For translation or more information on this topic, please contact author.<\/h4>\n<p>V\u00a0r\u00e1mci opat\u0159en\u00ed zam\u011b\u0159en\u00fdch na aktu\u00e1ln\u00ed problematiku zm\u00edrn\u011bn\u00ed povod\u0148ov\u00fdch \u0161kod vyvolan\u00fdch v\u00fdskytem v\u00fdznamn\u00e9ho obdob\u00ed sucha se pozornost soust\u0159edila mj. na p\u0159evody vody mezi d\u00edl\u010d\u00edmi povod\u00edmi vodn\u00edch tok\u016f. Z\u00a0vodohospod\u00e1\u0159sk\u00e9ho hlediska jde o\u00a0prvek, kter\u00fd umo\u017e\u0148uje v\u00a0r\u00e1mci vodohospod\u00e1\u0159sk\u00fdch soustav obohatit jejich koncep\u010dn\u00ed \u0159e\u0161en\u00ed, pop\u0159. zv\u00fd\u0161it celkov\u00fd efekt komplexn\u00edch opat\u0159en\u00ed. V\u00a0minulosti bylo jeho pou\u017eit\u00ed pom\u011brn\u011b \u010dast\u00e9, a\u0165 se ji\u017e jedn\u00e1 o\u00a0z\u00e1sobov\u00e1n\u00ed vodou (vod\u00e1rensk\u00e9 soustavy, hydroenergetika, hydromeliorace, pop\u0159. dal\u0161\u00ed), \u010di ochranu p\u0159ed povodn\u011bmi.<\/p>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2017\/06\/IMAG0174.jpg\" rel=\"shadowbox[sbpost-3526];player=img;\"><img decoding=\"async\" width=\"800\" height=\"370\" class=\"alignnone size-full wp-image-3521 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2017\/06\/IMAG0174.jpg\" alt=\"IMAG0174\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2017\/06\/IMAG0174.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2017\/06\/IMAG0174-300x139.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2017\/06\/IMAG0174-768x355.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/370;\" \/><\/a>\n<p>V\u00a0hydrologick\u00fdch pom\u011brech na\u0161eho st\u00e1tu p\u0159itom nem\u016f\u017eeme o\u010dek\u00e1vat v\u00fdrazn\u00e9 odli\u0161nosti v\u00a0\u010dasov\u00e9m pr\u016fb\u011bhu pr\u016ftoku ve vodn\u00edch toc\u00edch, zejm\u00e9na ve vztahu k\u00a0v\u00fdskytu sucha. Lapid\u00e1rn\u011b \u0159e\u010deno, nem\u00e1 smysl budovat p\u0159evody vody, kdy\u017e v\u00a0obdob\u00ed sucha neexistuje p\u0159ebytek pr\u016ftoku, kter\u00fd by pos\u00edlil pr\u016ftokov\u011b rovn\u011b\u017e deficitn\u00ed sousedn\u00ed (pop\u0159. i\u00a0vzd\u00e1len\u011bj\u0161\u00ed) vodn\u00ed tok. V\u00a0r\u00e1mci p\u0159evod\u016f je akumulace vody v\u00a0soustav\u011b nezbytn\u00e1 (s\u00a0v\u00fdjimkou p\u0159evod\u016f povod\u0148ov\u00fdch pr\u016ftok\u016f).<\/p>\n<p>Z\u00a0metodick\u00e9ho hlediska by asi bylo zaj\u00edmav\u00e9 zab\u00fdvat se typologi\u00ed p\u0159evod\u016f vody, upozornit na zaj\u00edmav\u00e9 vztahy, resp. podrobnosti. P\u0159edm\u011btem t\u00e9to technick\u00e9 informace v\u0161ak je p\u0159edb\u011b\u017en\u00e9 ocen\u011bn\u00ed vodohospod\u00e1\u0159sk\u00e9ho efektu p\u0159evod\u016f vody posiluj\u00edc\u00edch vlastn\u00ed hydrologick\u00fd potenci\u00e1l v\u00a0soustav\u00e1ch zaji\u0161\u0165uj\u00edc\u00edch odb\u011bry vody v\u010detn\u011b nadlep\u0161en\u00ed minim\u00e1ln\u00edch pr\u016ftok\u016f. Obecn\u00e9 vodohospod\u00e1\u0159sk\u00e9 \u0159e\u0161en\u00ed n\u00e1dr\u017e\u00ed s\u00a0p\u0159evody vody bylo zve\u0159ejn\u011bno nap\u0159. ve sborn\u00edku z\u00a0odborn\u00e9 konference \u010cSVTS v\u00a0Teplic\u00edch v\u00a0roce 1988 (V. Bro\u017ea).<\/p>\n<p>Jako zaj\u00edmavost je mo\u017eno p\u0159ipomenout velmi v\u00fdznamn\u00e9 p\u0159evody vody vybudovan\u00e9 po\u010d\u00e1tkem 16. stolet\u00ed u\u00a0n\u00e1s. Byl to p\u0159edev\u0161\u00edm n\u011bkdy opom\u00edjen\u00fd Opatovick\u00fd kan\u00e1l spojen\u00fd se jm\u00e9ny Vil\u00e9ma z\u00a0Pern\u0161tejna a\u00a0jeho fi\u0161mistra Kun\u00e1ta Dob\u0159ensk\u00e9ho. Ten ostatn\u011b byl u\u010ditelem \u0160t\u011bp\u00e1nka Netolick\u00e9ho, stavitele Zlat\u00e9 stoky na T\u0159ebo\u0148sku. D\u00e9lka t\u011bchto um\u011bl\u00fdch vodote\u010d\u00ed se bl\u00ed\u017eila 50\u2008km. Podobnou d\u00e9lku m\u011bl o\u00a0t\u0159i sta let pozd\u011bji tzv. Schwarzenbersk\u00fd kan\u00e1l J. Rosenauera, slou\u017e\u00edc\u00ed zejm\u00e9na k\u00a0plaven\u00ed d\u0159\u00edv\u00ed ze \u0160umavy do V\u00eddn\u011b, a\u00a0j\u00edm\u017e tekla \u0161umavsk\u00e1 voda (z\u00a0evropsk\u00e9ho povod\u00ed Labe) do Dunaje. P\u0159evody vody se pou\u017e\u00edvaly v\u00a0z\u00e1jmu t\u011b\u017eby a\u00a0zpracov\u00e1n\u00ed rud, pozd\u011bji ve vztahu ke glob\u00e1ln\u00edmu rozvoji pr\u016fmyslu (energetiky) v\u00a0zem\u011bd\u011blstv\u00ed atd. a\u00a0v\u00a0hojn\u00e9 m\u00ed\u0159e v\u00a0r\u00e1mci vodohospod\u00e1\u0159sk\u00e9 v\u00fdstavby 20.\u00a0stolet\u00ed.<\/p>\n<h2>Racion\u00e1ln\u00ed \u00favahy o\u00a0o\u010dek\u00e1van\u00e9m vodohospod\u00e1\u0159sk\u00e9m efektu p\u0159evodu vody<\/h2>\n<p>P\u0159edm\u011btem \u00favah je o\u010dek\u00e1van\u00e9 zv\u00fd\u0161en\u00ed odb\u011bru (odtoku) vody z\u00a0vybudovan\u00e9 n\u00e1dr\u017ee po realizaci p\u0159evodu vody z\u00a0vodn\u00edho toku mimo vlastn\u00ed povod\u00ed n\u00e1dr\u017ee. Jde tedy o\u00a0\u201epos\u00edlen\u00ed\u201c hydrologick\u00e9ho potenci\u00e1lu vlastn\u00edho povod\u00ed n\u00e1dr\u017ee. Takov\u00e9 p\u0159edb\u011b\u017en\u00e9 zhodnocen\u00ed je u\u017eite\u010dn\u00e9 prov\u00e9st v\u00a0p\u0159edstihu p\u0159ed podrobn\u00fdm vodohospod\u00e1\u0159sk\u00fdm \u0159e\u0161en\u00edm.<\/p>\n<p>Pro objasn\u011bn\u00ed z\u00e1kladn\u00edch vztah\u016f vyjdeme z\u00a0p\u0159edstavy dvou hydrologicky rovnocenn\u00fdch vodn\u00edch tok\u016f s\u00a0dlouhodob\u00fdm pr\u016fm\u011brn\u00fdm pr\u016ftokem Q<sub>a<\/sub>\u00a0=\u00a01\u2008m<sup>3<\/sup>\/s\u00a0a\u00a0Q<sub>355d<\/sub> = 0,15\u2008m<sup>3<\/sup>\/s, kter\u00fd budeme sou\u010dasn\u011b uva\u017eovat jako minim\u00e1ln\u00ed z\u016fstatkov\u00fd pr\u016ftok. Na jednom z\u00a0vodn\u00edch tok\u016f je vybudov\u00e1na vodn\u00ed n\u00e1dr\u017e se z\u00e1sobn\u00edm objemem zaji\u0161\u0165uj\u00edc\u00edm v\u00fdrazn\u00e9 sezonn\u00ed (ro\u010dn\u00ed) vyrovn\u00e1n\u00ed (\u03b1 = 0,4).<\/p>\n<p>V\u00a0teoretick\u00e9m n\u00e1vrhov\u00e9m obdob\u00ed, kter\u00e9 bylo zvoleno, jsou na obou vodn\u00edch toc\u00edch shodn\u00e9 \u010dasov\u00e9 pr\u016fb\u011bhy pr\u016ftok\u016f. Je logick\u00e9, \u017ee za stavu, kdy p\u016fvodn\u00ed p\u0159\u00edtok do n\u00e1dr\u017ee poklesne pod hodnotu odb\u011bru a\u00a0n\u00e1dr\u017e by se za\u010dala pr\u00e1zdnit kv\u016fli p\u0159evodu, m\u016f\u017ee b\u00fdt z\u00e1sobn\u00ed objem po jistou dobu udr\u017eov\u00e1n pln\u00fd. K\u00a0pr\u00e1zdn\u011bn\u00ed dojde a\u017e po poklesu vlastn\u00edho p\u0159\u00edtoku do n\u00e1dr\u017ee a\u00a0p\u0159ev\u00e1d\u011bn\u00e9ho pr\u016ftoku pod hodnotu odb\u011bru. Jakmile pr\u016ftok v\u00a0m\u00edst\u011b p\u0159evodu bude men\u0161\u00ed ne\u017e minim\u00e1ln\u00ed z\u016fstatkov\u00fd pr\u016ftok (0,15\u2008m<sup>3<\/sup>\/s), nebude p\u0159evod ve funkci. Vy\u0161rafovan\u00e1 plocha (1) ve schematick\u00e9m <em>obr. 1.<\/em> p\u0159edstavuje prvn\u00ed \u010d\u00e1st pr\u016ftokov\u00e9 dotace pro n\u00e1dr\u017e. Dal\u0161\u00ed efekt bude mo\u017en\u00fd a\u017e po zlep\u0161en\u00ed pr\u016ftokov\u00fdch pom\u011br\u016f, kdy bude op\u011bt mo\u017eno vodu p\u0159ev\u00e1d\u011bt (2). Z\u00e1sobn\u00ed objem se bude d\u00e1le pr\u00e1zdnit, d\u00edky dal\u0161\u00edmu p\u0159eveden\u00e9mu objemu pr\u016ftoku nedojde k\u00a0tak v\u00fdrazn\u00e9mu vypr\u00e1zdn\u011bn\u00ed jako v\u00a0p\u0159\u00edpad\u011b n\u00e1dr\u017ee bez p\u0159evodu. Rozd\u00edl ve vypr\u00e1zdn\u011bn\u00ed z\u00e1sobn\u00edho objemu \u2206V kvantitativn\u011b vyjad\u0159uje vodohospod\u00e1\u0159sk\u00fd p\u0159\u00ednos p\u0159evodu. Uspo\u0159en\u00fd objem je mo\u017eno p\u0159ev\u00e9st na o\u010dek\u00e1van\u00e9 zv\u011bt\u0161en\u00ed n\u00e1vrhov\u00e9ho odtoku tak, \u017ee odhadneme dobu pr\u00e1zdn\u011bn\u00ed n\u00e1dr\u017ee (T<sub>v<\/sub>). Ve zvolen\u00e9m p\u0159\u00edkladu jsme dosp\u011bli k\u00a0p\u0159\u00ednosu 0,075\u2008m<sup>3<\/sup>\/s, co\u017e je 30\u2009% p\u016fvodn\u00edho (projektov\u00e9ho) odb\u011bru. I\u00a0kdy\u017e\u00a0jedin\u00fd v\u00fdsledek nem\u016f\u017ee b\u00fdt podkladem pro hodnocen\u00ed, ukazuje sice na vcelku pozitivn\u00ed p\u0159\u00ednos p\u0159evodu vody, av\u0161ak ve srovn\u00e1n\u00ed s\u00a0efektem nov\u00e9 n\u00e1dr\u017ee, kter\u00e1 by se v\u00a0m\u00edst\u011b p\u0159evodu vybudovala, je to podstatn\u011b men\u0161\u00ed vodohospod\u00e1\u0159sk\u00fd efekt. Uv\u00e1\u017e\u00edme-li d\u00e1le, \u017ee vodohospod\u00e1\u0159sk\u00e9 studie, v\u00a0nich\u017e se do funkce vybudovan\u00fdch z\u00e1sobn\u00edch n\u00e1dr\u017e\u00ed prom\u00edtl dopad zm\u011bny klimatu na pr\u016ftokov\u00e9 pom\u011bry, ukazovaly na pokles odb\u011br\u016f rovn\u011b\u017e zhruba o\u00a030\u2009%, p\u0159\u00edli\u0161n\u00fd optimismus ve vztahu k\u00a0p\u0159evod\u016fm vody v\u00a0na\u0161ich hydrologick\u00fdch pom\u011brech nen\u00ed na m\u00edst\u011b. Je z\u0159ejm\u00e9, \u017ee negativn\u00ed vliv na efekt p\u0159evodu v\u017edy bude m\u00edt trv\u00e1n\u00ed extr\u00e9mn\u011b such\u00e9ho (m\u00e1lo vodn\u00e9ho) obdob\u00ed, kdy dotace ve prosp\u011bch hospoda\u0159en\u00ed s\u00a0vodou v\u00a0n\u00e1dr\u017ei nebude p\u0159\u00edpustn\u00e1.
