Pl\u00e1n je z\u00e1kladn\u00ed dokument ochrany p\u0159ed n\u00e1sledky sucha. Slou\u017e\u00ed ke koordinaci \u010dinnost\u00ed v\u00a0dan\u00e9m \u00fazem\u00ed v\u00a0obdob\u00ed sucha a\u00a0nedostatku vody. Pl\u00e1n by m\u011bl slou\u017eit po\u0159izovatel\u016fm a\u00a0zhotovitel\u016fm p\u0159i zad\u00e1n\u00ed a\u00a0p\u0159\u00edprav\u011b pl\u00e1nu p\u0159edev\u0161\u00edm na \u00farovni kraje, ale tak\u00e9 pro obce s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed.<\/p>\n<h2>Z\u00e1kladn\u00ed pojmy<\/h2>\n<p>Suchem se rozum\u00ed hydrologick\u00e9 sucho jako v\u00fdkyv hydrologick\u00e9ho cyklu, kter\u00fd vznik\u00e1 zejm\u00e9na v\u00a0d\u016fsledku deficitu sr\u00e1\u017eek a\u00a0projevuje se poklesem pr\u016ftok\u016f ve vodn\u00edch toc\u00edch a\u00a0poklesem stavu podzemn\u00edch vod.<\/p>\n<p>Stavem sucha se rozum\u00ed m\u00edra nebezpe\u010d\u00ed sucha v\u00e1zan\u00e1 na\u00a0sm\u011brodatn\u00e9 limity, jimi\u017e jsou zejm\u00e9na pr\u016ftoky ve vodn\u00edch toc\u00edch, hladiny podzemn\u00edch vod a\u00a0stav sr\u00e1\u017eek nebo kritick\u00e9 hodnoty jin\u00e9ho jevu uveden\u00e9 v\u00a0p\u0159\u00edslu\u0161n\u00e9m pl\u00e1nu pro zvl\u00e1d\u00e1n\u00ed sucha.<\/p>\n<p>Nedostatkem vody se rozum\u00ed do\u010dasn\u00fd stav s\u00a0potenci\u00e1ln\u00edm dopadem na z\u00e1kladn\u00ed lidsk\u00e9 pot\u0159eby, hospod\u00e1\u0159skou \u010dinnost a\u00a0\u017eivotn\u00ed prost\u0159ed\u00ed, kdy v\u00a0d\u016fsledku sucha po\u017eadavky na u\u017e\u00edv\u00e1n\u00ed vod p\u0159evy\u0161uj\u00ed dostupn\u00e9 zdroje vod, a\u00a0proto je nezbytn\u00e9 omezovat hospoda\u0159en\u00ed s\u00a0vodou a\u00a0p\u0159ij\u00edmat dal\u0161\u00ed opat\u0159en\u00ed.<\/p>\n<p>Pl\u00e1n pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody je dokument, kter\u00fd je podkladem pro rozhodov\u00e1n\u00ed komise pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody a\u00a0vodopr\u00e1vn\u00edho \u00fa\u0159adu o\u00a0opat\u0159en\u00edch ke zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody. Jeho hlavn\u00edm c\u00edlem je n\u00e1vrh opat\u0159en\u00ed k\u00a0zaji\u0161t\u011bn\u00ed dostatku vody k\u00a0pokryt\u00ed z\u00e1kladn\u00edch spole\u010densk\u00fdch pot\u0159eb, minimalizaci negativn\u00edch dopad\u016f sucha na vodn\u00ed \u00fatvary a\u00a0minimalizaci dopad\u016f sucha a\u00a0nedostatku vody na hospod\u00e1\u0159skou \u010dinnost.<\/p>\n<p>Komise pro zvl\u00e1d\u00e1n\u00ed sucha (d\u00e1le jen komise) je org\u00e1nem s\u00a0rozhodovac\u00ed pravomoc\u00ed pro p\u0159ij\u00edm\u00e1n\u00ed opat\u0159en\u00ed p\u0159i hrozb\u011b vzniku nedostatku vody podle pl\u00e1nu.<\/p>\n<h2>Org\u00e1ny pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody<\/h2>\n<p>Org\u00e1nem pro zvl\u00e1d\u00e1n\u00ed sucha a\u00a0nedostatku vody je vodopr\u00e1vn\u00ed \u00fa\u0159ad a\u00a0od jej\u00edho svol\u00e1n\u00ed do ukon\u010den\u00ed \u010dinnosti komise. Komise rozhoduje podle pl\u00e1nu o\u00a0opat\u0159en\u00edch, a\u00a0to zejm\u00e9na podle ustanoven\u00ed \u00a7 6 odst. 4, \u00a7 59 odst. 4 a\u00a0\u00a7 109 odst. 1. Komise jsou z\u0159izov\u00e1ny na \u00fast\u0159edn\u00ed \u00farovni, \u00farovni kraj\u016f a\u00a0fakultativn\u011b t\u00e9\u017e na \u00farovni obc\u00ed s\u00a0roz\u0161\u00ed\u0159enou p\u016fsobnost\u00ed.<\/p>\n<p>P\u0159edsedou komise je hejtman kraje. V\u00a0komisi je zastoupen vodopr\u00e1vn\u00ed \u00fa\u0159ad, odbor krizov\u00e9ho \u0159\u00edzen\u00ed, podniky Povod\u00ed, \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav, Hasi\u010dsk\u00fd z\u00e1chrann\u00fd sbor, Krajsk\u00e1 hygienick\u00e1 stanice, Policie \u010cR. Poradn\u00ed hlas maj\u00ed vodou z\u00e1sobuj\u00edc\u00ed organizace, spr\u00e1vci vodn\u00edch tok\u016f a\u00a0v\u00fdznamn\u00ed odb\u011bratel\u00e9 vody.<\/p>\n<p>Pokud dojde k\u00a0vyhl\u00e1\u0161en\u00ed krizov\u00e9ho stavu podle zvl\u00e1\u0161tn\u00edho z\u00e1kona, je komise sou\u010d\u00e1st\u00ed org\u00e1nu krizov\u00e9ho \u0159\u00edzen\u00ed.<\/p>\n<h2>Opat\u0159en\u00ed proti nedostatku vody<\/h2>\n<p>Opat\u0159en\u00ed proti nedostatku vody lze p\u0159ibli\u017en\u011b rozd\u011blit na opat\u0159en\u00ed p\u0159\u00edpravn\u00e1, realizovan\u00e1 v\u00a0obdob\u00ed mimo sucho nebo p\u0159i hroz\u00edc\u00edm nedostatku vody, a\u00a0na opat\u0159en\u00ed realizovan\u00e1 v\u00a0pr\u016fb\u011bhu sucha a\u00a0nedostatku vody.<\/p>\n<ol>\n<li>P\u0159\u00edpravn\u00e1 opat\u0159en\u00ed a\u00a0opat\u0159en\u00ed p\u0159i nebezpe\u010d\u00ed nedostatku vody jsou:\n<ol style=\"list-style-type: lower-alpha;\">\n<li>stanoven\u00ed limit\u016f kategori\u00ed sucha,<\/li>\n<li>stanoven\u00ed limit\u016f pro p\u0159ij\u00edm\u00e1n\u00ed opat\u0159en\u00ed p\u0159i nedostatku vody,<\/li>\n<li>p\u0159\u00edprava a\u00a0aktualizace pl\u00e1nu,<\/li>\n<li>vytv\u00e1\u0159en\u00ed a\u00a0p\u0159\u00edprava z\u00e1lo\u017en\u00edch zdroj\u016f vody,<\/li>\n<li>p\u0159\u00edprava z\u00e1lo\u017en\u00edch (mobiln\u00edch) \u00fapraven vody,<\/li>\n<li>zav\u00e1d\u011bn\u00ed technologi\u00ed omezuj\u00edc\u00edch spot\u0159ebu vody,<\/li>\n<li>zav\u00e1d\u011bn\u00ed technologi\u00ed ke zlep\u0161en\u00ed jakosti vypou\u0161t\u011bn\u00e9 vody,<\/li>\n<li>p\u0159\u00edprava a\u00a0\u010dinnost p\u0159edpov\u011bdn\u00ed a\u00a0hl\u00e1sn\u00e9 slu\u017eby,<\/li>\n<li>p\u0159\u00edprava on-line syst\u00e9mu monitoringu aktu\u00e1ln\u00ed spot\u0159eby a\u00a0po\u017eadavk\u016f na vodu,\u00a0organiza\u010dn\u00ed a\u00a0technick\u00e1 p\u0159\u00edprava,<\/li>\n<li>p\u0159\u00edprava \u00fa\u010dastn\u00edk\u016f ochrany p\u0159ed nedostatkem vody,<\/li>\n<li>upozorn\u011bn\u00ed na v\u00fdskyt sucha,<\/li>\n<li>zah\u00e1jen\u00ed informa\u010dn\u00ed kampan\u011b,<\/li>\n<li>eviden\u010dn\u00ed a\u00a0dokumenta\u010dn\u00ed pr\u00e1ce.<\/li>\n<\/ol>\n<\/li>\n<li>Opat\u0159en\u00ed p\u0159i nedostatku vody uveden\u00e9 v\u00a0chronologick\u00e9m sledu v\u00a0z\u00e1vislosti na intenzit\u011b pr\u016fb\u011bhu situace nedostatku vody jsou:\n<ol style=\"list-style-type: lower-alpha;\">\n<li>pr\u016fb\u011bh informa\u010dn\u00ed kampan\u011b,<\/li>\n<li>omezen\u00ed obecn\u00e9ho nakl\u00e1d\u00e1n\u00ed s\u00a0vodami podle \u00a7 6 odst. 4 vodn\u00edho z\u00e1kona,<\/li>\n<li>mimo\u0159\u00e1dn\u00e9 manipulace na vodn\u00edm d\u00edle podle \u00a7 59 odst. 4 vodn\u00edho z\u00e1kona,<\/li>\n<li>vyu\u017eit\u00ed technologi\u00ed omezuj\u00edc\u00edch spot\u0159ebu vody,<\/li>\n<li>omezen\u00ed odb\u011br\u016f s\u00a0platn\u00fdm vodopr\u00e1vn\u00edm rozhodnut\u00edm podle \u00a7 109 odst. 4 vodn\u00edho z\u00e1kona,<\/li>\n<li>opat\u0159en\u00ed k\u00a0zaji\u0161t\u011bn\u00ed n\u00e1hradn\u00edho odb\u011bru podle \u00a7 109 odst. 4 vodn\u00edho z\u00e1kona,<\/li>\n<li>do\u010dasn\u00e9 sn\u00ed\u017een\u00ed minim\u00e1ln\u00edch z\u016fstatkov\u00fdch pr\u016ftok\u016f,<\/li>\n<li>do\u010dasn\u00e9 sn\u00ed\u017een\u00ed minim\u00e1ln\u00edch hladin podzemn\u00ed vody,<\/li>\n<li style=\"text-align: left;\">do\u010dasn\u00e9 \u00faprava limit\u016f pro jakost vypou\u0161t\u011bn\u00fdch odpadn\u00edch vod (sn\u00ed\u017een\u00ed limit\u016f \u010dist\u00edren,\u00a0jejich\u017e technologie to umo\u017e\u0148uje, zv\u00fd\u0161en\u00ed limit\u016f u\u00a0podnik\u016f po vy\u010derp\u00e1n\u00ed ostatn\u00edch prost\u0159edk\u016f k omezen\u00ed spot\u0159eby vody (recirkulace)),<\/li>\n<li>zabezpe\u010den\u00ed n\u00e1hradn\u00edch funkc\u00ed a\u00a0slu\u017eeb v\u00a0\u00fazem\u00ed zasa\u017een\u00e9m nedostatkem vody.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>Opat\u0159en\u00ed k\u00a0omezen\u00ed dopad\u016f sucha na vod\u00e1renstv\u00ed, pr\u016fmysl a\u00a0zem\u011bd\u011blstv\u00ed jsou \u010dasto v\u00a0konfliktu s\u00a0jakost\u00ed vody a\u00a0s\u00a0c\u00edli ochrany p\u0159\u00edrody (nap\u0159. sn\u00ed\u017een\u00ed odtok\u016f z\u00a0n\u00e1dr\u017e\u00ed pod minim\u00e1ln\u00ed z\u016fstatkov\u00e9 pr\u016ftoky m\u016f\u017ee spolu s\u00a0vysok\u00fdmi teplotami v\u00e9st ke zhor\u0161en\u00ed jakosti vody).<\/p>\n<h2>Hodnocen\u00ed sucha<\/h2>\n<p>Velikost, intenzitu a\u00a0d\u00e9lku trv\u00e1n\u00ed sucha z\u00a0hlediska vodn\u00edch zdroj\u016f vyhodnocuje \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav ve spolupr\u00e1ci s\u00a0podniky Povod\u00ed. Vodn\u00edmi zdroji se rozum\u00ed povrchov\u00e9 a\u00a0podzemn\u00ed vody podle ustanoven\u00ed vodn\u00edho z\u00e1kona<sup>1<\/sup>. \u010cesk\u00fd hydrometeorologick\u00fd \u00fastav prov\u00e1d\u00ed hodnocen\u00ed sucha z\u00a0hlediska sr\u00e1\u017eek, evapotranspira\u010dn\u00ed bilance, pr\u016ftoku v\u00a0toc\u00edch, stavu podzemn\u00edch vod, podniky Povod\u00ed hodnot\u00ed z\u00e1sob vody v\u00a0n\u00e1dr\u017e\u00edch. Monitoring a\u00a0vyhodnocen\u00ed hydrometeorologick\u00fdch veli\u010din prob\u00edh\u00e1 v\u00a0t\u00fddenn\u00edm kroku podle sch\u00e9matu na\u00a0<em>obr. 1.<\/em><\/p>\n<p>V\u00a0p\u0159\u00edpad\u011b dosa\u017een\u00ed siln\u00e9ho, resp. mimo\u0159\u00e1dn\u00e9ho, sucha v\u00a0\u00fazem\u00ed ORP nebo kraje vyd\u00e1 \u010cHM\u00da upozorn\u011bn\u00ed na v\u00fdskyt sucha v\u00a0povrchov\u00fdch nebo podzemn\u00edch vod\u00e1ch \u00fazemn\u011b p\u0159\u00edslu\u0161n\u00e9mu vodopr\u00e1vn\u00edmu \u00fa\u0159adu. V\u00fdskyt siln\u00e9ho sucha odpov\u00edd\u00e1 stupni upozorn\u011bn\u00ed bd\u011blost, mimo\u0159\u00e1dn\u00e9 sucho odpov\u00edd\u00e1 stupni upozorn\u011bn\u00ed pohotovost. Vyd\u00e1n\u00ed upozorn\u011bn\u00ed na sucho je jedn\u00edm z\u00a0impuls\u016f ke svol\u00e1n\u00ed komise, dal\u0161\u00edm je p\u0159ekro\u010den\u00ed m\u00edstn\u00edch sm\u011brodatn\u00fdch limit\u016f uveden\u00fdch v\u00a0pl\u00e1nu. Vodopr\u00e1vn\u00ed \u00fa\u0159ad po zv\u00e1\u017een\u00ed aktu\u00e1ln\u00ed situace a\u00a0v\u00fdhledu dal\u0161\u00edho v\u00fdvoje pln\u011bn\u00ed po\u017eadavk\u016f na vodu rozhodne o\u00a0svol\u00e1n\u00ed komise.<\/p>\n<h2>Hodnocen\u00ed nedostatku vody<\/h2>\n<p>Vodopr\u00e1vn\u00ed \u00fa\u0159ad v\u00a0souladu s\u00a0pl\u00e1nem a\u00a0ve spolupr\u00e1ci se spr\u00e1vcem povod\u00ed vyhodnot\u00ed, zda na z\u00e1klad\u011b ohl\u00e1\u0161en\u00e9ho stavu sucha nebo p\u0159ekro\u010den\u00ed m\u00edstn\u00edch sm\u011brodatn\u00fdch limit\u016f uveden\u00fdch v\u00a0pl\u00e1nu vznik\u00e1 nedostatek vody na cel\u00e9m jeho \u00fazem\u00ed \u010di jeho \u010d\u00e1sti, a\u00a0navrhne svol\u00e1n\u00ed komise. Svol\u00e1n\u00edm komise vznik\u00e1 stav nedostatku vody.<\/p>\n<p>Sm\u011brodatn\u00e9 limity jsou stanovov\u00e1ny podle schopnosti syst\u00e9mu plnit po\u017eadavky u\u017eivatel\u016f na vodu podle bilance re\u00e1ln\u00e9ho stavu vodn\u00edch zdroj\u016f v\u00a0\u00fazem\u00ed a\u00a0po\u017eadavk\u016f na vodu. Limitem v\u00a0r\u00e1mci jednoduch\u00e9ho syst\u00e9mu z\u00e1sobov\u00e1n\u00ed m\u016f\u017ee b\u00fdt nap\u0159. stav konkr\u00e9tn\u00edho vodn\u00edho zdroje (pr\u016ftok, hladina podzemn\u00ed vody, objem n\u00e1dr\u017ee, \u2026), na druh\u00e9 stran\u011b v\u00a0r\u00e1mci vodohospod\u00e1\u0159sk\u00e9 soustavy jej\u00ed schopnost plnit po\u017eadavky na vodu p\u0159edev\u0161\u00edm preferovan\u00fdch u\u017eivatel\u016f po stanovenou dobu.<\/p>\n<p>Hierarchie u\u017eivatel\u016f p\u0159i pln\u011bn\u00ed n\u00e1rok\u016f na vodu v\u00a0obdob\u00ed nedostatku vody je navr\u017eena podle v\u00fdznamu zp\u016fsobu u\u017eit\u00ed vody pro\u00a0spole\u010dnost n\u00e1sledovn\u011b:<\/p>\n<ol>\n<li>Skupina A\u00a0\u2013 celost\u00e1tn\u011b d\u016fle\u017eit\u00e9 provozy, vybran\u00e9 pr\u016fmyslov\u00e9 podniky (zejm\u00e9na s\u00a0nep\u0159etr\u017eit\u00fdm provozem) a\u00a0tepeln\u00e9 elektr\u00e1rny, prvky kritick\u00e9 infrastruktury;<\/li>\n<li>Skupina B \u2013 z\u00e1sobov\u00e1n\u00ed obyvatelstva pitnou vodou, v\u00fdznamn\u00e9 pr\u016fmyslov\u00e9 podniky a\u00a0\u017eivo\u010di\u0161n\u00e1 zem\u011bd\u011blsk\u00e1 prvov\u00fdroba<sup>2<\/sup>;<\/li>\n<li>Skupina C \u2013 pr\u016fmyslov\u00e9 podniky oblastn\u00edho v\u00fdznamu;<\/li>\n<li>Skupina D \u2013 ostatn\u00ed zem\u011bd\u011blsk\u00e1 prvov\u00fdroba;<\/li>\n<li>Skupina E \u2013 ostatn\u00ed u\u017e\u00edv\u00e1n\u00ed vod.<\/li>\n<\/ol>\n<p>P\u0159ij\u00edm\u00e1n\u00ed opat\u0159en\u00ed, p\u0159i nich\u017e doch\u00e1z\u00ed k\u00a0omezen\u00ed pr\u00e1v u\u017eivatel\u016f vody s\u00a0platn\u00fdm vodopr\u00e1vn\u00edm rozhodnut\u00edm, by m\u011blo odpov\u00eddat t\u00e9to hierarchii.<\/p>\n<p>Po vzniku stavu nedostatku vody je zah\u00e1jena nebo pokra\u010duje informa\u010dn\u00ed kampa\u0148 (ve\u0159ejnost, u\u017eivatel\u00e9), jsou aktualizov\u00e1ny informace o\u00a0pot\u0159eb\u011b vody v\u00fdznamn\u00fdch u\u017eivatel\u016f, zaji\u0161t\u011bn monitoring mno\u017estv\u00ed a\u00a0jakosti vodn\u00edch zdroj\u016f, p\u0159ipravov\u00e1na technick\u00e1 a\u00a0organiza\u010dn\u00ed opat\u0159en\u00ed.<\/p>\n<p>V\u00a0situaci, kdy se sucho projevuje napjatou bilanc\u00ed p\u0159i pln\u011bn\u00ed n\u00e1rok\u016f na odb\u011bry nebo pro zachov\u00e1n\u00ed minim\u00e1ln\u00edch z\u016fstatkov\u00fdch pr\u016ftok\u016f nebo minim\u00e1ln\u00edch hladin podzemn\u00ed vody, je podle pl\u00e1nu p\u0159edev\u0161\u00edm omezov\u00e1no obecn\u00e9 nakl\u00e1d\u00e1n\u00ed s\u00a0vodami, jsou zav\u00e1d\u011bna opat\u0159en\u00ed p\u0159edev\u0161\u00edm za \u00fa\u010delem omezen\u00ed spot\u0159eby (technologick\u00e1 opat\u0159en\u00ed na stran\u011b pr\u016fmyslov\u00fdch u\u017eivatel\u016f) a\u00a0p\u0159erozd\u011blov\u00e1n\u00ed z\u00e1sob vody, navrhov\u00e1ny mimo\u0159\u00e1dn\u00e9 manipulace na vodn\u00edch d\u00edlech, omezov\u00e1ny odb\u011bry m\u00e9n\u011b v\u00fdznamn\u00fdch u\u017eivatel\u016f podle hierarchie dan\u00e9 pl\u00e1nem.<\/p>\n<p>P\u0159i dal\u0161\u00edm poklesu vodn\u00edch zdroj\u016f m\u016f\u017ee doch\u00e1zet k\u00a0vzniku \u0161kod v\u011bt\u0161\u00edho rozsahu nebo ohro\u017een\u00ed \u017eivot\u016f a\u00a0majetku v\u00a0d\u016fsledku nedostatku vody pro z\u00e1sobov\u00e1n\u00ed pitnou vodou, zaji\u0161t\u011bn\u00ed provozu krizov\u00e9 infrastruktury a\u00a0v\u00fdznamn\u00fdch podnik\u016f.
