For translation or more information on this topic, please contact author.<\/h4>\n<p>&nbsp;<\/p>\n<h4>Jak byste zhodnotil sv\u016fj prvn\u00ed rok ve funkci \u0159editele SOVAK \u010cR?<\/h4>\n<p>P\u0159esto\u017ee rok je v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed velice kr\u00e1tk\u00e1 doba, poda\u0159ilo se n\u00e1m za toto kr\u00e1tk\u00e9 obdob\u00ed mnoho v\u011bc\u00ed, kter\u00e9 v\u00a0souladu s\u00a0novou\u00a0koncepc\u00ed a\u00a0z\u00e1m\u011bry p\u0159edstavenstva posunuly \u010dinnost na\u0161eho sdru\u017een\u00ed na kvalitativn\u011b vy\u0161\u0161\u00ed \u00farove\u0148, kter\u00e1 ji\u017e odpov\u00edd\u00e1 asociaci republikov\u00e9ho v\u00fdznamu podle evropsk\u00fdch standard\u016f.<\/p>\n<p>Na \u00favod je t\u0159eba si uv\u011bdomit, \u017ee SOVAK \u010cR, resp. jeho \u010dlenov\u00e9 z\u00e1sobuj\u00ed kvalitn\u00ed pitnou vodou p\u0159es 9\u2008mil. obyvatel, odv\u00e1d\u011bj\u00ed odpadn\u00ed vody pro t\u00e9m\u011b\u0159 8\u2008mil. obyvatel a\u00a0p\u0159es 98\u2005% t\u011bchto odpadn\u00edch vod \u010dist\u00ed. V\u00a0cel\u00e9m tomto procesu je zapojeno cca\u00a0250 tis\u00edc pracovn\u00edk\u016f. D\u016fle\u017eit\u00e9 pro na\u0161i \u010dinnost tak\u00e9 je, \u017ee cca\u00a085\u2005% ve\u0161ker\u00e9 vod\u00e1rensk\u00e9 infrastruktury pat\u0159\u00ed obc\u00edm a\u00a0m\u011bst\u016fm \u010di jejich svazk\u016fm. V\u00a0pr\u016fb\u011bhu roku jsme se p\u0159em\u00edstili do nov\u00fdch prostor na K\u0159\u00ed\u017eovnick\u00e9m n\u00e1m\u011bst\u00ed v\u00a0sousedstv\u00ed na\u0161ich b\u00fdval\u00fdch kancel\u00e1\u0159\u00ed na Novotn\u00e9ho l\u00e1vce, kter\u00e9 ji\u017e pln\u011b spl\u0148uj\u00ed po\u017eadavky na kvalitn\u00ed pracovn\u00ed prost\u0159ed\u00ed v\u010detn\u011b pat\u0159i\u010dn\u00e9ho z\u00e1zem\u00ed. Najeli jsme na nov\u00fd komunika\u010dn\u00ed syst\u00e9m s\u00a0pln\u00fdm zabezpe\u010den\u00edm a\u00a0mo\u017enost\u00ed sd\u00edlen\u00ed dat a\u00a0informac\u00ed. Do\u0161lo k\u00a0person\u00e1ln\u00edmu pos\u00edlen\u00ed jak redakce, tak odborn\u00e9ho t\u00fdmu.<\/p>\n<p>V\u00a0souladu s\u00a0nov\u00fdmi p\u0159edpisy do\u0161lo na jarn\u00ed valn\u00e9 hromad\u011b SOVAK \u010cR k\u00a0p\u0159em\u011bn\u011b na\u0161eho sdru\u017een\u00ed na spolek, \u00faprav\u011b Stanov a\u00a0volb\u011b nov\u00fdch org\u00e1n\u016f spolku.<\/p>\n<p>Z\u00a0d\u016fvodu prosazov\u00e1n\u00ed na\u0161ich z\u00e1jm\u016f byly pro SOVAK \u010cR nesm\u00edrn\u011b d\u016fle\u017eit\u00e9 podpisy jednak Memoranda o\u00a0spolupr\u00e1ci se Svazem m\u011bst a\u00a0obc\u00ed \u010cR o\u00a0spolupr\u00e1ci, a\u00a0d\u00e1le pak podpis Smlouvy o\u00a0sou\u010dinnosti s\u00a0Odborov\u00fdm sdru\u017een\u00edm d\u0159evozpracuj\u00edc\u00edho, lesn\u00edho a\u00a0vodn\u00edho hospod\u00e1\u0159stv\u00ed. Na\u0161\u00edm z\u00e1jmem je dlouhodob\u011b uplat\u0148ovat na\u0161e odborn\u00e1 stanoviska p\u0159ed a\u00a0v\u00a0pr\u016fb\u011bhu tvorby legislativy. V\u017edy\u0165 v\u00a0na\u0161ich patn\u00e1cti odborn\u00fdch komis\u00edch pracuje p\u0159es 250 odborn\u00edk\u016f a\u00a0expert\u016f z\u00a0oboru, kte\u0159\u00ed maj\u00ed i\u00a0dlouholetou zku\u0161enost z\u00a0provozu. D\u016fle\u017eitost t\u011bchto smluv vystupuje do pop\u0159ed\u00ed d\u00edky\u00a0velmi mal\u00e9mu z\u00e1jmu ministerstev zapojit n\u00e1s jako odborn\u00e9ho konzultanta ji\u017e p\u0159i p\u0159\u00edprav\u011b legislativy spojen\u00e9 s\u00a0na\u0161\u00edm oborem.<\/p>\n<h4>Jak\u00e9 zm\u011bny chyst\u00e1te na dal\u0161\u00ed obdob\u00ed?<\/h4>\n<p>Velk\u00fdm c\u00edlem do budoucna je tedy to, aby se SOVAK \u010cR stal povinn\u011b p\u0159ipom\u00ednkov\u00fdm m\u00edstem p\u0159i p\u0159\u00edprav\u011b nov\u00fdch z\u00e1kon\u016f, na\u0159\u00edzen\u00ed vl\u00e1dy, vyhl\u00e1\u0161ek a\u00a0r\u016fzn\u00fdch jin\u00fdch materi\u00e1l\u016f na vl\u00e1dn\u00ed \u010di ministersk\u00e9 \u00farovni, kter\u00e9 se dot\u00fdkaj\u00ed oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed. Tak\u00e9 chceme zintenzivnit spolupr\u00e1ci s\u00a0partnersk\u00fdmi organizacemi, a\u0165 u\u017e je to Svaz m\u011bst a\u00a0obc\u00ed \u010cR, Sdru\u017een\u00ed m\u00edstn\u00edch samospr\u00e1v, Hospod\u00e1\u0159sk\u00e1 komora \u010cR, Odborov\u00fd svaz pracovn\u00edk\u016f d\u0159evozpracuj\u00edc\u00edch odv\u011btv\u00ed, lesn\u00edho a\u00a0vodn\u00edho hospod\u00e1\u0159stv\u00ed v\u00a0\u010cR a\u00a0\u0159ady dal\u0161\u00edch. Na\u0161\u00ed snahou je rovn\u011b\u017e zintenzivnit debatu o\u00a0dal\u0161\u00edm sm\u011b\u0159ov\u00e1n\u00ed oboru vodovod\u016f a\u00a0kanalizac\u00ed, a\u00a0to v\u00a0r\u00e1mci na\u0161eho sdru\u017een\u00ed p\u0159es na\u0161e odborn\u00e9 komise, \u010di diskus\u00ed s\u00a0\u0161irokou odbornou ve\u0159ejnost\u00ed. V\u00a0z\u00e1\u0159\u00ed tohoto roku jsme nap\u0159\u00edklad zah\u00e1jili debatu o\u00a0mo\u017enostech termochemick\u00e9ho zpracov\u00e1n\u00ed kal\u016f, prvn\u00ed ohlasy byly veskrze pozitivn\u00ed. Do budoucna se chceme intenzivn\u011bji v\u011bnovat i\u00a0dal\u0161\u00edm t\u00e9mat\u016fm, nap\u0159\u00edklad v\u00fdskytu l\u00e1tek souhrnn\u011b ozna\u010dovan\u00fdch jako p\u0159\u00edpravky pro ochranu rostlin ve vodn\u00edm prost\u0159ed\u00ed. Velk\u00fdm t\u00e9matem do budoucna je i\u00a0cena vody v\u00a0prost\u0159ed\u00ed neust\u00e1le se sni\u017euj\u00edc\u00ed spot\u0159eby vody v\u00a0\u010cR, kter\u00e1 se dot\u00fdk\u00e1 nejen provozovatel\u016f vodovod\u016f a\u00a0kanalizac\u00ed, ale ve zna\u010dn\u00e9 m\u00ed\u0159e nap\u0159\u00edklad i\u00a0st\u00e1tn\u00edch podnik\u016f Povod\u00ed.<\/p>\n<h4>Jak se SOVAK \u010cR d\u00edv\u00e1 na lo\u0148sk\u00e9 sucho a\u00a0jak na problematiku nahl\u00ed\u017eej\u00ed \u010dlenov\u00e9 SOVAK \u010cR, pop\u0159.\u00a0jak se s\u00a0n\u00ed vypo\u0159\u00e1d\u00e1vaj\u00ed?<\/h4>\n<p>S\u00a0negativn\u00edmi projevy sucha, kter\u00e9 postihlo \u010ceskou republiku v\u00a0roce 2015, se pot\u00fdkali tak\u00e9 jednotliv\u00ed \u010dlenov\u00e9 SOVAK \u010cR. Z\u00a0tohoto d\u016fvodu SOVAK \u010cR zpracoval studii, kter\u00e1 shrnuje zku\u0161enosti nejv\u011bt\u0161\u00edch provozovatel\u016f a\u00a0vlastn\u00edk\u016f vodohospod\u00e1\u0159sk\u00e9 infrastruktury v\u00a0nejposti\u017een\u011bj\u0161\u00edch oblastech \u010cR, a\u00a0to jak z\u00a0pohledu z\u00e1sobov\u00e1n\u00ed obyvatelstva pitnou vodou, tak i\u00a0z\u00a0pohledu odv\u00e1d\u011bn\u00ed a\u00a0\u010di\u0161t\u011bn\u00ed odpadn\u00edch vod. Na z\u00e1klad\u011b z\u00edskan\u00fdch zku\u0161enost\u00ed jednotliv\u00fdch \u010dlen\u016f SOVAK \u010cR mohu jednozna\u010dn\u011b konstatovat, \u017ee s\u00a0n\u00e1sledky sucha je schopna se mnohem l\u00e9pe vyrovnat velk\u00e1 spole\u010dnost vlastn\u00edc\u00ed \u010di provozuj\u00edc\u00ed vodohospod\u00e1\u0159skou infrastrukturu, kter\u00e1 m\u00e1 k\u00a0dispozici nejen v\u00edce zdroj\u016f vod pro v\u00fdrobu vody pitn\u00e9, \u00fapraven vod, odpov\u00eddaj\u00edc\u00ed technick\u00e9 z\u00e1zem\u00ed a\u00a0vybaven\u00ed, ale tak\u00e9 i\u00a0zku\u0161en\u00e9 a\u00a0kvalifikovan\u00e9 pracovn\u00edky (technici, technologov\u00e9, vodohospod\u00e1\u0159i\u00a0atd.), kte\u0159\u00ed dok\u00e1\u017e\u00ed l\u00e9pe zvl\u00e1dnout nep\u0159\u00edzniv\u00e9 podm\u00ednky pro \u0159\u00e1dn\u00fd provoz vodovod\u016f a\u00a0kanalizac\u00ed. Jako naprosto z\u00e1sadn\u00ed pro p\u0159ekon\u00e1n\u00ed nep\u0159\u00edzniv\u00fdch n\u00e1sledk\u016f sucha se pak ukazuje syst\u00e9m propojen\u00fdch vodohospod\u00e1\u0159sk\u00fdch celk\u016f, kter\u00fd l\u00e9pe dok\u00e1\u017ee \u010delit p\u0159\u00edpadn\u00fdm v\u00fdpadk\u016fm lok\u00e1ln\u00edch zdroj\u016f vod. S\u00a0propojov\u00e1n\u00edm vodohospod\u00e1\u0159sk\u00fdch soustav v\u0161ak souvis\u00ed \u0159ada technick\u00fdch, ale i\u00a0majetkopr\u00e1vn\u00edch probl\u00e9m\u016f. V\u00a0sou\u010dasn\u00e9 dob\u011b se na \u00fazem\u00ed \u010cesk\u00e9 republiky nach\u00e1z\u00ed deset vod\u00e1rensk\u00fdch soustav, kter\u00e9 z\u00e1sobuj\u00ed vodou p\u0159es 3 miliony obyvatel \u010cR a\u00a0d\u00e1le des\u00edtky oblastn\u00edch nebo region\u00e1ln\u00edch skupinov\u00fdch vodovod\u016f. Tato p\u00e1te\u0159n\u00ed vodohospod\u00e1\u0159sk\u00e1 infrastruktura byla vybudov\u00e1na v\u00a0\u0161edes\u00e1t\u00fdch a\u017e sedmdes\u00e1t\u00fdch letech minul\u00e9ho stolet\u00ed, jej\u00ed \u017eivotnost v\u00a0sou\u010dasn\u00e9 dob\u011b kon\u010d\u00ed nebo skon\u010d\u00ed v\u00a0nejbli\u017e\u0161\u00edch letech. Vzhledem k\u00a0objemu nutn\u00fdch finan\u010dn\u00edch prost\u0159edk\u016f nelze po\u010d\u00edtat s\u00a0t\u00edm, \u017ee by rekonstrukce mohla b\u00fdt zaji\u0161t\u011bna jen z\u00a0prost\u0159edk\u016f vybran\u00fdch za vodn\u00e9, obzvl\u00e1\u0161t\u011b v\u00a0situaci, kdy \u010dasto mal\u00e1 spole\u010dnost vlastn\u011bn\u00e1 m\u011bstem \u010di obc\u00ed m\u00e1 ve sv\u00e9m vlastnictv\u00ed i\u00a0zna\u010dnou \u010d\u00e1st t\u00e9to p\u00e1te\u0159n\u00ed infrastruktury. Z\u00a0tohoto d\u016fvodu jsem p\u0159esv\u011bd\u010den, \u017ee mezi hlavn\u00ed opat\u0159en\u00ed pro zm\u00edrn\u011bn\u00ed negativn\u00edch dopad\u016f sucha by tak jednozna\u010dn\u011b m\u011bly pat\u0159it i\u00a0rekonstrukce, budov\u00e1n\u00ed a\u00a0propojov\u00e1n\u00ed p\u00e1te\u0159n\u00edch vodohospod\u00e1\u0159sk\u00fdch soustav a\u00a0u\u017e\u0161\u00ed ekonomicko\u00ad\u2011technick\u00e1 spolupr\u00e1ce jednotliv\u00fdch spole\u010dnost\u00ed vlastn\u00edk\u016f a\u00a0provozovatel\u016f vodohospod\u00e1\u0159sk\u00e9 infrastruktury.<\/p>\n<h4>Jak SOVAK \u010cR hodnot\u00ed nov\u00fd Opera\u010dn\u00ed program \u017divotn\u00ed prost\u0159ed\u00ed (OP\u017dP) 2014\u20132020 z\u00a0hlediska vyu\u017eitelnosti pro \u010dleny v\u00a0praxi?<\/h4>\n<p>SOVAK \u010cR velice intenzivn\u011b vn\u00edm\u00e1 pot\u0159ebu rekonstrukce a\u00a0v\u00fdstavby vodohospod\u00e1\u0159sk\u00e9 infrastruktury pro zaji\u0161t\u011bn\u00ed dod\u00e1vek kvalitn\u00ed pitn\u00e9 vody a\u00a0\u0159\u00e1dn\u00e9 \u010di\u0161t\u011bn\u00ed odpadn\u00edch vod v\u00a0souladu s\u00a0evropskou i\u00a0n\u00e1rodn\u00ed legislativou. V\u00edt\u00e1me jak\u00e9koliv finan\u010dn\u00ed prost\u0159edky investovan\u00e9 do vodohospod\u00e1\u0159sk\u00e9 infrastruktury, jej\u00ed\u017e hodnota v\u00a0\u010cesk\u00e9 republice dosahuje \u010d\u00e1stky 1 bilionu K\u010d. Na druh\u00e9 stran\u011b je pot\u0159eba konstatovat, \u017ee z\u00e1kladn\u00ed podm\u00ednky OP\u017dP programovac\u00edho obdob\u00ed 2014\u20132020 vych\u00e1zej\u00ed z\u00a0ji\u017e d\u0159\u00edve dojednan\u00fdch podm\u00ednek programovac\u00edho obdob\u00ed 2007\u20132013. Pr\u00e1v\u011b tyto podm\u00ednky rozd\u011blily na z\u00e1klad\u011b typu provozn\u00edho modelu a\u00a0d\u00e9lce trv\u00e1n\u00ed provozn\u00ed smlouvy jednotliv\u00e9 navrhovan\u00e9 projekty do t\u0159\u00ed kategori\u00ed: projekty spolufinancovateln\u00e9 z\u00a0OP\u017dP bez dal\u0161\u00edch dopl\u0148uj\u00edc\u00edch podm\u00ednek, projekty v\u00fdrazn\u011b omezen\u00e9 a\u00a0projekty takzvan\u011b ne\u017eadateln\u00e9. Vznikl tak trojkolejn\u00fd syst\u00e9m selektivn\u00ed podpory, kter\u00fd umo\u017enuje n\u011bkter\u00fdm \u010dlen\u016fm SOVAK \u010cR financovat rekonstrukce a\u00a0v\u00fdstavbu vodohospod\u00e1\u0159sk\u00e9 infrastruktury pln\u011b z\u00a0program\u016f OP\u017dP, n\u011bkter\u00fdm na\u0161im \u010dlen\u016fm za v\u00fdrazn\u011b omezuj\u00edc\u00edch podm\u00ednek a\u00a0n\u011bkter\u00fdm pak neumo\u017e\u0148uje spolufinancovat tolik pot\u0159ebn\u00e9 investice v\u016fbec. Jako druh\u00fd probl\u00e9m se v\u00a0praxi jev\u00ed i\u00a0speci\u00e1ln\u00ed finan\u010dn\u00ed modely, kter\u00e9 se uplat\u0148uj\u00ed pr\u00e1v\u011b pro projekty spolufinancovan\u00e9 z\u00a0OP\u017dP. Harmonizace postup\u016f cenotvorby z\u00a0hlediska form\u00e1ln\u00edch a\u00a0administrativn\u00edch postup\u016f nen\u00ed provedena, a\u010dkoliv mus\u00edm s\u00a0pot\u011b\u0161en\u00edm konstatovat, \u017ee navrhovan\u00fd zjednodu\u0161en\u00fd finan\u010dn\u00ed model p\u0159ipraven\u00fd z\u00e1stupci SF\u017dP, pota\u017emo M\u017dP pro programovac\u00ed obdob\u00ed 2014\u20132020 je krok spr\u00e1vn\u00fdm sm\u011brem, kter\u00fd v\u00edt\u00e1me.<\/p>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/12\/Rozhovor-2.jpg\" rel=\"shadowbox[sbpost-2727];player=img;\"><img decoding=\"async\" width=\"800\" height=\"533\" class=\"alignnone size-full wp-image-2681 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/12\/Rozhovor-2.jpg\" alt=\"rozhovor-2\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/12\/Rozhovor-2.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/12\/Rozhovor-2-300x200.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/12\/Rozhovor-2-768x512.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/533;\" \/><\/a>\n<h4>Jak\u00fd je n\u00e1zor SOVAK \u010cR na novelu vodn\u00edho z\u00e1kona t\u00fdkaj\u00edc\u00ed se poplatk\u016f za odb\u011br podzemn\u00edch vod a\u00a0jak\u00fd to bude m\u00edt vliv na cenu vodn\u00e9ho, t\u00edm mysl\u00edme i\u00a0na vod\u00e1rensk\u00fd syst\u00e9m vyu\u017e\u00edvaj\u00edc\u00ed povrchov\u00e9 vody k\u00a0\u00faprav\u011b na vodu pitnou?<\/h4>\n<p>Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed p\u0159ipravilo a\u00a0p\u0159edlo\u017eilo novelu vodn\u00edho z\u00e1kona, kter\u00e1 p\u016fvodn\u011b mimo jin\u00e9 navrhovala postupn\u011b do roku 2022 zv\u00fd\u0161it poplatek za odb\u011br podzemn\u00edch vod a\u017e na \u00farove\u0148 8\u2008K\u010d za m<sup>3<\/sup>. Je pravda, \u017ee poplatek za odb\u011br podzemn\u00edch vod je dnes ni\u017e\u0161\u00ed ne\u017e poplatek za odb\u011br vod povrchov\u00fdch, nap\u0159\u00edklad na \u00fazem\u00ed, kter\u00e9 spravuje Povod\u00ed Moravy,\u00a0s.\u00a0p., tento poplatek ji\u017e dnes \u010din\u00ed 6,65\u2008K\u010d bez DPH. Nemohu ale souhlasit, \u017ee by kv\u016fli rozd\u00edln\u00e9 v\u00fd\u0161i poplatk\u016f za odb\u011br povrchov\u00fdch a\u00a0podzemn\u00edch vod doch\u00e1zelo k\u00a0v\u00fdrazn\u00e9mu nadu\u017e\u00edv\u00e1n\u00ed, \u010di dokonce drancov\u00e1n\u00ed podzemn\u00edch vod pro v\u00fdrobu vody pitn\u00e9, jak ob\u010das z\u00a0n\u011bkter\u00fdch kruh\u016f zazn\u00edv\u00e1. Na \u00fazem\u00ed \u010cesk\u00e9 republiky je rozd\u011blen\u00ed zdroj\u016f podzemn\u00ed a\u00a0povrchov\u00e9 vody pro v\u00fdrobu vody pitn\u00e9 v\u00a0pom\u011bru cca\u00a01 : 1 ji\u017e \u0159adu let konstantn\u00ed, nav\u00edc jen mal\u00e1 \u010d\u00e1st provozovatel\u016f vod\u00e1rensk\u00e9 infrastruktury m\u00e1 d\u00edky vybudovan\u00e9 infrastruktu\u0159e re\u00e1lnou mo\u017enost ovlivnit zdroj vody pro v\u00fdrobu vody pitn\u00e9. Tak\u00e9 jsme m\u011bli oproti ministerstvu v\u00fdrazn\u011b odli\u0161n\u00fd n\u00e1zor na dopad zvy\u0161ov\u00e1n\u00ed poplatk\u016f za odb\u011br podzemn\u00edch vod, kde jsme nemohli p\u0159ijmout n\u00e1zor ministerstva o\u00a0dopadu max. 36\u2008K\u010d na osobu a\u00a0rok. Podle na\u0161ich propo\u010dt\u016f dopad na kone\u010dn\u00e9ho spot\u0159ebitele by toti\u017e nebylo pouh\u00e9 prost\u00e9 nav\u00fd\u0161en\u00ed poplatku, ale kone\u010dn\u00e9 prom\u00edtnut\u00ed v\u00a0cen\u011b za vodn\u00e9, kter\u00e9 by bylo d\u00edky technologick\u00e9 spot\u0159eb\u011b vody p\u0159i \u00faprav\u011b, ztr\u00e1t\u00e1m v\u00a0distribuci, zisku a\u00a0DPH o\u00a0v\u00edce jak 70\u2005% vy\u0161\u0161\u00ed, tedy n\u00e1r\u016fst poplatku o\u00a04\u2008K\u010d\/m<sup>3<\/sup> by byl fakticky n\u00e1r\u016fstem ceny o\u00a07\u2008K\u010d\/m<sup>3<\/sup>. Nav\u00edc p\u0159edm\u011btn\u00e1 novela navrhovala sn\u00ed\u017een\u00ed limitu zpoplatn\u011bn\u00ed men\u0161\u00edch odb\u011br\u016f, kter\u00e9 znamenalo pro mal\u00e1 s\u00eddla n\u00e1r\u016fst rovnou o\u00a06\u2008K\u010d\/m<sup>3<\/sup> (fakticky 10\u2008K\u010d\/m<sup>3<\/sup>). V\u00fdsledn\u00fd dopad novely vodn\u00edho z\u00e1kona jen z\u00a0titulu nav\u00fd\u0161en\u00ed poplatk\u016f za odb\u011br podzemn\u00edch vod v\u00a0oblastech z\u00e1sobovan\u00fdch podzemn\u00ed vodou \u010dinil zhruba 250\u2008K\u010d na osobu a\u00a0rok.<\/p>\n<p>Nicm\u00e9n\u011b velice siln\u011b vn\u00edm\u00e1me rozd\u00edlnou v\u00fd\u0161i poplatk\u016f za odb\u011br povrchov\u00fdch a\u00a0podzemn\u00edch vod, i\u00a0pro \u010dleny na\u0161eho sdru\u017een\u00ed to p\u0159edstavuje rozd\u00edln\u00e9 n\u00e1klady na v\u00fdrobu pitn\u00e9 vody nejen podle typu zdroje vod, ale i\u00a0na jak\u00e9m \u00fazem\u00ed podnik\u016f Povod\u00ed se nach\u00e1zej\u00ed. V\u00a0p\u0159\u00edpad\u011b v\u00fd\u0161e poplatk\u016f za odb\u011br povrchov\u00fdch vod je nutn\u00e9 vz\u00edt v\u00a0potaz st\u00e1vaj\u00edc\u00ed model financov\u00e1n\u00ed st\u00e1tn\u00edch podnik\u016f Povod\u00ed, pro kter\u00e9 p\u0159edstavuje poplatek za odb\u011br povrchov\u00fdch vod v\u00edce jak 70\u2005% celkov\u00e9ho p\u0159\u00edjmu. P\u0159i postupn\u00e9m sni\u017eov\u00e1n\u00ed odb\u011br\u016f povrchov\u00fdch vod nejen pro vod\u00e1rensk\u00e9 \u00fa\u010dely, ale i\u00a0jednotliv\u00fdmi pr\u016fmyslov\u00fdmi a\u00a0energetick\u00fdmi podniky doch\u00e1z\u00ed k\u00a0situaci, kdy sn\u00ed\u017een\u00ed odb\u011bru povrchov\u00fdch vod m\u00e1 za n\u00e1sledek zv\u00fd\u0161en\u00ed poplatku za jej\u00ed odb\u011br. Pokud existuje obecn\u00fd z\u00e1m\u011br na vyrovn\u00e1n\u00ed v\u00fd\u0161e poplatku za odb\u011br povrchov\u00fdch a\u00a0podzemn\u00edch vod, pak cesta k\u00a0n\u011bmu podle na\u0161eho n\u00e1zoru nevede p\u0159es jednor\u00e1zov\u00e9 nav\u00fd\u0161en\u00ed poplatku za odb\u011br podzemn\u00edch vod, ale na z\u00e1klad\u011b hlub\u0161\u00ed debaty nad smyslem poplatk\u016f za odb\u011br povrchov\u00fdch a\u00a0podzemn\u00edch vod, nastaven\u00ed objemu prost\u0159edk\u016f, kter\u00e9 je nutn\u00e9 z\u00a0t\u011bchto poplatk\u016f vygenerovat, jasn\u00e9 ur\u010den\u00ed pou\u017eit\u00ed takto vybran\u00fdch finan\u010dn\u00edch prost\u0159edk\u016f a\u00a0v\u00a0neposledn\u00ed \u0159ad\u011b obnoven\u00ed regula\u010dn\u00ed funkce poplatk\u016f.<\/p>\n<h4>Jak\u00e9 zku\u0161enosti m\u00e1 Va\u0161e sdru\u017een\u00ed ohledn\u011b d\u011blen\u00ed kompetenc\u00ed mezi Ministerstvem zem\u011bd\u011blstv\u00ed a\u00a0Ministerstvem \u017eivotn\u00edho prost\u0159edn\u00ed v\u00a0problematice vody? Jak\u00fd vliv to m\u00e1 na Va\u0161e sdru\u017een\u00ed?<\/h4>\n<p>Sektor vodn\u00edho hospod\u00e1\u0159stv\u00ed je skute\u010dn\u011b jedn\u00edm z\u00a0obor\u016f lidsk\u00e9 \u010dinnosti, kter\u00fd se pot\u00fdk\u00e1 s\u00a0v\u00fdrazn\u00fdm d\u011blen\u00edm kompetenc\u00ed nejen mezi Ministerstvo zem\u011bd\u011blstv\u00ed a\u00a0Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed. Obor vodovod\u016f a\u00a0kanalizac\u00ed je prim\u00e1rn\u011b v\u00a0kompetenci Ministerstva zem\u011bd\u011blstv\u00ed, kter\u00e9 nastavuje z\u00e1kladn\u00ed sektorov\u00e1 pravidla a\u00a0regulace. Tak\u00e9 Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed, kter\u00e9 m\u00e1 v\u00a0gesci problematiku ochrany vod, je v\u00a0mnoha ohledech v\u00fdznamn\u00fdm regul\u00e1torem, kter\u00fd zna\u010dn\u011b ovliv\u0148uje p\u0159edev\u0161\u00edm provozovatele stokov\u00fdch s\u00edt\u00ed a\u00a0\u010dist\u00edren odpadn\u00edch vod. Nicm\u00e9n\u011b r\u00e1d bych p\u0159ipomenul i\u00a0\u00falohu dal\u0161\u00edch ministerstev, kter\u00e1 zna\u010dn\u011b ovliv\u0148uj\u00ed cel\u00fd sektor vodn\u00edho hospod\u00e1\u0159stv\u00ed, a\u0165 u\u017e je to problematika kvality pitn\u00fdch vod, kter\u00e9 \u0159e\u0161\u00ed Ministerstvo zdravotnictv\u00ed, rozhodnut\u00ed dot\u00fdkaj\u00edc\u00ed se stavebn\u00edho z\u00e1kona, \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed a\u00a0lep\u0161\u00edho hospoda\u0159en\u00ed s\u00a0de\u0161\u0165ovou vodou, kter\u00e1 spadaj\u00ed pod Ministerstvo pro m\u00edstn\u00ed rozvoj, a\u00a0v\u00a0neposledn\u00ed \u0159ad\u011b d\u016fle\u017eitou cenovou regulaci oboru vodovod\u016f a\u00a0kanalizac\u00ed, kterou zaji\u0161\u0165uje Ministerstvo financ\u00ed. Z\u00a0tohoto d\u016fvodu bych proto jen velmi nerad problematiku jist\u00e9 rozt\u0159\u00ed\u0161t\u011bnosti kompetenc\u00ed zu\u017eoval pouze na Ministerstvo zem\u011bd\u011blstv\u00ed a\u00a0Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed. O\u00a0skute\u010dnosti, \u017ee nastaven\u00e9 rozd\u011blen\u00ed kompetenc\u00ed nen\u00ed v\u017edy zcela ide\u00e1ln\u00ed, sv\u011bd\u010d\u00ed situace, kdy si pracovn\u00edci jednotliv\u00fdch ministerstev navz\u00e1jem vyjas\u0148uj\u00ed sv\u00e9 kompetence a\u00a0tvrd\u011b h\u00e1j\u00ed stanoviska a\u00a0politiku sv\u00e9ho ministerstva bez ohledu na celkov\u00fd c\u00edl politiky v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed. Typickou uk\u00e1zkou jsou r\u016fzn\u00e9 mezirezortn\u00ed komise, kter\u00e9 by m\u011bly formulovat tyto obecn\u00e9 c\u00edle politik \u010di mezirezortn\u00ed p\u0159ipom\u00ednkov\u00e1 \u0159\u00edzen\u00ed k\u00a0jednotliv\u00fdm n\u00e1vrh\u016fm z\u00e1kon\u016f \u010di na\u0159\u00edzen\u00ed vl\u00e1dy. Jako p\u0159\u00edklad lze uv\u00e9st poplatkovou novelu vodn\u00edho z\u00e1kona p\u0159edlo\u017eenou Ministerstvem \u017eivotn\u00edho prost\u0159ed\u00ed, ke kter\u00e9 zaslalo Ministerstvo zem\u011bd\u011blstv\u00ed p\u0159ipom\u00ednky o\u00a0celkov\u00e9m rozsahu 27 stran. Pro SOVAK \u010cR a\u00a0jednotliv\u00e9 jeho \u010dleny tento stav znamen\u00e1 jedn\u00e1n\u00ed a\u00a0spolupr\u00e1ci s\u00a0\u0159adou nejr\u016fzn\u011bj\u0161\u00edch pracovn\u00edk\u016f st\u00e1tn\u00ed spr\u00e1vy na jednotliv\u00fdch \u00farovn\u00edch. Situace je pro n\u00e1s o\u00a0to komplikovan\u011bj\u0161\u00ed, \u017ee SOVAK \u010cR nen\u00ed takzvan\u00fdm povinn\u011b p\u0159ipom\u00ednkov\u00fdm m\u00edstem, a\u00a0tak k\u00a0mnoha v\u011bcem, kter\u00e9 se dot\u00fdkaj\u00ed oboru vodovod\u016f a\u00a0kanalizac\u00ed, m\u00e1me mo\u017enost se vyj\u00e1d\u0159it jen na z\u00e1klad\u011b ochoty jednotliv\u00fdch ministerstev p\u0159izvat n\u00e1s k\u00a0jedn\u00e1n\u00ed, \u010di na z\u00e1klad\u011b intenzivn\u00ed spolupr\u00e1ce s\u00a0povinn\u011b p\u0159ipom\u00ednkov\u00fdmi m\u00edsty, a\u0165 u\u017e je to Svaz m\u011bst a\u00a0obc\u00ed, Svaz m\u00edstn\u00edch samospr\u00e1v, Hospod\u00e1\u0159sk\u00e1 komora \u010cesk\u00e9 republiky a\u00a0jin\u00ed. SOVAK \u010cR je otev\u0159en jedn\u00e1n\u00ed s\u00a0kter\u00fdmkoliv dot\u010den\u00fdm org\u00e1nem st\u00e1tn\u00ed spr\u00e1vy p\u0159i \u0159e\u0161en\u00ed problematiky dot\u00fdkaj\u00edc\u00ed se oboru vodovod\u016f a\u00a0kanalizac\u00ed, rozhodn\u011b ale nem\u00e1 ambici navrhovat a\u00a0prosazovat p\u0159\u00edpadn\u00e1 p\u0159erozd\u011blen\u00ed kompetenc\u00ed v\u00a0r\u00e1mci jednotliv\u00fdch ministerstev. Na druh\u00e9 stran\u011b voda je natolik d\u016fle\u017eit\u00fdm fenom\u00e9nem, \u017ee by si zaslou\u017eila v\u00a0cel\u00e9m komplexu spadat pouze pod jedno ministerstvo.<\/p>\n<h4>Jak se SOVAK \u010cR d\u00edv\u00e1 na nejv\u011bt\u0161\u00ed investici OP\u017dP 2014\u20132020, modernizaci \u00dapravny vody \u017delivka?<\/h4>\n<p>Rekonstrukce \u00dapravny vody \u017delivka, kter\u00e1 z\u00e1sobuje pitnou vodou p\u0159es 900 tis\u00edc obyvatel, je sv\u00fdm v\u00fdznamem skute\u010dn\u011b jednou z\u00a0nejd\u016fle\u017eit\u011bj\u0161\u00edch vodohospod\u00e1\u0159sk\u00fdch akc\u00ed za posledn\u00edch n\u011bkolik let. Investice p\u0159esahuj\u00edc\u00ed \u010d\u00e1stku 1,2 miliardy K\u010d byla vyvol\u00e1na p\u0159edev\u0161\u00edm pot\u0159ebou \u0159e\u0161it problematiku v\u00fdskytu pesticid\u016f a\u00a0jejich metabolit\u016f v\u00a0surov\u00e9 vod\u011b z\u00a0VN \u0160vihov. K\u00a0navr\u017een\u00fdm jednotliv\u00fdm variant\u00e1m rekonstrukce se vyjad\u0159ovala i\u00a0odborn\u00e1 komise SOVAK \u010cR, kter\u00e1 jednomysln\u011b doporu\u010dila k\u00a0realizaci sice nejdra\u017e\u0161\u00ed, ale co do spln\u011bn\u00ed technick\u00fdch po\u017eadavk\u016f a\u00a0i\u00a0s\u00a0ohledem na pl\u00e1novanou \u017eivotnost stavby prakticky jedinou vhodnou variantu. Domn\u00edv\u00e1m se, \u017ee tato rekonstrukce p\u0159inese zabezpe\u010den\u00ed dod\u00e1vek kvalitn\u00ed pitn\u00e9 vody pro obyvatele Prahy na \u0159adu let dop\u0159edu. Je pot\u0159eba ale zm\u00ednit i\u00a0finan\u010dn\u00ed ot\u00e1zku rekonstrukce \u00daV \u017delivka. P\u0159esto\u017ee tato rekonstrukce je spolufinancov\u00e1na z\u00a0programu OP\u017dP, tak vzhledem k\u00a0v\u00fd\u0161i spolufinancov\u00e1n\u00ed a\u00a0n\u00e1sledn\u00e9 pot\u0159eb\u011b \u0159\u00e1dn\u011b plnit pl\u00e1n finan\u010dn\u00ed obnovy bude m\u00edt tato rekonstrukce bohu\u017eel i\u00a0dopad na odb\u011bratele a\u00a0v\u00a0kone\u010dn\u00e9m d\u016fsledku i\u00a0koncov\u00e9ho spot\u0159ebitele. Podle dostupn\u00fdch informac\u00ed bude muset provozovatel \u00daV \u017delivka, \u017delivsk\u00e1 provozn\u00ed,\u00a0a.\u00a0s., p\u0159istoupit ke zv\u00fd\u0161en\u00ed ceny vody p\u0159edan\u00e9 dal\u0161\u00edm provozovatel\u016fm z\u00e1sobuj\u00edc\u00edm koncov\u00e9 spot\u0159ebitele o\u00a0cca\u00a025\u2005%, co\u017e je v\u00a0podm\u00ednk\u00e1ch \u010cesk\u00e9 republiky skute\u010dn\u011b skokov\u00e9 zdra\u017een\u00ed. Velkou v\u00fdzvou do budoucna bude i\u00a0rekonstrukce hlavn\u00edho p\u0159ivad\u011b\u010de z\u00a0\u00daV \u017delivka do hlavn\u00edho m\u011bsta Prahy, kter\u00e1 se s\u00a0nejv\u011bt\u0161\u00ed pravd\u011bpodobnost\u00ed neobejde bez del\u0161\u00ed odst\u00e1vky a\u00a0nutnosti zajistit z\u00e1sobov\u00e1n\u00ed obyvatel Prahy pitnou vodu z\u00a0alternativn\u00edch zdroj\u016f, p\u0159edev\u0161\u00edm dlouhodob\u00fdm zprovozn\u011bn\u00edm \u00daV v\u00a0Praze\u00ad\u2011Podol\u00ed, kter\u00e1 od roku 2002 slou\u017e\u00ed jen jako pohotovostn\u00ed rezerva.<\/p>\n<h4>Jak\u00fd je V\u00e1\u0161 n\u00e1zor na modernizaci \u00da\u010cOV Praha ve vztahu k\u00a0model\u016fm financov\u00e1n\u00ed vodohospod\u00e1\u0159sk\u00e9 infrastruktury?<\/h4>\n<p>V\u00fdstavba nov\u00e9 vodn\u00ed linky \u00da\u010cOV Praha s\u00a0p\u0159edpokl\u00e1dan\u00fdmi rozpo\u010dtov\u00fdmi n\u00e1klady p\u0159ibli\u017en\u011b 9 miliard K\u010d je jednozna\u010dn\u011b nejv\u00fdznamn\u011bj\u0161\u00ed a\u00a0nejd\u016fle\u017eit\u011bj\u0161\u00ed akce v\u00a0oblasti \u010di\u0161t\u011bn\u00ed odpadn\u00edch vod v\u00a0historii samostatn\u00e9 \u010cesk\u00e9 republiky. Jej\u00ed realizaci p\u0159edch\u00e1zela \u0159ada let p\u0159\u00edprav, diskus\u00ed, ale bohu\u017eel i\u00a0spor\u016f, a\u0165 u\u017e technick\u00e9ho \u010di ekonomicko\u00ad\u2011pr\u00e1vn\u00edho r\u00e1zu. Na rozd\u00edl od v\u00fd\u0161e zm\u00edn\u011bn\u00e9 rekonstrukce \u00daV \u017delivka nen\u00ed tento projekt zat\u00edm alespo\u0148 z\u00a0\u010d\u00e1sti hrazen z\u00a0evropsk\u00fdch fond\u016f prost\u0159ednictv\u00edm OP\u017dP. Velkou p\u0159ek\u00e1\u017ekou realizace se uk\u00e1zaly nastaven\u00e9 podm\u00ednky v\u00a0r\u00e1mci programovac\u00edho obdob\u00ed 2007\u20132013, d\u00e9lka smlouvy o\u00a0provozov\u00e1n\u00ed mezi hlavn\u00edm m\u011bstem Prahou a\u00a0sou\u010dasn\u00fdm provozovatelem a\u00a0p\u0159edev\u0161\u00edm opakovan\u011b negativn\u00ed stanovisko expert\u016f Evropsk\u00e9 unie JASPERS k\u00a0technick\u00e9 koncepci a\u00a0n\u00e1klad\u016fm stavby. Experti z\u00a0JASPERS ve sv\u00fdch posudc\u00edch p\u0159edev\u0161\u00edm nesouhlasili s\u00a0technick\u00fdm \u0159e\u0161en\u00edm pln\u00edc\u00edm n\u00e1rodn\u00ed emisn\u00ed limity pro vypou\u0161t\u011bn\u00ed odpadn\u00edch vod do vod povrchov\u00fdch, kter\u00e9 jsou v\u00a0\u010cR nastaveny v\u00fdrazn\u011b p\u0159\u00edsn\u011bji, ne\u017e vypl\u00fdv\u00e1 z\u00a0po\u017eadavk\u016f EU vyj\u00e1d\u0159en\u00fdch sm\u011brnic\u00ed 271\/91\/EHS. P\u0159esto\u017ee v\u00fdhrady JASPERS byly opakovan\u011b experty vyvr\u00e1ceny a\u00a0provozovatel vyslovil ochotu v\u00a0p\u0159\u00edpad\u011b pot\u0159eby vyjmout \u00da\u010cOV z\u00a0platn\u00e9 smlouvy o\u00a0provozov\u00e1n\u00ed, k\u00a0dohod\u011b o\u00a0spolufinancov\u00e1n\u00ed z\u00a0program\u016f OP\u017dP \u010di jin\u00fdch n\u00e1rodn\u00edch zdroj\u016f se zat\u00edm nepoda\u0159ilo dosp\u011bt.<\/p>\n<p>SOVAK \u010cR sdru\u017euje jak vlastn\u00edky, tak i\u00a0provozovatele vodohospod\u00e1\u0159sk\u00e9 infrastruktury v\u0161ech typ\u016f model\u016f provozov\u00e1n\u00ed, co\u017e jsou p\u0159edev\u0161\u00edm modely vlastnick\u00e9, sm\u00ed\u0161en\u00e9 \u010di odd\u00edln\u00e9. SOVAK \u010cR nepova\u017euje za vhodn\u00e9 a\u00a0ani v\u00a0tomto sm\u011bru nebude do budoucna vyv\u00edjet jakoukoliv aktivitu, kdy by jednotliv\u00fdm \u010dlen\u016fm \u010di ostatn\u00edm vodohospod\u00e1\u0159sk\u00fdm spole\u010dnostem doporu\u010doval konkr\u00e9tn\u00ed typ modelu provozov\u00e1n\u00ed.
