Jak\u00e9 jsou Va\u0161e priority v\u00a0\u010dinnosti tohoto odboru, kter\u00fd spoluvytv\u00e1\u0159\u00ed politiku st\u00e1tu v\u00a0oblasti vod?<\/h4>\n<p>Zam\u011b\u0159\u00edm-li se na priority sp\u00ed\u0161e dlouhodob\u00e9ho charakteru, pak jednou z\u00a0oblast\u00ed, do kter\u00e9 bych r\u00e1d sm\u011b\u0159oval sv\u00e9 \u00fasil\u00ed, je metodick\u00e9 p\u016fsoben\u00ed sm\u011brem k\u00a0vodopr\u00e1vn\u00edm \u00fa\u0159ad\u016fm, osob\u00e1m odborn\u011b zp\u016fsobil\u00fdm k\u00a0prov\u00e1d\u011bn\u00ed n\u011bkter\u00fdch \u010dinnost\u00ed podle vodn\u00edho z\u00e1kona a\u00a0dal\u0161\u00edm zainteresovan\u00fdm subjekt\u016fm. Ministerstvo stoj\u00ed na vrcholu hierarchie ve\u0159ejn\u00e9 spr\u00e1vy v\u00a0dan\u00e9 oblasti, a\u00a0tud\u00ed\u017e mu p\u0159\u00edslu\u0161\u00ed metodick\u00e9 usm\u011br\u0148ov\u00e1n\u00ed pod\u0159\u00edzen\u00fdch \u00fa\u0159ad\u016f. V\u00a0t\u00e9to roli je pozice odboru ochrany vod nezastupiteln\u00e1. V\u00fdkon agendy na ni\u017e\u0161\u00edch stupn\u00edch hierarchie z\u00e1vis\u00ed nejen na odbornosti pracovn\u00edk\u016f t\u011bchto \u00fa\u0159ad\u016f, ale tak\u00e9 na kvalit\u011b a\u00a0intenzit\u011b jejich podpory z\u00a0\u00farovn\u011b ministersk\u00e9. To plat\u00ed t\u00edm sp\u00ed\u0161e, kdy\u017e v\u00a0dan\u00e9 oblasti uplat\u0148uj\u00ed sv\u00e9 kompetence jak Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed, tak i\u00a0Ministerstvo zem\u011bd\u011blstv\u00ed, a\u00a0vodopr\u00e1vn\u00ed \u00fa\u0159ady jsou tak metodicky vedeny dv\u011bma rezorty. Zdaleka ne v\u017edy plat\u00ed, \u017ee Brusel, resp. Evropsk\u00e1 komise je zdrojem pouze neu\u017eite\u010dn\u00fdch n\u00e1pad\u016f. Naopak, jedn\u00e1n\u00ed v\u00a0Bruselu jsem v\u017edy vn\u00edmal jako p\u0159\u00edle\u017eitost k\u00a0v\u00fdm\u011bn\u011b zku\u0161enost\u00ed se z\u00e1stupci ostatn\u00edch \u010dlensk\u00fdch st\u00e1t\u016f a\u00a0tak\u00e9 jako platformu pro ovliv\u0148ov\u00e1n\u00ed politiky a\u00a0pravidel nastavovan\u00fdch Evropskou komis\u00ed. Hodl\u00e1m prosazovat aktivn\u00ed zapojen\u00ed \u010cesk\u00e9 republiky do procesu revize R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky na evropsk\u00e9 \u00farovni pl\u00e1novan\u00e9 k\u00a0roku 2019. Diskuse o\u00a0mo\u017en\u00fdch podob\u00e1ch zm\u011bny tohoto kl\u00ed\u010dov\u00e9ho n\u00e1stroje evropsk\u00e9ho pr\u00e1va v\u00a0oblasti vodn\u00ed politiky byla ji\u017e zapo\u010data, nap\u0159. na \u00farovni Visegr\u00e1dsk\u00e9 \u010dty\u0159ky \u010di v\u00a0r\u00e1mci nizozemsk\u00e9ho p\u0159edsednictv\u00ed v\u00a0roce 2016.<\/p>\n<p>Hovo\u0159\u00edme-li o\u00a0r\u00e1mcov\u00e9 sm\u011brnici, nelze nezm\u00ednit dlouhodob\u00fd c\u00edl dosa\u017een\u00ed dobr\u00e9ho stavu vod. Domn\u00edv\u00e1m se, \u017ee spr\u00e1vnou cestou k\u00a0dosa\u017een\u00ed tohoto stavu vod je zodpov\u011bdn\u00e9 pl\u00e1nov\u00e1n\u00ed v\u00a0oblasti vod a\u00a0navrhov\u00e1n\u00ed realistick\u00fdch a\u00a0efektivn\u00edch opat\u0159en\u00ed. Sou\u010dasn\u011b by m\u011blo doch\u00e1zet k\u00a0pr\u016fb\u011b\u017en\u00e9mu posilov\u00e1n\u00ed pov\u011bdom\u00ed u\u017eivatel\u016f vody a\u00a0ve\u0159ejnosti o\u00a0v\u00fdznamu a\u00a0d\u016fle\u017eitosti cel\u00e9ho procesu pl\u00e1nov\u00e1n\u00ed v\u00a0oblasti vod.<\/p>\n<p>V\u00a0oblasti kvality vod je pot\u0159eba pokra\u010dovat ve sni\u017eov\u00e1n\u00ed zne\u010di\u0161t\u011bn\u00ed vypou\u0161t\u011bn\u00e9ho do vod z\u00a0bodov\u00fdch zdroj\u016f. To se t\u00fdk\u00e1 vypou\u0161t\u011bn\u00ed komun\u00e1ln\u00edch odpadn\u00edch vod, kde se jedn\u00e1 p\u0159edev\u0161\u00edm o\u00a0zne\u010di\u0161t\u011bn\u00ed nutrienty (dus\u00edk a\u00a0zejm\u00e9na fosfor), kter\u00e9 zp\u016fsobuj\u00ed eutrofizaci, a\u00a0vypou\u0161t\u011bn\u00ed ne\u010di\u0161t\u011bn\u00fdch odpadn\u00edch vod, a\u0165 ji\u017e z\u00a0voln\u00fdch v\u00fdust\u00ed, nebo z\u00a0odleh\u010dovac\u00edch komor jednotn\u00e9 kanalizace. Bav\u00edme se zejm\u00e9na o\u00a0\u00faprav\u011b pr\u00e1vn\u00edch p\u0159edpis\u016f tak, aby doch\u00e1zelo k\u00a0pln\u00e9mu vyu\u017e\u00edv\u00e1n\u00ed st\u00e1vaj\u00edc\u00edch technologi\u00ed na \u010cOV a\u00a0jejich postupn\u00e9 modernizaci za \u00fa\u010delem dosahov\u00e1n\u00ed vy\u0161\u0161\u00ed \u00fa\u010dinnosti \u010di\u0161t\u011bn\u00ed.<\/p>\n<p>V\u00a0oblasti pr\u016fmyslov\u00fdch odpadn\u00edch vod jde o\u00a0eliminaci vypou\u0161t\u011bn\u00ed l\u00e1tek, kter\u00e9 jsou zahrnuty v\u00a0hodnocen\u00ed chemick\u00e9ho stavu povrchov\u00fdch vod, a\u00a0to jak opat\u0159en\u00edmi ve v\u00fdrob\u011b, tak efektivn\u011bj\u0161\u00edm \u010di\u0161t\u011bn\u00edm odpadn\u00edch vod.<\/p>\n<p>Dlouho otev\u0159enou ot\u00e1zkou je nastaven\u00ed spr\u00e1vn\u00e9 v\u00fd\u0161e poplatk\u016f za vypou\u0161t\u011bn\u00ed odpadn\u00edch vod do vod povrchov\u00fdch, aby skute\u010dn\u011b plnily regula\u010dn\u00ed funkci a\u00a0ekonomicky motivovaly zne\u010di\u0161\u0165ovatele k\u00a0omezen\u00ed vypou\u0161t\u011bn\u00e9ho zne\u010di\u0161t\u011bn\u00ed i\u00a0mno\u017estv\u00ed vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod. Stejn\u011b tak je nutn\u00e9 znovu zah\u00e1jit diskusi o\u00a0v\u00fd\u0161i poplatk\u016f za odb\u011br podzemn\u00edch vod. St\u00e1vaj\u00edc\u00ed rozd\u00edl mezi poplatkem za odb\u011br povrchov\u00fdch a\u00a0podzemn\u00edch vod, kdy cenn\u011bj\u0161\u00ed a\u00a0kvalitn\u011bj\u0161\u00ed podzemn\u00ed voda je dnes zpoplatn\u011bna pouhou t\u0159etinou poplatku za povrchovou vodu, pova\u017euji za dlouhodob\u011b neudr\u017eiteln\u00fd.<\/p>\n<p>Pokud jsme mluvili o\u00a0bodov\u00fdch zdroj\u00edch zne\u010di\u0161t\u011bn\u00ed, je t\u0159eba si z\u00e1rove\u0148 uv\u011bdomit, \u017ee zna\u010dn\u00e1 \u010d\u00e1st zne\u010di\u0161t\u011bn\u00ed vod poch\u00e1z\u00ed z\u00a0plo\u0161n\u00fdch zdroj\u016f, kompetence a\u00a0mo\u017enosti Ministerstva \u017eivotn\u00edho prost\u0159ed\u00ed \u0159e\u0161it tuto problematiku jsou nicm\u00e9n\u011b v\u00a0sou\u010dasn\u00e9 dob\u011b zna\u010dn\u011b omezen\u00e9.<\/p>\n<h4>D\u0159\u00edve jste p\u016fsobil v\u00a0oblasti posuzov\u00e1n\u00ed vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed. Jakou vid\u00edte \u00falohu EIA\/SEA ve vodn\u00edm hospod\u00e1\u0159stv\u00ed? A\u00a0jak lze propojit proces EIA\/SEA nap\u0159. s\u00a0hodnocen\u00edm stavu vod podle R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky a\u00a0n\u00e1vrhy opat\u0159en\u00ed na \u00farovni pl\u00e1n\u016f povod\u00ed? Lze vyu\u017e\u00edt n\u011bjak\u00fdch synergi\u00ed obou proces\u016f hodnocen\u00ed?<\/h4>\n<p>Trouf\u00e1m si pova\u017eovat za svou v\u00fdhodu, \u017ee m\u00e1m osobn\u00ed zku\u0161enosti s\u00a0posuzov\u00e1n\u00edm vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed, proto\u017ee procesy SEA\/EIA a\u00a0vodn\u00ed hospod\u00e1\u0159stv\u00ed jsou vz\u00e1jemn\u011b prov\u00e1zan\u00e9, p\u0159i\u010dem\u017e sty\u010dn\u00fdch bod\u016f je hned n\u011bkolik. D\u00edky p\u0159edchoz\u00ed zku\u0161enosti s\u00a0problematikou SEA\/EIA vid\u00edm zna\u010dn\u00fd potenci\u00e1l pro zlep\u0161en\u00ed, resp. zefektivn\u011bn\u00ed t\u011bchto vazeb.<\/p>\n<p>Jednak je tu rovina pl\u00e1nov\u00e1n\u00ed, kde je pr\u00e1vn\u00edmi p\u0159edpisy jasn\u011b stanovena povinnost podrobovat pl\u00e1ny povod\u00ed, tedy aktu\u00e1ln\u011b hlavn\u00ed strategick\u00e9 dokumenty v\u00a0pl\u00e1nov\u00e1n\u00ed v\u00a0oblasti vod, procesu strategick\u00e9ho posuzov\u00e1n\u00ed vliv\u016f na \u017eivotn\u00ed prost\u0159ed\u00ed (SEA).\u00a0Mysl\u00edm si, \u017ee pr\u00e1v\u011b tento krok sk\u00fdt\u00e1 velk\u00fd a\u00a0dosud nevyu\u017eit\u00fd potenci\u00e1l. Obecn\u011b m\u00e1m bohu\u017eel pocit, \u017ee k\u00a0SEA je \u010dasto p\u0159istupov\u00e1no velmi form\u00e1ln\u011b \u2013 tedy jako k\u00a0nutn\u00e9mu byrokratick\u00e9mu konceptu, kter\u00fd je sice ze z\u00e1kona nevyhnuteln\u00fd, ale od kter\u00e9ho nelze o\u010dek\u00e1vat \u017e\u00e1dn\u00e9 praktick\u00e9 a\u00a0smyslupln\u00e9 v\u00fdsledky. D\u016fvod, pro\u010d mnoz\u00ed proces SEA neberou p\u0159\u00edli\u0161 v\u00e1\u017en\u011b, vid\u00edm zejm\u00e9na v\u00a0tom, \u017ee v\u00a0praxi se \u010dasto hodnot\u00ed velmi obecn\u00e9 koncepce. P\u0159\u00ednos takov\u00e9ho posuzov\u00e1n\u00ed je pak skute\u010dn\u011b velmi n\u00edzk\u00fd a\u00a0degraduje institut SEA jako takov\u00fd, co\u017e je velk\u00e1 \u0161koda, proto\u017ee SEA je vynikaj\u00edc\u00ed a\u00a0prakticky jedin\u00fd n\u00e1stroj pro vyhodnocen\u00ed sekund\u00e1rn\u00edch, synergick\u00fdch a\u00a0kumulativn\u00edch vliv\u016f. U\u00a0pl\u00e1n\u016f povod\u00ed p\u0159itom nen\u00ed probl\u00e9mem p\u0159\u00edli\u0161n\u00e1 obecnost \u2013 jsou v\u00a0nich obsa\u017eena konkr\u00e9tn\u00ed opat\u0159en\u00ed a\u00a0z\u00e1rove\u0148 jde o\u00a0soubory opat\u0159en\u00ed sm\u011b\u0159ovan\u00e9 do ucelen\u00fdch povod\u00ed jednoho vodn\u00edho toku nebo do jednoho vodn\u00edho \u00fatvaru, u\u00a0kter\u00fdch je vyhodnocen\u00ed jejich synergick\u00fdch a\u00a0kumulativn\u00edch vliv\u016f zcela z\u00e1sadn\u00ed. V\u00a0\u010dasov\u00e9m harmonogramu pro zpracov\u00e1n\u00ed pl\u00e1n\u016f povod\u00ed (a\u00a0pl\u00e1n\u016f pro zvl\u00e1d\u00e1n\u00ed povod\u0148ov\u00fdch rizik) byl nicm\u00e9n\u011b pro zpracov\u00e1n\u00ed SEA vyhrazen jen mal\u00fd \u010dasov\u00fd prostor v\u00a0z\u00e1v\u011bru \u0161estilet\u00e9ho pl\u00e1novac\u00edho cyklu, nam\u00edsto toho, aby SEA a\u00a0pl\u00e1ny vznikaly soub\u011b\u017en\u011b, a\u00a0SEA tak d\u00e1vala zp\u011btnou vazbu pro tvorbu pl\u00e1n\u016f.<\/p>\n<p>R\u00e1d bych upozornil na to, \u017ee t\u00e9\u017e Evropsk\u00e1 komise pova\u017euje strategick\u00e9 pl\u00e1nov\u00e1n\u00ed v\u00a0r\u00e1mci ucelen\u00e9ho povod\u00ed za naprosto kl\u00ed\u010dov\u00e9, a\u00a0to pr\u00e1v\u011b s\u00a0ohledem na mo\u017enost posouzen\u00ed kumulativn\u00edch vliv\u016f jednotliv\u00fdch projekt\u016f. \u0160irok\u00e9 zapojen\u00ed ve\u0159ejnosti do p\u0159\u00edpravy pl\u00e1n\u016f nebo mo\u017enost v\u010dasn\u00e9 identifikace potenci\u00e1ln\u011b problematick\u00fdch projekt\u016f jsou dal\u0161\u00edmi z\u00a0v\u00fdhod, kter\u00e9 Evropsk\u00e1 komise na pou\u017eit\u00ed SEA v\u00a0procesu pl\u00e1nov\u00e1n\u00ed v\u00a0oblasti vod spat\u0159uje.<\/p>\n<p>A\u00a0pak je zde druh\u00e1 rovina, a\u00a0to je zohledn\u011bn\u00ed po\u017eadavk\u016f R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky v\u00a0povolovac\u00edch procesech konkr\u00e9tn\u00edch z\u00e1m\u011br\u016f, kter\u00e9 je v\u00a0sou\u010dasn\u00e9 dob\u011b zaji\u0161\u0165ov\u00e1no v\u00a0r\u00e1mci \u010dinnosti vodopr\u00e1vn\u00edch \u00fa\u0159ad\u016f v\u00a0sou\u010dinnosti se spr\u00e1vci povod\u00ed. Alternativou by mohlo b\u00fdt propojen\u00ed s\u00a0procesem EIA, kter\u00e9 by po m\u00e9m soudu p\u0159ineslo \u0159adu v\u00fdhod.\u00a0Integrace do procesu EIA by hodnocen\u00ed vliv\u016f podle R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky dala jasn\u00fd a\u00a0ve\u0159ejnosti otev\u0159en\u00fd procesn\u00ed r\u00e1mec. Rovn\u011b\u017e by do\u0161lo ke slou\u010den\u00ed krok\u016f, jako je nap\u0159. z\u00edsk\u00e1v\u00e1n\u00ed dat a\u00a0podklad\u016f pro posuzov\u00e1n\u00ed, navrhov\u00e1n\u00ed v\u00a0\u00favahu p\u0159ich\u00e1zej\u00edc\u00edch variant \u010di mitiga\u010dn\u00edch opat\u0159en\u00ed atd., kter\u00e9 je dnes teoreticky nutn\u00e9 podstupovat samostatn\u011b v\u00a0ka\u017ed\u00e9m procesu, tedy mnohdy duplicitn\u011b.<\/p>\n<p>Z\u00a0toho, co jsem pr\u00e1v\u011b uvedl, je patrn\u00e9, \u017ee pova\u017euji za smyslupln\u00e9 hledat model u\u017e\u0161\u00edho fungov\u00e1n\u00ed t\u011bchto dosud separ\u00e1tn\u011b veden\u00fdch procedur. Abych byl je\u0161t\u011b konkr\u00e9tn\u011bj\u0161\u00ed, mohu \u0159\u00edct, \u017ee se netaj\u00edm t\u00edm, \u017ee model mo\u017en\u00e9ho propojen\u00ed proces\u016f EIA s\u00a0hodnocen\u00edm vliv\u016f podle R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky hodl\u00e1m rozpracovat do konkr\u00e9tn\u00ed podoby. A\u00a0nejen to, bude-li na tomto \u0159e\u0161en\u00ed shoda v\u00a0r\u00e1mci p\u0159\u00edslu\u0161n\u00fdch rezort\u016f i\u00a0odborn\u00e9 ve\u0159ejnosti, r\u00e1d bych jej prosadil do praxe, co\u017e samoz\u0159ejm\u011b v\u00a0prv\u00e9 \u0159ad\u011b znamen\u00e1 \u00fapravu p\u0159\u00edslu\u0161n\u00fdch pr\u00e1vn\u00edch p\u0159edpis\u016f. Pova\u017eoval bych za nerozumn\u00e9 nezkusit vyu\u017e\u00edt synergi\u00ed t\u011bchto proces\u016f, kter\u00e9 se, jak spr\u00e1vn\u011b upozor\u0148ujete, v\u00a0mnoh\u00e9m prol\u00ednaj\u00ed.<\/p>\n<h4>\u010ceskou republiku v\u00a0posledn\u00edch letech postihlo sucho. I\u00a0d\u00edky rozvinut\u00e9mu syst\u00e9mu vodn\u00edho hospod\u00e1\u0159stv\u00ed a\u00a0kvalitn\u00edm podklad\u016fm pro rozhodov\u00e1n\u00ed vodopr\u00e1vn\u00edch \u00fa\u0159ad\u016f zat\u00edm nedoch\u00e1z\u00ed k\u00a0situac\u00edm, \u017ee by byli v\u00fdznamn\u011b omezov\u00e1ni spot\u0159ebitel\u00e9 v\u00a0u\u017e\u00edv\u00e1n\u00ed vody. S\u00a0p\u0159edpokl\u00e1dan\u00fdmi dopady klimatick\u00e9 zm\u011bny v\u0161ak mohou such\u00e1 obdob\u00ed p\u0159ich\u00e1zet \u010d\u00edm d\u00e1le t\u00edm \u010dast\u011bji. V\u00a0z\u00e1\u0159\u00ed byl spu\u0161t\u011bn program De\u0161\u0165ovka. Jak\u00e9 dal\u0161\u00ed aktivity pl\u00e1nuje Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed v\u00a0boji proti suchu?<\/h4>\n<p>\u010ceskou republiku opravdu v\u00a0posledn\u00edch n\u011bkolika letech zas\u00e1hlo sucho. Jak v\u0161ichni v\u00edme, zejm\u00e9na rok 2015 byl, co se t\u00fd\u010de mno\u017estv\u00ed sr\u00e1\u017eek, kritick\u00fd. Jako prvn\u00ed krok v\u00a0\u0159e\u0161en\u00ed t\u00e9to ot\u00e1zky jsme se sna\u017eili zmapovat dopady sucha z\u00a0roku 2015 a\u00a0na z\u00e1klad\u011b identifikovan\u00fdch probl\u00e9m\u016f jsme si stanovili z\u00e1kladn\u00ed priority, kter\u00fdm bychom se cht\u011bli v\u011bnovat. Provedli jsme nap\u0159. dotazn\u00edkov\u00e9 \u0161et\u0159en\u00ed mezi zam\u011bstnanci vodopr\u00e1vn\u00edch \u00fa\u0159ad\u016f, nechali jsme si zpracovat anal\u00fdzy, hydrologick\u00e9 a\u00a0vodohospod\u00e1\u0159sk\u00e9 bilance a\u00a0z\u00e1rove\u0148 jsme si vyhodnotili r\u016fzn\u00e9 dopadov\u00e9 zpr\u00e1vy, kter\u00e9 byly v\u00a0danou chv\u00edli k\u00a0dispozici. V\u00fdstupy n\u011bkter\u00fdch z\u00a0t\u011bchto dokument\u016f jsme zve\u0159ejnili v\u00a0analytick\u00e9 \u010d\u00e1sti Koncepce ochrany p\u0159ed n\u00e1sledky sucha pro \u00fazem\u00ed \u010cesk\u00e9 republiky, kterou vl\u00e1da \u010cesk\u00e9 republiky schv\u00e1lila v\u00a0l\u00e9t\u011b 2017. V\u00fdsledky z\u00a0n\u00e1mi financovan\u00fdch v\u00fdzkum\u016f jsou postupn\u011b zve\u0159ej\u0148ov\u00e1ny na webov\u00e9 str\u00e1nce www.suchovkrajine.cz. Podle dostupn\u00fdch dat a\u00a0informac\u00ed m\u016f\u017eeme \u0159\u00edct, \u017ee aktu\u00e1ln\u011b prob\u011bhl\u00e9 such\u00e9 roky nem\u011bly v\u00fdznamn\u00fd vliv na pln\u011bn\u00ed po\u017eadavk\u016f na odb\u011bry vody, p\u0159i\u010dem\u017e v\u00fdjimku tvo\u0159\u00ed snad jen zem\u011bd\u011blsk\u00e1 rostlinn\u00e1 v\u00fdroba a\u00a0n\u011bkter\u00e9 obce z\u00e1visl\u00e9 na lok\u00e1ln\u00edch zdroj\u00edch pitn\u00e9 vody.<\/p>\n<p>Za v\u00fdznamn\u00fd probl\u00e9m bych ozna\u010dil chyb\u011bj\u00edc\u00ed syst\u00e9m operativn\u00edho \u0159\u00edzen\u00ed b\u011bhem such\u00e9 epizody a\u00a0podklady zahrnuj\u00edc\u00ed kvalitn\u00ed progn\u00f3zu, kter\u00e9 by umo\u017enily kompetentn\u00ed rozhodov\u00e1n\u00ed p\u0159\u00edslu\u0161n\u00fdch org\u00e1n\u016f. Pro \u0159e\u0161en\u00ed tohoto probl\u00e9mu p\u0159ipravujeme webovou aplikaci pro p\u0159edpov\u011b\u010f hydrologick\u00e9 situace \u201eHAMR\u201c. Aplikace je p\u0159ipravov\u00e1na ve spolupr\u00e1ci s V\u00daV TGM, \u010cHM\u00da, CzechGlobe a\u00a0\u010cZU a\u00a0bude slou\u017eit jako podklad pro rozhodov\u00e1n\u00ed b\u011bhem sucha na jednotliv\u00fdch \u00farovn\u00edch \u0159\u00edzen\u00ed. Jedn\u00e1 se o\u00a0propojen\u00ed modelu vl\u00e1hov\u00e9 bilance p\u016fdy SoilClim, modelu hydrologick\u00e9 bilance BILAN a\u00a0modelu vodohospod\u00e1\u0159sk\u00e9 soustavy WATERES pro jednotliv\u00e1 povod\u00ed za \u00fa\u010delem modelov\u00e1n\u00ed pravd\u011bpodobn\u00e9ho v\u00fdvoje hydrologick\u00e9 situace na cca 8\u00a0t\u00fddn\u016f.<\/p>\n<p>Krom\u011b operativn\u00edho \u0159\u00edzen\u00ed a\u00a0p\u0159\u00edpravy jednotliv\u00fdch pl\u00e1n\u016f se bude nutn\u00e9 v\u011bnovat i\u00a0implementaci opat\u0159en\u00ed definovan\u00fdch v\u00a0ji\u017e zm\u00edn\u011bn\u00e9 koncepci ochrany p\u0159ed n\u00e1sledky sucha. Pozitivn\u011b hodnot\u00edm prodlou\u017een\u00ed mand\u00e1tu meziresortn\u00ed komise VODA-SUCHO, kter\u00e1 by m\u011bla slou\u017eit ke koordinaci prac\u00ed mezi jednotliv\u00fdmi ministerstvy.<\/p>\n<p>V\u00a0ka\u017ed\u00e9m p\u0159\u00edpad\u011b plat\u00ed, \u017ee problematika sucha je pro \u010ceskou republiku t\u00e9ma pom\u011brn\u011b nov\u00e9 a\u00a0odborn\u00e1 ani laick\u00e1 ve\u0159ejnost nen\u00ed v\u00a0\u0159e\u0161en\u00ed t\u00e9to ot\u00e1zky zat\u00edm jednotn\u00e1. Jde toti\u017e o\u00a0velice komplexn\u00ed fenom\u00e9n, kter\u00fd se dot\u00fdk\u00e1 prakticky v\u0161ech sektor\u016f. Nelze tedy o\u010dek\u00e1vat, \u017ee se n\u00e1m poda\u0159\u00ed vypo\u0159\u00e1dat se s\u00a0t\u00edmto probl\u00e9mem b\u011bhem jednoho roku.<\/p>\n<p>Inspiraci je t\u0159eba hledat i\u00a0mimo hranice \u010cesk\u00e9 republiky, i\u00a0proto jsme nav\u00e1zali spolupr\u00e1ci s\u00a0izraelsk\u00fdmi odborn\u00edky, kte\u0159\u00ed maj\u00ed s\u00a0problematikou sucha a\u00a0nedostatku vody patrn\u011b nejv\u011bt\u0161\u00ed zku\u0161enosti na sv\u011bt\u011b. \u00dazk\u00e1 spolupr\u00e1ce obou st\u00e1t\u016f, v\u00a0r\u00e1mci n\u00ed\u017e jsem se mohl osobn\u011b z\u00fa\u010dastnit vodohospod\u00e1\u0159sk\u00e9 mise do Izraele, byla v\u00a0roce 2017 zavr\u0161ena podeps\u00e1n\u00edm memoranda o\u00a0spolupr\u00e1ci mezi ministry \u017eivotn\u00edho prost\u0159ed\u00ed \u010cesk\u00e9 republiky a\u00a0st\u00e1tu Izrael.<\/p>\n<h4>Sou\u010d\u00e1st\u00ed pozice \u0159editele odboru ochrany vod je i\u00a0funkce zmocn\u011bnce vl\u00e1dy \u010cR pro spolupr\u00e1ci na hrani\u010dn\u00edch vod\u00e1ch a\u00a0vedouc\u00edho delegace v\u00a0mezin\u00e1rodn\u00edch komis\u00edch pro ochranu \u0159ek Labe, Odry a\u00a0Dunaje. Jak byste na\u0161im \u010dten\u00e1\u0159\u016fm p\u0159ibl\u00ed\u017eil tuto \u010d\u00e1st sv\u00e9 agendy?<\/h4>\n<p>Ano m\u00e1te pravdu, jako \u0159editel odboru ochrany vod jsem byl rovn\u011b\u017e jmenov\u00e1n zmocn\u011bncem vl\u00e1dy \u010cR pro spolupr\u00e1ci na hrani\u010dn\u00edch vod\u00e1ch se v\u0161emi sousedn\u00edmi st\u00e1ty. D\u00edky dlouholet\u00e9 a\u00a0zaveden\u00e9 spolupr\u00e1ci v\u00a0r\u00e1mci bilater\u00e1ln\u00edch komis\u00ed pro hrani\u010dn\u00ed vody m\u016f\u017eeme s\u00a0kolegy z\u00a0okoln\u00edch st\u00e1t\u016f spole\u010dn\u011b efektivn\u011b \u0159e\u0161it ot\u00e1zky vypl\u00fdvaj\u00edc\u00ed z\u00a0u\u017e\u00edv\u00e1n\u00ed hrani\u010dn\u00edch vod, p\u0159edch\u00e1zet p\u0159\u00edpadn\u00fdm nedorozum\u011bn\u00edm nebo spolupracovat v\u00a0tak d\u016fle\u017eit\u00fdch oblastech, jako jsou nap\u0159\u00edklad syst\u00e9my v\u010dasn\u00e9ho varov\u00e1n\u00ed, povod\u0148ov\u00e1 ochrana \u010di ochrana hrani\u010dn\u00edch vod obecn\u011b. V\u00a0r\u00e1mci komis\u00ed pro hrani\u010dn\u00ed vody projedn\u00e1v\u00e1me mimo jin\u00e9 i\u00a0z\u00e1m\u011bry, kter\u00e9 by mohly m\u00edt dopad na vodn\u00ed re\u017eim a\u00a0kvalitu \u010di kvantitu vod na \u00fazem\u00ed druh\u00e9ho st\u00e1tu, tedy problematiku velmi konkr\u00e9tn\u00ed, zpravidla s\u00a0lok\u00e1ln\u00edm dopadem. Oproti tomu v\u00a0Mezin\u00e1rodn\u00edch komis\u00edch, kter\u00e9 byly zalo\u017eeny na z\u00e1klad\u011b multilater\u00e1ln\u00edch dohod na ochranu mezin\u00e1rodn\u00edch \u0159ek a\u00a0jejich ucelen\u00fdch povod\u00ed, konkr\u00e9tn\u011b jde o\u00a0\u0159eky Dunaj, Odra a\u00a0Labe, kde p\u016fsob\u00edm ve funkci vedouc\u00edho \u010desk\u00e9 delegace, jsou projedn\u00e1v\u00e1ny ot\u00e1zky sp\u00ed\u0161e strategick\u00e9ho charakteru t\u00fdkaj\u00edc\u00ed se \u010dasto cel\u00e9ho mezin\u00e1rodn\u00edho povod\u00ed. Tento stabiln\u00ed havarijn\u00ed profil na Labi na hranic\u00edch se Spolkovou republikou N\u011bmecko bude slou\u017eit v\u00a0p\u0159\u00edpad\u011b havarijn\u00edho zne\u010di\u0161t\u011bn\u00ed ropn\u00fdmi l\u00e1tkami a\u00a0jin\u00fdmi plovouc\u00edmi z\u00e1vadn\u00fdmi l\u00e1tkami k\u00a0zabr\u00e1n\u011bn\u00ed \u0161\u00ed\u0159en\u00ed zne\u010di\u0161t\u011bn\u00ed do Spolkov\u00e9 republiky N\u011bmecko. Z\u00e1m\u011br v\u00fdstavby byl projedn\u00e1v\u00e1n ve St\u00e1l\u00e9m v\u00fdboru Sasko a\u00a0\u010cesko-n\u011bmeck\u00e9 komisi pro hrani\u010dn\u00ed vody i\u00a0v\u00a0r\u00e1mci Mezin\u00e1rodn\u00ed komise pro ochranu Labe. D\u00edky st\u00e1tn\u00edmu podniku Povod\u00ed Labe, kter\u00fd stavbu profilu financoval, je od lo\u0148sk\u00e9ho roku p\u0159ipraven, aby mohl v\u00a0p\u0159\u00edpad\u011b hav\u00e1rie poslou\u017eit k\u00a0zastaven\u00ed \u0161\u00ed\u0159en\u00ed zne\u010di\u0161t\u011bn\u00ed k\u00a0na\u0161im n\u011bmeck\u00fdm soused\u016fm.<\/p>\n<p>Dal\u0161\u00edm p\u0159\u00edkladem dobr\u00e9 praxe, kter\u00fd bych r\u00e1d zm\u00ednil, je aktivita brn\u011bnsk\u00e9 pobo\u010dky \u010cHM\u00da, kter\u00e1 vyd\u00e1v\u00e1 denn\u011b p\u0159edpov\u011bdi pr\u016ftok\u016f nejen pro \u010desk\u00e9 \u00fazem\u00ed, ale t\u00e9\u017e pro horn\u00ed povod\u00ed Dyje le\u017e\u00edc\u00ed v\u00a0Rakousku a\u00a0pro profil Hohenau na \u0159ece Morav\u011b pod soutokem Moravy a\u00a0Dyje. P\u0159edpov\u011bdi po\u010d\u00edtan\u00e9 sr\u00e1\u017ekoodtokov\u00fdm modelem HYDROG jsou ka\u017ed\u00fd den p\u0159ed\u00e1v\u00e1ny \u00da\u0159adu dolnorakousk\u00e9 zemsk\u00e9 vl\u00e1dy v\u00a0St. P\u00f6ltenu. Hydrologick\u00e1 p\u0159edpov\u011b\u010f n\u00e1rodn\u00ed instituce pro \u00fazem\u00ed druh\u00e9ho st\u00e1tu je \u010dinnost\u00ed pom\u011brn\u011b unik\u00e1tn\u00ed a\u00a0na\u0161imi rakousk\u00fdmi kolegy velmi vysoce cen\u011bn\u00e1.<\/p>\n<h4>Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed je \u00fast\u0159edn\u00edm org\u00e1nem st\u00e1tn\u00ed spr\u00e1vy, v\u00a0jeho\u017e kompetenci je ochrana p\u0159ed povodn\u011bmi. Tedy dal\u0161\u00ed ot\u00e1zka je nasnad\u011b. Jak\u00e9 aktivity pl\u00e1nuje Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed v\u00a0oblasti ochrany p\u0159ed povodn\u011bmi?<\/h4>\n<p>\u00dakoly a\u00a0povinnosti Ministerstva \u017eivotn\u00edho prost\u0159ed\u00ed, ale i\u00a0v\u0161ech ostatn\u00edch \u00fa\u010dastn\u00edk\u016f ochrany p\u0159ed povodn\u011bmi, jsou pom\u011brn\u011b jasn\u011b d\u00e1ny st\u00e1vaj\u00edc\u00edmi pr\u00e1vn\u00edmi p\u0159edpisy, m\u00e1m na mysli samoz\u0159ejm\u011b zejm\u00e9na vodn\u00ed z\u00e1kon. Lze konstatovat, \u017ee takto nastaven\u00fd syst\u00e9m byl otestov\u00e1n \u0159adou prob\u011bhl\u00fdch povodn\u00ed a\u00a0osv\u011bd\u010dil se, co\u017e v\u0161ak neznamen\u00e1, \u017ee zde nen\u00ed st\u00e1le prostor na pokrok a\u00a0zlep\u0161ov\u00e1n\u00ed.<\/p>\n<p>Jednou z\u00a0kl\u00ed\u010dov\u00fdch aktivit M\u017dP na tomto poli je pokra\u010dov\u00e1n\u00ed v\u00a0napl\u0148ov\u00e1n\u00ed tzv. Povod\u0148ov\u00e9 sm\u011brnice. Po ukon\u010den\u00ed p\u0159ipom\u00ednkov\u00e1n\u00ed n\u00e1vrhu aktualizace vymezen\u00ed oblast\u00ed s\u00a0v\u00fdznamn\u00fdm povod\u0148ov\u00fdm rizikem bude za podpory OP\u017dP prob\u00edhat aktualizace map povod\u0148ov\u00e9ho nebezpe\u010d\u00ed a\u00a0rizik, na kter\u00e9 nav\u00e1\u017ee n\u00e1vrh konkr\u00e9tn\u00edch protipovod\u0148ov\u00fdch opat\u0159en\u00ed v\u00a0mapovan\u00fdch lokalit\u00e1ch. Tato opat\u0159en\u00ed budou prom\u00edtnuta do p\u0159\u00edpravy aktualizace Pl\u00e1n\u016f pro zvl\u00e1d\u00e1n\u00ed povod\u0148ov\u00fdch rizik. Napl\u0148ov\u00e1n\u00ed povod\u0148ov\u00e9 sm\u011brnice bude prob\u00edhat na t\u0159ech \u00farovn\u00edch: region\u00e1ln\u00ed, st\u00e1tn\u00ed a\u00a0mezin\u00e1rodn\u00ed, stejn\u011b jako v\u00a0p\u0159ede\u0161l\u00e9m pl\u00e1novac\u00edm cyklu. Cel\u00fd proces napl\u0148ov\u00e1n\u00ed Povod\u0148ov\u00e9 sm\u011brnice prob\u00edh\u00e1 za \u00fazk\u00e9 a\u00a0trouf\u00e1m si tvrdit p\u0159\u00edkladn\u00e9 spolupr\u00e1ce se st\u00e1tn\u00edmi podniky Povod\u00ed, MZe, \u010cHM\u00da a\u00a0V\u00daV TGM. Na\u0161\u00ed snahou je tak\u00e9 u\u017e\u0161\u00ed spolupr\u00e1ce nap\u0159. s\u00a0Ministerstvem pro m\u00edstn\u00ed rozvoj, abychom dos\u00e1hli lep\u0161\u00edho vyu\u017eit\u00ed v\u00fdsledk\u016f povod\u0148ov\u00e9ho mapov\u00e1n\u00ed v\u00a0procesu \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed.<\/p>\n<p>Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed d\u00e1le pravideln\u011b prov\u00e1d\u00ed cvi\u010den\u00ed p\u0159enosu v\u00fdstra\u017en\u00fdch informac\u00ed Hl\u00e1sn\u00e9 a\u00a0p\u0159edpov\u011bdn\u00ed povod\u0148ov\u00e9 slu\u017eby z\u00a0\u00farovn\u011b \u010cHM\u00da p\u0159es opera\u010dn\u00ed st\u0159ediska HZS a\u017e na \u00farove\u0148 povod\u0148ov\u00fdch org\u00e1n\u016f jednotliv\u00fdch obc\u00ed. V\u00a0t\u011bchto cvi\u010den\u00edch budeme samoz\u0159ejm\u011b i\u00a0nad\u00e1le pokra\u010dovat a\u00a0pracovat na zlep\u0161en\u00ed p\u0159enosu tak, abychom dosahovali co nejlep\u0161\u00edch v\u00fdsledk\u016f.<\/p>\n<p>N\u00e1\u0161 rezort bude i\u00a0nad\u00e1le spole\u010dn\u011b se\u00a0SF\u017dP pokra\u010dovat ve vytv\u00e1\u0159en\u00ed optim\u00e1ln\u00edch podm\u00ednek pro \u010derp\u00e1n\u00ed finan\u010dn\u00edch prost\u0159edk\u016f OP\u017dP na realizaci konkr\u00e9tn\u00edch protipovod\u0148ov\u00fdch opat\u0159en\u00ed, jako jsou nap\u0159. lok\u00e1ln\u00ed varovn\u00e9 syst\u00e9my, digit\u00e1ln\u00ed povod\u0148ov\u00e9 pl\u00e1ny, rekonstrukce bezpe\u010dnostn\u00edch p\u0159eliv\u016f rybn\u00edk\u016f a\u00a0dal\u0161\u00ed.<\/p>\n<p>Kone\u010dn\u011b mus\u00edm zm\u00ednit tak\u00e9 p\u0159ipravovanou novou vyhl\u00e1\u0161ku definuj\u00edc\u00ed zp\u016fsob zpracov\u00e1v\u00e1n\u00ed n\u00e1vrhu z\u00e1plavov\u00fdch \u00fazem\u00ed. Vyhl\u00e1\u0161ka bude spojovat po\u017eadavky Povod\u0148ov\u00e9 sm\u011brnice na tvorbu map ohro\u017een\u00ed se sou\u010dasn\u00fdm zp\u016fsobem stanoven\u00ed aktivn\u00ed z\u00f3ny z\u00e1plavov\u00e9ho \u00fazem\u00ed tak, aby p\u0159\u00edstup k\u00a0tvorb\u011b t\u011bchto \u00fazemn\u00edch omezen\u00ed byl jednotn\u00fd. C\u00edlem vyhl\u00e1\u0161ky je jednozna\u010dn\u011b definovat metodu vymezen\u00ed aktivn\u00ed z\u00f3ny z\u00e1plavov\u00e9ho \u00fazem\u00ed jako\u017eto nejsiln\u011bj\u0161\u00ed restrikce v\u00a0t\u00e9to oblasti.<\/p>\n<h4>Na z\u00e1v\u011br mi dovolte je\u0161t\u011b jednu ot\u00e1zku. V\u00a0\u010dervnu (VTEI \u010d. 3\/2017) vy\u0161el v\u00a0na\u0161em \u010dasopise \u010dl\u00e1nek s\u00a0Ing. Danielem Pokorn\u00fdm, \u0159editelem odboru st\u00e1tn\u00ed spr\u00e1vy ve vodn\u00edm hospod\u00e1\u0159stv\u00ed a\u00a0spr\u00e1vy povod\u00ed na Ministerstvu zem\u011bd\u011blstv\u00ed, ve kter\u00e9m se hovo\u0159ilo i\u00a0o\u00a0pl\u00e1nov\u00e1n\u00ed nov\u00fdch vodn\u00ed n\u00e1dr\u017e\u00ed. Tato problematika je \u010dasto ve\u0159ejnost\u00ed ch\u00e1p\u00e1na jako spor mezi zast\u00e1nci vodn\u00edch n\u00e1dr\u017e\u00ed a\u00a0odp\u016frci vodn\u00edch n\u00e1dr\u017e\u00ed. Jak vid\u00edte Vy pot\u0159ebu nov\u00fdch vodn\u00edch n\u00e1dr\u017e\u00ed, a\u0165 u\u017e jako protipovod\u0148ov\u00fdch opat\u0159en\u00ed, \u010di jako zdroj vody pro obdob\u00ed jej\u00edho nedostatku?<\/h4>\n<p>V\u00fdstavba n\u00e1dr\u017e\u00ed je samoz\u0159ejm\u011b velice citliv\u00e9 t\u00e9ma, kter\u00e9 bych nerad redukoval do bin\u00e1rn\u00edho pojet\u00ed, tedy boje zast\u00e1nc\u016f a\u00a0odp\u016frc\u016f. Jako\u017eto pr\u00e1vn\u00edk se pokus\u00edm p\u0159en\u00e9st odpov\u011b\u010f na Va\u0161i ot\u00e1zku do pr\u00e1vn\u00ed roviny, ve kter\u00e9 je nicm\u00e9n\u011b, podle m\u00e9ho n\u00e1zoru, pops\u00e1no pom\u011brn\u011b p\u0159il\u00e9hav\u00e9 \u0159e\u0161en\u00ed tohoto probl\u00e9mu.<\/p>\n<p>Vych\u00e1z\u00edm-li z\u00a0premisy, \u017ee p\u0159ed povolen\u00edm a\u00a0vybudov\u00e1n\u00edm v\u011bt\u0161\u00ed vodn\u00ed n\u00e1dr\u017ee bude t\u0159eba naplnit po\u017eadavky \u010dl. 4 R\u00e1mcov\u00e9 sm\u011brnice vodn\u00ed politiky, a\u00a0zpravidla, i\u00a0kdy\u017e ne nutn\u011b v\u017edy, t\u00e9\u017e po\u017eadavky \u010dl. 6 tzv. Sm\u011brnice o\u00a0stanovi\u0161t\u00edch, m\u00e1me d\u00e1ny pom\u011brn\u011b jasn\u00e9 a\u00a0snad i\u00a0spr\u00e1vn\u00e9 podm\u00ednky, za kter\u00fdch lze k\u00a0povolen\u00ed v\u00fdstavby p\u0159ikro\u010dit. S\u00a0ur\u010dit\u00fdm zjednodu\u0161en\u00edm je lze definovat takto:<\/p>\n<p>Za prv\u00e9 jde o\u00a0prok\u00e1z\u00e1n\u00ed p\u0159eva\u017euj\u00edc\u00edho ve\u0159ejn\u00e9ho z\u00e1jmu, v\u00a0dan\u00e9m p\u0159\u00edpad\u011b tedy o\u00a0prok\u00e1z\u00e1n\u00ed celospole\u010densk\u00e9 popt\u00e1vky po vybudov\u00e1n\u00ed nov\u00e9ho zdroje pitn\u00e9 vody \u010di povod\u0148ov\u00e9 ochrany, kter\u00e1 reaguje na prok\u00e1zan\u00fd nedostatek pitn\u00e9 vody \u010di povod\u0148ov\u00e9 nebezpe\u010d\u00ed. P\u0159i z\u00e1sahu do tzv. naturov\u00fdch lokalit podle Sm\u011brnice o\u00a0stanovi\u0161t\u00edch mus\u00ed b\u00fdt prok\u00e1z\u00e1n dokonce nal\u00e9hav\u00fd p\u0159eva\u017euj\u00edc\u00ed ve\u0159ejn\u00fd z\u00e1jem. Zde mus\u00edm podotknout, \u017ee nap\u0159. podle zpr\u00e1vy \u201eVyhodnocen\u00ed dotazn\u00edk\u016f SOVAK \u010cR k\u00a0problematice sucha v\u00a0roce 2015\u201c nen\u00ed v\u00a0\u010cesk\u00e9 republice v\u00a0danou chv\u00edli nedostatek pitn\u00e9 vody. Za druh\u00e9 jde o\u00a0nutnost hledat v\u016f\u010di \u017eivotn\u00edmu prost\u0159ed\u00ed co mo\u017en\u00e1 nejm\u00e9n\u011b invazivn\u00ed varianty \u0159e\u0161en\u00ed. P\u0159ed vyd\u00e1n\u00edm povolen\u00ed mus\u00ed b\u00fdt prov\u011b\u0159eno, zda je vodn\u00ed n\u00e1dr\u017e skute\u010dn\u011b jedin\u00fdm \u0159e\u0161en\u00edm, kter\u00fdm lze stanoven\u00e9ho ve\u0159ejn\u011b prosp\u011b\u0161n\u00e9ho c\u00edle dos\u00e1hnout. Kone\u010dn\u011b za t\u0159et\u00ed, jsou-li napln\u011bny prv\u00e9 dv\u011b podm\u00ednky, je nutn\u00e9 p\u0159ijmout ve\u0161ker\u00e1 mo\u017en\u00e1 zm\u00edr\u0148uj\u00edc\u00ed \u010di kompenza\u010dn\u00ed opat\u0159en\u00ed, aby negativn\u00ed vlivy z\u00e1m\u011bru byly co mo\u017en\u00e1 nejmen\u0161\u00ed.<\/p>\n<p>V\u00a0ka\u017ed\u00e9m jednotliv\u00e9m p\u0159\u00edpad\u011b tak mus\u00ed b\u00fdt zv\u00e1\u017eeny a\u00a0porovn\u00e1ny p\u0159\u00ednosy pro ochranu p\u0159ed nedostatkem vody a\u00a0povodn\u011bmi na stran\u011b jedn\u00e9 a\u00a0dal\u0161\u00ed ve\u0159ejn\u00e9 z\u00e1jmy, nevyj\u00edmaje z\u00e1jmy m\u00edstn\u00edch obyvatel a\u00a0z\u00e1jmy ochrany \u017eivotn\u00edho prost\u0159ed\u00ed na stran\u011b druh\u00e9.
