For translation or more information on this topic, please contact author.<\/h4>\n<p>&nbsp;<\/p>\n<h2>Souhrn<\/h2>\n<p>\u010cesk\u00e1 republika v\u00a0dostate\u010dn\u00e9 m\u00ed\u0159e nevytv\u00e1\u0159\u00ed p\u0159edpoklady pro koncep\u010dn\u00ed p\u0159\u00edstup k\u00a0odvod\u0148ov\u00e1n\u00ed m\u011bst a\u00a0obc\u00ed podle princip\u016f udr\u017eiteln\u00e9ho rozvoje. Ministerstvo zem\u011bd\u011blstv\u00ed \u010cR, kter\u00e9 m\u00e1 v\u00a0gesci vodu, zcela ignoruje skute\u010dnost, \u017ee adaptace urbanizovan\u00fdch \u00fazem\u00ed na zm\u011bnu klimatu mimo jin\u00e9 stoj\u00ed na d\u016fsledn\u00e9 aplikaci princip\u016f hospoda\u0159en\u00ed s\u00a0de\u0161\u0165ovou vodou, a\u00a0to nejl\u00e9pe prost\u0159ednictv\u00edm modrozelen\u00e9 infrastruktury. Pr\u00e1vn\u00ed a\u00a0technick\u00e9 p\u0159edpisy \u010desk\u00e9ho stavebnictv\u00ed jsou ve vztahu k\u00a0vodn\u00edmu re\u017eimu urbanizovan\u00fdch \u00fazem\u00ed nekoncep\u010dn\u00ed, nesyst\u00e9mov\u00e9 a\u00a0nekoordinovan\u00e9. Ve\u0161ker\u00e1 odpov\u011bdnost tak v\u00a0tomto ohledu le\u017e\u00ed na m\u011bstech, kter\u00e9 si mohou pomoci vytvo\u0159en\u00edm vlastn\u00edch koncep\u010dn\u00edch dokument\u016f s\u00a0pravidly pro aplikace modrozelen\u00e9 infrastruktury. Jsou metody, kter\u00fdmi toho lze na \u00farovni m\u011bst a\u00a0obc\u00ed dos\u00e1hnout, \u00fa\u010dinn\u00e9, a\u00a0jsou vyu\u017e\u00edv\u00e1ny? Jak obce a\u00a0m\u011bsta vyu\u017e\u00edvaj\u00ed finan\u010dn\u00edch pob\u00eddek od SF\u017dP? D\u00e1 se lok\u00e1ln\u00edmi postupy, dokumenty a\u00a0pravidly nahradit role st\u00e1tu?<\/p>\n<a href=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/06\/ilustracni-fotografie-3_edit.jpg\" rel=\"shadowbox[sbpost-4826];player=img;\"><img decoding=\"async\" width=\"800\" height=\"486\" class=\"alignnone size-full wp-image-4770 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/06\/ilustracni-fotografie-3_edit.jpg\" alt=\"\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/06\/ilustracni-fotografie-3_edit.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/06\/ilustracni-fotografie-3_edit-300x182.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2018\/06\/ilustracni-fotografie-3_edit-768x467.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/486;\" \/><\/a>\n<h2>\u00davod<\/h2>\n<p>Na\u0161e projektov\u00e1 kancel\u00e1\u0159 se za posledn\u00edch 12\u00a0let spolupod\u00edlela na vzniku n\u011bkolika dokumentac\u00ed, kter\u00e9 hospoda\u0159en\u00ed s\u00a0de\u0161\u0165ovou vodou (HDV), tento nov\u00fd syst\u00e9m odvod\u0148ov\u00e1n\u00ed urbanizovan\u00fdch \u00fazem\u00ed, zav\u00e1d\u011bly do koncepc\u00ed odvodn\u011bn\u00ed, do generel\u016f odvodn\u011bn\u00ed m\u011bst a\u00a0do metodick\u00fdch p\u0159\u00edru\u010dek na \u00farovni syst\u00e9mov\u00e9ho opat\u0159en\u00ed. Pro statut\u00e1rn\u00ed m\u011bsto Karvin\u00e1 jsme v\u00a0r\u00e1mci mezin\u00e1rodn\u00edho projektu RainDROP [1] vytv\u00e1\u0159eli metodiku, jak principy HDV za\u010dlenit do \u00fazemn\u00edho pl\u00e1nu m\u011bsta. Pro Hranice na Morav\u011b jsme spoluvytv\u00e1\u0159eli z\u00e1sady pro matematick\u00fd model kanaliza\u010dn\u00edho generelu m\u011bsta, kde byla rozvojov\u00e1 \u00fazem\u00ed odvodn\u011bna ji\u017e podle pravidel HDV. Pro statut\u00e1rn\u00ed m\u011bsto Hradec Kr\u00e1lov\u00e9 jsme se pod\u00edleli na vytvo\u0159en\u00ed Studie odtokov\u00fdch pom\u011br\u016f (SOP) [2], p\u0159enesen\u00ed jejich princip\u016f do matematick\u00e9ho modelu kanaliza\u010dn\u00edho generelu a\u00a0na Metodick\u00e9 p\u0159\u00edru\u010dce pro aplikaci princip\u016f HDV do praxe. Zku\u0161enosti z\u00a0Hradce Kr\u00e1lov\u00e9 jsme uplatnili ve statut\u00e1rn\u00edm m\u011bst\u011b Olomouc, kde jsme tak\u00e9 vytvo\u0159ili SOP [3] a\u00a0Metodickou p\u0159\u00edru\u010dku HDV. Ob\u011bma m\u011bst\u016fm jsme doporu\u010dili vypracov\u00e1n\u00ed M\u011bstsk\u00fdch stavebn\u00edch standard\u016f a\u00a0v\u00a0sou\u010dasnosti je pro m\u011bsto Olomouc zpracov\u00e1v\u00e1me. V\u00fd\u010det dokumentac\u00ed, na kter\u00fdch vznikaly na\u0161e zku\u0161enosti s\u00a0tvorbou a\u00a0projedn\u00e1v\u00e1n\u00edm pravidel pro zav\u00e1d\u011bn\u00ed HDV, je tu uveden ze stejn\u00e9ho d\u016fvodu, jako se ve v\u00fdzkumu n\u011bjak\u00fdch vzork\u016f, nebo ve vyhodnocov\u00e1n\u00ed reakc\u00ed zkouman\u00fdch respondent\u016f, uv\u00e1d\u00ed jejich po\u010det, aby se t\u00edm stanovila m\u00edra pravd\u011bpodobnosti, \u017ee se tento jev nebo chov\u00e1n\u00ed lid\u00ed bude opakovat, ne\u017e se tato zku\u0161enost zobecn\u00ed.<\/p>\n<p>Na rozd\u00edl od v\u011bt\u0161iny \u010dl\u00e1nk\u016f v\u00a0tomto \u010dasopise, kter\u00fd je zam\u011b\u0159en\u00fd na v\u00fdzkum, budou v\u00a0tomto \u010dl\u00e1nku popsan\u00e9 poznatky \u010dasto subjektivn\u00ed, prakticky nezm\u011b\u0159iteln\u00e9 a\u00a0\u010d\u00edseln\u011b nevyhodnotiteln\u00e9. \u010casto se bude jednat o\u00a0chov\u00e1n\u00ed lid\u00ed, kter\u00e9 se ve v\u0161ech projektech opakovalo, ale proto\u017ee p\u0159edm\u011btem na\u0161eho zad\u00e1n\u00ed nebylo vyhodnocov\u00e1n\u00ed chov\u00e1n\u00ed z\u00fa\u010dastn\u011bn\u00fdch, nezaznamen\u00e1vali jsme je a\u00a0nevyhodnocovali je. \u010casem jsme ale pochopili, \u017ee se jedn\u00e1 o\u00a0jist\u00fd vzorec chov\u00e1n\u00ed, kter\u00fd v\u00e1\u017en\u011b m\u011bn\u00ed v\u00fdsledek na\u0161\u00ed pr\u00e1ce. Bylo nutn\u00e9 ho vyhodnotit a\u00a0t\u0159eba zm\u011bnit obsah dokumentace, nebo metodick\u00e9 postupy v\u00a0p\u0159\u00edru\u010dce, \u010di zp\u016fsob vyhodnocov\u00e1n\u00ed v\u00fdsledk\u016f matematick\u00e9ho modelu se sr\u00e1\u017ekoodtokov\u00fdm d\u011bjem podle princip\u016f HDV. Pr\u00e1ce na v\u00fd\u0161e uveden\u00fdch dokumentac\u00edch vy\u017eadovala zcela nov\u00fd p\u0159\u00edstup, proto\u017ee jsme tvo\u0159ili zcela novou dokumentaci, pro zcela nov\u00e9 \u0159e\u0161en\u00ed odvodn\u011bn\u00ed. A\u00a0toto \u0159e\u0161en\u00ed bude vy\u017eadovat pochopen\u00ed nov\u00e9 role vody ve m\u011bst\u011b a\u00a0z\u00e1sadn\u011b jin\u00e9ho p\u0159\u00edstupu k\u00a0n\u00ed.<\/p>\n<p>Kdy\u017e jsme vyhodnotili z\u00e1kladn\u00ed atributy sou\u010dasn\u00e9 situace ve vodn\u00edm hospod\u00e1\u0159stv\u00ed m\u011bst z\u00a0pohledu role st\u00e1tu a\u00a0kdy\u017e jsme z\u00edskali zku\u0161enost se zav\u00e1d\u011bn\u00edm princip\u016f udr\u017eiteln\u00e9ho rozvoje do \u017eivota m\u011bst, uv\u011bdomili si, \u017ee je pot\u0159eba tyto zku\u0161enosti zve\u0159ejnit, i\u00a0kdy\u017e se nejedn\u00e1 o\u00a0\u017e\u00e1dn\u00e9 v\u011bdecko-v\u00fdzkumn\u00e9 pozn\u00e1n\u00ed.<\/p>\n<p>P\u016fvodnost na\u0161eho sd\u011blen\u00ed snad nelze zpochybnit, jeliko\u017e se domn\u00edv\u00e1m, \u017ee na\u0161e poznatky a\u00a0zku\u0161enosti jsou unik\u00e1tn\u00ed.<\/p>\n<h2>Sou\u010dasn\u00e1 situace v\u00a0aplikaci modrozelen\u00e9 infrastruktury na \u00farovni st\u00e1tu<\/h2>\n<p>Stavebn\u00ed a\u00a0vodn\u00ed z\u00e1kon p\u0159edepisuj\u00ed dodr\u017eov\u00e1n\u00ed princip\u016f hospoda\u0159en\u00ed s\u00a0de\u0161\u0165ovou vodou nekoordinovan\u011b, co\u017e v\u00a0na\u0161ich m\u011bstech a\u00a0obc\u00edch aplikaci modrozelen\u00e9 infrastruktury velmi zt\u011b\u017euje. Modrozelen\u00e1 infrastruktura jsou p\u0159\u00edrod\u011b bl\u00edzk\u00e1 opat\u0159en\u00ed, kter\u00e1 vrac\u00ed vodn\u00edmu re\u017eimu jeho p\u016fvodn\u00ed podobu. Na\u0161im \u00fakolem je sr\u00e1\u017ekovou vodu bezpe\u010dn\u011b vsakovat do podzem\u00ed, zvy\u0161ovat prost\u0159ednictv\u00edm zelen\u011b jej\u00ed evapotranspiraci a\u00a0smyslupln\u011b ji vyu\u017e\u00edvat k\u00a0provozu nemovitost\u00ed. Zele\u0148 pot\u00e9 m\u011bsta a\u00a0jej\u00ed obyvatele daleko l\u00e9pe chr\u00e1n\u00ed p\u0159ed \u00fa\u010dinky dlouhotrvaj\u00edc\u00edho hork\u00e9ho po\u010das\u00ed. Modrozelen\u00e1 infrastruktura je zcela z\u00e1sadn\u00edm opat\u0159en\u00edm adaptace na zm\u011bnu klimatu urbanizovan\u00fdch \u00fazem\u00ed a\u00a0z\u00e1kladn\u00edm n\u00e1strojem prevence proti z\u00e1plav\u00e1m a\u00a0proti suchu.<\/p>\n<p>Probl\u00e9m je v\u00a0tom, \u017ee podm\u00ednky pro aplikaci t\u011bchto opat\u0159en\u00ed nejsou v\u00a0\u010cR doposud dostate\u010dn\u011b institucionalizov\u00e1ny. V\u00fdklad pr\u00e1vn\u00edch p\u0159edpis\u016f t\u00fdkaj\u00edc\u00edch se odvod\u0148ov\u00e1n\u00ed m\u011bst je v\u00e1gn\u00ed a\u00a0nejednozna\u010dn\u00fd. Nen\u00ed jasn\u00e9, co m\u00e1 projektov\u00e1 p\u0159\u00edprava obsahovat, jak\u00e9 jsou relevantn\u00ed podklady, \u010di jsou-li objekty HDV vodn\u00edmi d\u00edly. Stejn\u011b tak nen\u00ed u\u00a0zm\u011bn staveb a\u00a0zm\u011bn jejich u\u017e\u00edv\u00e1n\u00ed jasn\u00e9, kam a\u017e sah\u00e1 povinnost p\u0159ebudovat\/dobudovat u\u00a0t\u011bchto st\u00e1vaj\u00edc\u00edch staveb jejich odvodn\u011bn\u00ed\u00a0[4, 5]. To v\u0161e vede k\u00a0velmi \u0161patn\u00e9 vymahatelnosti t\u011bch m\u00e1la p\u0159edpis\u016f, kter\u00e9 se pro aplikaci HDV daj\u00ed vyu\u017e\u00edt. Z\u00e1kladn\u00edm nedostatkem v\u00a0aplikaci HDV je to, \u017ee \u010cR pat\u0159\u00ed k\u00a0t\u011bm m\u00e1la st\u00e1t\u016fm Evropy, kde se za odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00e9 vody ze staveb k\u00a0bydlen\u00ed a\u00a0z\u00a0komunikac\u00ed poplatky neplat\u00ed. Overview of main SuDS measures (source: JV PROJEKT VH, s. r. o.)<\/h6>\n<p>Do technick\u00fdch p\u0159edpis\u016f jednotliv\u00fdch obor\u016f \u010desk\u00e9ho stavebnictv\u00ed doposud nebyla zapracov\u00e1na a\u00a0vz\u00e1jemn\u011b zkoordinov\u00e1na pravidla pro novou roli vody a\u00a0zelen\u011b v\u00a0na\u0161ich m\u011bstech a\u00a0obc\u00edch. St\u00e1t se doposud nevyj\u00e1d\u0159il k\u00a0tomu, v\u00a0jak\u00fdch v\u0161ech aspektech lidsk\u00e9 \u010dinnosti je nutn\u00e9 zm\u011bnit n\u00e1\u0161 p\u0159\u00edstup a\u00a0chov\u00e1n\u00ed tak, aby se na\u0161e spole\u010dnost byla schopn\u00e1 p\u0159ipravit na nov\u00e9 klimatick\u00e9 podm\u00ednky. Technick\u00e9 normy pro komunikace a\u00a0pozemn\u00ed stavby doposud neintegrovaly po\u017eadavky, kter\u00e9 jsou obsa\u017een\u00e9, nebo vypl\u00fdvaj\u00ed z\u00a0TNV 75 9011 Hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami. Nejpatrn\u011bj\u0161\u00ed je to u\u00a0\u010cSN 73 6005 Prostorov\u00e9 uspo\u0159\u00e1d\u00e1n\u00ed s\u00edt\u00ed technick\u00e9ho vybaven\u00ed. V\u00a0t\u00e9to norm\u011b objekty decentr\u00e1ln\u00edho odvodn\u011bn\u00ed, resp. modrozelen\u00e9 infrastruktury v\u016fbec nefiguruj\u00ed, tzn. \u017ee v\u00a0uli\u010dn\u00edch profilech nen\u00ed definov\u00e1na poloha in\u017een\u00fdrsk\u00fdch s\u00edt\u00ed v\u016f\u010di MZI, jejich vz\u00e1jemn\u00e9 situa\u010dn\u00ed a\u00a0v\u00fd\u0161kov\u00e9 uspo\u0159\u00e1d\u00e1n\u00ed, nejsou stanovena ochrann\u00e1 p\u00e1sma.<\/p>\n<p>P\u0159ipravit m\u011bsta a\u00a0obce na zm\u011bnu klimatu vy\u017eaduje zm\u011bnit v\u00a0mnoha oborech n\u00e1hled a\u00a0my\u0161len\u00ed v\u0161ech, kte\u0159\u00ed nemovitosti stav\u00ed, schvaluj\u00ed a\u00a0povoluj\u00ed, nebo v\u00a0nich bydl\u00ed. V\u00a0procesu v\u00fdstavby zejm\u00e9na staveb pro bydlen\u00ed je st\u00e1tn\u00ed spr\u00e1va jedinou instanc\u00ed, kter\u00e1 m\u016f\u017ee dodr\u017eov\u00e1n\u00ed pravidel udr\u017eiteln\u00e9ho rozvoje zajistit. Snaha n\u011bkter\u00fdch developer\u016f tato pravidla obch\u00e1zet, vy\u017eaduje, aby st\u00e1tn\u00ed spr\u00e1va m\u011bla k\u00a0dispozici kvalitn\u00ed pr\u00e1vn\u00ed a\u00a0technick\u00e9 p\u0159edpisy, kter\u00fdm bude rozum\u011bt a\u00a0nebude o\u00a0nich pochybovat.<\/p>\n<h2>Metody, jimi\u017e lze modrozelenou infrastrukturu do m\u011bst a\u00a0obc\u00ed integrovat<\/h2>\n<p>Letit\u00e1 stagnace z\u00e1jmu odpov\u011bdn\u00fdch ministerstev vytvo\u0159it ucelen\u00e9 a\u00a0slad\u011bn\u00e9 pr\u00e1vn\u00ed a\u00a0technick\u00e9 p\u0159edpisy n\u00e1s v\u00a0pr\u016fb\u011bhu let vedla k\u00a0podpo\u0159e m\u011bst a\u00a0obc\u00ed, aby si vytv\u00e1\u0159ela \u00fazemn\u011b pl\u00e1novac\u00ed dokumentace s\u00a0integrovan\u00fdmi pravidly pro aplikaci modrozelen\u00e9 infrastruktury, kter\u00e9 budou platn\u00e9 a\u00a0z\u00e1vazn\u00e9 na katastrech, kter\u00fd spravuj\u00ed. V\u00a0tomto doporu\u010den\u00ed jsme vych\u00e1zeli z\u00a0toho, \u017ee lze vyu\u017e\u00edt t\u011bch paragraf\u016f z\u00a0platn\u00fdch z\u00e1kon\u016f, kter\u00e9 se HDV zab\u00fdvaj\u00ed a\u00a0nev\u0161\u00edmat si t\u011bch, kter\u00e9 jsou s\u00a0nimi v\u00a0rozporu.<\/p>\n<p>Na z\u00e1klad\u011b na\u0161ich zku\u0161enost\u00ed, kter\u00e9 jsme u\u010dinili zejm\u00e9na v\u00a0Hradci Kr\u00e1lov\u00e9 a\u00a0Olomouci, se domn\u00edv\u00e1me, \u017ee k\u00a0tomu, aby si m\u011bsta a\u00a0obce vytvo\u0159ila p\u0159edpoklad pro syst\u00e9mov\u00fd p\u0159\u00edstup k\u00a0decentr\u00e1ln\u00edmu odvodn\u011bn\u00ed a\u00a0aplikaci MZI, tak si mus\u00ed vytvo\u0159it t\u0159i kl\u00ed\u010dov\u00e9 koncep\u010dn\u00ed dokumenty \u2013 Studii odtokov\u00fdch pom\u011br\u016f, M\u011bstsk\u00e9 stavebn\u00ed standardy a\u00a0Metodickou p\u0159\u00edru\u010dku pro aplikaci HDV, resp. MZI.<\/p>\n<h2>Studie odtokov\u00fdch pom\u011br\u016f (SOP) \u2013 koncepce odvodn\u011bn\u00ed m\u011bsta<\/h2>\n<p>V\u011bt\u0161ina \u010desk\u00fdch m\u011bst m\u00e1 koncepci odkanalizov\u00e1n\u00ed a\u00a0odvodn\u011bn\u00ed definovanou kanaliza\u010dn\u00edm generelem. Tyto generely vych\u00e1z\u00ed z\u00a0pasport\u016f kanalizace a\u00a0prost\u0159ednictv\u00edm matematick\u00e9ho modelu m\u011bsto z\u00edsk\u00e1v\u00e1 informace o\u00a0provozn\u00edch stavech ve stokov\u00e9 s\u00edti podle toho, jak se bude rozv\u00edjet. Tyto generely byly vytvo\u0159eny na konven\u010dn\u00ed odvodn\u011bn\u00ed, v\u00a0dob\u011b, kdy se je\u0161t\u011b principy HDV neznaly. V\u00a0sou\u010dasnosti je jen m\u00e1lo m\u011bst, jejich\u017e kanaliza\u010dn\u00ed generely, resp. jejich matematick\u00e9 modely stokov\u00e9 s\u00edt\u011b maj\u00ed principy HDV do sebe zapracov\u00e1ny na \u00farovni syst\u00e9mov\u00e9ho opat\u0159en\u00ed. Sr\u00e1\u017ekoodtokov\u00fd d\u011bj konven\u010dn\u00edho odvodn\u011bn\u00ed, kdy voda odt\u00e9k\u00e1 nejkrat\u0161\u00ed cestou z\u00a0pozemku do kanalizace, nebo \u0159eky, je zcela jin\u00fd, ne\u017e je tomu u\u00a0decentr\u00e1ln\u00edch syst\u00e9m\u016f odvodn\u011bn\u00ed, kter\u00e9 principy HDV napl\u0148uje. Kdy\u017e uv\u00e1\u017e\u00edme, \u017ee stavebn\u00ed z\u00e1kon vyhl\u00e1\u0161kou \u010d.\u00a0501\/2006 Sb. p\u0159edepisuje povinnost regulovat odtok sr\u00e1\u017ekov\u00fdch vod ze v\u0161ech nov\u00fdch staveb od roku 2007 a\u00a0z\u00e1kon o\u00a0vod\u00e1ch \u010d. 254\/2001 Sb. tuto povinnost od 1. 8. 2010 vztahuje i\u00a0na st\u00e1vaj\u00edc\u00ed z\u00e1stavbu, na kter\u00e9 prov\u00e1d\u00edme zm\u011bny nebo m\u011bn\u00edme jejich u\u017e\u00edv\u00e1n\u00ed, tak je snad nejvy\u0161\u0161\u00ed \u010das generely aktualizovat.<\/p>\n<p>Tomu by ale m\u011blo p\u0159edch\u00e1zet vytvo\u0159en\u00ed koncepce odvodn\u011bn\u00ed m\u011bsta tzv. studie odtokov\u00fdch pom\u011br\u016f. Z\u00e1kladn\u00ed smysl a\u00a0v\u00fdznam z\u00e1rove\u0148 tohoto dokumentu je v\u00a0tom, \u017ee v\u00a0zemi, kde je chaos v\u00a0dodr\u017eov\u00e1n\u00ed v\u00fd\u0161e uveden\u00fdch pr\u00e1vn\u00edch ale i\u00a0technick\u00fdch p\u0159edpis\u016f, z\u00edsk\u00e1 m\u011bsto dokument, kter\u00fd mu umo\u017en\u00ed m\u00edt p\u0159edstavu o\u00a0tom, jak\u00e1 opat\u0159en\u00ed se na cel\u00e9m \u00fazem\u00ed m\u011bsta maj\u00ed \u010di mohou aplikovat. Jak vypad\u00e1 povinnost ct\u00edt principy HDV tam, kde jejich aplikace jednoduch\u00e1, jak tam, kde je komplikovan\u00e1 a\u00a0tam, kde aplikace princip\u016f HDV je velmi omezen\u00e1.<\/p>\n<p>Koncepce odvodn\u011bn\u00ed ze z\u00e1sad HDV vytvo\u0159\u00ed syst\u00e9mov\u00e1 pravidla a\u00a0opat\u0159en\u00ed, podle kter\u00fdch se ve m\u011bst\u011b za\u010dne stav\u011bt a\u00a0p\u0159estavovat ve\u0161ker\u00e1 z\u00e1stavba p\u0159i dodr\u017een\u00ed princip\u016f udr\u017eiteln\u00e9ho rozvoje. Smyslem HDV je prevence proti z\u00e1plav\u00e1m a\u00a0t\u00edm se st\u00e1v\u00e1 ned\u00edlnou sou\u010d\u00e1st\u00ed adaptace na zm\u011bnu klimatu. Je nanejv\u00fd\u0161 vhodn\u00e9, aby si m\u011bsta spolu s\u00a0koncepc\u00ed odvodn\u011bn\u00ed tvo\u0159ila koncepci prevence proti suchu a\u00a0cel\u00e9 se to spojilo do jednoho dokumentu, kter\u00fd bude sou\u010d\u00e1st\u00ed celkov\u00e9 adaptace m\u011bsta na zm\u011bnu klimatu.<\/p>\n<p>SOP \u2013 koncepce odvodn\u011bn\u00ed m\u011bsta podle princip\u016f HDV p\u0159in\u00e1\u0161\u00ed:<\/p>\n<ul>\n<li>sn\u00ed\u017een\u00ed dopad\u016f lok\u00e1ln\u00edch z\u00e1plav, kdy na relativn\u011b malou urbanizovanou plochu spadne obrovsk\u00e9 mno\u017estv\u00ed vody (jev, kter\u00fd zm\u011bnu klimatu charakterizuje);<\/li>\n<li>zmen\u0161en\u00ed pod\u00edlu \u010dist\u00e9 sr\u00e1\u017ekov\u00e9 vody v\u00a0jednotn\u00e9 kanalizaci, \u010d\u00edm\u017e se sn\u00ed\u017e\u00ed po\u010det p\u0159epad\u016f na odleh\u010dovac\u00edch komor\u00e1ch;<\/li>\n<li>sn\u00ed\u017een\u00ed pod\u00edlu z\u0159ed\u011bn\u00e9 odpadn\u00ed vody v\u00a0povrchov\u00fdch toc\u00edch \u2013 sn\u00ed\u017e\u00ed se t\u00edm \u010detnost hydraulick\u00fdch a\u00a0l\u00e1tkov\u00fdch \u0161ok\u016f, kter\u00e9 \u0159eky a\u00a0potoky p\u0159i p\u0159\u00edvalov\u00fdch sr\u00e1\u017ek\u00e1ch dost\u00e1vaj\u00ed;<\/li>\n<li>zv\u00fd\u0161en\u00ed dotace podzemn\u00edch vod;<\/li>\n<li>zv\u00fd\u0161en\u00ed vlhkosti ovzdu\u0161\u00ed v\u00a0z\u00e1stavb\u011b s\u00a0MZI, kter\u00e1 m\u011bsto ochlazuje p\u0159i\u00a0dlouh\u00fdch obdob\u00edch sucha, kdy roste po\u010det tropick\u00fdch dn\u016f (jev, kter\u00fd zm\u011bnu klimatu charakterizuje).<\/li>\n<\/ul>\n<p>V\u00a0r\u00e1mci tvorby koncepce odvodn\u011bn\u00ed m\u011bsta se dokonale zmapuj\u00ed mo\u017enosti aplikace HDV ve st\u00e1vaj\u00edc\u00ed z\u00e1stavb\u011b a\u00a0to, jak\u00fd to bude m\u00edt vliv na kapacitu stokov\u00e9 s\u00edt\u011b, \u010distotu povrchov\u00fdch tok\u016f, kter\u00e9 j\u00edm prot\u00e9kaj\u00ed a\u00a0re\u017eim podzemn\u00edch vod.<\/p>\n<p>Zam\u011b\u0159en\u00ed SOP odpov\u00edd\u00e1 \u00fa\u010delu, jak\u00e9mu m\u00e1 slou\u017eit a\u00a0obsahuje:<\/p>\n<ul>\n<li>zmapov\u00e1n\u00ed potenci\u00e1lu m\u011bsta \u010di obce, ve kter\u00e9 st\u00e1vaj\u00edc\u00ed z\u00e1stavb\u011b lze aplikovat principy HDV a\u00a0za jak\u00fdch podm\u00ednek lze st\u00e1vaj\u00edc\u00ed konven\u010dn\u00ed odvodn\u011bn\u00ed p\u0159estav\u011bt na decentr\u00e1ln\u00ed, pop\u0159. integrovat MZI;<\/li>\n<li>definov\u00e1n\u00ed podm\u00ednek aplikace modrozelen\u00e9 infrastruktury pro novostavby;<\/li>\n<li>vyhodnocen\u00ed \u00fazem\u00ed z\u00a0hlediska v\u00fdznamu m\u00edstn\u00edch vodn\u00edch re\u017eim\u016f, kter\u00e1 jsou pro jakoukoli v\u00fdstavbu nevhodn\u00e1 a\u017e nezp\u016fsobil\u00e1;<\/li>\n<li>anal\u00fdzu v\u011bt\u0161\u00edch rozvojov\u00fdch ploch \u2013 stanoven\u00ed podm\u00ednek, za jak\u00fdch bude mo\u017en\u00e9 do nich postupn\u011b a\u00a0nepravideln\u011b vstupovat, ani\u017e by byla ohro\u017eena bezpe\u010dn\u00e1 aplikace modrozelen\u00e9 infrastruktury;<\/li>\n<li>zapracov\u00e1n\u00ed princip\u016f HDV do kanaliza\u010dn\u00edho generelu m\u011bsta.<\/li>\n<\/ul>\n<p>SOP se d\u011bl\u00ed:<\/p>\n<ol style=\"list-style-type: upper-alpha;\">\n<li>podle legislativy \u010cR \u2013 je nanejv\u00fd\u0161 vhodn\u00e9 sladit v\u00fdklady pr\u00e1vn\u00edch p\u0159edpis\u016f na obou \u00farovn\u00edch st\u00e1tn\u00ed spr\u00e1vy;<\/li>\n<li>podle stupn\u011b PD \u2013 formulace z\u00e1vazn\u00fdch pravidel, kter\u00e1 jsou specifikov\u00e1na pro jednotliv\u00e9 typy dokumentac\u00ed, stupn\u011b a\u00a0f\u00e1ze projektov\u00e9 p\u0159\u00edpravy a\u017e po p\u0159ed\u00e1n\u00ed\/p\u0159evzet\u00ed stavby do u\u017e\u00edv\u00e1n\u00ed;<\/li>\n<li>podle m\u00edsta stavby \u2013 pro n\u00e1vrh a\u00a0posouzen\u00ed odvodn\u011bn\u00ed st\u00e1vaj\u00edc\u00ed z\u00e1stavby lze vyu\u017e\u00edt kategorizace \u00fazem\u00ed a\u00a0pro n\u00e1vrh a\u00a0posouzen\u00ed odvodn\u011bn\u00ed novostaveb na rozvojov\u00fdch ploch\u00e1ch plat\u00ed pravidla a\u00a0postupy p\u0159edepsan\u00e9 v\u00a0n\u00e1vrhu odvodn\u011bn\u00ed rozvojov\u00fdch ploch;<\/li>\n<li>podle princip\u016f HDV \u2013 jde o\u00a0definice parametr\u016f objekt\u016f HDV pro n\u00e1vrh a\u00a0posouzen\u00ed odvodn\u011bn\u00ed v\u0161ech staveb.<\/li>\n<\/ol>\n<h2>M\u011bstsk\u00e9 stavebn\u00ed standardy (MSS)<\/h2>\n<p>Jak u\u017e bylo v\u00fd\u0161e uvedeno, v\u00a0\u010desk\u00fdch technick\u00fdch p\u0159edpisech chyb\u00ed zkoordinovan\u00e9 z\u00e1sady HDV s\u00a0ostatn\u00edmi stavebn\u00edmi profesemi tak, aby \u0159e\u0161itel\u00e9 a\u00a0schvalovatel\u00e9 projektov\u00fdch dokumentac\u00ed v\u011bd\u011bli, jak by pozemn\u00ed, dopravn\u00ed a\u00a0vodohospod\u00e1\u0159sk\u00e9 stavby m\u011bly ve m\u011bstech a\u00a0obc\u00edch vypadat, aby spl\u0148ovaly z\u00e1sady udr\u017eiteln\u00e9ho rozvoje. Pokud si chce m\u011bsto zajistit podstatn\u011b jednodu\u0161\u0161\u00ed proces schvalov\u00e1n\u00ed, m\u016f\u017ee si nechat vytvo\u0159it stavebn\u00ed standardy zejm\u00e9na pro vznik pozemn\u00edch a\u00a0dopravn\u00edch staveb, kter\u00e9 vytv\u00e1\u0159\u00ed n\u00e1hled na podobu a\u00a0funkci r\u016fzn\u00fdch typ\u016f staveb s\u00a0\u00fa\u010dast\u00ed modrozelen\u00e9 infrastruktury.<\/p>\n<p>M\u011bstsk\u00e9 stavebn\u00ed standardy je dokument, kter\u00fd nab\u00edz\u00ed \u0161k\u00e1lu opat\u0159en\u00ed, jednotliv\u00e9 prvky MZI, kter\u00fdmi lze dos\u00e1hnout jejich integrace do r\u016fzn\u00fdch typ\u016f ve st\u00e1vaj\u00edc\u00ed z\u00e1stavb\u011b nebo p\u0159i v\u00fdstavb\u011b novostaveb. Vznikla zkoordinovan\u00e1 pravidla, konstruk\u010dn\u00ed a\u00a0z\u00e1sady o\u00a0vz\u00e1jemn\u00e9m uspo\u0159\u00e1d\u00e1n\u00ed jednotliv\u00fdch staveb na ve\u0159ejn\u00e9m prostranstv\u00ed a\u00a0na soukrom\u00fdch pozemc\u00edch.<\/p>\n<p>Smyslem m\u011bstsk\u00fdch stavebn\u00edch standard\u016f nen\u00ed poskl\u00e1d\u00e1n\u00ed jednotliv\u00fdch funkc\u00ed podle toho, co se kam vejde. T\u00fdm \u0159e\u0161itel\u016f mus\u00ed b\u00fdt slo\u017een z\u00a0profesion\u00e1l\u016f v\u00a0jednotliv\u00fdch oborech a\u00a0mus\u00ed k\u00a0zad\u00e1n\u00ed p\u0159istoupit citliv\u011b a\u00a0m\u011bstotvorn\u011b. Hlavn\u00ed z\u00e1sadou mus\u00ed b\u00fdt, \u017ee je \u00fakolem vytvo\u0159it zkoordinovan\u00e1 pravidla a\u00a0krit\u00e9ria, nikoli katalog typov\u00fdch \u0159e\u0161en\u00ed. Tv\u016fr\u010d\u00ed kreativita urbanist\u016f, architekt\u016f, dopravn\u00edch in\u017een\u00fdr\u016f a\u00a0krajin\u00e1\u0159\u016f, kte\u0159\u00ed se pravidly budou \u0159\u00eddit, nesm\u00ed b\u00fdt omezena. Aplikace modrozelen\u00e9 infrastruktury nesm\u00ed b\u00fdt na \u00fakor ostatn\u00edch profes\u00ed, ale v\u00a0souladu s\u00a0nimi. V\u00a0sou\u010dasn\u00e9 dob\u011b na takov\u00fdch m\u011bstsk\u00fdch standardech pro jedno m\u011bsto pracujeme a\u00a0poznatky jsou nesm\u00edrn\u011b zaj\u00edmav\u00e9. T\u00edm, \u017ee s\u00a0podobn\u00fdm p\u0159\u00edstupem je zat\u00edm mal\u00e1 zku\u0161enost, nen\u00ed \u00fakol v\u016fbec jednoduch\u00fd. Zp\u016fsob, jak si statut z\u00e1vaznosti zajistit, se nab\u00edz\u00ed schv\u00e1len\u00ed MSS jako sou\u010d\u00e1st \u00fazemn\u011b analytick\u00fdch podklad\u016f \u00fazemn\u00edho pl\u00e1nu, nebo vypracov\u00e1n\u00edm \u00fazemn\u00edch studi\u00ed. Domn\u00edv\u00e1me se, \u017ee s\u00a0ohledem na malou zku\u0161enost s\u00a0krit\u00e9rii pro aplikace MZI do m\u011bsta by bylo vhodn\u00e9 tato pravidla po n\u011bjak\u00e9m \u010dase seri\u00f3zn\u011b vyhodnotit a\u00a0zkvalitnit.<\/p>\n<h2>Metodick\u00e1 p\u0159\u00edru\u010dka pro aplikaci MZI<\/h2>\n<p>Na z\u00e1klad\u011b zku\u0161enost\u00ed s\u00a0vytv\u00e1\u0159en\u00edm a\u00a0projedn\u00e1v\u00e1n\u00edm dvou studi\u00ed odtokov\u00fdch pom\u011br\u016f mus\u00edm konstatovat, \u017ee bez metodick\u00e9 p\u0159\u00edru\u010dky pro aplikaci MZI se st\u00e1tn\u00ed spr\u00e1va neobejde.<\/p>\n<p>Metodick\u00e1 p\u0159\u00edru\u010dka je p\u0159ehled opat\u0159en\u00ed, procesn\u00edch postup\u016f a\u00a0vazeb, jak s\u00a0dokumenty jako jsou studie odtokov\u00fdch pom\u011br\u016f a\u00a0m\u011bstsk\u00e9 stavebn\u00ed standardy zach\u00e1zet, jak\u00fdm zp\u016fsobem ve m\u011bst\u011b zajistit smluvn\u00edmi vztahy kvalitn\u00ed podm\u00ednky pro p\u0159ed\u00e1v\u00e1n\u00ed a\u00a0p\u0159eb\u00edr\u00e1n\u00ed staveb MZI do u\u017e\u00edv\u00e1n\u00ed m\u011bsta, pravidla pro provoz a\u00a0\u00fadr\u017ebu MZI, nebo to, aby vstupem prvn\u00edho developera do \u00fazem\u00ed cel\u00e1 koncepce odvodn\u011bn\u00ed n\u011bjak\u00e9 v\u011bt\u0161\u00ed rozvojov\u00e9 oblast nevzala za sv\u00e9. Z\u00a0pohledu m\u011bst je pot\u0159eba k\u00a0zav\u00e1d\u011bn\u00ed princip\u016f HDV m\u00edt k\u00a0dispozici takov\u00e1 organiza\u010dn\u00ed opat\u0159en\u00ed, kter\u00e1 jsou p\u0159ev\u00e1\u017en\u011b neinvesti\u010dn\u00edho charakteru.<\/p>\n<p>St\u00e1tn\u00ed spr\u00e1va je \u010dasto p\u0159i vym\u00e1h\u00e1n\u00ed dodr\u017eov\u00e1n\u00ed p\u0159edpis\u016f o\u00a0HDV, resp. MZI ve slo\u017eit\u00e9 situaci, proto\u017ee j\u00ed br\u00e1n\u00ed:<\/p>\n<ul>\n<li>efektivn\u011bj\u0161\u00ed vnit\u0159n\u00ed organizace, procedur\u00e1ln\u00ed nedostatky p\u0159i schvalov\u00e1n\u00ed, povolov\u00e1n\u00ed a\u00a0kolaudov\u00e1n\u00ed staveb;<\/li>\n<li>neur\u010den\u00fd provozovatel m\u011bstsk\u00fdch syst\u00e9m\u016f HDV a\u00a0zelen\u011b, je\u017e je sou\u010d\u00e1st\u00ed MZI s\u00a0jasn\u011b definovan\u00fdmi povinnostmi v\u00a0provozn\u00ed smlouv\u011b;<\/li>\n<li>kvalitn\u00ed smlouvy mezi m\u011bsty a\u00a0developery o\u00a0p\u0159ed\u00e1v\u00e1n\u00ed a\u00a0p\u0159eb\u00edr\u00e1n\u00ed modrozelen\u00e9 infrastruktury do majetku m\u011bsta;<\/li>\n<li>podpora a\u00a0ochota samospr\u00e1vy investovat do v\u00fd\u0161e uveden\u00fdch koncep\u010dn\u00edch dokument\u016f.<\/li>\n<\/ul>\n<p>Metodick\u00e1 p\u0159\u00edru\u010dka je cesta, jak zabr\u00e1nit vzniku nekvalitn\u00edch, nez\u00e1konn\u00fdch a\u00a0nebezpe\u010dn\u00fdch staveb.<\/p>\n<h2>Pilotn\u00ed projekty \u2013 mo\u017enost financov\u00e1n\u00ed z\u00a0Opera\u010dn\u00edho programu \u017divotn\u00ed prost\u0159ed\u00ed<\/h2>\n<p>V\u00a0sou\u010dasn\u00e9 dob\u011b se St\u00e1tn\u00ed fond \u017eivotn\u00edho prost\u0159ed\u00ed \u010cR sna\u017e\u00ed motivovat majitele nemovitost\u00ed k\u00a0jin\u00e9mu p\u0159\u00edstupu ke sr\u00e1\u017ekov\u00e9 vod\u011b prost\u0159ednictv\u00edm dotac\u00ed z\u00a0Opera\u010dn\u00edho programu \u017divotn\u00ed prost\u0159ed\u00ed (OP\u017dP). V\u00a0OP\u017dP se nach\u00e1z\u00ed \u0159ada dota\u010dn\u00edch pob\u00eddek, kter\u00e9 mohou pomoci m\u011bst\u016fm a\u00a0obc\u00edm zav\u00e1d\u011bt syst\u00e9my HDV a\u00a0sr\u00e1\u017ekovou vodu vyu\u017e\u00edvat jako vodu u\u017eitkovou. Takto podporovan\u00e9 projekty se mohou st\u00e1t uk\u00e1zkov\u00fdmi stavbami, kter\u00e9 pomohou ve spole\u010dnosti zm\u011bnit n\u00e1hled na problematiku HDV, jako\u017eto cel\u00e9 adaptace na zm\u011bnu klimatu.<\/p>\n<p>V\u00a0Prioritn\u00ed ose 1 OP\u017dP jsou podporov\u00e1ny projekty na p\u0159izp\u016fsoben\u00ed se zm\u011bn\u00e1m klimatu. Jedn\u00e1 se zejm\u00e9na o\u00a0Specifick\u00fd c\u00edl 1.3 na zaji\u0161t\u011bn\u00ed povod\u0148ov\u00e9 ochrany intravil\u00e1nu a\u00a0hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami. Podpora v\u00a0r\u00e1mci tohoto specifick\u00e9ho c\u00edle je poskytov\u00e1na z\u00a0prost\u0159edk\u016f St\u00e1tn\u00edho fondu ve v\u00fd\u0161i 85\u00a0% celkov\u00fdch zp\u016fsobil\u00fdch v\u00fddaj\u016f. Podpora se t\u00fdk\u00e1 zejm\u00e9na projekt\u016f zam\u011b\u0159en\u00fdch na aplikaci hospoda\u0159en\u00ed se sr\u00e1\u017ekovou vodou na st\u00e1vaj\u00edc\u00edch stavb\u00e1ch v\u00a0intravil\u00e1nu, tzn. na odpojov\u00e1n\u00ed sr\u00e1\u017ekov\u00fdch vod z\u00a0nemovitost\u00ed od jednotn\u00e9 kanalizace. V\u00a0r\u00e1mci aktivity 1.3.2 OP\u017dP mezi podporovan\u00e9 typy projekt\u016f pat\u0159\u00ed opat\u0159en\u00ed a\u00a0stavby zaji\u0161\u0165uj\u00edc\u00ed prevenci proti z\u00e1plav\u00e1m emailem a\u00a0zam\u011bstnanci OP\u017dP s\u00a0vypln\u011bn\u00edm formul\u00e1\u0159e m\u011bst\u016fm a\u00a0obc\u00edm jsou p\u0159ipraveni pomoci.<\/li>\n<\/ul>\n<h2>Jsou metody integrace modrozelen\u00e9 infrastruktury do m\u011bst a\u00a0obc\u00ed vyu\u017e\u00edv\u00e1ny?<\/h2>\n<p>Z\u00a0v\u00fd\u0161e uveden\u00e9ho popisu jednotliv\u00fdch dokumentac\u00ed by se mohlo zd\u00e1t, \u017ee se jedn\u00e1 o\u00a0celkem propracovan\u00fd n\u00e1vod, jak organiza\u010dn\u011b, pr\u00e1vn\u011b, technicky i\u00a0metodicky k\u00a0syst\u00e9mov\u00e9\u00a0implementaci princip\u016f HDV do \u017eivota m\u011bst a\u00a0obc\u00ed p\u0159istoupit (<em>obr. 1<\/em>).<\/p>\n<p>P\u0159ehled toho, co by m\u011bsta a\u00a0obce vypracov\u00e1n\u00edm uveden\u00fdch dokumentac\u00ed z\u00edskaly, jak by byly p\u0159ipraveny na budoucnost a\u00a0jak\u00e9 finan\u010dn\u00ed prost\u0159edky by u\u0161et\u0159ily, je uveden v\u00a0n\u00e1sleduj\u00edc\u00edm textu.<\/p>\n<h3>Studie odtokov\u00fdch pom\u011br\u016f<\/h3>\n<p>Vytvo\u0159en\u00edm pravidel v\u00a0r\u00e1mci SOP si m\u011bsta a\u00a0obce:<\/p>\n<ul>\n<li>zajist\u00ed bezpe\u010dn\u00fd udr\u017eiteln\u00fd rozvoj, soukrom\u00e9 investory.<\/li>\n<\/ul>\n<h3>Metodika pro aplikaci MZI<\/h3>\n<p>Vypracov\u00e1n\u00edm metodiky si m\u011bsta a\u00a0obce:<\/p>\n<ul>\n<li>vybav\u00ed st\u00e1tn\u00ed spr\u00e1vu a\u00a0dot\u010den\u00e9 org\u00e1ny st\u00e1tn\u00ed spr\u00e1vy jednotn\u00fdmi pravidly a\u00a0postupy tak, aby nevznikaly nekvalitn\u00ed a\u00a0nebezpe\u010dn\u00e9 stavby, jako je tomu mnohde nyn\u00ed;<\/li>\n<li>maj\u00ed mo\u017enost zajistit vnit\u0159n\u00ed organizaci pro schvalov\u00e1n\u00ed, povolov\u00e1n\u00ed a\u00a0kolaudace staveb tak, aby neunikla pozornosti, nekontrolovan\u011b nekvalitn\u00ed stavba.<\/li>\n<\/ul>\n<h3>Pilotn\u00ed projekty<\/h3>\n<p>P\u0159esto, \u017ee se m\u011bsta a\u00a0obce mohou zbavit zna\u010dn\u00fdch re\u017eijn\u00edch n\u00e1klad\u016f, je jejich vztah k\u00a0vyu\u017eit\u00ed v\u00fd\u0161e uveden\u00e9 dotace z\u00a0OP\u017dP velmi chladn\u00fd.<\/p>\n<p>V\u00a0r\u00e1mci n\u011bkolika technickoekonomick\u00fdch anal\u00fdz, kter\u00e9 jsme pro m\u011bsta a\u00a0obce vypracov\u00e1vali v\u00a0na\u0161\u00ed firm\u011b, jsme zjistili n\u00e1sleduj\u00edc\u00ed:<\/p>\n<ul>\n<li>poplatk\u016fm za odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00e9 vody z\u00a0nemovitost\u00ed v\u00a0majetku m\u011bst \u010di obc\u00ed nev\u011bnuje jejich veden\u00ed \u010dasto \u017e\u00e1dnou pozornost, proto\u017ee o\u00a0jejich v\u00fd\u0161i a\u00a0pom\u011brn\u011b snadn\u00e9 mo\u017enosti se jich zbavit v\u016fbec nev\u00ed;<\/li>\n<li>ro\u010dn\u00ed poplatky, kter\u00e9 za odvodn\u011bn\u00ed nemovitost\u00ed v\u00a0jejich vlastnictv\u00ed m\u011bsta a\u00a0obce plat\u00ed, \u010dasto u\u00a0jednotliv\u00fdch staveb p\u0159ekra\u010duj\u00ed statis\u00edce korun \u2013 jedn\u00e1 se nap\u0159. o\u00a0obecn\u00ed nebo m\u011bstsk\u00e9 \u00fa\u0159ady, magistr\u00e1ty, z\u00e1kladn\u00ed \u0161koly, mate\u0159sk\u00e9 \u0161kolky, soci\u00e1ln\u00ed za\u0159\u00edzen\u00ed, nemocnice, sportovn\u00ed are\u00e1ly, plaveck\u00e9 stadiony, zimn\u00ed stadiony, kulturn\u00ed domy, muzea, knihovny, are\u00e1ly technick\u00fdch slu\u017eeb;<\/li>\n<li>u\u00a0univerzitn\u00edch kampus\u016f p\u0159esahuj\u00ed ro\u010dn\u00ed poplatky za odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00e9 vody \u010dasto mili\u00f3n korun;<\/li>\n<li>odpojen\u00edm sr\u00e1\u017ekov\u00fdch vod z\u00a0t\u011bchto nemovitost\u00ed od jednotn\u00e9 kanalizace se lze poplatku \u00fapln\u011b zbavit, nebo ho vhodnou retenc\u00ed a\u00a0vyu\u017e\u00edv\u00e1n\u00edm sr\u00e1\u017ekov\u00e9 vody s\u00a0vypln\u011bn\u00edm formul\u00e1\u0159e m\u011bst\u016fm a\u00a0obc\u00edm jsou p\u0159ipraveni pomoci.<\/li>\n<\/ul>\n<p>Na n\u011bkolika projektech (<em>obr. 2\u20134<\/em>) jsme si ud\u011blali anal\u00fdzu v\u00fdhodnosti vyu\u017eit\u00ed dotace p\u0159i odpojov\u00e1n\u00ed sr\u00e1\u017ekov\u00fdch vod od kanalizace podle pravidel Aktivity 1.3.2 \u2013 Hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami v\u00a0intravil\u00e1nu. Jeliko\u017e se u\u00a0t\u011bchto staveb z\u00e1rove\u0148 uva\u017euje se zateplen\u00edm st\u0159ech, byly u\u00a0nich vy\u010d\u00edsleny i\u00a0n\u00e1klady na zateplen\u00ed a\u00a0na p\u0159estavbu st\u0159ech z\u00a0plechov\u00e9 na vegeta\u010dn\u00ed.<\/p>\n<p>Do n\u00e1vratnosti investice do odpojen\u00ed sr\u00e1\u017ekov\u00e9 vody ze \u0161koly od jednotn\u00e9 kanalizace spolu s\u00a0p\u0159estavbou st\u0159echy byla zapo\u010d\u00edt\u00e1na jenom ta \u010d\u00e1st rekonstrukce st\u0159echy, kter\u00e1 se net\u00fdk\u00e1 zateplen\u00ed, ale v\u00a0r\u00e1mci zateplen\u00ed by se musela ud\u011blat.<\/p>\n<p>T\u011b\u017eko se ch\u00e1pou d\u016fvody nedostate\u010dn\u00e9 proz\u00edravosti p\u0159i rozhodov\u00e1n\u00ed o\u00a0po\u0159\u00edzen\u00ed koncep\u010dn\u00edch dokumentac\u00ed SOP, MSS a\u00a0metodiky. Ale pro\u010d m\u011bsta, obce, univerzity nemotivuj\u00ed v\u00fdsledky technickoekonomick\u00fdch anal\u00fdz, kdy\u017e plat\u00ed za odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00e9 vody do jednotn\u00e9 kanalizace takov\u00e9 v\u00fddaje, kdy\u017e ke zbaven\u00ed se poplatk\u016f je snadn\u00e1 cesta a\u00a0kdy\u017e za \u0161est a\u017e sedm let by m\u011bly investici poplatky umo\u0159enou.<\/p>\n<p>Z\u00a0informac\u00ed, kter\u00e9 m\u00e1me, to nevypad\u00e1, \u017ee by se vypracov\u00e1n\u00ed v\u00fd\u0161e uveden\u00fdch koncep\u010dn\u00edch dokumentac\u00ed v\u00a0obdobn\u00e9 propracovanosti zab\u00fdvalo v\u00edce m\u011bst, ne\u017e jsou ta, o\u00a0kter\u00fdch je ve \u010dl\u00e1nku zm\u00ednka. Podle zpr\u00e1vy ze SF\u017dP nen\u00ed o\u00a0tento dota\u010dn\u00ed titul z\u00e1jem.<\/p>\n<p>A\u00a0to n\u00e1s vede k\u00a0ot\u00e1zk\u00e1m\u2026 pro\u010d, pro\u010d, pro\u010d?<\/p>\n<p>Je vztah obyvatel \u010cesk\u00e9 republiky k\u00a0z\u00e1v\u011br\u016fm v\u011bt\u0161iny v\u011bdc\u016f, klimatolog\u016f, hydrolog\u016f, vodohospod\u00e1\u0159\u016f natolik ned\u016fv\u011b\u0159iv\u00fd, \u017ee nevyvol\u00e1vaj\u00ed dostate\u010dn\u00fd tlak na politiky, aby se situac\u00ed n\u011bco d\u011blali?<\/p>\n<p>Pro\u010d v\u00a0dob\u011b, kdy n\u011bkter\u00e9 zem\u011b d\u00e1valy vod\u011b statut n\u00e1rodn\u00edho z\u00e1jmu, na\u0161i vrcholn\u00ed politici zpochyb\u0148ovali, \u017ee v\u016fbec zm\u011bna klimatu nastala?<\/p>\n<p>Pro\u010d na\u0161e zem\u011b ztratila \u010das, po kter\u00fd mohla usilovat o\u00a0zastaven\u00ed n\u011bkter\u00fdch n\u00e1sledk\u016f zm\u011bny klimatu a\u00a0zah\u00e1jit systematickou p\u0159\u00edpravu na jej\u00ed adaptaci zejm\u00e9na v\u00a0oblasti vzd\u011bl\u00e1v\u00e1n\u00ed, v\u00fdzkumu, monitoringu stavu krajiny, v\u00a0anal\u00fdz\u00e1ch vlivu na stavebnictv\u00ed, dopady na zdrav\u00ed atd.?<\/p>\n<h2>Z\u00e1v\u011br<\/h2>\n<p>V\u00a0sou\u010dasnosti se \u0159ada ambici\u00f3zn\u00edch projekt\u016f zas\u00ed\u0165uje pojmy \u201esmart city\u201c, \u201esmart regiony\u201c, co\u017e v\u00a0kontextu uveden\u00fdch zku\u0161enost\u00ed nezn\u00ed moc p\u0159esv\u011bd\u010div\u011b.<\/p>\n<p>D\u016fvody toho, pro\u010d se m\u011bsta a\u00a0obce obt\u00ed\u017en\u011b ch\u00e1pou role garanta adaptace na zm\u011bnu klimatu na sv\u00e9m katastru, vid\u00edme ve t\u0159ech d\u016fvodech \u2013 v\u00a0nez\u00e1vislosti st\u00e1tn\u00ed spr\u00e1vy na samospr\u00e1v\u011b \u2013 v\u00a0nedostate\u010dn\u00fdch v\u011bdomostech v\u00a0oblasti environment\u00e1ln\u00edch v\u011bd \u2013 v\u00a0neznalosti ekonomick\u00fdch souvislost\u00ed.<\/p>\n<p>St\u00e1tn\u00ed spr\u00e1va se velmi \u010dasto ob\u00e1v\u00e1 pou\u017e\u00edvat v\u00fd\u0161e uveden\u00e9 koncep\u010dn\u00ed dokumentace k\u00a0vym\u00e1h\u00e1n\u00ed dodr\u017eov\u00e1n\u00ed z\u00e1sad pro aplikaci HDV, i\u00a0kdy\u017e jsou obrazem platn\u00fdch z\u00e1kon\u016f a\u00a0jejich prov\u00e1d\u011bc\u00edch p\u0159edpis\u016f a\u00a0technick\u00fdch norem. Nav\u00edc jej\u00ed nejistota tak\u00e9 pramen\u00ed z\u00a0toho, \u017ee funguje dvoustup\u0148ov\u011b a\u00a0na krajsk\u00e9 \u00farovni nemus\u00ed souhlasit s\u00a0interpretac\u00ed pravidel a\u00a0z\u00e1sad, proto\u017ee si zn\u011bn\u00ed z\u00e1kon\u016f vysv\u011btluj\u00ed jinak.<\/p>\n<h5>Tabulka 1. Z\u00a0toho vypl\u00fdv\u00e1 nez\u00e1jem a\u00a0neochota se v\u016fbec problematikou zab\u00fdvat, nato\u017e nech\u00e1vat zpracov\u00e1vat \u201edrah\u00e9 a\u00a0slo\u017eit\u00e9\u201c dokumentace a\u00a0metodiky, kter\u00e9 p\u0159inesou celou \u0159adu nov\u00fdch a\u00a0nezn\u00e1m\u00fdch postup\u016f a\u00a0povinnost\u00ed.<\/p>\n<p>Neznalost ekonomick\u00fdch souvislost\u00ed zp\u016fsobuje to, \u017ee veden\u00ed m\u011bst a\u00a0obc\u00ed v\u016fbec nev\u00ed, kolik plat\u00ed za odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00e9 vody ze sv\u00fdch nemovitost\u00ed a\u00a0to, \u017ee by se t\u011bchto poplatk\u016f mohli pom\u011brn\u011b jednodu\u0161e zbavit (<em>tabulka 1\u20133<\/em>).<\/p>\n<p>Z\u00e1v\u011br, kter\u00fd n\u00e1m z\u00a0na\u0161eho pozn\u00e1n\u00ed vypl\u00fdv\u00e1, je ten, \u017ee adaptace na zm\u011bnu klimatu je \u00fakol celospole\u010densk\u00e9ho v\u00fdznamu, \u017ee to bez seri\u00f3zn\u00ed role zodpov\u011bdn\u00e9ho st\u00e1tu, nejvy\u0161\u0161\u00ed autority, kter\u00e1 jde p\u0159\u00edkladem sv\u00fdm ob\u010dan\u016fm v\u00a0syst\u00e9movosti a\u00a0koncep\u010dnosti, nevy\u0159e\u0161\u00edme.<\/p>\n<p>A\u00a0k\u00a0tomu, aby byl proces \u00fasp\u011b\u0161n\u00fd a\u00a0netrval nep\u0159im\u011b\u0159en\u011b dlouho, je nutn\u00e9, aby v\u00a0n\u011bj m\u011bla ve\u0159ejnost d\u016fv\u011bru. K\u00a0tomu je nutn\u00e9, aby m\u011bla d\u016fv\u011bru ve vl\u00e1du a\u00a0sv\u00e9 politick\u00e9 reprezentanty, proto\u017ee tento proces je nutn\u00e9 organizovat ze shora. Proto je uv\u011bdom\u011bn\u00ed si d\u016fsledk\u016f \u010desk\u00e9 zku\u0161enosti s\u00a0ignorov\u00e1n\u00edm environment\u00e1ln\u00edch princip\u016f stejn\u011b d\u016fle\u017eit\u00e9, jako je tomu u\u00a0jin\u00fdch v\u00e1\u017en\u00fdch historick\u00fdch zku\u0161enost\u00ed v\u00a0minulosti. Adaptace na zm\u011bnu klimatu nen\u00ed t\u00e9ma kr\u00e1tkodob\u00e9 a\u00a0nemus\u00ed b\u00fdt \u010dasem jen ot\u00e1zkou na\u0161eho blahobytu, ale zdrav\u00e9ho \u017eivota ve m\u011bstech v\u016fbec.
