ABSTRACT<\/h2>\n

The\u00a0article describes an analysis\u00a0of\u00a0the\u00a0national orientation\u00a0of\u00a0the\u00a0Vodohospo-d\u00e1\u0159sk\u00e9 technicko-ekonomick\u00e9 informace (VTEI) journal using the\u00a0bibliometric indicator\u00a0Index of\u00a0National Orientation\u00a0(INO). This\u00a0analysis\u00a0builds on\u00a0a\u00a0citation\u00a0analysis\u00a0performed in\u00a02022. Based on\u00a0data on\u00a0published articles, the\u00a0Index of\u00a0National Orientation\u00a0of\u00a0Publishing Authors (INO-P) is\u00a0calculated. For\u00a0VTEI journal citations in\u00a0the\u00a0Scopus database, the\u00a0Index of\u00a0National Orientation\u00a0of\u00a0Citing Authors (INO-C) is\u00a0calculated. The\u00a0analysis\u00a0shows that again\u00a0there has\u00a0been an increase in\u00a0the\u00a0number of\u00a0citations recorded in\u00a0the\u00a0Scopus database, although the\u00a0number of\u00a0citations for\u00a02022 is\u00a0slightly lower than in\u00a02021 and 2020. The\u00a0values of\u00a0both INO-P and INO-C show that both the\u00a0publishing authors and the\u00a0citing authors mainly come from the\u00a0Czech Republic, and the\u00a0VTEI journal thus falls into\u00a0the\u00a0category of\u00a0national journals. In\u00a02022, there is\u00a0a\u00a0decrease in\u00a0the\u00a0values of\u00a0both INO-P and INO-C, i.e., a\u00a0shift towards the\u00a0internationalization\u00a0of\u00a0the\u00a0VTEI journal. However, it remains to\u00a0be seen in\u00a0the\u00a0following years whether these are statistically outlying values or\u00a0whether this\u00a0marks the\u00a0beginning of\u00a0a\u00a0trend towards internationalization\u00a0of\u00a0the\u00a0journal.<\/p>\n

INTRODUCTION<\/h2>\n

Last year\u2019s article [1] presented a\u00a0citation\u00a0analysis\u00a0of\u00a0the\u00a0VTEI journal, which identified 108 citations from authors from a\u00a0total of\u00a016 countries. However, it\u00a0did not contain\u00a0any quantitative expression\u00a0of\u00a0the\u00a0VTEI journal (inter)nationality. Monitoring of\u00a0the\u00a0VTEI journal citations continues; as\u00a0of\u00a016\/02\/2023, 126 articles citing the\u00a0VTEI journal by\u00a0authors from 22 countries (excluding the\u00a0Czech Republic) can be found in\u00a0the\u00a0Scopus database. Does this\u00a0increase mean that VTEI journal is\u00a0going international? The\u00a0way a\u00a0journal reflects the\u00a0internationalized nature of\u00a0science can be determined by\u00a0many methods [2]. In\u00a02005, Moed introduced a\u00a0new bibliometric indicator\u00a0called the\u00a0Index of\u00a0National Orientation\u00a0(INO). This\u00a0indicator\u00a0is\u00a0defined as\u00a0\u201cthe\u00a0share of\u00a0articles from the\u00a0country that most often publishes in\u00a0the\u00a0journal, relative to\u00a0the\u00a0total number of\u00a0articles published in\u00a0the\u00a0journal\u201d [3]. A\u00a0purely national journal will have an INO index = 100 %. Subsequently, the\u00a0concept of\u00a0the\u00a0Index of\u00a0National Orientation\u00a0was\u00a0extended to\u00a0the\u00a0Index of\u00a0National Orientation\u00a0by\u00a0Country of\u00a0Publishing Authors (INO-P) and the\u00a0Index of\u00a0National Orientation\u00a0by\u00a0Country of\u00a0Authors Citing the\u00a0Journal (INO-C) [4]. In\u00a0the\u00a0study by\u00a0Hladchenko and Moed [5], the\u00a0level above which a\u00a0journal will be considered national is\u00a0expressed by\u00a0a\u00a0value of\u00a0the\u00a0Index of\u00a0National Orientation\u00a0of\u00a0Publications (INO-P) greater than 50 %.<\/p>\n

The\u00a0advantage of\u00a0the\u00a0INO bibliometric indicator\u00a0is\u00a0the\u00a0relative simplicity of\u00a0its determination. In\u00a0connection\u00a0with the\u00a0Scopus bibliometric database [6], the\u00a0INO indicator\u00a0can be calculated only on\u00a0the\u00a0basis\u00a0of\u00a0information\u00a0displayed via the\u00a0web interface with the\u00a0help of\u00a0a\u00a0calculator. On\u00a0the\u00a0other hand, it should be noted that the\u00a0simplicity of\u00a0determining the\u00a0indicator\u00a0is\u00a0compensated by\u00a0some limitations. One of\u00a0the\u00a0possible limitations of\u00a0the\u00a0INO indicator\u00a0in\u00a0connection\u00a0with Scopus data is\u00a0the\u00a0possibility of\u00a0missing data on\u00a0the\u00a0author\u2019s country. To\u00a0solve this\u00a0problem, Moed et al. [7] suggested not to\u00a0include articles without author\u00a0affiliation\u00a0in\u00a0the\u00a0total number of\u00a0articles, i.e., divide the\u00a0number of\u00a0articles published from the\u00a0author\u2019s most productive country by\u00a0the\u00a0number of\u00a0articles for\u00a0which at\u00a0least one author\u2019s country of\u00a0origin\u00a0is\u00a0available in\u00a0the\u00a0database.<\/p>\n

This\u00a0article presents the\u00a0updated citation\u00a0values of\u00a0the\u00a0VTEI journal in\u00a0the\u00a0Scopus database. Simultaneously, the\u00a0values of\u00a0the\u00a0INO bibliometric indicator\u00a0were calculated both for\u00a0published articles (INO-P) and especially for\u00a0citing articles (INO-C).<\/p>\n

DATA AND METHODS<\/h2>\n

The\u00a0basic search query that is\u00a0used to\u00a0find articles in\u00a0the\u00a0Scopus database:<\/p>\n

This\u00a0query returned a\u00a0total of\u00a0148 results as\u00a0of\u00a0the\u00a0data collection\u00a0date (16\/02\/2023), which were checked to\u00a0see if they actually contained a\u00a0citation\u00a0to\u00a0the\u00a0VTEI journal or\u00a0not. Records that do not cite articles in\u00a0the\u00a0VTEI journal were excluded from these results. These were citations containing, for\u00a0example, \u201cvtei.edu.ua\u201d (5x), \u201cbulletin\u00a0technicko-ekonomick\u00fdch informac\u00ed\u201d (4x), \u201cvtei.com\u201d (3x), \u201cVirtually Transparent Epidermal Imagery (VTEI)\u201d (3x), etc.<\/p>\n

In\u00a0order to\u00a0obtain\u00a0data for\u00a0calculating INO-C from Scopus, a\u00a0final query was\u00a0prepared in\u00a0the\u00a0following form:<\/p>\n

This\u00a0query returned 126 records, for\u00a0which the\u00a0number of\u00a0citations of\u00a0articles in\u00a0the\u00a0VTEI journal was\u00a0subsequently determined. These data were processed in\u00a0a\u00a0spreadsheet and used to\u00a0generate Fig. 1, which shows the\u00a0numbers of\u00a0cited and citing articles according to\u00a0the\u00a0Scopus database. Simultaneously, the\u00a0number of\u00a0citing articles written by\u00a0Czech authors was\u00a0determined. Considering the\u00a0number of\u00a0articles in\u00a0individual years, only the\u00a0years 2019 to\u00a02022 were assessed separately. Due to\u00a0a\u00a0small number of\u00a0citing articles between 1986 and 2028, this\u00a0period was\u00a0evaluated in\u00a0one block (Tab. 1). Similarly, the\u00a0only citing article in\u00a02023 was\u00a0included in\u00a0the\u00a02019\u20132023 block.<\/p>\n

Two cases where the\u00a0citing author\u2019s affiliation\u00a0is\u00a0not indicated in\u00a0the\u00a0query result were identified, i.e. Scopus returns the\u00a0value \u201cundefined\u201d. In\u00a0these cases, the\u00a0relevant article was\u00a0searched and manual correction\u00a0of\u00a0the\u00a0data was\u00a0performed. In\u00a02020, an article with no defined author\u00a0affiliation\u00a0was\u00a0published by\u00a0Czech authors. An article was\u00a0published in\u00a01996 (included in\u00a0the\u00a0period 1982\u20132018),
\nwhich, according to\u00a0Scopus data, is\u00a0published only by\u00a0foreign authors.<\/span><\/p>\n

The\u00a0VTEI editorial office provided data for\u00a0the\u00a0calculation\u00a0of\u00a0the\u00a0INO-P indicator\u00a0(Tab. 2<\/span>). Considering the\u00a0time difference used to\u00a0calculate the\u00a0INO-C indicator, the\u00a0INO-P indicator\u00a0was\u00a0calculated only for\u00a0the\u00a0years 2019 to\u00a02022 due to\u00a0data comparability.<\/span><\/p>\n

RESULTS AND DISCUSSION<\/h2>\n

The\u00a0results of\u00a0calculations of\u00a0the\u00a0bibliometric indicator\u00a0INO-P and INO-C are presented in\u00a0Tab. 3. Two INO-C values are given. The\u00a0first value (INO-C) gives the\u00a0calculation\u00a0when undefined affiliations are included in\u00a0the\u00a0result in\u00a0accordance with the\u00a0procedure recommended by\u00a0Moed et al. [7], i.e., reducing the\u00a0total number of\u00a0articles by\u00a0the\u00a0number with \u201cundefined\u201d affiliation. The\u00a0INO-C* values indicate the\u00a0values of\u00a0the\u00a0bibliometric indicator\u00a0after finding the\u00a0actual affiliation\u00a0of\u00a0the\u00a0authors of\u00a0the\u00a0article with the\u00a0data \u201cundefined\u201d in\u00a0the\u00a0Scopus database.<\/p>\n

The\u00a0INO-P results show that the\u00a0VTEI journal is\u00a0used especially by\u00a0Czech authors as\u00a0a\u00a0channel for\u00a0knowledge transfer and dissemination\u00a0of\u00a0research results. This\u00a0is\u00a0not a\u00a0surprising finding when we consider that full texts in\u00a0English (bilingual publishing) was\u00a0introduced in\u00a02022, and in\u00a0previous years articles contained only English abstracts and captions for\u00a0figures and tables. Even then, articles were occasionally published in\u00a0English [e.g. 8] or\u00a0bilingually [e.g. 9, 10], but these were isolated cases.<\/p>\n

High INO-P indicator\u00a0values may not be a\u00a0bad thing. Regionally focused scientific journals have a\u00a0significant role in\u00a0the\u00a0dissemination\u00a0of\u00a0scientific information\u00a0or\u00a0serve mainly as\u00a0a\u00a0means of\u00a0disseminating research findings towards national or\u00a0regional communities.<\/p>\n

In\u00a0recent decades, English has\u00a0become the\u00a0universal language, the\u00a0so-called \u201clingua franca\u201d of\u00a0international scientific communication. A\u00a0Spanish study showed that authors publish in\u00a0English mainly because they wish to\u00a0(I) communicate the\u00a0results of\u00a0their research to\u00a0the\u00a0international scientific community, (II) achieve recognition\u00a0of\u00a0their research work, and (III) meet the\u00a0requirements for\u00a0professional promotion\u00a0[11].<\/p>\n

High INO-C values also correspond to\u00a0the\u00a0publication\u00a0of\u00a0articles primarily in\u00a0Czech. The\u00a0decrease in\u00a0the\u00a0INO-C indicator\u00a0in\u00a02022, i.e., the\u00a0year when bilingual publishing of\u00a0full texts of\u00a0articles was\u00a0introduced, seems interesting. The\u00a02022 INO-C values can be explained precisely by\u00a0the\u00a0start of\u00a0bilingual publishing. A\u00a0bibliometric study of\u00a0journals published in\u00a0post-Soviet countries also confirms the\u00a0higher citation\u00a0rate of\u00a0texts written in\u00a0English, even in\u00a0national journals [12]. Taking into\u00a0account the\u00a0deadline of\u00a0data collection, when the\u00a0final numbers for\u00a02022 may not be in\u00a0the\u00a0Scopus database, as\u00a0well as\u00a0the\u00a0fact that this\u00a0is\u00a0the\u00a0first year of\u00a0publication\u00a0of\u00a0the\u00a0VTEI journal in\u00a0bilingual form, these values have to\u00a0be taken with a\u00a0pinch of\u00a0salt! It may still be a\u00a0statistically outlying value. However, this\u00a0will have to\u00a0be confirmed only by\u00a0bibliometric analysis\u00a0in\u00a0the\u00a0following years. Bilingual publishing is\u00a0used by\u00a0journals from the\u00a0non-English speaking countries to\u00a0gain\u00a0wider recognition. A\u00a0study of\u00a0medical journals published bilingually [13] showed that bilingual publications helped to\u00a0index in\u00a0important databases (e.g.\u00a0Medline), obtain\u00a0or\u00a0improve the\u00a0Impact Factor, and attract authors.<\/p>\n

Due to\u00a0the\u00a0small number of\u00a0articles without a\u00a0citing author\u00a0affiliation, these affiliations were traced and compared both to\u00a0the\u00a0results for\u00a0the\u00a0\u201cundefined\u201d affiliation\u00a0exclusion\u00a0procedure in\u00a0accordance with the\u00a0recommendation\u00a0of\u00a0Moed et al. [7] (INO-C in\u00a0Tab. 3<\/span>), as\u00a0well as\u00a0to\u00a0manually added data (INO-C* in\u00a0Tab. 3<\/span>). Tab. 3<\/span> clearly shows that, in\u00a0the\u00a0case of\u00a0a\u00a0small number of\u00a0unidentified affiliations, the\u00a0procedure of\u00a0Moed et al. [7] brings sufficiently accurate results.<\/span><\/p>\n
