For translation or more information on this topic, please contact author.<\/h4>\n<h2>Souhrn<\/h2>\n<p>\u010cesk\u00e1 republika za dobu sv\u00e9 samostatn\u00e9 existence zaznamenala na sv\u00e9m \u00fazem\u00ed v\u00fdznamn\u00e9 hydrologick\u00e9 extremity v\u00a0podob\u011b povodn\u00ed a\u00a0sucha. Do\u0161lo z\u00e1rove\u0148 k\u00a0posunu po\u017eadavk\u016f u\u017eivatel\u016f na dod\u00e1vky povrchov\u00e9 vody: od samotn\u00e9ho mno\u017estv\u00ed k\u00a0jejich spolehlivosti, bezpe\u010dnosti a\u00a0kvalit\u011b. To se odrazilo v\u00a0re\u00e1ln\u00fdch a\u00a0pl\u00e1novan\u00fdch investi\u010dn\u00edch i\u00a0provozn\u00edch opat\u0159en\u00edch, kter\u00e1 zvy\u0161uj\u00ed n\u00e1klady vodohospod\u00e1\u0159sk\u00e9 slu\u017eby spr\u00e1vy vod, pot\u0159ebu jej\u00edho pokryt\u00ed a\u00a0cenu povrchov\u00e9 vody. V\u00a0d\u016fsledku toho jsou diskutov\u00e1ny r\u016fzn\u00e9 formy modifikace regulace p\u0159\u00edstupu k\u00a0povrchov\u00e9 vod\u011b, jako jsou nap\u0159.\u00a0mo\u017enosti omezen\u00ed dlouhodob\u011b nevyu\u017e\u00edvan\u00fdch rezervovan\u00fdch limit\u016f vody v\u00a0r\u00e1mci existuj\u00edc\u00edch povolen\u00ed. \u010cl\u00e1nek p\u0159edstavuje vytvo\u0159en\u00fd mikrosimula\u010dn\u00ed model, kter\u00fd umo\u017e\u0148uje porovn\u00e1vat r\u016fzn\u00e9 varianty modifikace a\u00a0nastaven\u00ed platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy povod\u00ed, v\u010detn\u011b jejich dopad\u016f na cenu povrchov\u00e9 vody pro u\u017eivatele, pokryt\u00ed n\u00e1klad\u016f spr\u00e1vc\u016f povod\u00ed prost\u0159ednictv\u00edm p\u0159\u00edjm\u016f ze zpoplatn\u011bn\u00fdch odb\u011br\u016f povrchov\u00e9 vody a\u00a0relace odeb\u00edran\u00e9ho a\u00a0povolen\u00e9ho mno\u017estv\u00ed povrchov\u00e9 vody.<\/p>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2.jpg\" rel=\"shadowbox[sbpost-2122];player=img;\"><img decoding=\"async\" width=\"800\" height=\"1200\" class=\"alignnone size-full wp-image-2065 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2.jpg\" alt=\"ilustracni obrazek2\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2-200x300.jpg 200w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2-768x1152.jpg 768w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/06\/ilustracni-obrazek2-683x1024.jpg 683w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/1200;\" \/><\/a>\n<h2>\u00davod<\/h2>\n<p>V\u00a0d\u016fsledku zvy\u0161ov\u00e1n\u00ed frekvence hydrologick\u00fdch extremit na \u00fazem\u00ed \u010cR (sucho, povodn\u011b) doch\u00e1z\u00ed k\u00a0diskus\u00edm o\u00a0zm\u011bn\u00e1ch regulace nakl\u00e1d\u00e1n\u00ed s\u00a0povrchovou vodou [1, 2]. Nositelem t\u011bchto diskus\u00ed je krom\u011b jin\u00fdch i\u00a0meziresortn\u00ed pracovn\u00ed skupina VODA\u00ad\u2011SUCHO<sup><strong>1<\/strong><\/sup>, kter\u00e1 v\u00a0roce 2014\u20132015 sestavila materi\u00e1l \u201eP\u0159\u00edprava realizace opat\u0159en\u00ed pro zm\u00edrn\u011bn\u00ed negativn\u00edch dopad\u016f sucha a\u00a0nedostatku vody\u201c, je\u017e byl v\u00a0\u010dervnu 2015 schv\u00e1len Vl\u00e1dou \u010cR. Materi\u00e1l specifikuje \u0159adu konkr\u00e9tn\u00edch technick\u00fdch, legislativn\u00edch, ale i\u00a0ekonomicky orientovan\u00fdch n\u00e1stroj\u016f. Jako samostatn\u00fd \u00fakol je definov\u00e1n po\u017eadavek \u201eVypracovat anal\u00fdzu \u00fa\u010dinn\u00e9ho omezen\u00ed dlouhodob\u011b nevyu\u017e\u00edvan\u00fdch rezervovan\u00fdch limit\u016f pro odb\u011br vody vedouc\u00ed k\u00a0jejich racion\u00e1ln\u00edmu vyu\u017eit\u00ed (v\u00a0duchu user\u00ad\u2011pay principu), a\u00a0t\u00edm ke sn\u00ed\u017een\u00ed potenci\u00e1ln\u00edho zat\u00ed\u017een\u00ed vodn\u00edho zdroje\u201c.<\/p>\n<p>V\u00a0letech 2014\u20132015 byl ve spolupr\u00e1ci IREAS a\u00a0V\u00daV TGM \u0159e\u0161en projekt TA \u010cR, jeho\u017e v\u00fdstupy se v\u00fd\u0161e uveden\u00e9mu samostatn\u00e9mu \u00fakolu v\u011bnuj\u00ed. Probl\u00e9mu existence nevyu\u017e\u00edvan\u00fdch rezervovan\u00fdch limit\u016f pro odb\u011br povrchov\u00e9 vody se v\u011bnoval p\u0159\u00edsp\u011bvek Slav\u00edkov\u00e1 a\u00a0Petru\u017eela [3] v\u00a0r\u00e1mci tohoto periodika. C\u00edlem aktu\u00e1ln\u00edho \u010dl\u00e1nku je p\u0159edstavit filozofii a\u00a0praktickou vyu\u017eitelnost vytvo\u0159en\u00e9ho mikrosimula\u010dn\u00edho modelu ur\u010den\u00e9ho k\u00a0anal\u00fdze dopad\u016f modifikac\u00ed platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy povod\u00ed. Za \u00fa\u010delem po\u017eadovan\u00e9ho omezen\u00ed dlouhodob\u011b nevyu\u017e\u00edvan\u00fdch rezervovan\u00fdch limit\u016f je navrhov\u00e1no rozd\u011blen\u00ed t\u00e9to platby na dv\u011b slo\u017eky: a) platbu za rezervovan\u00e9 mno\u017estv\u00ed povrchov\u00e9 vody, b) platbu za skute\u010dn\u011b odebran\u00e9 mno\u017estv\u00ed povrchov\u00e9 vody, a\u00a0to ve zvolen\u00e9m vz\u00e1jemn\u00e9m pom\u011bru (nap\u0159.\u00a020 : 80), kter\u00fd zaji\u0161\u0165uje zachov\u00e1n\u00ed v\u00fdchoz\u00ed \u00farovn\u011b platby.<\/p>\n<p>\u010cl\u00e1nek stru\u010dn\u011b shrnuje hlavn\u00ed oblasti tohoto p\u0159\u00edstupu: zdroje dat, jejich \u00fapravu pro pou\u017eit\u00ed v\u00a0modelu a\u00a0jeho strukturu, \u010dasov\u00fd r\u00e1mec anal\u00fdzy a\u00a0\u010dasov\u00e9 horizonty uva\u017eovan\u00e9 v\u00a0modelu a\u00a0kone\u010dn\u011b v\u00fdsledky\u00a0a\u00a0mo\u017en\u00e9 n\u00e1m\u011bty plynouc\u00ed z\u00a0anal\u00fdzy a\u00a0jejich interpretace. Metodika popisuj\u00edc\u00ed vyu\u017eitelnost modelu byla certifikov\u00e1na (\u010d\u00edslo osv\u011bd\u010den\u00ed 68156\/2015-MZE-15121) a\u00a0p\u0159ed\u00e1na hlavn\u00edmu u\u017eivateli (MZe \u010cR) k\u00a0vyu\u017eit\u00ed. Aplikace modelu m\u016f\u017ee p\u0159in\u00e9st \u0159adu v\u00fdsledk\u016f p\u0159esahuj\u00edc\u00ed r\u00e1mec ilustra\u010dn\u00edch p\u0159\u00edklad\u016f v\u00a0tomto p\u0159\u00edsp\u011bvku.<\/p>\n<h2>Struktura modelu<\/h2>\n<p>Modelov\u00e1n\u00ed zm\u011bny platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy povod\u00ed se prov\u00e1d\u00ed s\u00a0vyu\u017eit\u00edm historick\u00fdch dat o\u00a0odb\u011brech povrchov\u00e9 vody v\u00a0letech 2001\u20132013,<br \/>\nshroma\u017e\u010fovan\u00fdch ve ve\u0159ejn\u00e9 datab\u00e1zi na z\u00e1klad\u011b z\u00e1kona<strong><sup>2<\/sup><\/strong> Souhrnn\u00e9 vodn\u00ed bilance pro hlavn\u00ed povod\u00ed \u010cesk\u00e9 republiky, kterou zaji\u0161\u0165uje MZe \u010cR spole\u010dn\u011b s\u00a0M\u017dP \u010cR prost\u0159ednictv\u00edm V\u00daV TGM. Ze vstupn\u00edch dat byly vylou\u010deny z\u00e1znamy, u\u00a0nich\u017e bylo zaznamen\u00e1no p\u0159ekro\u010den\u00ed povolen\u00e9ho mno\u017estv\u00ed\u00a0\u2013 celkem cca\u00a04\u00a0% pozorov\u00e1n\u00ed (v\u00edce o\u00a0pr\u00e1ci se zdrojov\u00fdmi daty viz\u00a0[4]). Anal\u00fdzu dopad\u016f modifikac\u00ed zpoplatn\u011bn\u00ed povrchov\u00e9 vody lze v\u00a0modelu prov\u00e1d\u011bt:<\/p>\n<ul>\n<li>pro jednotliv\u00e1 nebo pro v\u0161echna spr\u00e1vn\u00ed povod\u00ed<sup><strong>3<\/strong><\/sup> celkem,<\/li>\n<li>s\u00a0vyu\u017eit\u00edm dat o\u00a0odb\u011brech povrchov\u00e9 vody v\u00a0jednotliv\u00fdch letech nebo za cel\u00e9 sledovan\u00e9 obdob\u00ed 2001\u20132013,<\/li>\n<li>odd\u011blen\u011b pro podniky vodovod\u016f a\u00a0kanalizac\u00ed (VaK) a\u00a0pr\u016fmyslov\u00e9 podniky nebo pro v\u0161echny odb\u011bratele celkem.<\/li>\n<\/ul>\n<p>Tyto parametry vol\u00ed u\u017eivatel modelu jako v\u00fdchodiska anal\u00fdzy. Kl\u00ed\u010dov\u00fdm po\u010d\u00e1te\u010dn\u00edm vstupem je rovn\u011b\u017e specifikace sou\u010dasn\u00e9 jednotkov\u00e9 platby za odb\u011br povrchov\u00e9 vody (K\u010d\/m<sup>3<\/sup>) pro konkr\u00e9tn\u00ed povod\u00ed, resp. pr\u016fm\u011brn\u00e9<sup><strong>4<\/strong><\/sup> jednotkov\u00e9 platby za v\u0161echna spr\u00e1vn\u00ed povod\u00ed celkem (\u010di jin\u00e9 libovoln\u011b zvolen\u00e9 \u00farovn\u011b platby) a\u00a0jej\u00ed n\u00e1sledn\u00e9 rozd\u011blen\u00ed na dv\u011b souvisej\u00edc\u00ed slo\u017eky<sup><strong>5<\/strong><\/sup>:<\/p>\n<ul>\n<li>platbu za povolen\u00e9 mno\u017estv\u00ed povrchov\u00e9 vody,<\/li>\n<li>platbu za skute\u010dn\u011b odebran\u00e9 mno\u017estv\u00ed povrchov\u00e9 vody.<\/li>\n<\/ul>\n<p>Rozd\u011blen\u00ed platby nastav\u00ed u\u017eivatel modelu jako procentu\u00e1ln\u00ed pom\u011br obou slo\u017eek v\u00a0celkov\u00e9 platb\u011b za odb\u011br. V\u00e1ha obou \u010d\u00e1st\u00ed platby (sou\u010det 100\u00a0%) nezm\u011bn\u00ed sou\u010dasnou \u00farove\u0148 zpoplatn\u011bn\u00ed a\u00a0demonstruje princip, p\u0159i n\u011bm\u017e nejde prim\u00e1rn\u011b o\u00a0nav\u00fd\u0161en\u00ed celkov\u00fdch plateb za povrchovou vodu, ale o\u00a0zm\u011bnu p\u0159edm\u011btu (z\u00e1kladu) zpoplatn\u011bn\u00ed s\u00a0c\u00edlem motivovat u\u017eivatele k\u00a0racion\u00e1ln\u00edmu rozhodnut\u00ed jak o\u00a0objemu odb\u011bru, tak i\u00a0objemu po\u017eadavku na n\u011bj. Model n\u00e1sledn\u011b simuluje (postupn\u011b ve t\u0159ech kroc\u00edch, kter\u00fdm odpov\u00eddaj\u00ed jednotliv\u00e1 obdob\u00ed\u00a0\u2013 viz\u00a0d\u00e1le), jak\u00fdm zp\u016fsobem zm\u011bna zpoplatn\u011bn\u00ed povrchov\u00e9 vody ovlivn\u00ed celkov\u00fd v\u00fdb\u011br poplatk\u016f, celkov\u00fd objem povolen\u00e9ho a\u00a0odebran\u00e9ho mno\u017estv\u00ed povrchov\u00e9 vody\u00a0apod. oproti v\u00fdchoz\u00edmu stavu.<\/p>\n<h3>\u010casov\u00fd r\u00e1mec anal\u00fdzy<\/h3>\n<p>Anal\u00fdza se prov\u00e1d\u00ed ve t\u0159ech na sebe navazuj\u00edc\u00edch f\u00e1z\u00edch: kr\u00e1tk\u00e9m, st\u0159edn\u00edm a\u00a0dlouh\u00e9m obdob\u00ed. S\u00a0d\u00e9lkou obdob\u00ed vzr\u016fst\u00e1 i\u00a0po\u010det ovlivn\u011bn\u00fdch ukazatel\u016f.<\/p>\n<p>V\u00a0<strong>kr\u00e1tk\u00e9m obdob\u00ed<\/strong> (1\u20132\u00a0roky od proveden\u00ed zm\u011bny) sledujeme vliv modifikace zpoplatn\u011bn\u00ed povrchov\u00e9 vody na celkov\u00fd v\u00fdnos (p\u0159\u00edjem) plynouc\u00ed spr\u00e1vc\u016fm povod\u00ed z\u00a0platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy. Jeliko\u017e v\u011bt\u0161ina odb\u011bratel\u016f m\u00e1 povoleny v\u00fdrazn\u011b vy\u0161\u0161\u00ed odb\u011bry vody, ne\u017e ve skute\u010dnosti realizuje, lze p\u0159edpokl\u00e1dat n\u00e1r\u016fst celkov\u00fdch p\u0159\u00edjm\u016f ve v\u0161ech p\u0159\u00edpadech, kdy platba za povolen\u00e9 mno\u017estv\u00ed povrchov\u00e9 vody nen\u00ed nulov\u00e1<sup><strong>6<\/strong><\/sup>. V\u00a0kr\u00e1tk\u00e9m obdob\u00ed nedoch\u00e1z\u00ed ke zm\u011bn\u00e1m celkov\u00e9ho povolen\u00e9ho ani odebran\u00e9ho mno\u017estv\u00ed vody z\u00a0d\u016fvodu omezen\u00e9 mo\u017enosti odb\u011bratel\u016f reagovat na zm\u011bnu zpoplatn\u011bn\u00ed.<\/p>\n<p>Ve <strong>st\u0159edn\u00edm obdob\u00ed<\/strong> (3\u20135\u00a0let od proveden\u00ed zm\u011bny) modelujeme dopad zm\u011bny zpoplatn\u011bn\u00ed povrchov\u00e9 vody na povolen\u00e9 mno\u017estv\u00ed. Lze o\u010dek\u00e1vat, \u017ee po zaveden\u00ed platby za povolen\u00e9 mno\u017estv\u00ed dojde u\u00a0odb\u011bratel\u016f k\u00a0racionalizaci (sn\u00ed\u017een\u00ed) nerealizovan\u00fdch n\u00e1rok\u016f v\u00a0d\u016fsledku n\u00e1kladov\u00e9 optimalizace. M\u00edra t\u00e9to racionalizace se prov\u00e1d\u00ed ve t\u0159ech variant\u00e1ch:<\/p>\n<ol>\n<li>odb\u011bratel\u00e9 sn\u00ed\u017e\u00ed povolen\u00e9 mno\u017estv\u00ed na \u00farove\u0148 sv\u00e9ho nejvy\u0161\u0161\u00edho ro\u010dn\u00edho odb\u011bru zaznamenan\u00e9ho v\u00a0obdob\u00ed 2001\u20132013 (hodnota je generov\u00e1na automaticky),<\/li>\n<li>odb\u011bratel\u00e9 sn\u00ed\u017e\u00ed povolen\u00e9 mno\u017estv\u00ed na hodnotu odvozenou z\u00a0pr\u016fm\u011brn\u00e9ho ro\u010dn\u00edho odb\u011bru (hodnotu zad\u00e1v\u00e1 u\u017eivatel modelu),<\/li>\n<li>odb\u011bratel\u00e9 sn\u00ed\u017e\u00ed povolen\u00e9 mno\u017estv\u00ed na hodnotu odvozenou z\u00a0nejvy\u0161\u0161\u00edho ro\u010dn\u00edho odb\u011bru (hodnotu zad\u00e1v\u00e1 u\u017eivatel modelu).<\/li>\n<\/ol>\n<p>V\u00a0r\u00e1mci v\u00fdsledk\u016f modelov\u00e1n\u00ed se porovn\u00e1vaj\u00ed dopady tohoto p\u0159izp\u016fsoben\u00ed na celkov\u00fd v\u00fdb\u011br plateb, a\u00a0to ve v\u00fdchoz\u00edm, kr\u00e1tk\u00e9m a\u00a0st\u0159edn\u00edm obdob\u00ed. Zat\u00edmco v\u00a0kr\u00e1tk\u00e9m obdob\u00ed doch\u00e1z\u00ed k\u00a0n\u00e1r\u016fstu celkov\u00e9ho v\u00fdb\u011bru plateb, ve st\u0159edn\u00edm obdob\u00ed (po ur\u010dit\u00e9 m\u00ed\u0159e optimalizace povolen\u00e9ho mno\u017estv\u00ed) se tento v\u00fdb\u011br sni\u017euje. Z\u016fst\u00e1v\u00e1 v\u0161ak obvykle m\u00edrn\u011b nad \u00farovn\u00ed v\u00fdchoz\u00edho stavu, jeliko\u017e u\u017eivatel\u00e9 vody po\u010d\u00edtaj\u00ed s\u00a0ur\u010ditou variabilitou odb\u011br\u016f a\u00a0povolen\u00ed dimenzuj\u00ed na p\u0159edpokl\u00e1dan\u00e9 horn\u00ed hranici pot\u0159eby vody. Model rovn\u011b\u017e zobrazuje zm\u011bnu pr\u016fm\u011brn\u00e9 platby za m<sup>3<\/sup> povrchov\u00e9 vody. Je v\u0161ak nutn\u00e9 zd\u016fraznit, \u017ee tato platba je ve skute\u010dnosti diverzifikov\u00e1na pro jednotliv\u00e9 u\u017eivatele v\u00a0z\u00e1vislosti na v\u00fd\u0161i jejich nerealizovan\u00e9ho odb\u011bru.<\/p>\n<p>V\u00a0<strong>dlouh\u00e9m obdob\u00ed<\/strong> (6 a\u00a0v\u00edce let od proveden\u00ed zm\u011bny) vstupuj\u00ed do anal\u00fdzy dal\u0161\u00ed faktory v\u00a0podob\u011b technologick\u00fdch inovac\u00ed a\u00a0jin\u00fdch mo\u017enost\u00ed sn\u00ed\u017een\u00ed odb\u011br\u016f povrchov\u00e9 vody. M\u016f\u017ee proto doch\u00e1zet ke sn\u00ed\u017een\u00ed odeb\u00edran\u00e9ho mno\u017estv\u00ed vody (v\u00a0z\u00e1vislosti na jej\u00ed rostouc\u00ed cen\u011b). Vztah mezi zm\u011bnou ceny a\u00a0n\u00e1slednou zm\u011bnou popt\u00e1van\u00e9ho mno\u017estv\u00ed ur\u010dit\u00e9 komodity v\u00a0ekonomii zachycuje tzv.\u00a0cenov\u00e1 elasticita popt\u00e1vky. Ta vyjad\u0159uje, jak se zm\u011bn\u00ed popt\u00e1van\u00e9 mno\u017estv\u00ed p\u0159i zm\u011bn\u011b ceny (platby)\u00a0\u2013 tzn., jak vysok\u00e1 je citlivost odb\u011bratel\u016f na zm\u011bnu ceny. U\u00a0vody (povrchov\u00e9, k\u00a0z\u00e1vlah\u00e1m i\u00a0pitn\u00e9), kdy je nenahraditeln\u00e1 dod\u00e1vka v\u00e1zan\u00e1 na technicky n\u00e1ro\u010dn\u00e9, n\u00e1kladn\u00e9 a\u00a0neduplicitn\u00ed syst\u00e9my, se proto setk\u00e1v\u00e1me s\u00a0neelastickou popt\u00e1vkou, jej\u00ed\u017e absolutn\u00ed hodnoty se pohybuj\u00ed v\u00a0intervalu 0\u20131. V\u00a0dostupn\u00e9 aktu\u00e1ln\u00ed literatu\u0159e lze pro tento segment nej\u010dast\u011bji nal\u00e9zt elasticitu popt\u00e1vky ve v\u00fd\u0161i 0,1\u20130,7 [5\u20138].<\/p>\n<p>V\u00a0r\u00e1mci modelu elasticity popt\u00e1vky, tedy odhadu reakce spot\u0159eby na cenu, nastavuje jeho u\u017eivatel a\u00a0m\u016f\u017ee tedy modelovat\u00a0r\u016fzn\u00e9 varianty a\u00a0porovn\u00e1vat d\u00edl\u010d\u00ed v\u00fdsledky p\u016fsoben\u00ed tohoto faktoru. Doporu\u010denou expertn\u00ed hodnotou pro model je elasticita ve v\u00fd\u0161i 0,3. Logika tohoto parametru ve vztahu k\u00a0celkov\u00fdm v\u00fdsledk\u016fm modelov\u00e1n\u00ed je tedy tato:<\/p>\n<ol>\n<li>ve v\u00fdchoz\u00ed situaci byla stanovena (vlo\u017eena) ur\u010dit\u00e1 platba za m<sup>3<\/sup> povrchov\u00e9 vody,<\/li>\n<li>n\u00e1sledn\u011b doch\u00e1z\u00ed k\u00a0rozlo\u017een\u00ed platby na dv\u011b \u010d\u00e1sti a\u00a0ke zpoplatn\u011bn\u00ed povolen\u00e9ho mno\u017estv\u00ed, co\u017e vede (kv\u016fli nedo\u010derp\u00e1v\u00e1n\u00ed povolen\u00ed) k\u00a0n\u00e1r\u016fstu platby za 1\u2008m<sup>3<\/sup> povrchov\u00e9 vody,<\/li>\n<li>odb\u011bratel\u00e9 sni\u017euj\u00ed sv\u00e1 povolen\u00e1 mno\u017estv\u00ed, av\u0161ak ponech\u00e1vaj\u00ed si ur\u010ditou rezervu s\u00a0ohledem na variabilitu odb\u011br\u016f (ne\u010derpaj\u00ed 100\u00a0% povolen\u00ed)<sup><strong>7<\/strong><\/sup>, tj.\u00a0platba za m<sup>3<\/sup> je m\u00edrn\u011b vy\u0161\u0161\u00ed ne\u017e ve v\u00fdchoz\u00edm obdob\u00ed,<\/li>\n<li>v\u00a0dlouh\u00e9m obdob\u00ed pak p\u0159edpokl\u00e1d\u00e1me reakci odb\u011bratel\u016f na tuto situaci, tedy snahu sn\u00ed\u017eit spot\u0159ebu vody kv\u016fli jej\u00ed vy\u0161\u0161\u00ed cen\u011b. Do jak\u00e9 m\u00edry odb\u011bratel\u00e9 na zv\u00fd\u0161en\u00ed ceny reaguj\u00ed, ur\u010duje voliteln\u00fd parametr elasticity popt\u00e1vky. \u010c\u00edm vy\u0161\u0161\u00ed hodnota parametru, t\u00edm vy\u0161\u0161\u00ed sn\u00ed\u017een\u00ed odb\u011br\u016f vody.<sup><strong>8<\/strong><\/sup><\/li>\n<\/ol>\n<h3>Stejn\u00e1 a\u00a0r\u016fzn\u00e1 \u00farove\u0148 plateb<\/h3>\n<p>V\u00a0kr\u00e1tk\u00e9m obdob\u00ed vol\u00ed u\u017eivatel modelu nastaven\u00ed po\u010d\u00e1te\u010dn\u00ed v\u00fd\u0161e platby za povrchovou vodu, se kterou se d\u00e1le pracuje. Vstupn\u00ed variantou je nastaven\u00ed statick\u00e9 \u00farovn\u011b platby pro v\u0161echny roky a\u00a0spr\u00e1vce povod\u00ed, kter\u00e1 v\u0161ak m\u00e9n\u011b odr\u00e1\u017e\u00ed skute\u010dn\u00e9 relace. Druhou mo\u017enost\u00ed je zvolit region\u00e1ln\u011b diverzifikovanou a\u00a0dynamickou platbu\u00a0\u2013 v\u00a0takov\u00e9m p\u0159\u00edpad\u011b pracuje model s\u00a0daty odvozen\u00fdmi z\u00a0re\u00e1ln\u00fdch historick\u00fdch plateb za odb\u011br povrchov\u00e9 vody pro r\u016fzn\u00e9 roky a\u00a0spr\u00e1vce povod\u00ed. Tyto platby jsou vlo\u017eeny na zvl\u00e1\u0161tn\u00edch listech s\u00a0n\u00e1zvem \u201er\u016fzn\u00e9 ceny\u201c. Modelov\u00e1n\u00ed lze pak prov\u00e1d\u011bt pro ka\u017ed\u00e9 povod\u00ed samostatn\u011b (tj.\u00a0nikoliv za celou \u010cR).<\/p>\n<h3>Interpretace v\u00fdsledk\u016f<\/h3>\n<p>V\u00fdsledky z\u00edskan\u00e9 modelov\u00e1n\u00edm r\u016fzn\u00fdch variant plateb ukazuj\u00ed dopady modifikace ekonomick\u00fdch n\u00e1stroj\u016f na regulovan\u00e9 subjekty (odb\u011bratele), rozpo\u010dty spr\u00e1vc\u016f povod\u00ed a\u00a0jednotkovou platbu za povrchovou vodu. Umo\u017e\u0148uj\u00ed s\u00a0vyu\u017eit\u00edm re\u00e1ln\u00fdch dat podchytit, jak velk\u00e9 redistribu\u010dn\u00ed dopady lze o\u010dek\u00e1vat nap\u0159.\u00a0p\u0159i zpoplatn\u011bn\u00ed povolen\u00e9ho mno\u017estv\u00ed povrchov\u00e9 vody ve v\u00fd\u0161i 1\u2008K\u010d\/m<sup>3<\/sup>, a\u00a0to v\u00a0podm\u00ednk\u00e1ch cel\u00e9 \u010cR nebo po jednotliv\u00fdch povod\u00edch. S\u00a0ohledem na dlouh\u00e9 obdob\u00ed umo\u017e\u0148uj\u00ed rovn\u011b\u017e modelovat dopady n\u00e1r\u016fstu celkov\u00e9 platby za povrchovou vodu (ke kter\u00e9 v\u00a0\u010dase doch\u00e1z\u00ed) na jej\u00ed odb\u011bry.<\/p>\n<p>Pokud by nap\u0159.\u00a0do\u0161lo k\u00a0rozd\u011blen\u00ed pr\u016fm\u011brn\u00e9 platby z\u00a0roku 2013 ve v\u00fd\u0161i 4,08\u2008K\u010d\/m<sup>3<\/sup><br \/>\nbez DPH [9] v\u00a0pom\u011bru 25 : 75, kdy 25\u00a0% (tedy cca\u00a01\u2008K\u010d) by byla platba za rezervaci vody a\u00a075\u00a0% platba za skute\u010dn\u00fd odb\u011br vody, lze o\u010dek\u00e1vat n\u00e1sleduj\u00edc\u00ed v\u00fdvoj:<\/p>\n<ul>\n<li>KR\u00c1TK\u00c9 OBDOB\u00cd: n\u00e1r\u016fst pr\u016fm\u011brn\u00e9 platby ze 4,08\u2008K\u010d\/m<sup>3<\/sup> na 5,31\u2008K\u010d\/m<sup>3<\/sup> s\u00a0t\u00edm, \u017ee v\u00fd\u0161e platby by byla diverzifikov\u00e1na podle povod\u00ed a\u00a0podle u\u017eivatel\u016f v\u00a0z\u00e1vislosti na jejich pom\u011bru mezi rezervovan\u00fdm a\u00a0skute\u010dn\u011b odeb\u00edran\u00fdm mno\u017estv\u00edm.<\/li>\n<li>ST\u0158EDN\u00cd OBDOB\u00cd: pokles pr\u016fm\u011brn\u00e9 platby z\u00a05,31\u2008K\u010d\/m<sup>3<\/sup> v\u00a0kr\u00e1tk\u00e9m obdob\u00ed na 4,41\u2008K\u010d\/m<sup>3<\/sup> v\u00a0d\u016fsledku p\u0159izp\u016fsoben\u00ed odb\u011bratel\u016f (redukce zbytn\u00fdch n\u00e1rok\u016f). Modifikace platby tak zp\u016fsob\u00ed pr\u016fm\u011brn\u00fd cenov\u00fd n\u00e1r\u016fst o\u00a0cca\u00a08\u00a0% oproti v\u00fdchoz\u00ed situaci. M\u00edrn\u00e9 nav\u00fd\u0161en\u00ed platby je zp\u016fsobeno skute\u010dnost\u00ed, \u017ee odb\u011bratel\u00e9 si ponech\u00e1vaj\u00ed ur\u010ditou rezervu zohled\u0148uj\u00edc\u00ed variabilitu jejich skute\u010dn\u00fdch odb\u011br\u016f.<\/li>\n<\/ul>\n<p>P\u0159\u00edklad dopad\u016f v\u00fd\u0161e uveden\u00e9 modifikace na konkr\u00e9tn\u00ed odb\u011bratele ilustruje <em>tabulka 1<\/em>.<\/p>\n<h5>Tabulka 1. Tato slu\u017eba je v\u00a0sou\u010dasn\u00e9 dob\u011b de facto bezplatn\u00e1, resp. hrazen\u00e1 v\u0161emi u\u017eivateli v\u00a0platb\u011b za odebranou vodu bez ohledu na jejich n\u00e1roky, a\u00a0jako takov\u00e1 je v\u00fdrazn\u011b nadu\u017e\u00edv\u00e1na, co\u017e vytv\u00e1\u0159\u00ed form\u00e1ln\u00ed (nikoliv faktick\u00fd) tlak na zdroje povrchov\u00e9 vody. Subjekty plat\u00ed poplatek pouze za skute\u010dn\u011b odebran\u00e9 (zpoplatn\u011bn\u00e9) mno\u017estv\u00ed vody bez ohledu na to, kolik si v\u00a0r\u00e1mci sv\u00fdch povolen\u00ed rezervuj\u00ed. Spr\u00e1vci povod\u00ed v\u0161ak ve st\u0159edn\u011bdob\u00e9m horizontu odhaduj\u00ed popt\u00e1vku (pot\u0159ebu) a\u00a0dimenzuj\u00ed nab\u00eddku vody s\u00a0ohledem na rezervovan\u00e9 objemy. V\u00a0st\u0159edn\u011bdob\u00e9m horizontu pl\u00e1n\u016f povod\u00ed (6\u00a0let) takto ur\u010den\u00e1 pot\u0159eba, v\u00a0p\u0159\u00edpadech nevyv\u00e1\u017eenosti mezi zdroji a\u00a0pot\u0159ebou vody\u00a0\u2013 nedostatku vody (mj.\u00a0tak\u00e9 \u00fa\u010dinkem variability klimatu) ovliv\u0148uje i\u00a0dlouhodob\u00e1 investi\u010dn\u00ed opat\u0159en\u00ed a\u00a0rozhodnut\u00ed.<\/p>\n<p>Ekonomick\u00e9 p\u0159\u00ednosy re\u00e1ln\u00e9 modifikace platby proto souvis\u00ed s\u00a0motivac\u00ed subjekt\u016f na stran\u011b popt\u00e1vky po povrchov\u00e9 vod\u011b k\u00a0dobrovoln\u00e9 redukci zbytn\u00fdch n\u00e1rok\u016f, a\u00a0t\u00edm k\u00a0uvoln\u011bn\u00ed prostoru k\u00a0optimalizaci a\u00a0vyd\u00e1v\u00e1n\u00ed nov\u00fdch povolen\u00ed k\u00a0odb\u011bru povrchov\u00e9 vody v\u00a0p\u0159\u00edpadech jej\u00edho nedostatku. Racionalizace po\u017eadavk\u016f na stran\u011b popt\u00e1vky dlouhodob\u011b koriguje i\u00a0pot\u0159ebu investic ve vodn\u00edm hospod\u00e1\u0159stv\u00ed, v\u010detn\u011b n\u00e1klad\u016f nutn\u00fdch k\u00a0jejich \u00fadr\u017eb\u011b a\u00a0provozu. Celkov\u011b doch\u00e1z\u00ed k\u00a0efektivn\u011bj\u0161\u00ed alokaci povrchov\u00e9 vody i\u00a0optimalizaci ve\u0159ejn\u00fdch v\u00fddaj\u016f ve vodn\u00edm hospod\u00e1\u0159stv\u00ed.<\/p>\n<p>S\u00a0potenci\u00e1ln\u00edm zaveden\u00edm nov\u00e9ho poplatku (resp. jeho vyd\u011blen\u00ed ze st\u00e1vaj\u00edc\u00ed platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy povod\u00ed v\u00a0samostatn\u00e9 slo\u017ece platby) se poj\u00ed obavy t\u00fdkaj\u00edc\u00ed se zdra\u017een\u00ed povrchov\u00e9 vody (v\u010detn\u011b dopad\u016f na ceny pitn\u00e9 vody) a\u00a0rovn\u011b\u017e v\u00fdpadku p\u0159\u00edjm\u016f spr\u00e1vc\u016f povod\u00ed p\u0159i poklesu platby za odb\u011br (jak vlivem sn\u00ed\u017een\u00e9 sazby, tak i\u00a0sn\u00ed\u017een\u00edm zpoplatn\u011bn\u00e9ho odb\u011bru v\u00a0d\u016fsledku celkov\u00fdch vy\u0161\u0161\u00edch n\u00e1klad\u016f u\u017eivatele na povrchovou vodu). Simula\u010dn\u00ed model ukazuje cestu, jak zm\u011bnu zp\u016fsobu zpoplatn\u011bn\u00ed navrhnout, aby u\u00a0t\u011bch subjekt\u016f, kter\u00e9 pln\u011b vyu\u017e\u00edvaj\u00ed sv\u00e1 povolen\u00ed, nedo\u0161lo k\u00a0nav\u00fd\u0161en\u00ed celkov\u00e9 platby za povrchovou vodu (resp. dojde k\u00a0jej\u00edmu m\u00edrn\u00e9mu sn\u00ed\u017een\u00ed). Vy\u0161\u0161\u00ed n\u00e1klady ponesou pouze ti odb\u011bratel\u00e9, kte\u0159\u00ed na z\u00e1klad\u011b vlastn\u00edho rozhodnut\u00ed v\u00fdznamn\u011b nedo\u010derpaj\u00ed povolen\u00e1 mno\u017estv\u00ed. Vz\u00e1jemn\u00fd pom\u011br obou plateb lze navrhnout v\u00a0r\u016fzn\u00fdch variant\u00e1ch, aby se zohlednily re\u00e1ln\u00e9 n\u00e1klady spr\u00e1vc\u016f povod\u00ed na rezervaci vody v\u00a0toku nebo n\u00e1dr\u017ei. P\u0159i navr\u017een\u00ed nov\u00e9ho n\u00e1stroje lze modelovat varianty zachov\u00e1vaj\u00edc\u00ed p\u0159\u00edjmy spr\u00e1vc\u016f povod\u00ed a\u00a0v\u00fdrazn\u011b nezvy\u0161uj\u00edc\u00ed v\u00fddaje na povrchovou vodu pro kone\u010dn\u00e9 odb\u011bratele.<\/p>\n<h2>Z\u00e1v\u011br<\/h2>\n<p>V\u00fdsledky modelu umo\u017e\u0148uj\u00ed porovn\u00e1vat r\u016fzn\u00e9 varianty modifikace a\u00a0nastaven\u00ed platby k\u00a0\u00fahrad\u011b spr\u00e1vy vodn\u00edch tok\u016f a\u00a0spr\u00e1vy povod\u00ed, v\u010detn\u011b jejich dopad\u016f na cenu povrchov\u00e9 vody pro u\u017eivatele, pokryt\u00ed n\u00e1klad\u016f spr\u00e1vc\u016f povod\u00ed prost\u0159ednictv\u00edm p\u0159\u00edjm\u016f ze zpoplatn\u011bn\u00fdch odb\u011br\u016f povrchov\u00e9 vody a\u00a0relace odeb\u00edran\u00e9ho a\u00a0povolen\u00e9ho mno\u017estv\u00ed povrchov\u00e9 vody. V\u00fdsledkem aplikace jsou pak z\u00e1kladn\u00ed podklady (v\u00a0r\u016fzn\u00fdch variant\u00e1ch sc\u00e9n\u00e1\u0159\u016f) k\u00a0hodnocen\u00ed dopad\u016f zm\u011bn v\u00a0regulaci nakl\u00e1d\u00e1n\u00ed s\u00a0povrchov\u00fdmi vodami na dot\u010den\u00e9 subjekty (stakeholders), zejm\u00e9na spr\u00e1vce povod\u00ed a\u00a0u\u017eivatele vody. Mohou tak b\u00fdt vyu\u017eity p\u0159i aktualizaci koncep\u010dn\u00edch materi\u00e1l\u016f ve vodn\u00edm hospod\u00e1\u0159stv\u00ed \u010cR [10].<\/p>\n<p>V\u00fdsledky jsou vyu\u017eiteln\u00e9 jako objektivn\u00ed podklady odvozen\u00e9 z\u00a0pr\u016fb\u011b\u017en\u00fdch ve\u0159ejn\u00fdch informa\u010dn\u00edch syst\u00e9m\u016f (veden\u00fdch na z\u00e1klad\u011b legislativy) pro posuzov\u00e1n\u00ed vlivu zm\u011bn ve vodn\u00edch pr\u00e1vech a\u00a0ekonomick\u00fdch n\u00e1stroj\u016f v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed [11] a\u00a0nakl\u00e1d\u00e1n\u00ed s\u00a0vodami, kter\u00e9 mus\u00ed b\u00fdt upraveny z\u00e1konem (zejm\u00e9na z\u00e1konem \u010d.\u00a0254\/2001 Sb., o\u00a0vod\u00e1ch). V\u00a0p\u0159\u00edpad\u011b legislativn\u00edch n\u00e1vrh\u016f zm\u011bn jsou v\u00fdstupy p\u0159\u00edmo uplatniteln\u00e9 v\u00a0r\u00e1mci hodnocen\u00ed dopad\u016f regulace (tzv.\u00a0RIA).<\/p>\n<p>Udr\u017eitelnost fungov\u00e1n\u00ed modelu ve smyslu platnosti princip\u016f, disponibiln\u00edch dat a\u00a0v\u00fdsledk\u016f bez z\u00e1sadn\u00edch zm\u011bn a\u00a0\u00faprav lze vymezit ve st\u0159edn\u011bdob\u00e9m \u010dasov\u00e9m horizontu (5\u20137\u00a0let). Za p\u0159edpokladu stability vodn\u00edho pr\u00e1va v\u00a0r\u00e1mci EU a\u00a0implementovan\u00fdch prvk\u016f vodohospod\u00e1\u0159sk\u00e9 legislativy v\u00a0\u010cR lze udr\u017eitelnost odhadnout i\u00a0d\u00e9le.
