Pl\u00e1n je z\u00e1kladn\u00ed dokument ochrany p\u0159ed n\u00e1sledky sucha. Slou\u017e\u00ed ke koordinaci \u010dinnost\u00ed v\u00a0dan\u00e9m \u00fazem\u00ed v\u00a0obdob\u00ed sucha a\u00a0nedostatku vody. Jedn\u00e1 se o\u00a0souhrn popisu \u00fazem\u00ed z\u00a0hlediska vodn\u00edch zdroj\u016f a\u00a0syst\u00e9mu z\u00e1sobov\u00e1n\u00ed vodou, organiza\u010dn\u00edch a\u00a0technick\u00fdch opat\u0159en\u00ed, pot\u0159ebn\u00fdch k\u00a0odvr\u00e1cen\u00ed nebo zm\u00edrn\u011bn\u00ed \u0161kod v\u00a0oblasti z\u00e1kladn\u00edch lidsk\u00fdch pot\u0159eb a\u00a0majetku, hospod\u00e1\u0159sk\u00e9 \u010dinnosti a\u00a0\u017eivotn\u00edho prost\u0159ed\u00ed souvisej\u00edc\u00edch s\u00a0n\u00e1roky na vodu v\u00a0obdob\u00ed sucha.<\/p>\n<a href=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/10\/ilustracni-obrazek-6_edit.jpg\" rel=\"shadowbox[sbpost-5259];player=img;\"><img decoding=\"async\" width=\"800\" height=\"491\" class=\"alignnone size-full wp-image-5189 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/10\/ilustracni-obrazek-6_edit.jpg\" alt=\"\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/10\/ilustracni-obrazek-6_edit.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/10\/ilustracni-obrazek-6_edit-300x184.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/10\/ilustracni-obrazek-6_edit-768x471.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/491;\" \/><\/a>\n<h2>\u00davod<\/h2>\n<p>Z\u00a0usnesen\u00ed vl\u00e1dy \u010cR ze dne 29. \u010dervence 2015 \u010d. 620 k\u00a0p\u0159\u00edprav\u011b realizace opat\u0159en\u00ed pro zm\u00edrn\u011bn\u00ed negativn\u00edch dopad\u016f sucha a\u00a0nedostatku vody vyplynul v\u00a0souvislosti s\u00a0p\u0159\u00edpravou koncepce ochrany p\u0159ed n\u00e1sledky sucha pro \u00fazem\u00ed \u010cesk\u00e9 republiky po\u017eadavek p\u0159\u00edpravy n\u00e1vrhu obsahu pl\u00e1n\u016f, jejich\u017e c\u00edlem je koordinace \u010dinnost\u00ed v\u00a0obdob\u00ed sucha a\u00a0nedostatku vody.<\/p>\n<p>N\u00e1sleduj\u00edc\u00ed text p\u0159edstavuje v\u00fd\u0148atek z\u00a0metodiky pro tvorbu pl\u00e1nu pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody v\u00a0\u010cR (d\u00e1le jen pl\u00e1n), jej\u00ed\u017e p\u0159\u00edprava prob\u00edhala sou\u010dasn\u011b s\u00a0p\u0159\u00edpravou hlavy Zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody pro novelu vodn\u00edho z\u00e1kona. Pl\u00e1n by m\u011bl slou\u017eit po\u0159izovatel\u016fm a\u00a0zhotovitel\u016fm p\u0159i zad\u00e1n\u00ed a\u00a0p\u0159\u00edprav\u011b pl\u00e1nu p\u0159edev\u0161\u00edm na \u00farovni kraje, ale tak\u00e9 pro obce s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed.<\/p>\n<h2>Z\u00e1kladn\u00ed pojmy<\/h2>\n<p><em>Suchem<\/em> se rozum\u00ed hydrologick\u00e9 sucho jako v\u00fdkyv hydrologick\u00e9ho cyklu, kter\u00fd vznik\u00e1 zejm\u00e9na v\u00a0d\u016fsledku deficitu sr\u00e1\u017eek a\u00a0projevuje se zmen\u0161en\u00edm pr\u016ftok\u016f ve vodn\u00edch toc\u00edch a\u00a0stavu podzemn\u00edch vod.<\/p>\n<p><em>Stavem sucha<\/em> se rozum\u00ed m\u00edra nebezpe\u010d\u00ed sucha v\u00e1zan\u00e1 na\u00a0sm\u011brodatn\u00e9 limity, jimi\u017e jsou zejm\u00e9na pr\u016ftoky ve vodn\u00edch toc\u00edch, hladiny podzemn\u00edch vod a\u00a0stav sr\u00e1\u017eek nebo kritick\u00e9 hodnoty jin\u00e9ho jevu uveden\u00e9 v\u00a0p\u0159\u00edslu\u0161n\u00e9m pl\u00e1nu pro sucho.<\/p>\n<p><em>Stavem nedostatku vody<\/em> se rozum\u00ed vyhl\u00e1\u0161en\u00fd do\u010dasn\u00fd stav s\u00a0mo\u017en\u00fdm dopadem na z\u00e1kladn\u00ed lidsk\u00e9 pot\u0159eby, hospod\u00e1\u0159skou \u010dinnost a\u00a0\u017eivotn\u00ed prost\u0159ed\u00ed, kdy v\u00a0d\u016fsledku sucha po\u017eadavky na u\u017e\u00edv\u00e1n\u00ed vod p\u0159evy\u0161uj\u00ed dostupn\u00e9 zdroje vod, a\u00a0je nezbytn\u00e9 omezovat hospoda\u0159en\u00ed s\u00a0vodou a\u00a0vyd\u00e1vat dal\u0161\u00ed opat\u0159en\u00ed. Stav nedostatku vody vyhla\u0161uje komise pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody.<\/p>\n<p><em>Pl\u00e1nem pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0stavu nedostatku vody<\/em> (d\u00e1le jen pl\u00e1n pro sucho) se rozum\u00ed dokument, kter\u00fd je podkladem pro postup vodopr\u00e1vn\u00edho \u00fa\u0159adu p\u0159i vyhodnocov\u00e1n\u00ed hrozby vzniku nedostatku vody a\u00a0pro rozhodov\u00e1n\u00ed komise pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody o\u00a0opat\u0159en\u00edch p\u0159i stavu nedostatku vody. Jeho hlavn\u00edm c\u00edlem je n\u00e1vrh opat\u0159en\u00ed k\u00a0zaji\u0161t\u011bn\u00ed dostatku vody k\u00a0pokryt\u00ed z\u00e1kladn\u00edch spole\u010densk\u00fdch pot\u0159eb, minimalizaci negativn\u00edch dopad\u016f sucha na vodn\u00ed \u00fatvary a\u00a0minimalizaci dopad\u016f sucha a\u00a0nedostatku vody na hospod\u00e1\u0159skou \u010dinnost.<\/p>\n<p><em>Komise pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody<\/em> (d\u00e1le jen komise pro sucho) je org\u00e1nem s\u00a0rozhodovac\u00ed pravomoc\u00ed pro vyd\u00e1v\u00e1n\u00ed opat\u0159en\u00ed podle pl\u00e1nu pro sucho p\u0159i stavu nedostatku vody.<\/p>\n<h2>Org\u00e1ny pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody<\/h2>\n<p>Zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody \u0159\u00edd\u00ed org\u00e1ny pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody ve spolupr\u00e1ci s\u00a0dal\u0161\u00edmi z\u00fa\u010dastn\u011bn\u00fdmi. \u0158\u00edzen\u00ed zahrnuje p\u0159\u00edpravu na sucho a\u00a0nedostatek vody, organizaci a\u00a0kontrolu v\u0161ech p\u0159\u00edslu\u0161n\u00fdch \u010dinnost\u00ed v\u00a0pr\u016fb\u011bhu sucha a\u00a0nedostatku vody a\u00a0v\u00a0obdob\u00ed bezprost\u0159edn\u011b n\u00e1sleduj\u00edc\u00edm, v\u010detn\u011b organizace a\u00a0kontroly \u010dinnosti ostatn\u00edch \u00fa\u010dastn\u00edk\u016f ochrany p\u0159ed suchem a\u00a0nedostatkem vody. Org\u00e1ny pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody se p\u0159i sv\u00e9 \u010dinnosti \u0159\u00edd\u00ed pl\u00e1ny pro sucho.<\/p>\n<p>V\u00a0obdob\u00ed mimo \u010dinnost komise pro sucho jsou t\u011bmito org\u00e1ny vodopr\u00e1vn\u00ed \u00fa\u0159ady:<\/p>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>obecn\u00ed \u00fa\u0159ady obc\u00ed s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed,<\/li>\n<li>krajsk\u00e9 \u00fa\u0159ady,<\/li>\n<li>p\u0159\u00edslu\u0161n\u00e1 ministerstva jako \u00fast\u0159edn\u00ed vodopr\u00e1vn\u00ed \u00fa\u0159ad.<\/li>\n<\/ol>\n<p>Po dobu od svol\u00e1n\u00ed komise do ukon\u010den\u00ed jej\u00ed \u010dinnosti jsou t\u011bmito org\u00e1ny:<\/p>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>komise pro sucho na \u00farovni ORP (v\u00a0p\u0159\u00edpadech, kdy ORP po\u0159izuje pl\u00e1n pro sucho),<\/li>\n<li>komise pro sucho na \u00farovni kraj\u016f,<\/li>\n<li>\u00fast\u0159edn\u00ed komise pro sucho.<\/li>\n<\/ol>\n<p>Hejtman kraje z\u0159izuje jako zvl\u00e1\u0161tn\u00ed org\u00e1n kraje komisi pro sucho pro p\u0159\u00edslu\u0161n\u00fd kraj a\u00a0je jej\u00edm p\u0159edsedou. Dal\u0161\u00ed \u010dleny t\u00e9to komise hejtman kraje jmenuje ze zam\u011bstnanc\u016f krajsk\u00e9ho \u00fa\u0159adu, p\u0159\u00edslu\u0161n\u00fdch spr\u00e1vc\u016f povod\u00ed, \u010cesk\u00e9ho hydrometeorologick\u00e9ho \u00fastavu, Policie \u010cesk\u00e9 republiky, Hasi\u010dsk\u00e9ho z\u00e1chrann\u00e9ho sboru \u010cesk\u00e9 republiky a\u00a0z\u00e1stupc\u016f krajsk\u00e9 hygienick\u00e9 stanice. K\u00a0jedn\u00e1n\u00ed komise pro sucho m\u016f\u017ee hejtman kraje p\u0159izvat zejm\u00e9na u\u017eivatele vody v\u00fdznamn\u00e9 pro dan\u00e9 \u00fazem\u00ed a\u00a0z\u00e1stupce obc\u00ed s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed. P\u0159izvan\u00e9 osoby nejsou \u010dleny komise pro sucho.<\/p>\n<p>Komise pro sucho vyhla\u0161uje stav nedostatku vody. P\u0159i stavu nedostatku vody vyd\u00e1v\u00e1 opat\u0159en\u00ed pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody ve sv\u00e9 \u00fazemn\u00ed p\u016fsobnosti, a\u00a0to zejm\u00e9na podle ustanoven\u00ed \u00a7\u00a0Xm vodn\u00edho z\u00e1kona. Opat\u0159en\u00ed komise pro sucho vyd\u00e1v\u00e1 podle pl\u00e1n\u016f pro sucho, v\u00a0od\u016fvodn\u011bn\u00fdch p\u0159\u00edpadech i\u00a0nad r\u00e1mec t\u011bchto pl\u00e1n\u016f.<\/p>\n<p>Tato opat\u0159en\u00ed komise pro sucho vyd\u00e1v\u00e1 podle povahy v\u011bci formou rozhodnut\u00ed \u010di opat\u0159en\u00ed obecn\u00e9 povahy. V\u00a0p\u0159\u00edpad\u011b pot\u0159eby komise pro sucho m\u016f\u017ee vy\u017eadovat v\u00fdpomoc od spr\u00e1vn\u00edch org\u00e1n\u016f, pr\u00e1vnick\u00fdch i\u00a0fyzick\u00fdch osob.<\/p>\n<p>Komise pro sucho ni\u017e\u0161\u00edho stupn\u011b je pod\u0159\u00edzena komisi pro sucho vy\u0161\u0161\u00edho stupn\u011b a\u00a0neprodlen\u011b ji informuje o\u00a0sv\u00e9m svol\u00e1n\u00ed a\u00a0opat\u0159en\u00edch vydan\u00fdch podle \u00a7 Xm vodn\u00edho z\u00e1kona. Komise pro sucho ORP mus\u00ed db\u00e1t souladu s\u00a0opat\u0159en\u00edmi komise pro sucho kraje. Komise pro sucho kraje mus\u00ed db\u00e1t souladu s\u00a0opat\u0159en\u00edmi \u00fast\u0159edn\u00ed komise pro sucho.<\/p>\n<p>K\u00a0jedn\u00e1n\u00ed komise (bez hlasovac\u00edho pr\u00e1va) mohou b\u00fdt p\u0159izv\u00e1ni z\u00e1stupci zejm\u00e9na:<\/p>\n<ul>\n<li>u\u017eivatel\u016f vody v\u00fdznamn\u00fdch pro dan\u00e9 \u00fazem\u00ed,<\/li>\n<li>spr\u00e1vc\u016f vodn\u00edch tok\u016f,<\/li>\n<li>vlastn\u00edk\u016f vodn\u00edch d\u011bl,<\/li>\n<li>p\u0159\u00edpadn\u011b dal\u0161\u00edch subjekt\u016f podle m\u00edstn\u00edch podm\u00ednek.<\/li>\n<\/ul>\n<h2>Opat\u0159en\u00ed pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody<\/h2>\n<p>Opat\u0159en\u00ed pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody zahrnuj\u00ed p\u0159\u00edpravu a\u00a0prov\u00e1d\u011bn\u00ed operativn\u00edch opat\u0159en\u00ed s\u00a0\u00fa\u010dinnost\u00ed po omezenou dobu trv\u00e1n\u00ed nedostatku vody a\u00a0dobu bezprost\u0159edn\u011b n\u00e1sleduj\u00edc\u00ed. Tato opat\u0159en\u00ed nezahrnuj\u00ed koncep\u010dn\u00ed opat\u0159en\u00ed, investi\u010dn\u00ed v\u00fdstavbu, \u00fadr\u017ebu, opravy a\u00a0modernizace zdroj\u016f vody a\u00a0dal\u0161\u00edch za\u0159\u00edzen\u00ed pro jej\u00ed distribuci. Opat\u0159en\u00ed pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody lze rozd\u011blit na opat\u0159en\u00ed p\u0159\u00edpravn\u00e1, realizovan\u00e1 v\u00a0obdob\u00ed mimo sucho nebo p\u0159i hroz\u00edc\u00edm nedostatku vody a\u00a0na opat\u0159en\u00ed realizovan\u00e1 v\u00a0pr\u016fb\u011bhu sucha a\u00a0nedostatku vody.<\/p>\n<h3>P\u0159\u00edpravn\u00e1 opat\u0159en\u00ed:<\/h3>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>po\u0159\u00edzen\u00ed a\u00a0aktualizace pl\u00e1nu,<\/li>\n<li>organiza\u010dn\u00ed a\u00a0technick\u00e1 p\u0159\u00edprava,<\/li>\n<li>monitorov\u00e1n\u00ed a\u00a0p\u0159edpov\u011b\u010f v\u00fdvoje situace v\u010detn\u011b stavu zdroj\u016f vody,<\/li>\n<li>vyhled\u00e1n\u00ed a\u00a0p\u0159\u00edprava vyu\u017eit\u00ed dodate\u010dn\u00fdch z\u00e1lo\u017en\u00edch zdroj\u016f vody,<\/li>\n<li>operativn\u00ed p\u0159\u00edprava z\u00e1lo\u017en\u00edch (mobiln\u00edch) \u00fapraven vody \u2013 prov\u011b\u0159en\u00ed jejich funk\u010dnosti,<\/li>\n<li>v\u00fdstra\u017en\u00e9 informace o\u00a0stavu sucha (vyd\u00e1v\u00e1 \u010cHM\u00da),<\/li>\n<li>zah\u00e1jen\u00ed informa\u010dn\u00ed kampan\u011b,<\/li>\n<li>eviden\u010dn\u00ed a\u00a0dokumenta\u010dn\u00ed pr\u00e1ce,<\/li>\n<li>n\u00e1vrh na \u00fapravu manipula\u010dn\u00edch \u0159\u00e1d\u016f vodn\u00edch d\u011bl a\u00a0VH soustav s\u00a0ohledem na pot\u0159eby zvl\u00e1d\u00e1n\u00ed nedostatku vody.<\/li>\n<\/ol>\n<h3>Opat\u0159en\u00ed v\u00a0pr\u016fb\u011bhu sucha a\u00a0nedostatku vody:<\/h3>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>informa\u010dn\u00ed kampa\u0148,<\/li>\n<li>manipulace podle M\u0158 VD nebo VH soustav, kter\u00e9 odpov\u00eddaj\u00ed situaci hydrologick\u00e9ho sucha, nap\u0159. p\u0159eveden\u00ed \u010d\u00e1sti odb\u011br\u016f na jin\u00e9 zdroje (n\u00e1dr\u017ee, j\u00edmac\u00ed \u00fazem\u00ed, propojen\u00e9 soustavy), omezen\u00ed odb\u011br\u016f vody, vyu\u017eit\u00ed z\u00e1lo\u017en\u00edch zdroj\u016f,<\/li>\n<li>manipulace nad r\u00e1mec M\u0158 VD nebo VH soustav v\u00a0od\u016fvodn\u011bn\u00fdch p\u0159\u00edpadech (\u00a7\u00a059 odst. 4 a\u00a0\u00a7\u00a0Xm vodn\u00edho z\u00e1kona),<\/li>\n<li>kontrola dodr\u017eov\u00e1n\u00ed vydan\u00fdch rozhodnut\u00ed k\u00a0nakl\u00e1d\u00e1n\u00ed s\u00a0vodami,<\/li>\n<li>omezen\u00ed obecn\u00e9ho nakl\u00e1d\u00e1n\u00ed s\u00a0vodami (\u00a7\u00a06 odst. 4 a\u00a0\u00a7\u00a0Xm vodn\u00edho z\u00e1kona),<\/li>\n<li>do\u010dasn\u00e9 omezen\u00ed u\u017e\u00edv\u00e1n\u00ed pitn\u00e9 vody z\u00a0vodovodu pro ve\u0159ejnou pot\u0159ebu (z\u00e1kaz zal\u00e9v\u00e1n\u00ed zahr\u00e1dek, napou\u0161t\u011bn\u00ed baz\u00e9n\u016f, myt\u00ed vozidel apod.) Komise pro sucho vyd\u00e1v\u00e1 p\u0159i stavu nedostatku vody opat\u0159en\u00ed podle \u00a7\u00a0Xm vodn\u00edho z\u00e1kona a\u00a0\u00a7\u00a09 odst. 5 a\u00a08 z\u00e1kona o\u00a0vodovodech a\u00a0kanalizac\u00edch. Vodopr\u00e1vn\u00ed \u00fa\u0159ad vyd\u00e1v\u00e1 p\u0159i stavu sucha opat\u0159en\u00ed podle \u00a7\u00a06 odst. 4, \u00a7\u00a015 odst. 4 a\u017e 6, \u00a7\u00a059 odst. 4 a\u00a0\u00a7\u00a0109 odst. 1 vodn\u00edho z\u00e1kona.<\/p>\n<h2>Hodnocen\u00ed sucha<\/h2>\n<p>P\u0159edpov\u011bdn\u00ed slu\u017eba pro sucho informuje org\u00e1ny pro sucho o\u00a0nebezpe\u010d\u00ed vzniku sucha a\u00a0o\u00a0jeho dal\u0161\u00edm v\u00fdvoji. Tuto slu\u017ebu zabezpe\u010duje \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav ve\u00a0spolupr\u00e1ci se spr\u00e1vci povod\u00ed, p\u0159i\u010dem\u017e hodnot\u00ed velikost, intenzitu a\u00a0d\u00e9lky trv\u00e1n\u00ed sucha z\u00a0hlediska vodn\u00edch zdroj\u016f. Vodn\u00edmi zdroji se rozum\u00ed povrchov\u00e9 a\u00a0podzemn\u00ed vody podle ustanoven\u00ed vodn\u00edho z\u00e1kona. Sucho je klasifikov\u00e1no jako m\u00edrn\u00e9 (kategorie 1), siln\u00e9 (kategorie 2) nebo mimo\u0159\u00e1dn\u00e9 (kategorie 3). V\u00fdsledky hodnocen\u00ed zve\u0159ej\u0148uje \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav ve spolupr\u00e1ci s\u00a0podniky Povod\u00ed na internetov\u00fdch str\u00e1nk\u00e1ch. Hodnocen\u00ed prob\u00edh\u00e1 v\u00a0t\u00fddenn\u00edm kroku. Hodnocen\u00ed sucha \u010cHM\u00da je dostupn\u00e9 na http:\/\/portal.chmi.cz\/aktualni-situace\/sucho.<\/p>\n<p>V\u00a0p\u0159\u00edpad\u011b v\u00fdskytu siln\u00e9ho nebo mimo\u0159\u00e1dn\u00e9ho sucha na \u00fazem\u00ed kraje nebo ORP vyd\u00e1 \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav v\u00fdstra\u017enou informaci o\u00a0stavu sucha v\u00a0povrchov\u00fdch nebo podzemn\u00edch vod\u00e1ch a\u00a0zve\u0159ejn\u00ed ji v\u00a0syst\u00e9mu v\u00fdstra\u017en\u00e9 slu\u017eby. V\u00fdstra\u017en\u00e1 informace slou\u017e\u00ed jako upozorn\u011bn\u00ed p\u0159ed pravd\u011bpodobn\u00fdm vznikem nedostatku vody.<\/p>\n<p>Po vyd\u00e1n\u00ed v\u00fdstra\u017en\u00e9 informace o\u00a0stavu sucha nebo po zv\u00e1\u017een\u00ed rizika vzniku nedostatku vody je t\u0159eba zajistit informace o\u00a0v\u00fdsledc\u00edch monitoringu mno\u017estv\u00ed a\u00a0jakosti vodn\u00edch zdroj\u016f, zah\u00e1jit informa\u010dn\u00ed kampa\u0148 orientovanou sm\u011brem k\u00a0ve\u0159ejnosti, informovat u\u017eivatele vody v\u00fdznamn\u00e9 pro dan\u00e9 \u00fazem\u00ed, aktualizovat informace o\u00a0odb\u011brech vody u\u017eivatel\u016f v\u00fdznamn\u00fdch pro dan\u00e9 \u00fazem\u00ed a\u00a0o\u00a0dal\u0161\u00edm v\u00fdhledu odb\u011br\u016f, za\u010d\u00edt s\u00a0p\u0159\u00edpravou technick\u00fdch a\u00a0organiza\u010dn\u00edch opat\u0159en\u00ed.<\/p>\n<h2>Hodnocen\u00ed nedostatku vody<\/h2>\n<p>Po vyd\u00e1n\u00ed v\u00fdstra\u017en\u00e9 informace o\u00a0stavu sucha vodopr\u00e1vn\u00ed \u00fa\u0159ad v\u00a0souladu s\u00a0pl\u00e1nem pro sucho a\u00a0ve spolupr\u00e1ci se spr\u00e1vci povod\u00ed a\u00a0\u010cHM\u00da vyhodnot\u00ed, zda hroz\u00ed vznik nedostatku vody. Stejn\u011b vodopr\u00e1vn\u00ed \u00fa\u0159ad postupuje v\u00a0p\u0159\u00edpad\u011b p\u0159ekro\u010den\u00ed v\u00a0pl\u00e1nu uveden\u00fdch m\u00edstn\u00edch sm\u011brodatn\u00fdch limit\u016f. V\u00a0p\u0159\u00edpad\u011b hroz\u00edc\u00edho nedostatku vody navrhne p\u0159edsedovi komise pro sucho jej\u00ed svol\u00e1n\u00ed. Komise vyhodnot\u00ed, zda vznikl nedostatek vody a\u00a0v\u00a0takov\u00e9m p\u0159\u00edpad\u011b vyhl\u00e1s\u00ed stav nedostatku vody. Informaci o\u00a0vyhl\u00e1\u0161en\u00ed stavu nedostatku vody uve\u0159ejn\u00ed zp\u016fsobem v\u00a0m\u00edst\u011b obvykl\u00fdm. Po vyhl\u00e1\u0161en\u00ed stavu nedostatku vody komise vyd\u00e1v\u00e1 opat\u0159en\u00ed pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody uveden\u00e1 v\u00a0pl\u00e1nu, p\u0159\u00edp. dal\u0161\u00ed opat\u0159en\u00ed nad r\u00e1mec pl\u00e1nu. V\u00a0p\u0159\u00edpad\u011b pominut\u00ed podm\u00ednek stavu nedostatku vody komise tento stav odvol\u00e1.<\/p>\n<p>M\u00edstn\u00edmi sm\u011brodatn\u00fdmi limity se rozum\u00ed krit\u00e9ria schopnosti syst\u00e9mu plnit po\u017eadavky na vodu podle bilance re\u00e1ln\u00e9ho stavu vodn\u00edch zdroj\u016f v\u00a0\u00fazem\u00ed a\u00a0odb\u011br\u016f vody. M\u00edstn\u00ed sm\u011brodatn\u00e9 limity identifikuje vodopr\u00e1vn\u00ed \u00fa\u0159ad ve spolupr\u00e1ci se z\u00e1stupci \u010dlen\u016f komise pro sucho v\u00a0r\u00e1mci po\u0159izov\u00e1n\u00ed nebo aktualizace pl\u00e1nu pro sucho.<\/p>\n<p>Takov\u00fdm limitem v\u00a0r\u00e1mci jednoduch\u00e9ho syst\u00e9mu z\u00e1sobov\u00e1n\u00ed m\u016f\u017ee b\u00fdt nap\u0159. stav konkr\u00e9tn\u00edho vodn\u00edho zdroje (velikost pr\u016ftoku vodn\u00edho toku, stav hladiny podzemn\u00ed vody, disponibiln\u00ed objem vody ve VN), na druh\u00e9 stran\u011b v\u00a0r\u00e1mci komplexn\u00edho syst\u00e9mu z\u00e1sobov\u00e1n\u00ed schopnost VH soustavy plnit po\u017eadavky na vodu p\u0159edev\u0161\u00edm preferovan\u00fdch u\u017eivatel\u016f (uveden\u00fdch v\u00a0pl\u00e1nu pro sucho) podle v\u00fdznamu zp\u016fsobu u\u017eit\u00ed vody po dobu stanovenou pl\u00e1nem pro sucho.<\/p>\n<p>Tyto zp\u016fsoby u\u017eit\u00ed vody se stanov\u00ed postupn\u011b od nejv\u00fdznamn\u011bj\u0161\u00edho k\u00a0m\u00e9n\u011b v\u00fdznamn\u00fdm takto:<\/p>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>zaji\u0161t\u011bn\u00ed kritick\u00e9 infrastruktury podle p\u0159edpis\u016f upravuj\u00edc\u00edch krizov\u00e9 \u0159\u00edzen\u00ed a\u00a0dal\u0161\u00edch provoz\u016f poskytuj\u00edc\u00edch nezbytn\u00e9 slu\u017eby,<\/li>\n<li>z\u00e1sobov\u00e1n\u00ed obyvatelstva pitnou vodou,<\/li>\n<li>\u017eivo\u010di\u0161n\u00e1 zem\u011bd\u011blsk\u00e1 v\u00fdroba,<\/li>\n<li>hospod\u00e1\u0159sk\u00e9 vyu\u017eit\u00ed a\u00a0ekologick\u00e1 funkce vody,<\/li>\n<li>ostatn\u00ed vyu\u017eit\u00ed.<\/li>\n<\/ol>\n<p>V\u00a0od\u016fvodn\u011bn\u00fdch p\u0159\u00edpadech se lze s\u00a0ohledem na zvl\u00e1\u0161tn\u00ed m\u00edstn\u00ed podm\u00ednky od ustanoven\u00ed v\u00fd\u0161e uveden\u00e9ho odstavce p\u00edsmena c) a\u017e e) odch\u00fdlit.<\/p>\n<p>M\u00edstn\u00ed sm\u011brodatn\u00e9 limity mohou b\u00fdt odvozeny nap\u0159. ze situace, kdy sucho m\u00e1 ji\u017e re\u00e1ln\u00e9 dopady ve form\u011b hroz\u00edc\u00edho nedostatku vody pro pln\u011bn\u00ed n\u00e1rok\u016f na odb\u011bry (disponibiln\u00ed z\u00e1soba vody ve zdroj\u00edch p\u0159i st\u00e1vaj\u00edc\u00ed \u00farovni spot\u0159eby vysta\u010d\u00ed ji\u017e pouze na 5 a\u017e 6\u00a0m\u011bs\u00edc\u016f) nebo v\u00a0d\u016fsledku sucha hroz\u00ed nedodr\u017een\u00ed minim\u00e1ln\u00edch z\u016fstatkov\u00fdch pr\u016ftok\u016f, minim\u00e1ln\u00edch hladin podzemn\u00ed vody, nedodr\u017een\u00ed limit\u016f jakosti surov\u00e9 vody pro \u00fapravu na vodu pitnou nebo nedodr\u017een\u00ed hodnot pro ukazatele p\u0159\u00edpustn\u00e9ho zne\u010di\u0161t\u011bn\u00ed povrchov\u00fdch vod. V\u00a0takov\u00e9 situaci jsou podle pl\u00e1nu pro sucho zav\u00e1d\u011bna nap\u0159. opat\u0159en\u00ed za \u00fa\u010delem omezen\u00ed spot\u0159eby (technologick\u00e1 opat\u0159en\u00ed na stran\u011b pr\u016fmyslov\u00fdch u\u017eivatel\u016f) a\u00a0p\u0159erozd\u011blov\u00e1n\u00ed z\u00e1sob vody, je omezov\u00e1no obecn\u00e9 nakl\u00e1d\u00e1n\u00ed s\u00a0vodami, p\u0159\u00edpadn\u011b povolen\u00e1 nakl\u00e1d\u00e1n\u00ed s\u00a0vodami m\u00e9n\u011b v\u00fdznamn\u00fdch u\u017eivatel\u016f podle hierarchie dan\u00e9 pl\u00e1nem podle v\u00fdznamu zp\u016fsobu u\u017eit\u00ed vody za \u00fa\u010delem zaji\u0161t\u011bn\u00ed mno\u017estv\u00ed a\/nebo jakosti vody.<\/p>\n<p>P\u0159i\u00a0prohlubov\u00e1n\u00ed nedostatku vody doch\u00e1z\u00ed k\u00a0nebezpe\u010d\u00ed vzniku \u0161kod v\u011bt\u0161\u00edho rozsahu nebo k\u00a0ohro\u017een\u00ed \u017eivot\u016f a\u00a0zdrav\u00ed osob v\u00a0d\u016fsledku nedostatku vody pro z\u00e1sobov\u00e1n\u00ed obyvatel pitnou vodou, k\u00a0ohro\u017een\u00ed provozu kritick\u00e9 infrastruktury, provozu v\u00fdznamn\u00fdch podnik\u016f a\u00a0strategick\u00fdch energetick\u00fdch zdroj\u016f. Podle pl\u00e1nu jsou vyd\u00e1v\u00e1na opat\u0159en\u00ed za \u00fa\u010delem omezen\u00ed spot\u0159eby vody a\u00a0p\u0159erozd\u011blov\u00e1n\u00ed z\u00e1sob vody, doch\u00e1z\u00ed k\u00a0omezov\u00e1n\u00ed povolen\u00fdch nakl\u00e1d\u00e1n\u00ed s\u00a0vodami v\u00fdznamn\u011bj\u0161\u00edch u\u017eivatel\u016f v\u00a0r\u00e1mci hierarchie podle v\u00fdznamu zp\u016fsobu u\u017eit\u00ed vody za \u00fa\u010delem zaji\u0161t\u011bn\u00ed mno\u017estv\u00ed a\/nebo jakosti vody, mohou b\u00fdt omezov\u00e1ny dod\u00e1vky pitn\u00e9 vody, m\u016f\u017ee b\u00fdt umo\u017en\u011bno do\u010dasn\u00e9 sn\u00ed\u017een\u00ed minim\u00e1ln\u00edch z\u016fstatkov\u00fdch pr\u016ftok\u016f, minim\u00e1ln\u00edch hladin podzemn\u00ed vody nebo do\u010dasn\u00e1 zm\u011bna limit\u016f pro vypou\u0161t\u011bn\u00ed odpadn\u00edch vod.<\/p>\n<h2>Krizov\u00e1 situace dlouhodob\u00e9 sucho<\/h2>\n<p>V\u00a0p\u0159\u00edpad\u011b, \u017ee komise pro sucho vy\u010derp\u00e1 opat\u0159en\u00ed uveden\u00e1 v\u00a0pl\u00e1nu (od\u016fvodn\u011bn\u00fdch p\u0159\u00edpadech i\u00a0nad r\u00e1mec pl\u00e1nu) k\u00a0odvr\u00e1cen\u00ed dal\u0161\u00edho prohlouben\u00ed stavu nedostatku vody, zejm\u00e9na v\u00a0situaci kdy:<\/p>\n<ul>\n<li>nedostatek vody ohro\u017euje fungov\u00e1n\u00ed prvk\u016f kritick\u00e9 infrastruktury, v\u00fdrobu elekt\u0159iny a\u00a0tepla a\u00a0provoz v\u00fdznamn\u00fdch pr\u016fmyslov\u00fdch provoz\u016f,<\/li>\n<li>z\u00e1soby vody pro obyvatelstvo jsou pouze na dobu 1\u20132\u00a0m\u011bs\u00edc\u016f a\u00a0nelze je d\u00e1le zabezpe\u010dit dostupn\u00fdmi prost\u0159edky,<\/li>\n<li>nouzov\u00e9 z\u00e1sobov\u00e1n\u00ed pitnou vodou nelze zajistit s\u00a0vyu\u017eit\u00edm zdroj\u016f disponibiln\u00edch v\u00a0r\u00e1mci \u00fazem\u00ed kraje,<\/li>\n<li>jsou pln\u011b nasazeny v\u0161echny disponibiln\u00ed s\u00edly a\u00a0prost\u0159edky, a\u00a0p\u0159esto se neda\u0159\u00ed pr\u016fb\u011bh situace zvr\u00e1tit,<\/li>\n<li>n\u00e1sledkem \u0161patn\u00e9 hygienick\u00e9 situace hroz\u00ed epidemie,<\/li>\n<li>\u0159e\u0161en\u00ed situace vy\u017eaduje dal\u0161\u00ed hmotn\u00e9 nebo finan\u010dn\u00ed prost\u0159edky, kter\u00e9 ji\u017e na \u00farovni kraje nelze zajistit,<\/li>\n<li>jsou vy\u010derp\u00e1ny hmotn\u00e9 nebo finan\u010dn\u00ed prost\u0159edky pro zvl\u00e1d\u00e1n\u00ed mimo\u0159\u00e1dn\u00e9 ud\u00e1losti,<\/li>\n<li>a\u00a0z\u00e1rove\u0148 je p\u0159edpov\u011b\u010f v\u00fdvoje hydrologick\u00e9 situace v\u00a0n\u00e1sleduj\u00edc\u00edch t\u00fddnech i\u00a0nad\u00e1le nep\u0159\u00edzniv\u00e1,<\/li>\n<\/ul>\n<p>m\u016f\u017ee hejtman kraje p\u0159i spln\u011bn\u00ed podm\u00ednek z\u00e1kona \u010d. 240\/2000 Sb., o\u00a0krizov\u00e9m \u0159\u00edzen\u00ed a\u00a0o\u00a0zm\u011bn\u011b n\u011bkter\u00fdch z\u00e1kon\u016f (krizov\u00fd z\u00e1kon) vyhl\u00e1sit <em>krizov\u00fd stav<\/em>. V\u00a0p\u0159\u00edpad\u011b, kdy je v\u00a0dob\u011b stavu nedostatku vody vyhl\u00e1\u0161en stav nebezpe\u010d\u00ed nebo nouzov\u00fd stav, se komise pro sucho st\u00e1vaj\u00ed sou\u010d\u00e1st\u00ed krizov\u00e9ho \u0161t\u00e1bu kraje a\u00a0\u00dast\u0159edn\u00ed komise pro sucho sou\u010d\u00e1st\u00ed \u00dast\u0159edn\u00edho krizov\u00e9ho \u0161t\u00e1bu. Komise pro sucho vykon\u00e1vaj\u00ed i\u00a0nad\u00e1le \u010dinnosti podle vodn\u00edho z\u00e1kona (tzn. i\u00a0v\u00a0pr\u016fb\u011bhu vyhl\u00e1\u0161en\u00e9ho krizov\u00e9ho stavu je mo\u017en\u00e9 komis\u00ed pro sucho nap\u0159\u00edklad na\u0159\u00eddit mimo\u0159\u00e1dnou manipulaci na vodn\u00edm d\u00edle podle \u00a7\u00a0Xm odst. 1 p\u00edsm. d).<\/p>\n<h2>Obsah pl\u00e1nu<\/h2>\n<p>Pl\u00e1n pro sucho jako z\u00e1kladn\u00ed dokument zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody slou\u017e\u00ed ke koordinaci \u010dinnost\u00ed v\u00a0dan\u00e9m \u00fazem\u00ed p\u0159i nebezpe\u010d\u00ed vzniku nedostatku vody, v\u00a0jeho pr\u016fb\u011bhu a\u00a0po jeho odezn\u011bn\u00ed. Pl\u00e1n obsahuje souhrn organiza\u010dn\u00edch a\u00a0technick\u00fdch opat\u0159en\u00ed, pot\u0159ebn\u00fdch k\u00a0odvr\u00e1cen\u00ed nebo zm\u00edrn\u011bn\u00ed \u0161kod na majetku ob\u010dan\u016f a\u00a0spole\u010dnosti a\u00a0na \u017eivotn\u00edm prost\u0159ed\u00ed.
