In\u00a0Magdeburg on\u00a016th January 2024, the handover ceremony took place of\u00a0the\u00a0presidency of\u00a0the International Commission for the Protection of\u00a0the Elbe River (ICPER). The Czech Republic took over from the Federal Republic of\u00a0Germany for the\u00a0next three years. Ing Tom\u00e1\u0161 Fojt\u00edk, who is\u00a0Director of\u00a0T. G. Masaryk Water Research Institute (TGM WRI), was appointed as\u00a0the new president with the agreement of\u00a0the contracting parties. The TGM WRI employees are internationally recognized and long-term leaders, spokespeople, and members of\u00a0working groups and expert groups, who significantly participate in\u00a0the Commission\u2019s\u00a0activities and direction. This fact underlines the significance and importance of\u00a0this research organization of\u00a0the Ministry of\u00a0the Environment as\u00a0well as\u00a0the actual research. Since the ICPER establishment in\u00a01990, Ing. Tom\u00e1\u0161 Fojt\u00edk is\u00a0the fifth president of\u00a0the Commission from the Czech Republic.<\/p>\n\"\"<\/a>\n

The task of\u00a0the new president will be\u00a0to\u00a0support the activities of\u00a0working groups and expert groups within the ICPER, especially in\u00a0the implementation of\u00a0the EU\u00a0Water Framework Directive and the Floods Directive. He\u00a0will also focus on\u00a0the\u00a0issue of\u00a0sediments and nutrients and the development of\u00a0the International Elbe Monitoring Programme, the International Elbe Warning and Alarm Plan, and the\u00a0Special International Elbe Monitoring Programme for monitoring water quality in\u00a0the event of\u00a0an\u00a0extreme hydrological situation.<\/p>\n

Ing Tom\u00e1\u0161 Fojt\u00edk says to\u00a0his appointment: \u201cFor me, the appointment to\u00a0the position of\u00a0the ICPER president is\u00a0a\u00a0great honour, but also a\u00a0commitment. International cooperation has always been important to\u00a0me, because only through it\u00a0can we\u00a0contribute to\u00a0the overall improvement of\u00a0the environment. Our efforts in\u00a0this area should have no\u00a0boundaries because water does not know them either.\u201d<\/p>\n

Although this year ICPER only organizes internal events, in 2025 it is planning to hold two important water management events aimed at the general public as well. The first is the International Elbe Forum, which will be held in \u00dast\u00ed nad Labem on 2\u20133 April 2025. The Elbe Forum aims to support the compilation of the International Management Plan for the Elbe River Basin District and at the same time contributes to mediating planning results and their implementation. Since 2013, the Forum has also been used for the implementation of the Floods Directive and the elaboration of the International Flood Risk Management Plan for the Elbe River Basin District. The second important event, which will take place in 2025 under the Czech Republic\u2019s presidency, is Magdeburg Seminar on Water Protection. It was first held in Magdeburg in 1988, and since 1992 it has been held alternately in the Czech Republic and Germany. Over the years, it has gained a reputation as one of the most important professional and scientific events in the field\u00a0of\u00a0water protection in\u00a0the\u00a0Elbe basin. The attractiveness of\u00a0the seminar is\u00a0evidenced by\u00a0the\u00a0number of\u00a0active participants. In\u00a02023 alone, 190 interested parties from the\u00a0Czech Republic and Germany accepted the invitation. The Magdeburg Seminar on\u00a0Water Protection 2025 will be\u00a0held on\u00a08\u20139 October.<\/p>\n\"\"<\/a>\n

ICPER was founded on\u00a08th October 1990. In\u00a0addition to\u00a0the Czech Republic and the Federal Republic of\u00a0Germany, the founding and contracting parties also include the European Union, which was a contracting party to\u00a0the ICPER until 30th April 2004; that is, until the date of\u00a0the Czech Republic\u2018s entry into the European Union on\u00a01st May 2004. The main goals of\u00a0ICPER activities are water use, primarily enabling drinking water from bank infiltration and agricultural use of\u00a0water and sediments, achieving the most natural ecosystem possible with a healthy abundance of\u00a0species and, last but not least, permanently reducing the load on\u00a0the North Sea from the Elbe basin.<\/span><\/p>\n
