For translation or more information on this topic, please contact author.<\/h4>\n<h2>Souhrn<\/h2>\n<p>Tento \u010dl\u00e1nek si klade za c\u00edl sezn\u00e1mit odbornou ve\u0159ejnost se souhrnn\u00fdmi\u00a0v\u00fdsledky hodnocen\u00ed ekologick\u00e9ho a\u00a0chemick\u00e9ho stavu, resp. potenci\u00e1lu \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c a\u00a0kategorie \u201ejezero\u201c za obdob\u00ed let 2013\u20132015 v\u00a0\u010cesk\u00e9 republice, kter\u00e9 byly v\u00a0roce 2017 realizov\u00e1ny V\u00fdzkumn\u00fdm \u00fastavem vodohospod\u00e1\u0159sk\u00fdm T. G. Masaryka, v.\u00a0v.\u00a0i. (d\u00e1le V\u00daV TGM). Sou\u010dasn\u011b jsou zm\u00edn\u011bny postupy a\u00a0metody vyu\u017eit\u00e9 k\u00a0realizaci hodnocen\u00ed stavu vod. V\u00a0z\u00e1v\u011bru \u010dl\u00e1nku jsou uvedena konkr\u00e9tn\u00ed doporu\u010den\u00ed, jejich\u017e zaji\u0161t\u011bn\u00ed umo\u017en\u00ed v\u00a0maxim\u00e1ln\u00ed mo\u017en\u00e9 m\u00ed\u0159e optimalizovat n\u00e1sledn\u00e9 hodnocen\u00ed stavu povrchov\u00fdch vod, kter\u00e9 prob\u011bhne v\u00a0roce 2019, p\u0159i\u010dem\u017e pr\u00e1v\u011b toto hodnocen\u00ed stavu povrchov\u00fdch vod bude jedn\u00edm ze z\u00e1sadn\u00edch podklad\u016f pro aktualizaci v\u0161ech \u00farovn\u00ed pl\u00e1n\u016f povod\u00ed. V\u0161echna prezentovan\u00e1 agregovan\u00e1 data vznikla zpracov\u00e1n\u00edm prim\u00e1rn\u00edch dat z\u00a0monitoringu povrchov\u00fdch vod, kter\u00e1 na z\u00e1klad\u011b smluvn\u00edch vztah\u016f poskytly v\u00a0roce 2017 jednotliv\u00e9 st\u00e1tn\u00ed podniky Povod\u00ed. Data o\u00a0vybran\u00fdch prioritn\u00edch a\u00a0prioritn\u00edch nebezpe\u010dn\u00fdch l\u00e1tk\u00e1ch v\u00a0biot\u011b vyu\u017eit\u00e1 pro hodnocen\u00ed chemick\u00e9ho stavu \u00fatvar\u016f povrchov\u00fdch vod byla poskytnuta z\u00a0monitoringu pevn\u00fdch matric, kter\u00fd zaji\u0161\u0165uje \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav (d\u00e1le jen \u010cHM\u00da). Vzhledem k\u00a0rozsahu a\u00a0povaze problematiky nen\u00ed c\u00edlem tohoto \u010dl\u00e1nku podrobn\u011bj\u0161\u00ed anal\u00fdza souvislost\u00ed, p\u0159\u00ed\u010din a\u00a0faktor\u016f ovliv\u0148uj\u00edc\u00ed v\u00fdsledky p\u0159edkl\u00e1dan\u00e9ho hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod jako rovn\u011b\u017e srovn\u00e1n\u00ed s\u00a0v\u00fdsledky hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod v\u00a0prvn\u00edm a\u00a0druh\u00e9m pl\u00e1novac\u00edm cyklu.<\/p>\n<a href=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/12\/ilustracni-fotografie-5_edit.jpg\" rel=\"shadowbox[sbpost-5609];player=img;\"><img decoding=\"async\" width=\"799\" height=\"584\" class=\"alignnone size-full wp-image-5520 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/12\/ilustracni-fotografie-5_edit.jpg\" alt=\"\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/12\/ilustracni-fotografie-5_edit.jpg 799w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/12\/ilustracni-fotografie-5_edit-300x219.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/12\/ilustracni-fotografie-5_edit-768x561.jpg 768w\" data-sizes=\"(max-width: 799px) 100vw, 799px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 799px; --smush-placeholder-aspect-ratio: 799\/584;\" \/><\/a>\n<h2>\u00davod<\/h2>\n<p>Obecn\u011b hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod v\u00a0podm\u00ednk\u00e1ch \u010cesk\u00e9 republiky p\u0159edstavuje podle po\u017eadavk\u016f n\u00e1rodn\u00edch pr\u00e1vn\u00edch p\u0159edpis\u016f a\u00a0Sm\u011brnice Evropsk\u00e9ho parlamentu a\u00a0Rady 2000\/60\/ES ze dne 23. \u0159\u00edjna 2000, kterou se stanov\u00ed r\u00e1mec pro \u010dinnost Spole\u010denstv\u00ed v\u00a0oblasti vodn\u00ed politiky [1] (d\u00e1le jen R\u00e1mcov\u00e1 sm\u011brnice), hodnocen\u00ed stavu vodn\u00edch \u00fatvar\u016f v\u00a0kategori\u00edch \u201e\u0159eka\u201c a\u00a0\u201ejezero\u201c. Sou\u010dasn\u011b je pot\u0159eba zm\u00ednit, \u017ee hodnocen\u00ed stavu vodn\u00edch \u00fatvar\u016f je ned\u00edlnou sou\u010d\u00e1st\u00ed v\u0161ech \u00farovn\u00ed pl\u00e1n\u016f povod\u00ed, kter\u00e9 se zpracov\u00e1vaj\u00ed v\u00a0\u0161estilet\u00fdch cyklech v\u00a0souladu s\u00a0p\u0159\u00edslu\u0161n\u00fdmi ustanoven\u00edmi z\u00e1kona \u010d.\u00a0254\/2001 Sb., o\u00a0vod\u00e1ch, ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f [2] (d\u00e1le jen vodn\u00ed z\u00e1kon). V\u00fdsledky hodnocen\u00ed jsou n\u00e1sledn\u011b z\u00e1sadn\u00edm podkladem pro n\u00e1vrh programu opat\u0159en\u00ed na zlep\u0161en\u00ed stavu vod a\u00a0dal\u0161\u00edch aktivit v\u00a0oblasti v\u00fdkonu vodohospod\u00e1\u0159sk\u00fdch \u010dinnost\u00ed na \u00farovni \u010cesk\u00e9 republiky i\u00a0d\u00edl\u010d\u00edch povod\u00ed.<\/p>\n<p>Podle \u00a7\u00a04 vyhl\u00e1\u0161ky \u010d.\u00a098\/2011 Sb., o\u00a0zp\u016fsobu hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod, zp\u016fsobu hodnocen\u00ed ekologick\u00e9ho potenci\u00e1lu siln\u011b ovlivn\u011bn\u00fdch a\u00a0um\u011bl\u00fdch \u00fatvar\u016f povrchov\u00fdch vod a\u00a0n\u00e1le\u017eitostech program\u016f zji\u0161\u0165ov\u00e1n\u00ed a\u00a0hodnocen\u00ed stavu povrchov\u00fdch vod, ve zn\u011bn\u00ed pozd\u011bj\u0161\u00edch p\u0159edpis\u016f [3], m\u00e1 b\u00fdt stav \u00fatvar\u016f povrchov\u00fdch vod vyhodnocen jednou za t\u0159i roky. V\u00a0r\u00e1mci procesu zpracov\u00e1n\u00ed druh\u00fdch pl\u00e1n\u016f povod\u00ed bylo na n\u00e1rodn\u00ed \u00farovni dohodnuto, \u017ee obdob\u00edm pro hodnocen\u00ed stavu vod v\u00a0\u010cesk\u00e9 republice pro tyto pl\u00e1ny bylo obdob\u00ed 2010\u20132012.<\/p>\n<h2>Metodick\u00e9 postupy pou\u017eit\u00e9 pro \u0159e\u0161en\u00ed<\/h2>\n<p>P\u0159edkl\u00e1dan\u00e9 hodnocen\u00ed stavu povrchov\u00fdch vod za obdob\u00ed 2013\u20132015 bylo realizov\u00e1no podle schv\u00e1len\u00fdch metodick\u00fdch postup\u016f pro 2. pl\u00e1novac\u00ed cyklus v\u00a0oblasti vod a\u00a0vzhledem k\u00a0c\u00edl\u016fm pou\u017eit\u00fdm p\u0159i hodnocen\u00ed stavu povrchov\u00fdch vod pro 2. pl\u00e1novac\u00ed cyklus.<\/p>\n<p>Pro samotn\u00e9 \u0159e\u0161en\u00ed hodnocen\u00ed stavu byly pou\u017eity certifikovan\u00e9 metodick\u00e9 postupy a\u00a0certifikovan\u00e9 metodiky schv\u00e1len\u00e9 Odborem ochrany vod M\u017dP, kter\u00e9 jsou dostupn\u00e9 na www.mzp.cz\/cz\/metodiky_hodnoceni_stavu_vod. Tyto postupy pln\u011b respektuj\u00ed po\u017eadavky R\u00e1mcov\u00e9 sm\u011brnice [1] a\u00a0souvisej\u00edc\u00edch dokument\u016f (ostatn\u00ed sm\u011brnice Evropsk\u00e9 unie nap\u0159.\u00a0[4\u20136] a\u00a0p\u0159\u00edslu\u0161n\u00e9 Guidance dokumenty), sou\u010dasn\u011b tyto postupy rovn\u011b\u017e respektuj\u00ed po\u017eadavky n\u00e1rodn\u00edch pr\u00e1vn\u00edch p\u0159edpis\u016f a\u00a0dal\u0161\u00edch relevantn\u00edch dokument\u016f [2, 3, 7]. Sou\u010d\u00e1st\u00ed hodnocen\u00ed stavu povrchov\u00fdch vod bylo i\u00a0dopln\u011bn\u00ed pot\u0159ebn\u00fdch informac\u00ed k\u00a0reprezentativn\u00edm profil\u016fm z\u00a0hlediska pot\u0159eb jednotliv\u00fdch metodick\u00fdch postup\u016f hodnocen\u00ed biologick\u00fdch slo\u017eek ekologick\u00e9ho stavu.<\/p>\n<p>Podle ustanoven\u00ed vodn\u00edho z\u00e1kona [2] se stavem povrchov\u00fdch vod (celkov\u00fd stav) rozum\u00ed obecn\u00e9 vyj\u00e1d\u0159en\u00ed stavu \u00fatvaru povrchov\u00e9 vody ur\u010den\u00e9 ekologick\u00fdm nebo chemick\u00fdm stavem podle toho, kter\u00fd je hor\u0161\u00ed. P\u0159i syst\u00e9mu vyhodnocen\u00ed stavu povrchov\u00fdch vod byl v\u00a0souladu s\u00a0po\u017eadavky relevantn\u00edch legislativn\u00edch p\u0159edpis\u016f na \u00farovni \u010cesk\u00e9 republiky i\u00a0Evropsk\u00e9 unie v\u017edy dodr\u017een princip \u201eone out\u00a0\u2013 all out\u201c. Plat\u00ed tedy, \u017ee pro v\u00fdsledn\u00e9 hodnocen\u00ed je v\u017edy ur\u010duj\u00edc\u00ed nejhor\u0161\u00ed z\u00a0v\u00fdsledk\u016f vyhodnocen\u00ed relevantn\u00edch d\u00edl\u010d\u00edch slo\u017eek, co\u017e je v\u00a0kone\u010dn\u00e9m d\u016fsledku kl\u00ed\u010dov\u00e9 pro v\u00fdslednou klasifikaci stavu konkr\u00e9tn\u00edho \u00fatvaru povrchov\u00fdch vod.<\/p>\n<p>Syst\u00e9m hodnocen\u00ed chemick\u00e9ho a\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu povrchov\u00fdch vod v\u00a0\u010cesk\u00e9 republice se d\u011bl\u00ed do dvou samostatn\u00fdch celk\u016f\u00a0\u2013 syst\u00e9m hodnocen\u00ed ekologick\u00e9ho stavu\/potenci\u00e1lu a\u00a0syst\u00e9m hodnocen\u00ed chemick\u00e9ho stavu \u00fatvar\u016f povrchov\u00fdch vod. Ka\u017ed\u00e1 z\u00a0t\u011bchto \u010d\u00e1st\u00ed m\u00e1 sv\u00e9 specifick\u00e9 p\u0159\u00edstupy a\u00a0podm\u00ednky hodnocen\u00ed a\u00a0stejn\u011b tak i\u00a0rozsah hodnocen\u00fdch parametr\u016f a\u00a0matric, po\u017eadavky na \u010detnost sledov\u00e1n\u00ed, kvalitu dat\u00a0atd.<\/p>\n<p>Vyhodnocen\u00ed chemick\u00e9ho i\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu bylo realizov\u00e1no na z\u00e1klad\u011b re\u00e1ln\u011b nam\u011b\u0159en\u00fdch dat v\u00a0reprezentativn\u00edch profilech \u00fatvar\u016f povrchov\u00fdch vod, kde prob\u00edhal v\u00a0dan\u00e9m obdob\u00ed situa\u010dn\u00ed nebo provozn\u00ed monitoring. Ka\u017ed\u00fd \u00fatvar nebo skupina \u00fatvar\u016f m\u00e1 v\u00a0podm\u00ednk\u00e1ch \u010cesk\u00e9 republiky ur\u010deno pr\u00e1v\u011b jeden reprezentativn\u00ed profil, v\u00a0n\u011bkolika p\u0159\u00edpadech je jedn\u00edm\u00a0reprezentativn\u00edm profilem hodnoceno dva nebo v\u00edce \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c. V\u00fdsledn\u00e9 hodnocen\u00ed chemick\u00e9ho a\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu bylo vzta\u017eeno na cel\u00fd vodn\u00ed \u00fatvar, v\u00a0n\u011bm\u017e se reprezentativn\u00ed profil nach\u00e1z\u00ed. Pokud v\u00a0reprezentativn\u00edm profilu neprob\u011bhl v\u00a0hodnocen\u00e9m obdob\u00ed odpov\u00eddaj\u00edc\u00ed monitoring, nebyl p\u0159\u00edslu\u0161n\u00fd stav vodn\u00edho \u00fatvaru klasifikov\u00e1n.<\/p>\n<h5>Tabulka 1. Hodnocen\u00ed chemick\u00fdch a\u00a0fyzik\u00e1ln\u011b-chemick\u00fdch parametr\u016f v\u00a0r\u00e1mci klasifikace chemick\u00e9ho stavu a\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu \u00fatvar\u016f povrchov\u00fdch vod bylo realizov\u00e1no prost\u0159ednictv\u00edm upraven\u00fdch softwarov\u00fdch n\u00e1stroj\u016f vyvinut\u00fdch V\u00daV TGM [8]. Hodnocen\u00ed v\u0161eobecn\u00fdch fyzik\u00e1ln\u011b-chemick\u00fdch slo\u017eek a\u00a0biologick\u00fdch slo\u017eek v\u00a0r\u00e1mci ekologick\u00e9ho potenci\u00e1lu \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201ejezero\u201c bylo realizov\u00e1no Biologick\u00fdm centrem Akademie v\u011bd \u010cesk\u00e9 republiky, v.\u00a0v.\u00a0i. Overall status of the surface water bodies for the 2013\u20132015 period in the Czech Republic<\/h6>\n<p>Pro realizaci hodnocen\u00ed stavu povrchov\u00fdch vod byla poskytnuta data z\u00a0Programu monitoringu povrchov\u00fdch vod st\u00e1tn\u00edch podnik\u016f Povod\u00ed za obdob\u00ed 2013\u20132015, v\u010detn\u011b p\u0159i\u0159azen\u00ed reprezentativn\u00edch profil\u016f monitoringu k\u00a0p\u0159\u00edslu\u0161n\u00fdm vodn\u00edm \u00fatvar\u016fm povrchov\u00fdch vod v\u00a0jednotn\u00e9m form\u00e1tu a\u00a0struktu\u0159e vhodn\u00e9m pro hromadn\u00e9 zpracov\u00e1n\u00ed dat.<\/p>\n<p>V\u00a0r\u00e1mci hodnocen\u00ed chemick\u00e9ho stavu a\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu \u00fatvar\u016f povrchov\u00fdch vod (kategorie \u201e\u0159eka\u201c i\u00a0\u201ejezero\u201c), viz <em>tabulka 1<\/em>, byly pou\u017eity ofici\u00e1ln\u00ed platn\u00e9 metodick\u00e9 postupy [9\u201320].<\/p>\n<h2>V\u00fdsledky<\/h2>\n<p>P\u0159ehled v\u00fdsledk\u016f hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod je d\u00e1le uveden v\u00a0tabulkov\u00e9 a\u00a0grafick\u00e9 form\u011b v\u00a0agregovan\u00e9 podob\u011b za \u00fazem\u00ed \u010cesk\u00e9 republiky.<\/p>\n<h3>Celkov\u00fd stav \u00fatvar\u016f povrchov\u00fdch vod<\/h3>\n<p>N\u00e1sleduj\u00edc\u00ed <em>tabulka 2<\/em> uv\u00e1d\u00ed p\u0159ehled vyhodnocen\u00ed celkov\u00e9ho stavu \u00fatvar\u016f kategorie \u201e\u0159eka\u201c a\u00a0\u201ejezero\u201c v\u010detn\u011b procentu\u00e1ln\u00edho zastoupen\u00ed v\u00a0dan\u00e9 kategorii hodnocen\u00ed.<\/p>\n<p>Vyhodnocen\u00ed celkov\u00e9ho stavu \u00fatvar\u016f povrchov\u00fdch vod v\u00a0r\u00e1mci \u010cesk\u00e9 republiky je mapov\u011b zn\u00e1zorn\u011bno na <em>obr.\u00a01<\/em>.<\/p>\n<p>Z\u00a0v\u00fd\u0161e uveden\u00fdch v\u00fdsledk\u016f vypl\u00fdv\u00e1, \u017ee v\u00edce ne\u017e 90\u00a0% \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c byla v\u00a0hodnocen\u00e9m obdob\u00ed 2013\u20132015 v\u00a0nevyhovuj\u00edc\u00edm celkov\u00e9m stavu. Pro specifick\u00e9 zne\u010di\u0161\u0165uj\u00edc\u00ed l\u00e1tky je podrobn\u011bj\u0161\u00ed hodnocen\u00ed uvedeno v\u00a0n\u00e1sleduj\u00edc\u00ed <em>tabulce 4<\/em>, kde je p\u0159ehled vybran\u00fdch specifick\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek, u\u00a0nich\u017e do\u0161lo k\u00a0p\u0159ekro\u010den\u00ed normy environment\u00e1ln\u00ed kvality (d\u00e1le jen NEK) u\u00a0v\u00edce ne\u017e 1\u00a0% v\u0161ech \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c.<\/p>\n<p>Z\u00a0v\u00fd\u0161e uveden\u00fdch v\u00fdsledk\u016f vypl\u00fdv\u00e1, \u017ee nejvy\u0161\u0161\u00ed procento p\u0159ekro\u010den\u00ed NEK u\u00a0\u00fatvar\u016f kategorie \u201e\u0159eka\u201c bylo zaznamen\u00e1no v\u00a0p\u0159\u00edpad\u011b specifick\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek u\u00a0parametr\u016f\u00a0\u2013 AOX, metabolity alachloru, bisfenol A, fenantren a\u00a0malathion.<\/p>\n<h5>Tabulka 4. V\u00a0p\u0159\u00edpad\u011b \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201ejezero\u201c bylo v\u00a0dobr\u00e9m chemick\u00e9m stavu 71\u00a0% a\u00a0naopak 15\u00a0% nedosahovalo dobr\u00e9ho chemick\u00e9ho stavu. V\u00a0t\u00e9to souvislosti je v\u0161ak rovn\u011b\u017e nutn\u00e9 zm\u00ednit, \u017ee d\u016fle\u017eitou \u00falohu v\u00a0tomto hodnocen\u00ed sehr\u00e1v\u00e1 vlastn\u00ed monitoring povrchov\u00fdch vod, kter\u00fd v\u00a0p\u0159\u00edpad\u011b parametr\u016f pro hodnocen\u00ed chemick\u00e9ho stavu pokr\u00fdval celkov\u011b jen cca 70\u00a0% reprezentativn\u00edch profil\u016f \u00fatvar\u016f povrchov\u00fdch vod. Sou\u010dasn\u011b byl i\u00a0rozsah sledovan\u00fdch prioritn\u00edch a\u00a0prioritn\u00edch nebezpe\u010dn\u00fdch l\u00e1tek v\u00a0r\u00e1mci \u010cesk\u00e9 republiky velmi variabiln\u00ed.<\/p>\n<h5>Tabulka 6. G. Masaryka, v.\u00a0v.\u00a0i., na z\u00e1klad\u011b zku\u0161enost\u00ed ze zpracov\u00e1n\u00ed hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c a\u00a0\u201ejezero\u201c za obdob\u00ed 2010\u20132012 a\u00a02013\u20132015 navrhl ve spolupr\u00e1ci s\u00a0\u010cHM\u00da n\u00ed\u017ee uveden\u00e1 doporu\u010den\u00ed. Tato doporu\u010den\u00ed si kladou za c\u00edl zefektivnit realizaci hodnocen\u00ed stavu povrchov\u00fdch vod na n\u00e1rodn\u00ed \u00farovni za obdob\u00ed 2016\u20132018 pro 3.\u00a0pl\u00e1ny povod\u00ed a\u00a0umo\u017enit jeho zpracov\u00e1n\u00ed v\u00a0optim\u00e1ln\u00edm \u010dasov\u00e9m horizontu, kter\u00fd bude minimalizovat mo\u017en\u00e9 zpo\u017ed\u011bn\u00ed vzhledem k\u00a0po\u017eadavk\u016fm \u010dasov\u00e9ho pl\u00e1nu a\u00a0programu prac\u00ed pro jejich p\u0159\u00edpravu a\u00a0zpracov\u00e1n\u00ed.<\/p>\n<h3>Seznam reprezentativn\u00edch profil\u016f pro hodnocen\u00ed stavu povrchov\u00fdch vod<\/h3>\n<p>P\u0159ed samotnou realizac\u00ed hodnocen\u00ed stavu povrchov\u00fdch vod pro 3. pl\u00e1ny povod\u00ed je pot\u0159eba v\u00a0dostate\u010dn\u00e9m p\u0159edstihu m\u00edt k\u00a0dispozici fin\u00e1ln\u00ed seznam reprezentativn\u00edch profil\u016f pro hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c a\u00a0\u201ejezero\u201c, p\u0159i\u010dem\u017e lze v\u00a0obou p\u0159\u00edpadech jako z\u00e1klad vyu\u017e\u00edt seznamy uveden\u00e9 v\u00a0R\u00e1mcov\u00e9m programu monitoringu. V\u00a0p\u0159\u00edpad\u011b vodn\u00edch \u00fatvar\u016f kategorie \u201e\u0159eka\u201c je nutn\u00e9 i\u00a0dopln\u011bn\u00ed typologick\u00fdch a\u00a0abiotick\u00fdch charakteristik, jako jsou geologie, \u00famo\u0159\u00ed, \u0159\u00e1d toku, nadmo\u0159sk\u00e1 v\u00fd\u0161ka reprezentativn\u00edho profilu, sklonitost, d\u00e9lka toku od pramene,\u00a0apod. Sou\u010dasn\u011b je rovn\u011b\u017e nutn\u00e9 k\u00a0definovan\u00fdm profil\u016fm m\u00edt jejich jednozna\u010dnou identifikaci. Za sou\u010d\u00e1st identifikace lze pova\u017eovat nejen ID ale i\u00a0n\u00e1zev profilu, n\u00e1zev vodn\u00edho toku a\u00a0sou\u0159adnice, pokud mo\u017eno v\u00a0sou\u0159adnicov\u00e9m syst\u00e9mu S-JTSK. Kv\u016fli jednozna\u010dn\u00e9mu ur\u010den\u00ed v\u00fd\u0161e uveden\u00fdch typologick\u00fdch a\u00a0abiotick\u00fdch charakteristik by bylo vhodn\u00e9 rovn\u011b\u017e k\u00a0t\u011bmto \u00fadaj\u016fm p\u0159idat ID vodn\u00edho toku podle Centr\u00e1ln\u00ed evidence vodn\u00edch tok\u016f jako\u017eto ofici\u00e1ln\u00ed datab\u00e1ze (alternativn\u011b podle Digit\u00e1ln\u00ed b\u00e1ze vodohospod\u00e1\u0159sk\u00fdch dat) a\u00a0zejm\u00e9na \u010d\u00edslo hydrologick\u00e9ho po\u0159ad\u00ed podle ofici\u00e1ln\u00ed datov\u00e9 vrstvy \u010cHM\u00da, kter\u00e1 je st\u00e1tn\u00edm podnik\u016fm Povod\u00ed dostupn\u00e1. Je nutn\u00e9 d\u00e1le odstranit ur\u010dit\u00e9 technick\u00e9 probl\u00e9my, pokud jde o\u00a0\u201ejedine\u010dn\u00e9\u201c ID profil\u016f, a\u00a0to zejm\u00e9na vzhledem k\u00a0tomu, \u017ee v\u00a0sou\u010dasnosti neexistuje jednozna\u010dn\u00e1 identifikace v\u00a0r\u00e1mci cel\u00e9 \u010cesk\u00e9 republiky. Aby se identifik\u00e1tory nemohly mezi jednotliv\u00fdmi st\u00e1tn\u00edmi podniky Povod\u00ed p\u0159ekr\u00fdvat, p\u0159ed\u0159azuje V\u00daV TGM p\u0159ed ID i\u00a0k\u00f3d st\u00e1tn\u00edho podniku Povod\u00ed (p\u0159i\u010dem\u017e se p\u0159edpokl\u00e1d\u00e1, \u017ee ID profilu je v\u00a0jejich datab\u00e1z\u00edch jedine\u010dn\u00e9). Zcela nep\u0159\u00edpustn\u00e9 by m\u011blo b\u00fdt nad\u00e1le pou\u017e\u00edv\u00e1n\u00ed identifik\u00e1tor\u016f zru\u0161en\u00fdch profil\u016f pro profily nov\u00e9, obzvl\u00e1\u0161t\u011b pokud jsou lokalizov\u00e1ny ve zcela jin\u00e9m vodn\u00edm \u00fatvaru. Uveden\u00e9 identifika\u010dn\u00ed \u00fadaje by m\u011bly b\u00fdt v\u00a0datab\u00e1z\u00edch st\u00e1tn\u00edch podnik\u016f Povod\u00ed a\u00a0IS ARROW v\u017edy shodn\u00e9. Jako velmi p\u0159\u00ednosn\u00e9 se jev\u00ed dohodnout zp\u016fsob celost\u00e1tn\u011b jednozna\u010dn\u00e9 a\u00a0v\u0161emi zainteresovan\u00fdmi subjekty pou\u017e\u00edvan\u00e9 identifikace profil\u016f.<\/p>\n<p>Je nutn\u00e9 vy\u0159e\u0161it i\u00a0problematiku jednotn\u00fdch ID u\u00a0profil\u016f ve vodn\u00edch \u00fatvarech kategorie \u201ejezero\u201c, kde \u010d\u00e1st parametr\u016f je stanovov\u00e1na z\u00a0integr\u00e1ln\u00edho vzorku z\u00a0hloubky 3\u20134\u2008m a\u00a0\u010d\u00e1st parametr\u016f ze zon\u00e1ln\u00edch m\u011b\u0159en\u00ed sondou. Pro hodnocen\u00ed stavu vodn\u00edch \u00fatvar\u016f kategorie \u201ejezero\u201c je vhodn\u00e9 pou\u017e\u00edvat jedno ID pro hodnocen\u00fd profil podobn\u011b jako u\u00a0\u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c.<\/p>\n<p>Rovn\u011b\u017e je d\u016fle\u017eit\u00e9 do IS ARROW k\u00a0reprezentativn\u00edm profil\u016fm zav\u00e9st informaci o\u00a0p\u0159\u00edslu\u0161n\u00fdch vodn\u00edch \u00fatvarech (ID + n\u00e1zev), kter\u00e9 dan\u00fd profil hodnot\u00ed. Sou\u010dasn\u011b p\u0159ed samotn\u00fdm hodnocen\u00edm by bylo vhodn\u00e9 m\u00edt p\u0159ehled o\u00a0rozsahu monitorovan\u00fdch biologick\u00fdch slo\u017eek v\u00a0reprezentativn\u00edch profilech v\u00a0dan\u00e9m hodnocen\u00e9m obdob\u00ed.<\/p>\n<h3>Aktualizace metodick\u00fdch postup\u016f hodnocen\u00ed stavu povrchov\u00fdch vod<\/h3>\n<p>P\u0159ed realizac\u00ed hodnocen\u00ed stavu povrchov\u00fdch vod pro 3. pl\u00e1ny povod\u00ed je nutn\u00e9 m\u00edt metodicky do\u0159e\u0161en p\u0159\u00edstup k\u00a0hodnocen\u00ed stavu v\u00a0nemonitorovan\u00fdch \u00fatvarech povrchov\u00fdch vod, a\u00a0to v\u00a0obou \u010d\u00e1stech hodnocen\u00ed\u00a0\u2013 chemick\u00fd stav i\u00a0ekologick\u00fd stav, resp. potenci\u00e1l.<\/p>\n<p>Podle po\u017eadavk\u016f Evropsk\u00e9 komise z\u0159ejm\u011b dojde ke zm\u011bn\u00e1m v\u00a0postupu hodnocen\u00ed ekologick\u00e9ho potenci\u00e1lu siln\u011b ovlivn\u011bn\u00fdch vodn\u00edch \u00fatvar\u016f (tj. i\u00a0u\u00a0\u201ejezer\u201c, kter\u00e9 nyn\u00ed prob\u00edh\u00e1 mimo IS ARROW)\u00a0\u2013 je ot\u00e1zka, jestli bude hodnocen\u00ed sou\u010d\u00e1st\u00ed modulu biologick\u00e9ho hodnocen\u00ed. Reviz\u00ed by m\u011bla rovn\u011b\u017e proj\u00edt i\u00a0metodika na hodnocen\u00ed ichtyofauny pro \u00fatvary kategorie \u201e\u0159eka\u201c. Pokud k\u00a0ur\u010dit\u00fdm zm\u011bn\u00e1m hodnocen\u00ed biologick\u00fdch slo\u017eek dojde, je pak nezbytn\u00e9 zaji\u0161t\u011bn\u00ed dodate\u010dn\u00e9ho naprogramov\u00e1n\u00ed nov\u00fdch algoritm\u016f do IS ARROW s\u00a0n\u00e1le\u017eitou odbornou garanc\u00ed t\u011bchto postup\u016f.<\/p>\n<p>Je pot\u0159ebn\u00e9 rovn\u011b\u017e rozpracovat detaily pl\u00e1novan\u00e9ho zahrnut\u00ed hodnocen\u00ed hydromorfologie tekouc\u00edch i\u00a0stojat\u00fdch vod do hodnocen\u00ed stavu.<\/p>\n<h3>Kontrola exportu dat z\u00a0laborato\u0159\u00ed st\u00e1tn\u00edch podnik\u016f Povod\u00ed do IS ARROW<\/h3>\n<p>P\u0159ed hodnocen\u00edm stavu je \u00fa\u010deln\u00e9 prov\u00e9st kontrolu kompletnosti dat a\u00a0verifikaci datov\u00e9ho souboru, kter\u00fd p\u016fjde do samotn\u00e9ho v\u00fdpo\u010dtu. To lze prov\u00e1d\u011bt ji\u017e v\u00a0pr\u016fb\u011bhu t\u0159\u00edlet\u00ed pr\u016fb\u011b\u017en\u011b, ale je nutn\u00e9 m\u00edt definitivn\u00ed a\u00a0kompletn\u00ed datov\u00fd soubor pro hodnocen\u00ed stavu pro minimalizaci vzniku nadbyte\u010dn\u00fdch verz\u00ed v\u00fdstup\u016f hodnocen\u00ed stavu. V\u00a0t\u00e9to souvislosti navrhujeme zav\u00e9st pravidelnou zp\u011btnou vazbu mezi laborato\u0159emi st\u00e1tn\u00edch podnik\u016f Povod\u00ed a\u00a0\u010cHM\u00da, jako spr\u00e1vce datab\u00e1ze, kter\u00e1 by ov\u011b\u0159ila po\u017eadovanou kompletnost exportovan\u00fdch soubor\u016f. Kontrola by m\u011bla prob\u00edhat na \u00farovni zaslan\u00fdch dat ze st\u00e1tn\u00edch podnik\u016f Povod\u00ed na \u010cHM\u00da po jejich vlo\u017een\u00ed do IS ARROW. Doporu\u010dujeme, aby st\u00e1tn\u00ed podniky Povod\u00ed m\u011bly zp\u011btnou informaci s\u00a0p\u0159ehledem vlo\u017een\u00fdch vzork\u016f a\u00a0z\u00e1kladn\u00ed statistiku za ka\u017edou d\u00e1vku dat, kterou ode\u0161lou. Tyto vzorky by m\u011bly zkontrolovat a\u00a0odsouhlasit, \u017ee jsou kompletn\u00ed. S\u00a0ohledem na v\u00fd\u0161e uveden\u00e9 by bylo d\u00e1le vhodn\u00e9 zajistit, aby n\u00e1sledn\u00fd export dat z\u00a0IS ARROW ke zpracovateli hodnocen\u00ed stavu povrchov\u00fdch vod byl sou\u010d\u00e1st\u00ed samotn\u00e9ho programu, co\u017e se t\u00fdk\u00e1 p\u0159edev\u0161\u00edm podkladov\u00fdch dat pro hodnocen\u00ed prioritn\u00edch a\u00a0specifick\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek, aby se minimalizovalo riziko ne\u00fapln\u00e9ho exportu. V\u00a0t\u00e9to souvislosti se n\u00e1m zd\u00e1 p\u0159\u00ednosn\u00e9 ozna\u010dit ji\u017e p\u0159\u00edmo v\u00a0IS ARROW relevantn\u00ed l\u00e1tky pro hodnocen\u00ed stavu.<\/p>\n<p>Jinak plat\u00ed, \u017ee ve\u0161ker\u00e1 data by i\u00a0nad\u00e1le m\u011bla j\u00edt cestou p\u0159es IS ARROW, aby se zamezilo poskytov\u00e1n\u00ed dat v\u00a0r\u016fzn\u00fdch form\u00e1tech a\u00a0struktu\u0159e. Pokud by z\u00a0n\u011bjak\u00e9ho d\u016fvodu nebylo mo\u017en\u00e9 zajistit kompletn\u00ed data v\u00a0IS ARROW, bylo by alternativou pos\u00edlat data v\u00a0jednotn\u00e9m povinn\u00e9m form\u00e1tu XML a\u00a0struktu\u0159e pro zas\u00edl\u00e1n\u00ed dat do IS ARROW p\u0159\u00edmo zpracovateli hodnocen\u00ed.<\/p>\n<p>Rovn\u011b\u017e bude nutn\u00e9 zahrnout \u00fadaje z\u00a0odb\u011brov\u00e9ho protokolu biologick\u00fdch slo\u017eek do IS ARROW, zejm\u00e9na z\u00a0d\u016fvod\u016f jejich pot\u0159eby p\u0159i v\u00fdpo\u010dtu jednotliv\u00fdch metrik pro vyhodnocen\u00ed stavu.<\/p>\n<h3>Kontrola spr\u00e1vnosti v\u00fdpo\u010detn\u00edch algoritm\u016f pro hodnocen\u00ed biologick\u00fdch slo\u017eek v\u00a0IS ARROW<\/h3>\n<p>Je pot\u0159eba definovat p\u0159esn\u00e9 odpov\u011bdnosti jednotliv\u00fdch instituc\u00ed s\u00a0ohledem na zaji\u0161t\u011bn\u00ed aktu\u00e1ln\u00edch a\u00a0spr\u00e1vn\u00fdch postup\u016f a\u00a0algoritm\u016f pou\u017eit\u00fdch pro v\u00fdpo\u010det jednotliv\u00fdch metrik pro v\u0161echny biologick\u00e9 slo\u017eky. Vzhledem k\u00a0dosavadn\u00edm zku\u0161enostem je nutn\u00e9 v\u00a0pravideln\u00fdch intervalech kontrolovat aktu\u00e1lnost a\u00a0spr\u00e1vnost v\u00fdpo\u010detn\u00edch postup\u016f a\u00a0jejich pou\u017eitelnost na modelov\u00fdch testovac\u00edch vzorc\u00edch dat z\u00a0monitoringu. T\u00edm je my\u0161leno m\u00edt kontinu\u00e1ln\u011b zaji\u0161t\u011bnu odbornou garanci v\u00fdvoje syst\u00e9mu hodnocen\u00ed stavu povrchov\u00fdch vod. Bez expertn\u00ed znalosti algoritm\u016f nen\u00ed mo\u017en\u00e9 d\u00e1le hodnocen\u00ed rozv\u00edjet, resp. aktualizovat podle pot\u0159eb. Doporu\u010dujeme, aby odborn\u00fdm garantem tohoto v\u00fdvoje byl V\u00daV TGM, kter\u00fd disponuje odborn\u00fdmi kapacitami a\u00a0m\u016f\u017ee tuto garanci v\u00fdvoje a\u00a0kontinu\u00e1ln\u00ed kontroly dlouhodob\u011b zaji\u0161\u0165ovat.<\/p>\n<p>Krom\u011b kontroly \u00faplnosti dat je t\u0159eba tak\u00e9 p\u0159ed samotn\u00fdmi v\u00fdpo\u010dty prov\u00e9st i\u00a0kontrolu spr\u00e1vnosti dat, alespo\u0148 nam\u00e1tkov\u011b. Do\u0161lo nap\u0159\u00edklad k\u00a0p\u0159\u00edpad\u016fm, \u017ee v\u00a0r\u00e1mci IS ARROW chyb\u011bly n\u011bkter\u00e9 monitoringem zji\u0161t\u011bn\u00e9 taxony, proto\u017ee jejich seznam byl posl\u00e1n v\u00a0k\u00f3dov\u00e1n\u00ed podle nov\u00e9ho taxalistu, a\u010dkoli se p\u0159edpokl\u00e1dalo, \u017ee v\u0161e bude k\u00f3dov\u00e1no podle taxalistu star\u00e9ho, platn\u00e9ho pro data do roku 2015.<\/p>\n<p>Pro zpracov\u00e1n\u00ed hodnocen\u00ed pro 3. pl\u00e1ny povod\u00ed je rovn\u011b\u017e pot\u0159eba implementovat do IS ARROW navr\u017een\u00e9 v\u00fdpo\u010detn\u00ed postupy jednotliv\u00fdch metrik pro hodnocen\u00ed ekologick\u00e9ho potenci\u00e1lu biologick\u00fdch slo\u017eek pro vodn\u00ed \u00fatvary kategorie \u201ejezero\u201c (fytoplankton, makrofyta a\u00a0ryby). V\u00a0sou\u010dasn\u00e9 dob\u011b je hodnocen\u00ed ekologick\u00e9ho potenci\u00e1lu t\u00e9to kategorie \u00fatvar\u016f povrchov\u00fdch vod zaji\u0161\u0165ov\u00e1no extern\u011b Biologick\u00fdm centrem Akademie v\u011bd \u010cesk\u00e9 republiky, v.\u00a0v.\u00a0i., mimo IS\u00a0ARROW.<\/p>\n<h2>Z\u00e1v\u011br<\/h2>\n<p>Ze z\u00edskan\u00fdch v\u00fdsledk\u016f hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod v\u00a0\u010cesk\u00e9 republice za obdob\u00ed 2013\u20132015 p\u0159i aplikaci principu \u201eone out\u00a0\u2013 all out\u201c vypl\u00fdv\u00e1, \u017ee v\u00a0nevyhovuj\u00edc\u00edm stavu je asi 91\u00a0% \u00fatvar\u016f kategorie \u201e\u0159eka\u201c a\u00a082\u00a0% \u00fatvar\u016f kategorie \u201ejezero\u201c. Pro v\u011bt\u0161inu \u00fatvar\u016f povrchov\u00fdch vod s\u00a0nevyhovuj\u00edc\u00edm stavem plat\u00ed, \u017ee pro tento stav jsou ur\u010duj\u00edc\u00ed v\u00fdsledky hodnocen\u00ed ekologick\u00e9ho stavu\/potenci\u00e1lu. Ur\u010duj\u00edc\u00edmi slo\u017ekami pro v\u00fdsledky hodnocen\u00ed ekologick\u00e9ho stavu\/potenci\u00e1lu byly biologick\u00e9 slo\u017eky\u00a0\u2013 makrozoobentos a\u00a0fytobentos, v\u0161eobecn\u00e9 fyzik\u00e1ln\u011b-chemick\u00e9 slo\u017eky ekologick\u00e9ho stavu\/potenci\u00e1lu\u00a0\u2013 celkov\u00fd fosfor a\u00a0formy dus\u00edku a\u00a0ze specifick\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek parametry\u00a0\u2013 AOX, metabolity alachloru a\u00a0metolachloru, bisfenol A\u00a0a\u00a0fenanthren. V\u00a0r\u00e1mci hodnocen\u00ed chemick\u00e9ho stavu \u00fatvar\u016f povrchov\u00fdch vod je hlavn\u00ed p\u0159\u00ed\u010dinou nedosa\u017een\u00ed dobr\u00e9ho stavu koncentrace prioritn\u00edch a\u00a0prioritn\u00edch nebezpe\u010dn\u00fdch l\u00e1tek ze skupiny polycyklick\u00fdch aromatick\u00fdch uhlovod\u00edk\u016f. V\u00a0t\u00e9to souvislosti je nutn\u00e9 rovn\u011b\u017e upozornit na velmi n\u00edzk\u00e9 c\u00edlov\u00e9 limitn\u00ed koncentrace\u00a0\u2013 NEK pr\u00e1v\u011b pro tyto parametry [5].<\/p>\n<p>Hodnocen\u00ed stavu \u00fatvar\u016f povrchov\u00fdch vod bylo realizov\u00e1no na z\u00e1klad\u011b nam\u011b\u0159en\u00fdch v\u00fdsledk\u016f monitorovac\u00edch program\u016f v\u00a0reprezentativn\u00edch profilech (p\u0159\u00edm\u00e9 hodnocen\u00ed stavu)\u00a0\u2013 ka\u017ed\u00fd \u00fatvar nebo skupina \u00fatvar\u016f m\u00e1 v\u00a0podm\u00ednk\u00e1ch \u010cesk\u00e9 republiky ur\u010den pr\u00e1v\u011b jeden reprezentativn\u00ed profil, v\u00a0n\u011bkolika p\u0159\u00edpadech je jedn\u00edm reprezentativn\u00edm profilem hodnoceno dva nebo v\u00edce \u00fatvar\u016f povrchov\u00fdch vod kategorie \u201e\u0159eka\u201c. Konkr\u00e9tn\u00ed podoba v\u00fdstup\u016f hodnocen\u00ed chemick\u00e9ho a\u00a0ekologick\u00e9ho stavu\/potenci\u00e1lu \u00fatvar\u016f povrchov\u00fdch vod vych\u00e1zela z\u00a0pot\u0159eb jednotliv\u00fdch st\u00e1tn\u00edch podnik\u016f Povod\u00ed. V\u00fdsledky \u0159e\u0161en\u00ed je mo\u017en\u00e9 p\u0159\u00edpadn\u011b pou\u017e\u00edt i\u00a0pro pln\u011bn\u00ed reportingov\u00e9 povinnosti \u010cesk\u00e9 republiky v\u016f\u010di Evropsk\u00e9 unii.<\/p>\n<h3>Pod\u011bkov\u00e1n\u00ed<\/h3>\n<p><em>Z\u00e1v\u011brem bychom velice r\u00e1di pod\u011bkovali jednotliv\u00fdm st\u00e1tn\u00edm podnik\u016fm Povod\u00ed za poskytnut\u00e1 data a\u00a0souhlas se zve\u0159ejn\u011bn\u00edm v\u00fd\u0161e uveden\u00fdch souhrnn\u00fdch v\u00fdsledk\u016f hodnocen\u00ed stavu povrchov\u00fdch vod za obdob\u00ed 2013\u20132015.
