u017e \u00farove\u0148 \u010distoty souvis\u00ed s\u00a0m\u00edrou osv\u011bty a\u00a0spolupr\u00e1ce jednotliv\u00fdch obyvatel, lze kompostovat anebo zpracovat anaerobn\u00ed digesc\u00ed (AD) v\u00a0bioplynov\u00fdch stanic\u00edch. Kompostov\u00e1n\u00ed podle rozsahu rozd\u011blujeme na dom\u00e1c\u00ed, vermikompostov\u00e1n\u00ed, komunitn\u00ed kompostov\u00e1n\u00ed, na kompostov\u00e1n\u00ed v\u00a0mal\u00fdch za\u0159\u00edzen\u00edch (do 10 tun na jednu zakl\u00e1dku) a\u00a0v\u00a0centr\u00e1ln\u00edch kompost\u00e1rn\u00e1ch. Anaerobn\u00ed digesce prob\u00edh\u00e1 centr\u00e1ln\u011b v\u00a0uzav\u0159en\u00fdch technologi\u00edch, kter\u00e9 podle vlhkosti vstupn\u00edho materi\u00e1lu rozd\u011blujeme na mokrou (max. 12 % su\u0161iny) a\u00a0suchou (min. 20 % su\u0161iny).<\/p>\n<p>P\u0159i druh\u00e9m postupu je bioodpad sou\u010d\u00e1st\u00ed SKO a\u00a0k\u00a0jeho zpracov\u00e1n\u00ed lze pou\u017e\u00edt technologii mechanicko-biologick\u00e9 \u00fapravy, jej\u00edm\u017e c\u00edlem je zmen\u0161it objem SKO a\u00a0stabilizovat ho tak, aby po ulo\u017een\u00ed na skl\u00e1dku nedoch\u00e1zelo k\u00a0v\u00fdluhu nebezpe\u010dn\u00fdch l\u00e1tek, nevznikal methan, p\u0159\u00edpadn\u011b po\u017e\u00e1ry. Pro zabr\u00e1n\u011bn\u00ed takov\u00fdchto rizik lze SKO s\u00a0p\u0159\u00edm\u011bs\u00ed BRO energeticky vyu\u017e\u00edt v\u00a0z\u00e1vodech energetick\u00e9ho vyu\u017eit\u00ed odpad\u016f (ZEVO) nebo sp\u00e1lit. T\u00edmto zp\u016fsobem v\u0161ak znehodnot\u00edme materi\u00e1lovou slo\u017eku BRO. V\u00a0\u010cesk\u00e9 republice vyhl\u00e1\u0161ka \u010d. 294\/2005 Sb., o\u00a0podm\u00ednk\u00e1ch ukl\u00e1d\u00e1n\u00ed odpad\u016f na skl\u00e1dky a\u00a0jejich vyu\u017e\u00edv\u00e1n\u00ed na povrchu ter\u00e9nu limituje pod\u00edl biologick\u00e9 slo\u017eky SKO pro rok 2020 na 35 %.<\/p>\n<h2>Bioodpad v\u00a0hlavn\u00edch m\u011bstech \u010dlensk\u00fdch st\u00e1t\u016f EU<\/h2>\n<p>Ve velk\u00fdch m\u011bstech, kde je vysok\u00e1 hustota obyvatel, restaurac\u00ed, j\u00eddelen, hotel\u016f a\u00a0podobn\u00fdch zdroj\u016f bioodpad\u016f, je nakl\u00e1d\u00e1n\u00ed s\u00a0bioodpadem slo\u017eit\u011bj\u0161\u00ed, ale lze \u0159\u00edci, \u017ee m\u00edra \u00fasp\u011b\u0161nosti pln\u011bn\u00ed princip\u016f ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed hlavn\u00edch m\u011bst je shodn\u00e1 s\u00a0\u00fasp\u011b\u0161nost\u00ed st\u00e1t\u016f.<\/p>\n<p>Hlavn\u00ed m\u011bsta st\u00e1t\u016f EU podle zaveden\u00fdch syst\u00e9m\u016f nakl\u00e1d\u00e1n\u00ed s\u00a0bioodpadem lze rozd\u011blit do t\u0159\u00ed skupin. Do prvn\u00ed pat\u0159\u00ed ty, kter\u00e9 dodr\u017euj\u00ed hierarchii nakl\u00e1d\u00e1n\u00ed s\u00a0odpady a\u00a0principy ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed je\u0161t\u011b p\u0159ed zaveden\u00edm recykla\u010dn\u00edch a\u00a0skl\u00e1dkov\u00fdch limit\u016f v\u00fd\u0161e uveden\u00fdmi sm\u011brnicemi. Bioodpad zpracov\u00e1vaj\u00ed kompostov\u00e1n\u00edm, anaerobn\u00ed digesc\u00ed nebo kombinac\u00ed obou. Digest\u00e1t se po ukon\u010den\u00ed procesu vyhn\u00edv\u00e1n\u00ed v\u011bt\u0161inou st\u00e1v\u00e1 sou\u010d\u00e1st\u00ed kompostov\u00e9 zakl\u00e1dky a\u00a0fug\u00e1t je vyu\u017eit jako tekut\u00e9 hnojivo pro zem\u011bd\u011blsk\u00e9 pozemky. Kompost je prod\u00e1v\u00e1n zem\u011bd\u011blc\u016fm nebo je vyu\u017e\u00edv\u00e1n v\u00a0m\u011bstsk\u00e9 zeleni, eventu\u00e1ln\u011b je zdarma rozd\u00e1v\u00e1n obyvatel\u016fm m\u011bsta. Neust\u00e1lou osv\u011btou jsou obyvatel\u00e9 motivov\u00e1ni k\u00a0preventivn\u00edm opat\u0159en\u00edm zabra\u0148uj\u00edc\u00edm vznik odpadu a\u00a0ke kompostov\u00e1n\u00ed na vlastn\u00edch pozemc\u00edch \u010di v\u00a0r\u00e1mci komunit. Svozem separovan\u00e9ho bioodpadu jedenkr\u00e1t t\u00fddn\u011b \u201edoor to door\u201c je obslou\u017eeno 100 % obyvatelstva. \u0158ad\u00edme sem Brusel, kter\u00fd vyv\u00edj\u00ed velk\u00e9 \u00fasil\u00ed pro osv\u011btu a\u00a0motivaci rezident\u016f k\u00a0vlastn\u00edmu kompostov\u00e1n\u00ed. Berl\u00edn preferuje anaerobn\u00ed digesci, z\u00a0d\u016fvodu uzav\u0159en\u00e9 bezz\u00e1pachov\u00e9 technologie. Vznikl\u00fd bioplyn je vyu\u017e\u00edv\u00e1n pro pohon svozov\u00fdch aut a\u00a0za rok u\u0161et\u0159\u00ed a\u017e 2,5 milion\u016f litr\u016f nafty. Amsterodam spl\u0148uje limity sp\u00e1len\u00edm ve\u0161ker\u00e9ho zbytkov\u00e9ho KO bez separace bioodpadu, kter\u00e1 je zavedena pouze v\u00a0jedn\u00e9 m\u011bstsk\u00e9 \u010dtvrti. Koda\u0148 v\u00a0sou\u010dasnosti skl\u00e1dkuje m\u00e9n\u011b ne\u017e 2 % vyprodukovan\u00e9ho odpadu, p\u0159esto\u017ee v\u011bt\u0161inu energeticky vyu\u017eije. Odpad, kter\u00fd lze sp\u00e1lit je zak\u00e1z\u00e1no skl\u00e1dkovat. Cena za skl\u00e1dkov\u00e1n\u00ed je desetkr\u00e1t v\u011bt\u0161\u00ed ne\u017e za spalov\u00e1n\u00ed. Od roku 2017 m\u00e1 Koda\u0148 nejv\u00fdkonn\u011bj\u0161\u00ed spalovnu v\u00a0Evrop\u011b a\u00a0soust\u0159e\u010fuje se tak\u00e9 na maxim\u00e1ln\u00ed recyklaci. Jako p\u0159\u00edstavn\u00ed m\u011bsto zav\u00e1d\u00ed program pro separaci bioodpadu z\u00a0lod\u00ed, vede osv\u011btov\u00e9 kampan\u011b pro prevenci vzniku bioodpad\u016f zejm\u00e9na \u201egastro\u201c. Lucemburk na rozd\u00edl od ostatn\u00edch, kte\u0159\u00ed vyu\u017e\u00edvaj\u00ed syst\u00e9my t\u0159\u00edd\u011bn\u00ed \u201edoor to door\u201c dopln\u011bn\u00e9 o\u00a0mo\u017enost vyu\u017eit\u00ed sb\u011brn\u00fdch dvor\u016f, preferuje don\u00e1\u0161ku do kontejnerov\u00fdch hn\u00edzd. V\u00edde\u0148 t\u0159\u00edd\u00ed bioodpad od rezident\u016f i\u00a0od pr\u00e1vnick\u00fdch osob od roku 1991 a\u00a0m\u00e1 100% obslu\u017enost. P\u0159esto\u017ee provozuje ZEVO, sna\u017e\u00ed se o\u00a0maxim\u00e1ln\u00ed materi\u00e1lov\u00e9 vyu\u017eit\u00ed bioodpadu a\u00a0o\u00a0n\u00e1vrat cenn\u00fdch \u017eivin zp\u011bt do p\u016fdy [4\u201311].<\/p>\n<p>Do druh\u00e9 skupiny \u0159ad\u00edme m\u011bsta, kter\u00e1 zavedla t\u0159\u00edd\u011bn\u00ed a\u017e na z\u00e1klad\u011b po\u017eadavk\u016f pr\u00e1vn\u00edch p\u0159edpis\u016f EU. Nap\u0159\u00edklad Lond\u00fdn pln\u00ed limity pomoc\u00ed energetick\u00e9ho vyu\u017e\u00edv\u00e1n\u00ed, kter\u00e9, na rozd\u00edl od prvn\u00ed skupiny hlavn\u00edch m\u011bst, v\u00a0posledn\u00ed dob\u011b stoup\u00e1. Sb\u011br t\u0159\u00edd\u011bn\u00e9ho odpadu \u0159e\u0161\u00ed pomoc\u00ed pytlov\u00e9ho nebo n\u00e1dobov\u00e9ho sb\u011bru \u201edoor to door\u201c, nicm\u00e9n\u011b nen\u00ed plo\u0161n\u011b zaveden pro cel\u00e9 m\u011bsto. Stejn\u011b tak i\u00a0v\u00a0Lisabonu je ji\u017e od roku 2005 bioodpad separov\u00e1n pouze od t\u0159etiny obyvatel, nen\u00ed mo\u017enost odevzdat bioodpad ve sb\u011brn\u00e9m dvo\u0159e a\u00a0p\u0159ednostn\u011b jsou za \u00faplatu obslou\u017eeni podnikatel\u00e9. \u0158\u00edm m\u00e1 odpadov\u00e9 hospod\u00e1\u0159stv\u00ed dob\u0159e nastaven\u00e9, ale velk\u00fd vliv na jeho fungov\u00e1n\u00ed maj\u00ed politick\u00e9 zm\u011bny jak ve st\u00e1t\u011b, tak v\u00a0m\u011bstsk\u00e9m zastupitelstvu. Pro spln\u011bn\u00ed limit\u016f odklonu odpad\u016f od skl\u00e1dkov\u00e1n\u00ed vyu\u017e\u00edv\u00e1 kapacit rakousk\u00fdch ZEVO, kam v\u00a0roce 2017 vlaky z\u00a0\u0158\u00edma t\u00fddn\u011b vozily a\u017e 700 tun SKO. Helsinky se \u0159ad\u00ed mezi nejlep\u0161\u00ed \u201et\u0159\u00eddi\u010de\u201d odpad\u016f, a\u00a0to d\u00edky masivn\u00edmu informa\u010dn\u00edmu syst\u00e9mu (informace jsou pod\u00e1v\u00e1ny ve fin\u0161tin\u011b, angli\u010dtin\u011b, ru\u0161tin\u011b, kurd\u0161tin\u011b, som\u00e1l\u0161tin\u011b a\u00a0arab\u0161tin\u011b), 75 % obslu\u017enosti obyvatel je realizov\u00e1no syst\u00e9mem \u201edoor to door\u201c a\u00a0tak\u00e9 d\u00edky poplatk\u016fm motivuj\u00edc\u00edm k\u00a0t\u0159\u00edd\u011bn\u00ed. Separovan\u00fd bioodpad rozdrt\u00ed a\u00a0rozd\u011bl\u00ed na dv\u011b frakce. Jemn\u00e1 frakce (6\u20138 mm), kter\u00e1 p\u0159edstavuje 70 % nashrom\u00e1\u017ed\u011bn\u00e9ho bioodpadu je zplyn\u011bna a\u00a0hrub\u0161\u00ed frakce je kompostov\u00e1na. Pa\u0159\u00ed\u017e nem\u00e1 plo\u0161n\u00fd sb\u011br vyt\u0159\u00edd\u011bn\u00e9ho bioodpadu, nicm\u00e9n\u011b disponuje 187 ve\u0159ejn\u011b dostupn\u00fdmi kompostovac\u00edmi m\u00edsty. V\u00a0sou\u010dasnosti Pa\u0159\u00ed\u017e zav\u00e1d\u00ed n\u011bkolik projekt\u016f pro separaci jak \u201egastro\u201c (tzn. biologicky rozlo\u017eiteln\u00fd odpad z\u00a0kuchyn\u00ed a\u00a0stravoven), tak zahradn\u00edho bioodpadu, kter\u00fd by m\u011bl b\u00fdt upraven pomoc\u00ed anaerobn\u00ed digesce a\u00a0navr\u00e1cen v\u00a0podob\u011b hnojiva do p\u016fd. Sb\u011br \u201edoor to door\u201c by m\u011bl prob\u00edhat i\u00a0pomoc\u00ed biorozlo\u017eiteln\u00fdch s\u00e1\u010dk\u016f firmy Novamon. Skl\u00e1dkuje pouze 1 % odpadu. Bioodpad separuje syst\u00e9mem \u201edoor to door\u201c pouze od 12\u00a0% rezident\u016f. Nov\u011b stav\u011bn\u00e9 bytov\u00e9 domy jsou opat\u0159eny drti\u010di kuchy\u0148sk\u00e9ho odpadu, kter\u00fd je shroma\u017e\u010fov\u00e1n u\u00a0paty domu, odkud je odv\u00e1\u017een do bioplynov\u00e9 stanice. Krom\u011b z\u00edsk\u00e1n\u00ed organick\u00e9 hmoty vid\u00ed Stockholm p\u0159\u00ednos ve sn\u00ed\u017een\u00ed po\u010dtu svoz\u016f SKO [12\u201328].<\/p>\n<p>Ve t\u0159et\u00ed skupin\u011b jsou m\u011bsta Talin, Budape\u0161\u0165, Bukure\u0161\u0165, Sofie, Ath\u00e9ny, Dublin, Valletta, Z\u00e1h\u0159eb, Var\u0161ava, Vilnius, Bratislava, kter\u00e1, stejn\u011b jako cel\u00e9 jejich st\u00e1ty, maj\u00ed se spln\u011bn\u00edm limit\u016f stanoven\u00fdch p\u0159edpisy EU velk\u00e9 probl\u00e9my. Jako p\u0159\u00edklad za v\u0161echny lze uv\u00e9st Madrid, kter\u00fd celkov\u011b recykluje pouze 19,6 % KO a\u00a0odd\u011blen\u011b sb\u00edr\u00e1 pouze plast, kov a\u00a0n\u00e1pojov\u00fd karton syst\u00e9mem \u201edoor to door\u201c. Separaci bioodpadu a\u00a0kone\u010dn\u00e9 zpracov\u00e1n\u00ed kompostov\u00e1n\u00edm a\u00a0anaerobn\u00ed digesc\u00ed pl\u00e1nuje zav\u00e9st od roku 2019 [29\u201339].<\/p>\n<h2>Bioodpad v\u00a0Praze<\/h2>\n<p>Kraj hl. m. Praha za rok 2017 celkem vyprodukoval 430 300 tun komun\u00e1ln\u00edho odpadu, z\u00a0toho p\u0159ibli\u017en\u011b 83 % vyu\u017eil, a\u00a0to 27 % materi\u00e1lov\u011b a\u00a056 % energeticky. V\u00a0roce 2017 bylo na skl\u00e1dku ulo\u017eeno 12,7 % komun\u00e1ln\u00edho odpadu [40].<\/p>\n<p>Z\u00e1jemci o\u00a0svoz bioodpadu si mohou od Pra\u017esk\u00fdch slu\u017eeb pronajmout kompostejnery, kter\u00e9 jsou za \u00faplatu sv\u00e1\u017eeny v\u00a0sezon\u011b (od 1. 4. do 30. 11.) jednou za dva t\u00fddny [41]. Svoz bioodpadu pou\u017e\u00edv\u00e1 ji\u017e p\u0159es 13 tis\u00edc pra\u017esk\u00fdch dom\u00e1cnost\u00ed [42]. Zahradnictv\u00ed a\u00a0dom\u00e1cnosti, kde je bioodpad produkov\u00e1n po cel\u00fd rok, si mohou nasmlouvat celoro\u010dn\u00ed svoz s\u00a0frekvenc\u00ed 1x za 14 dn\u00ed. Mnoha osv\u011btov\u00fdmi akcemi je podporov\u00e1no dom\u00e1c\u00ed kompostov\u00e1n\u00ed. Praha v\u00a0r\u00e1mci projektu \u201ePodpora dom\u00e1c\u00edho kompostov\u00e1n\u00ed na \u00fazem\u00ed hl. m. Prahy\u201c poskytuje zdarma z\u00e1jemc\u016fm\u00a0\u2013 fyzick\u00fdm osob\u00e1m\u00a0\u2013 zap\u016fj\u010den\u00ed kompost\u00e9r\u016f. Ve v\u0161ech pra\u017esk\u00fdch \u010d\u00e1stech jsou do ulic v\u00a0pravideln\u00fdch intervalech p\u0159istavov\u00e1ny velkoobjemov\u00e9 kontejnery na pose\u010denou tr\u00e1vu, list\u00ed, o\u0159ezan\u00e9 v\u011btve. Po cel\u00fd rok mohou rezidenti zdarma odv\u00e1\u017eet sv\u016fj bioodpad do 27 sb\u011brn\u00fdch dvor\u016f. V\u00a0s\u00eddli\u0161t\u00edch Prahy 13 a\u00a015 byl zaveden pilotn\u00ed projekt svozu t\u0159\u00edd\u011bn\u00e9ho bioodpadu. Bioodpad je kontrolov\u00e1n a\u00a0zpracov\u00e1v\u00e1n v\u00a0kompost\u00e1rn\u00e1ch a\u00a0p\u0159ev\u00e1\u017en\u011b \u201egastro\u201c odpad je odv\u00e1\u017een do bioplynov\u00e9 stanice P\u0159iby\u0161ice.<\/p>\n<p>V\u00a0r\u00e1mci prac\u00ed na projektu CZ.07.1.02\/0.0\/0.0\/16_040\/0000379 Odpady a\u00a0p\u0159edch\u00e1zen\u00ed jejich vzniku\u00a0\u2013 praktick\u00e9 postupy a\u00a0\u010dinnosti p\u0159i realizaci z\u00e1vazk\u016f Krajsk\u00e9ho Pl\u00e1nu odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed hlavn\u00edho m\u011bsta Prahy byla mimo jin\u00e9 monitorov\u00e1na efektivita sb\u011bru a\u00a0\u010distota separovan\u00e9ho bioodpadu na s\u00eddli\u0161t\u00edch Prahy 15 a\u00a0sou\u010dasn\u011b bylo analyzov\u00e1no slo\u017een\u00ed SKO z\u00a0t\u00e9to lokality.<\/p>\n<p>Monitoring na s\u00eddli\u0161ti prob\u00edhal v\u00a0m\u011bs\u00ed\u010dn\u00edch intervalech. Byla sledov\u00e1na vyu\u017eitelnost kompostejner\u016f, \u010distota separovan\u00e9ho bioodpadu a\u00a0slo\u017een\u00ed SKO ze stejn\u00e9 oblasti bylo z\u00a0kapacitn\u00edch d\u016fvod\u016f zji\u0161\u0165ov\u00e1no jednou za dva m\u011bs\u00edce. Nicm\u00e9n\u011b byla pokryta v\u0161echna ro\u010dn\u00ed obdob\u00ed.<\/p>\n<p>S\u00ed\u0165 kompostejner\u016f je na s\u00eddli\u0161ti velmi hust\u00e1. Nach\u00e1zej\u00ed se bu\u010f v\u00a0bl\u00edzkosti kontejner\u016f pro SKO, nebo v\u00a0bl\u00edzkosti kontejnerov\u00fdch hn\u00edzd pro separovan\u00fd odpad. Don\u00e1\u0161kov\u00e1 vzd\u00e1lenost je men\u0161\u00ed ne\u017e doporu\u010dovan\u00fdch 100 metr\u016f.<\/p>\n<p>Rozbor SKO prob\u00edhal v\u00a0are\u00e1lu ZEVO Male\u0161ice Pra\u017esk\u00e9 slu\u017eby, a. s., pomoc\u00ed s\u00edt. Byly mimo jin\u00e9 separov\u00e1ny dv\u011b slo\u017eky bioodpadu\u00a0\u2013 zahradn\u00ed odpad a\u00a0\u201egastro\u201c odpad, resp. ty slo\u017eky, kter\u00e9 nelze konzumovat, ale jsou vhodn\u00e9 pro kompostov\u00e1n\u00ed.<\/p>\n<p>Kontejnery nikdy nebyly pln\u00e9 a\u00a0lze \u0159\u00edci, \u017ee \u010detnost vyv\u00e1\u017een\u00ed je optim\u00e1ln\u011b nastaven\u00e1. Jako problematick\u00e9 se jev\u00ed ponech\u00e1v\u00e1n\u00ed bioodpad\u016f v\u00a0plastov\u00fdch s\u00e1\u010dc\u00edch nebo zeleniny a\u00a0ovoce v\u00a0p\u016fvodn\u00edm plastov\u00e9m obalu, v\u00a0kter\u00e9m jsou prod\u00e1v\u00e1ny. \u010casto se v\u00a0kompostejnerech nach\u00e1zel SKO. Dal\u0161\u00ed komplikac\u00ed je zne\u010di\u0161t\u011bn\u00ed kontejner\u016f po vypr\u00e1zdn\u011bn\u00ed, kdy zejm\u00e9na v\u00a0tepl\u00fdch ro\u010dn\u00edch obdob\u00edch je doprov\u00e1zeno znateln\u00fdm v\u00fdskytem hmyzu.<\/p>\n<p>Obsah bioodpadu v\u00a0SKO byl oproti analyzovan\u00e9mu SKO z\u00a0Prahy 1 a\u00a0z\u00a0\u00dajezdu nad Lesy a\u017e o\u00a05 % ni\u017e\u0161\u00ed. V\u00a0p\u0159\u00edpad\u011b \u00dajezdu nad Lesy zv\u00fd\u0161en\u00e9 mno\u017estv\u00ed bioodpadu p\u0159edstavuje zahradn\u00ed odpad jako list\u00ed, posekan\u00e1 tr\u00e1va, pa\u0159ezy, v\u011btve a\u00a0to i\u00a0p\u0159es to \u017ee i\u00a0zde je propagov\u00e1no dom\u00e1c\u00ed kompostov\u00e1n\u00ed a\u00a0mo\u017enost pron\u00e1jmu kompostejneru. V\u00a0Praze 1 je zv\u00fd\u0161en\u00e9 mno\u017estv\u00ed \u201egastro\u201c odpadu v\u00a0bioodpadu zp\u016fsobeno velk\u00fdm mno\u017estv\u00edm restaurac\u00ed, prodejen rychl\u00e9ho ob\u010derstven\u00ed a\u00a0ubytovac\u00edch za\u0159\u00edzen\u00ed pro turisty. Z\u00a0rozboru SKO ze s\u00eddli\u0161\u0165 Prahy 15 je vid\u011bt, \u017ee obyvatel\u00e9 maj\u00ed pov\u011bdom\u00ed o\u00a0d\u016fle\u017eitosti t\u0159\u00edd\u011bn\u00ed bioodpadu, ale st\u00e1le jsou zde rezervy jak sb\u011br zlep\u0161it. Je \u010dast\u00fdm jevem, \u017ee bioodpad je vyt\u0159\u00edd\u011bn zvl\u00e1\u0161\u0165 v\u00a0s\u00e1\u010dku, nicm\u00e9n\u011b z\u016fstane v\u00a0SKO. Domn\u00edv\u00e1me se, \u017ee je to zp\u016fsobeno specifi\u010dnost\u00ed tohoto druhu odpadu, kter\u00fd rychle podl\u00e9h\u00e1 rozkladu. Vznikaj\u00edc\u00ed z\u00e1pach a\u00a0v\u00fdskyt hmyzu spojen\u00fd s\u00a0neochotou minim\u00e1ln\u011b denn\u00edho vyn\u00e1\u0161en\u00ed zabra\u0148uje\u00a0lep\u0161\u00edmu t\u0159\u00edd\u011bn\u00ed. V\u00a0cirkul\u00e1rn\u00ed ekonomice se obvykle jedn\u00e1 o\u00a0t\u0159i etapy: sn\u00ed\u017een\u00ed produkce, zlep\u0161en\u00ed sb\u011bru a\u00a0op\u011btovn\u00e9 z\u00edsk\u00e1n\u00ed materi\u00e1lu a\/nebo energie. Tyto t\u0159i etapy mus\u00ed prob\u00edhat sou\u010dasn\u011b. Rozd\u00edlnost mezi jednotliv\u00fdmi m\u011bsty\/st\u00e1ty je zp\u016fsobena dostupnost\u00ed finan\u010dn\u00edch prost\u0159edk\u016f, politickou a\u00a0spole\u010denskou v\u016fl\u00ed, technick\u00fdmi dovednostmi, vhodn\u00fdm pl\u00e1nov\u00e1n\u00edm, vymahateln\u00fdmi pr\u00e1vn\u00edmi p\u0159edpisy a\u00a0\u0159adou dal\u0161\u00edch soci\u00e1ln\u00edch, demografick\u00fdch, kulturn\u00edch a\u00a0administrativn\u00edch faktor\u016f. Ochrana \u017eivotn\u00edho prost\u0159ed\u00ed se st\u00e1v\u00e1 st\u00e1le d\u016fle\u017eit\u011bj\u0161\u00ed glob\u00e1ln\u00ed prioritou a\u00a0politick\u00e9, obchodn\u00ed a\u00a0zdravotn\u00ed v\u00fdhody efektivn\u00edho nakl\u00e1d\u00e1n\u00ed s\u00a0odpady jsou jasn\u00e9. Tyto skute\u010dnosti by m\u011bly d\u00e1t zem\u00edm stimuly, kter\u00e9 pot\u0159ebuj\u00ed k\u00a0efektivn\u00edmu nakl\u00e1d\u00e1n\u00ed s\u00a0jejich odpady.<\/p>\n<p>Po prvn\u00edm roce \u0159e\u0161en\u00ed projektu vypl\u00fdv\u00e1, \u017ee kraj Hl. m. Praha m\u00e1 zavedeno velmi dobr\u00e9 odpadov\u00e9 hospod\u00e1\u0159stv\u00ed. Spolu s\u00a0Pra\u017esk\u00fdmi slu\u017ebami, a. s., se sna\u017e\u00ed o\u00a0nastaven\u00ed co nejefektivn\u011bj\u0161\u00ed s\u00edt\u011b sb\u011brn\u00fdch n\u00e1dob jak pro separovan\u00e9 slo\u017eky komun\u00e1ln\u00edho odpadu, tak i\u00a0sm\u011bsn\u00e9ho komun\u00e1ln\u00edho odpadu, kterou lze srovn\u00e1vat s\u00a0hlavn\u00edmi m\u011bsty z\u00e1padn\u00ed Evropy. Dostupnost a\u00a0\u0161\u00ed\u0159en\u00ed informac\u00ed o\u00a0zp\u016fsobech nakl\u00e1d\u00e1n\u00ed s\u00a0odpady pro obyvatelstvo, osv\u011btov\u00e9 akce v\u00a0p\u0159ed\u0161koln\u00edch a\u00a0\u0161koln\u00edch za\u0159\u00edzen\u00ed jsou na velmi dobr\u00e9 \u00farovni. Jak lze vid\u011bt u\u00a0st\u00e1t\u016f, kter\u00e9 jsou na \u0161pici v\u00a0zav\u00e1d\u011bn\u00ed ob\u011bhov\u00e9ho hospod\u00e1\u0159stv\u00ed, je to nekon\u010d\u00edc\u00ed proces. Praha m\u00e1 v\u00a0t\u00e9to oblasti st\u00e1le rezervy, ale sna\u017e\u00ed se cel\u00fd proces nakl\u00e1d\u00e1n\u00ed s\u00a0bioodpady trvale zlep\u0161ovat.
