For translation or more information on this topic, please contact author.<\/h4>\n<h2>Souhrn<\/h2>\n<p>N\u00e1sleduj\u00edc\u00ed \u010dl\u00e1nek je zam\u011b\u0159en na aplikaci postup\u016f SWOT anal\u00fdzy pro konkr\u00e9tn\u00ed \u0159e\u0161en\u00ed modernizace \u00fapravny vody \u017delivka. C\u00edlem SWOT anal\u00fdzy bylo zhodnotit navrhovan\u00e9 a\u00a0definovan\u00e9 varianty technick\u00e9ho \u0159e\u0161en\u00ed modernizace \u00fapravny vody \u017delivka a\u00a0sou\u010dasn\u011b vytvo\u0159it relevantn\u00ed podklad pro n\u00e1sledn\u00e9 rozhodov\u00e1n\u00ed \u010dlen\u016f statut\u00e1rn\u00edch org\u00e1n\u016f vlastn\u00edka \u2013 spole\u010dnost \u00dapravna vody \u017delivka,\u00a0a.\u00a0s., a\u00a0provozovatele \u2013 spole\u010dnost \u017delivsk\u00e1 provozn\u00ed,\u00a0a.\u00a0s., p\u0159i projedn\u00e1v\u00e1n\u00ed investi\u010dn\u00ed a\u00a0provozn\u00ed strategie pro n\u00e1sleduj\u00edc\u00ed obdob\u00ed 10\u201315 let.<\/p>\n<h2>\u00davod<\/h2>\n<p>SWOT anal\u00fdza je metoda, pomoc\u00ed kter\u00e9 je mo\u017eno identifikovat siln\u00e9 (Strengths) a\u00a0slab\u00e9 (Weaknesses) str\u00e1nky, p\u0159\u00edle\u017eitosti (Opportunities) a\u00a0hrozby (Threats) spojen\u00e9 s\u00a0ur\u010dit\u00fdm projektem, typem podnik\u00e1n\u00ed, podnikatelsk\u00fdm z\u00e1m\u011brem, strategickou investic\u00ed a\u00a0politikou (ve smyslu opat\u0159en\u00ed). Jedn\u00e1 se o\u00a0metodu anal\u00fdzy u\u017e\u00edvanou p\u0159edev\u0161\u00edm v\u00a0marketingu, ale tak\u00e9 nap\u0159.\u00a0p\u0159i anal\u00fdze a\u00a0tvorb\u011b politik (policy analysis). D\u00edky tomu je mo\u017en\u00e9 komplexn\u011b vyhodnotit fungov\u00e1n\u00ed firmy, nal\u00e9zt probl\u00e9my nebo nov\u00e9 mo\u017enosti r\u016fstu. Je rovn\u011b\u017e sou\u010d\u00e1st\u00ed strategick\u00e9ho (dlouhodob\u00e9ho) pl\u00e1nov\u00e1n\u00ed spole\u010dnosti. V\u00a0na\u0161em p\u0159\u00edpad\u011b bude vyu\u017eita pro rozhodov\u00e1n\u00ed p\u0159i volb\u011b optim\u00e1ln\u00ed varianty modernizace technologick\u00e9 linky \u00fapravy surov\u00e9 vody na \u00fapravn\u011b vody \u017delivka. Celkov\u00fd n\u00e1vrh technologie \u00fapravy vody byl koncipov\u00e1n v\u00a060. letech s\u00a0ohledem na stav kvality surov\u00e9 vody ve zdroji (vod\u00e1rensk\u00e1 n\u00e1dr\u017e \u0160vihov), ale respektoval i\u00a0o\u010dek\u00e1van\u00fd v\u00fdvoj kvality vody v\u00a0budoucnosti. Rozhoduj\u00edc\u00edm faktorem pro n\u00e1vrh technologie \u00fapravy vody byly i\u00a0po\u017eadavky na jakost pitn\u00e9 vody v\u00a0dob\u011b v\u00fdstavby. Jakost surov\u00e9 vody ve vod\u00e1rensk\u00e9 n\u00e1dr\u017ei \u0160vihov (d\u00e1le jen VN \u0160vihov) pro\u0161la za dobu existence \u00fapravny velk\u00fdm v\u00fdvojem. V\u00fdznamn\u00fd vliv na kvalitu vody m\u00e1 re\u017eim hospoda\u0159en\u00ed v\u00a0okol\u00ed n\u00e1dr\u017ee, \u017eivotn\u00ed styl obyvatel, klimatick\u00e9 zm\u011bny\u00a0apod. Rozsah a\u00a0koncentra\u010dn\u00ed \u00farove\u0148 sledovan\u00fdch parametr\u016f je d\u00e1na aktu\u00e1ln\u011b platn\u00fdmi pr\u00e1vn\u00edmi p\u0159edpisy EU, resp. \u010cR, dostupnost\u00ed a\u00a0citlivost\u00ed analytick\u00fdch metod. Navrhovan\u00e1 opat\u0159en\u00ed investi\u010dn\u00edho charakteru pat\u0159\u00ed k\u00a0nejv\u011bt\u0161\u00edm moderniza\u010dn\u00edm z\u00e1sah\u016fm v\u00a0historii \u00fapravny, jejich\u017e hlavn\u00edm c\u00edlem je velmi v\u00fdrazn\u00e9 zlep\u0161en\u00ed kvality pitn\u00e9 vody, eliminace negativn\u00edch faktor\u016f, p\u0159edev\u0161\u00edm pesticidn\u00edch l\u00e1tek, a\u00a0zv\u00fd\u0161en\u00ed bezpe\u010dnosti v\u00fdroby nepodl\u00e9haj\u00edc\u00ed tolik vn\u011bj\u0161\u00edm vliv\u016fm. Z\u00e1sadn\u00edm informa\u010dn\u00edm zdrojem pro zpracov\u00e1n\u00ed SWOT anal\u00fdzy byl materi\u00e1l \u201eP\u0159\u00edprava a\u00a0modernizace \u00daV \u017delivka \u2013 studie souboru staveb (PL 1401401), Sweco Hydroprojekt,\u00a0a.\u00a0s., listopad 2014, Praha\u201d [2]. Dal\u0161\u00edmi informa\u010dn\u00edmi podklady byly materi\u00e1ly a\u00a0prezentace pro zased\u00e1n\u00ed spr\u00e1vn\u00edch org\u00e1n\u016f spole\u010dnosti \u00dapravna vody \u017delivka,\u00a0a.\u00a0s. (\u00daV\u017d). Vzhledem ke skute\u010dnosti, \u017ee \u00daV\u017d hodl\u00e1 kl\u00ed\u010dovou \u010d\u00e1st modernizace (technologick\u00fd stupe\u0148 sorpce na GAU) z\u00a0v\u011bt\u0161\u00ed \u010d\u00e1sti realizovat z\u00a0podpory Opera\u010dn\u00edho programu \u017divotn\u00ed prost\u0159ed\u00ed, byl d\u016fle\u017eit\u00fdm podkladem i\u00a0Programov\u00fd dokument Opera\u010dn\u00edho programu \u017divotn\u00ed prost\u0159ed\u00ed (d\u00e1le jen OP\u017dP) a\u00a0Pravidla pro \u017eadatele a\u00a0p\u0159\u00edjemce podpory v\u00a0OP\u017dP v\u00a0obdob\u00ed 2014\u20132020 [3, 4].<\/p>\n<h2>Z\u00e1kladn\u00ed chrakteristiky modernizace a\u00a0rekonstrukce<\/h2>\n<p>Hlavn\u00edm c\u00edlem modernizace a\u00a0rekonstrukce \u00daV \u017delivka jsou tyto skute\u010dnosti a\u00a0p\u0159edpoklady:<\/p>\n<ul>\n<li>odstran\u011bn\u00ed specifick\u00fdch organick\u00fdch l\u00e1tek (xenobiotik, pesticid\u016f, farmak\u00a0atd.) a\u00a0jejich rozkladn\u00fdch produkt\u016f, kter\u00e9 jsou obsa\u017eeny v\u00a0surov\u00e9 vod\u011b anebo kter\u00e9 vznikaj\u00ed p\u0159i pr\u016fchodu technologi\u00ed \u00fapravy, nap\u0159.\u00a0p\u0159i ozonizaci;<\/li>\n<li>minimalizace rizika nespln\u011bn\u00ed legislativn\u00edch limit\u016f pro pesticidn\u00ed l\u00e1tky a\u00a0jejich relevantn\u00ed metabolity ve vyroben\u00e9 pitn\u00e9 vod\u011b;<\/li>\n<li>zlep\u0161en\u00ed parametru \u201emikroskopick\u00fd obraz\u201d vyr\u00e1b\u011bn\u00e9 pitn\u00e9 vody v\u00a0obdob\u00ed tzv.\u00a0jarn\u00edho o\u017eiven\u00ed ve vod\u00e1rensk\u00e9 n\u00e1dr\u017ei \u0160vihov (VN \u0160vihov) \u2013 obdob\u00ed\u2028cca 3\u20135 m\u011bs\u00edc\u016f v\u00a0roce;<\/li>\n<li>zlep\u0161en\u00ed parametr\u016f vyr\u00e1b\u011bn\u00e9 vody v\u00a0ukazatel\u00edch celkov\u00fd organick\u00fd uhl\u00edk (TOC), asimilovateln\u00fd organick\u00fd uhl\u00edk (AOC), biologicky rozlo\u017eiteln\u00fd organick\u00fd uhl\u00edk (BDOC);<\/li>\n<li>zlep\u0161en\u00ed chu\u0165ov\u00fdch ukazatel\u016f vody;<\/li>\n<li>sn\u00ed\u017een\u00ed bezpe\u010dnostn\u00edch rizik v\u00a0b\u011b\u017en\u00e9m provozu a\u00a0p\u0159i krizov\u00fdch situac\u00edch \u2013 zaji\u0161t\u011bn\u00ed kvality vyroben\u00e9 vody v\u00a0souladu s\u00a0platn\u00fdmi pr\u00e1vn\u00edmi p\u0159edpisy po\u2028cel\u00fd rok;<\/li>\n<li>omezen\u00ed rizika p\u0159\u00edpadn\u00e9ho zhor\u0161en\u00ed kvality odeb\u00edran\u00e9 surov\u00e9 vody z\u00a0VN \u0160vihov.<\/li>\n<\/ul>\n<p>Pl\u00e1novan\u00e1 modernizace a\u00a0rekonstrukce \u00daV \u017delivka tvo\u0159\u00ed ucelen\u00fd soubor staveb a\u00a0zahrnuje souhrn n\u00e1sleduj\u00edc\u00edch kl\u00ed\u010dov\u00fdch opat\u0159en\u00ed:<\/p>\n<ul>\n<li>rekonstrukce prvn\u00edho separa\u010dn\u00edho stupn\u011b \u00fapravy s\u00a0c\u00edlem zlep\u0161it separaci suspenze na p\u00edskov\u00fdch filtrech;<\/li>\n<li>dopln\u011bn\u00ed technologick\u00e9 linky \u00fapravy vody o\u00a0nov\u00fd technologick\u00fd stupe\u0148 \u2013 sorpci na granulovan\u00e9m aktivn\u00edm uhl\u00ed (GAU), s\u00a0c\u00edlem zajistit odstran\u011bn\u00ed specifick\u00fdch organick\u00fdch l\u00e1tek \u2013 zejm\u00e9na pesticid\u016f a\u00a0jejich metabolit\u016f, u\u00a0nich\u017e ji\u017e v\u00a0sou\u010dasnosti doch\u00e1z\u00ed k\u00a0p\u0159ekra\u010dov\u00e1n\u00ed limitn\u00edch koncentrac\u00ed v\u00a0surov\u00e9 vod\u011b a\u00a0v\u00a0budoucnosti hroz\u00ed riziko p\u0159ekra\u010dov\u00e1n\u00ed koncentrac\u00ed t\u011bchto l\u00e1tek i\u00a0ve vyroben\u00e9 pitn\u00e9 vod\u011b.<\/li>\n<\/ul>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/04\/Tusil-1.jpg\" rel=\"shadowbox[sbpost-1825];player=img;\"><img decoding=\"async\" width=\"800\" height=\"550\" class=\"alignnone size-full wp-image-1753 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/04\/Tusil-1.jpg\" alt=\"Tusil-1\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/04\/Tusil-1.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/04\/Tusil-1-300x206.jpg 300w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/04\/Tusil-1-768x528.jpg 768w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/550;\" \/><\/a>\n<h6>Obr.\u00a01. \u00dapravna vody \u017delivka \u2013 celkov\u00fd pohled (zdroj: \u017delivsk\u00e1 provozn\u00ed,\u00a0a.\u00a0s., 2015)<br \/>\nFig. 1. Drinking water treatment plant \u017delivka (source: \u017delivsk\u00e1 provozn\u00ed,\u00a0a.\u00a0s., 2015)<\/h6>\n<h3>Popis souboru staveb modernizace a\u00a0rekonstrukce \u00daV\u017d<\/h3>\n<p>V\u00a0r\u00e1mci investi\u010dn\u00ed a\u00a0provozn\u00ed strategie spole\u010dnosti \u00daV\u017d se p\u0159edpokl\u00e1d\u00e1 v\u00a0horizontu p\u0159\u00ed\u0161t\u00edch cca 15 let realizace d\u00edl\u010d\u00edch staveb, kter\u00e9 tvo\u0159\u00ed ucelen\u00fd soubor, p\u0159i\u010dem\u017e lze tento soubor rozd\u011blit do \u010dty\u0159 staveb:<\/p>\n<p><strong>1. stavba<\/strong> \u2013 je zam\u011b\u0159ena na opat\u0159en\u00ed sm\u011b\u0159uj\u00edc\u00ed ke zlep\u0161en\u00ed p\u0159\u00edpravy suspenze tak, aby do\u0161lo ke zlep\u0161en\u00ed separace suspenze na p\u00edskov\u00fdch filtrech:<\/p>\n<ul>\n<li>\u00faprava flokulace v\u00a0budov\u011b d\u00e1vkov\u00e1n\u00ed chemik\u00e1li\u00ed \u2013 BUDAFLO,<\/li>\n<li>v\u00a0hale filtrace F2 \u2013 \u00faprava n\u00e1dr\u017ee rychl\u00e9ho m\u00edch\u00e1n\u00ed.<\/li>\n<\/ul>\n<p>Rekonstrukce meandru v\u00a0BUDAFLO je rozd\u011blena na dv\u011b etapy \u2013 v\u00a0prvn\u00ed etap\u011b (1. stavba \u2013 1. etapa) budou usazena m\u00edchadla do st\u00e1vaj\u00edc\u00edho meandru. V\u00a0dal\u0161\u00ed etap\u011b (1. stavba \u2013 2. etapa) bude:<\/p>\n<ul>\n<li>realizov\u00e1no roz\u0161\u00ed\u0159en\u00ed st\u00e1vaj\u00edc\u00edho meandru v\u00a0objektu BUDAFLO v\u010detn\u011b jeho vystrojen\u00ed m\u00edchadly do prostoru nevyu\u017eit\u00fdch v\u00e1penn\u00fdch syti\u010d\u016f,<\/li>\n<li>uskute\u010dn\u011bna p\u0159estavba n\u00e1dr\u017ee rychl\u00e9ho m\u00edch\u00e1n\u00ed v\u00a0hale F2 na meandr v\u010detn\u011b vystrojen\u00ed m\u00edchadly, s\u00a0c\u00edlem zajistit kvalitn\u00ed p\u0159\u00edpravu suspenze m\u00edch\u00e1n\u00edm s\u00a0pot\u0159ebnou dobou zdr\u017een\u00ed.<\/li>\n<\/ul>\n<p><strong>2. stavba<\/strong> \u2013 v\u00a0t\u00e9to stavb\u011b budou realizov\u00e1ny \u00fapravy na st\u00e1vaj\u00edc\u00edch objektech \u010di v\u00fdstavba nov\u00fdch objekt\u016f, kter\u00e9 zajist\u00ed roz\u0161\u00ed\u0159en\u00ed technologie \u00fapravy vody o\u00a0nov\u00fd technologick\u00fd stupe\u0148 \u2013 sorpce na GAU. K\u00a0dispozici bude hala, v\u00a0n\u00ed\u017e budou um\u00edst\u011bny filtry s\u00a0GAU, \u010derpac\u00ed stanice, trafostanice a\u00a0souvisej\u00edc\u00ed spojovac\u00ed rozvody a\u00a0p\u0159\u00edstupov\u00e1 komunikace. S\u00a0um\u00edst\u011bn\u00edm filtr\u016f s\u00a0GAU je uva\u017eov\u00e1no ve variant\u00e1ch:<\/p>\n<ul>\n<li>v\u00a0hale filtrace F2 \u2013 toto \u0159e\u0161en\u00ed uva\u017euje s\u00a0p\u0159estavbou \u010d\u00e1sti p\u00edskov\u00fdch filtr\u016f na filtry s\u00a0GAU (toto \u0159e\u0161en\u00ed je d\u00e1le popisov\u00e1no jako varianta II),<\/li>\n<li>v\u00a0nov\u00e9m objektu \u2013 v\u00a0objektu budou osazeny otev\u0159en\u00e9 filtry s\u00a0GAU (toto \u0159e\u0161en\u00ed je d\u00e1le popisov\u00e1no jako varianta III anebo varianta IIIa).<\/li>\n<\/ul>\n<p><strong>3. stavba<\/strong> \u2013 p\u0159edm\u011btem t\u00e9to stavby je rekonstrukce stavebn\u00ed a\u00a0strojn\u00ed \u010d\u00e1sti 32\u2008ks p\u00edskov\u00fdch filtr\u016f v\u00a0hale filtrace F1.<\/p>\n<p><strong>4. stavba<\/strong> \u2013 p\u0159edm\u011btem t\u00e9to stavby je rekonstrukce stavebn\u00ed a\u00a0strojn\u00ed \u010d\u00e1sti 24\u2008ks p\u00edskov\u00fdch filtr\u016f v\u00a0hale filtrace F2 nebo 12\u2008ks p\u00edskov\u00fdch filtr\u016f v\u00a0hale filtrace F2, kter\u00e9 z\u016fstaly nedot\u010deny v\u00a0p\u0159\u00edpad\u011b realizace varianty II.<\/p>\n<h3>P\u0159ehled n\u00e1vrhov\u00fdch parametr\u016f nov\u00e9ho technologick\u00e9ho stupn\u011b sorpce na GAU<\/h3>\n<p>Kl\u00ed\u010dovou \u010d\u00e1st\u00ed modernizace a\u00a0rekonstrukce \u00daV \u017delivka a\u00a0dopln\u011bn\u00ed technologick\u00e9 linky je realizace v\u00fdstavby filtr\u016f s\u00a0GAU, kter\u00e1 by m\u011bla b\u00fdt schopna plnit tyto z\u00e1sadn\u00ed technologick\u00e9 n\u00e1vrhov\u00e9 parametry [2]:<\/p>\n<ul>\n<li>pr\u016ftok max. 3,5 m<sup>3<\/sup>.s<sup>-1<\/sup>,<\/li>\n<li>doporu\u010den\u00e1 filtra\u010dn\u00ed rychlost \u2013 do 7\u2008m\/hod,<\/li>\n<li>doba zdr\u017een\u00ed vody \u2013 minim\u00e1ln\u011b 12 minut na GAU.<\/li>\n<\/ul>\n<h3>Posuzovan\u00e9 varianty technick\u00e9ho \u0159e\u0161en\u00ed modernizace \u00daV \u017delivka<\/h3>\n<p>Pro realizaci modernizace \u00daV \u017delivka bylo v\u00a0r\u00e1mci Studie souboru staveb navr\u017eeno celkem p\u011bt variantn\u00edch \u0159e\u0161en\u00ed [2]. Z\u00a0n\u00e1sledn\u00fdch odborn\u00fdch diskus\u00ed v\u00a0\u0161ir\u0161\u00edm t\u00fdmu odborn\u00edk\u016f a\u00a0zhodnocen\u00ed t\u011bchto p\u011bti variant byly vybr\u00e1ny pouze dv\u011b, p\u0159i\u010dem\u017e k\u00a0nim byla dodate\u010dn\u011b dopln\u011bna i\u00a0t\u0159et\u00ed tzv.\u00a0redukovan\u00e1 varianta. Variantn\u00ed \u0159e\u0161en\u00ed IIIa je cestou kompromisu, p\u0159i\u010dem\u017e by se m\u011bla realizovat pouze \u010d\u00e1st nov\u00e9ho objektu filtrace s\u00a0GAU, kter\u00e1 by odpov\u00eddala aktu\u00e1ln\u00edm pot\u0159eb\u00e1m v\u00fdroby pitn\u00e9 vody, tj.\u00a0s\u00a0v\u00fdkonem 1,75\u20132,0 m<sup>3<\/sup>\/s. To znamen\u00e1, \u017ee by byla realizov\u00e1na nov\u00e1 hala pouze pro osm filtr\u016f s\u00a0t\u00edm, \u017ee by v\u00a0budoucnosti, v\u00a0p\u0159\u00edpad\u011b pot\u0159eby, bylo mo\u017en\u00e9 doplnit zb\u00fdvaj\u00edc\u00ed pot\u0159ebnou kapacitu filtr\u016f s\u00a0GAU. Je zcela zjevn\u00e9, \u017ee je soub\u011b\u017en\u011b zcela nezbytn\u00e9 se zapojit do aktivit, kter\u00e9 se vytv\u00e1\u0159ej\u00ed \u010di funguj\u00ed v\u00a0okol\u00ed tohoto zdroje. Vzhledem k\u00a0tomu, \u017ee cel\u00e9 povod\u00ed m\u00e1 p\u0159es 1 175 km<sup>2<\/sup> a\u00a0zasahuje do t\u0159\u00ed kraj\u016f, bylo by velmi kr\u00e1tkozrak\u00e9 se domn\u00edvat, \u017ee v\u0161e vy\u0159e\u0161\u00ed jen ochrann\u00e1 p\u00e1sma v\u00a0t\u011bsn\u00e9m okol\u00ed VN \u0160vihov. Co do struktury, tvo\u0159\u00ed 51,5 % orn\u00e1 p\u016fda, 30 % lesy, 10 % sm\u00ed\u0161en\u00e1 zem\u011bd\u011blsk\u00e1 oblast a\u00a04,2 % travn\u00ed porost. Povod\u00ed VN \u0160vihov je zn\u00e1zorn\u011bno na <em>obr.\u00a02<\/em>.<\/p>\n<p>Nejde zdaleka jen o\u00a0dodr\u017eov\u00e1n\u00ed a\u00a0d\u016fslednou kontrolu agrotechnick\u00fdch postup\u016f p\u0159i aplikaci l\u00e1tek, kter\u00e9 mohou negativn\u011b ovlivnit kvalitu vody ve zdroji, jak se diskuse mnohdy zu\u017euje. To je jen z\u00e1kladn\u00ed p\u0159edpoklad. Podstatn\u011bj\u0161\u00ed je celkov\u00fd citliv\u00fd p\u0159\u00edstup k\u00a0\u00fazem\u00ed a\u00a0vytvo\u0159en\u00ed syst\u00e9mu hospoda\u0159en\u00ed s\u00a0p\u016fdou tak, aby se voda generovan\u00e1 z\u00a0cel\u00e9 plochy co nejv\u00edce zdr\u017eela v\u00a0syst\u00e9mu a\u00a0do VN \u0160vihov se dost\u00e1vala s\u00a0co nejmen\u0161\u00edmi koncentracemi ne\u017e\u00e1douc\u00edch polutant\u016f. Toho lze dos\u00e1hnout \u0159adou opat\u0159en\u00ed, mezi n\u011b\u017e pat\u0159\u00ed nap\u0159\u00edklad zm\u011bna p\u011bstovan\u00fdch plodin, zales\u0148ov\u00e1n\u00ed, budov\u00e1n\u00ed reten\u010dn\u00edch p\u0159edzdr\u017e\u00ed, vytv\u00e1\u0159en\u00ed mok\u0159adn\u00edch syst\u00e9m\u016f, rybn\u00edk\u016f, a\u00a0tak\u00e9 investicemi do \u010di\u0161t\u011bn\u00ed odpadn\u00edch vod, a\u00a0to i\u00a0z\u00a0mal\u00fdch zdroj\u016f. V\u0161e je pot\u0159eba navazovat na Pl\u00e1n d\u00edl\u010d\u00edho povod\u00ed Doln\u00ed Vltavy [5]. Lze zva\u017eovat i\u00a0ot\u00e1zku v\u00fdkupu pozemk\u016f pro realizaci takov\u00fdchto trval\u00fdch opat\u0159en\u00ed. To v\u0161e m\u016f\u017ee v\u00e9st k\u00a0ur\u010dit\u00e9mu sn\u00ed\u017een\u00ed rizik spojen\u00fdch s\u00a0upravitelnost\u00ed surov\u00e9 vody. Tato opat\u0159en\u00ed v\u0161ak jsou naprosto nezbytn\u00e1 pro dlouhodob\u00e9 trval\u00e9 udr\u017een\u00ed strategick\u00e9ho zdroje z\u00e1sob vody pro v\u00edce jak 1,5 milionu obyvatel \u010cR.\u00a0Zdroje pro navrhovan\u00e1 opat\u0159en\u00ed je pot\u0159eba hledat ve v\u00edcezdrojov\u00e9m financov\u00e1n\u00ed s\u00a0mo\u017en\u00fdm zapojen\u00edm i\u00a0evropsk\u00fdch zdroj\u016f. I\u00a0v\u00a0p\u0159\u00edpad\u011b aplikace pot\u0159ebn\u00fdch opat\u0159en\u00ed v\u00a0povod\u00ed \u017delivky nelze ov\u0161em o\u010dek\u00e1vat okam\u017eit\u00fd efekt, kter\u00fd by vedl k\u00a0rychl\u00fdm zm\u011bn\u00e1m v\u00a0kvalit\u011b a\u00a0mno\u017estv\u00ed surov\u00e9 vody. Pozitivn\u00ed vliv lze predikovat v\u00a0\u0159\u00e1du des\u00edtek let. Pro sn\u00ed\u017een\u00ed obsahu n\u011bkter\u00fdch l\u00e1tek limitovan\u00fdch v\u00a0pitn\u00e9 vod\u011b je zcela ne\u00fa\u010dinn\u00e1 (nap\u0159. pesticidy a\u00a0v\u00a0budoucnu i\u00a0l\u00e9\u010diva, pop\u0159.\u00a0dal\u0161\u00ed l\u00e1tky za\u0159azen\u00e9 jako prioritn\u00ed l\u00e1tky a\u00a0zejm\u00e9na jejich mnohdy stabiln\u011bj\u0161\u00ed metabolity). Vzhledem k\u00a0vysok\u00e9mu obsahu pesticidn\u00edch l\u00e1tek v\u00a0odeb\u00edran\u00e9 surov\u00e9 vod\u011b z\u00a0VN \u0160vihov existuje v\u00a0budoucnu re\u00e1ln\u00e9 riziko nepln\u011bn\u00ed legislativn\u00edch parametr\u016f ve vyroben\u00e9 pitn\u00e9 vod\u011b. Tuto skute\u010dnost dokumentuje graf na <em>obr.\u00a03<\/em>, kde hodnota NMH (nejvy\u0161\u0161\u00ed mezn\u00ed\u2028hodnota) p\u0159edstavuje limitn\u00ed koncentraci 500 ng\/l pro celkov\u00fd obsah pesticidn\u00edch l\u00e1tek v\u00a0pitn\u00e9 vod\u011b [6, 7].<\/p>\n<p>Pro v\u00fdrobu pitn\u00e9 vody z\u00a0vody odeb\u00edran\u00e9 z\u00a0VN \u0160vihov existuje \u0159ada faktor\u016f, kter\u00e9 ovliv\u0148uj\u00ed upravitelnost vody (pom\u011br N, P, teplota, CHSK\u00a0atd.), ale mezi kritick\u00e9 pat\u0159\u00ed p\u0159edev\u0161\u00edm dva parametry odeb\u00edran\u00e9 surov\u00e9 vody:<\/p>\n<ul>\n<li>obsah mikroorganism\u016f \u2013 vykazovan\u00e9 jako parametr mikroskopick\u00fd obraz,<\/li>\n<li>v\u00fdskyt pesticid\u016f a\u00a0jejich metabolit\u016f.<\/li>\n<\/ul>\n<p>V\u00a0obdob\u00ed jarn\u00edho o\u017eiven\u00ed doch\u00e1z\u00ed k\u00a0opakovan\u00fdm probl\u00e9m\u016fm s\u00a0kvalitou upraven\u00e9 vody, kdy sou\u010dasn\u00e9 technologie nezabr\u00e1n\u00ed pr\u016fniku mikroorganism\u016f do filtr\u00e1tu, a\u00a0to ani \u017eiv\u00fdch. Tyto negativn\u00ed jevy maj\u00ed bohu\u017eel v\u00a0posledn\u00edch letech zvy\u0161uj\u00edc\u00ed se frekvenci. Ve st\u00e1vaj\u00edc\u00edm technologick\u00e9m uspo\u0159\u00e1d\u00e1n\u00ed doch\u00e1z\u00ed k\u00a0pr\u016fniku \u010d\u00e1sti mikroorganism\u016f p\u0159es p\u00edskov\u00e9 filtry, kter\u00e9 rovn\u011b\u017e nedok\u00e1\u017e\u00ed odstranit z\u00a0upravovan\u00e9 vody pesticidn\u00ed l\u00e1tky. Filtr\u00e1t je pak veden na ozonizaci, kde doch\u00e1z\u00ed p\u016fsoben\u00edm oz\u00f3nu k\u00a0\u201erozbit\u00ed\u201d zbyl\u00fdch mikroorganism\u016f (vym\u00fdv\u00e1n\u00ed obsahu bun\u011bk (sinic) do vody) a\u00a0k\u00a0fragmentaci pesticid\u016f a\u00a0jejich metabolit\u016f. Doch\u00e1z\u00ed tak k\u00a0n\u00e1r\u016fstu organick\u00e9ho uhl\u00edku ve vod\u011b, resp. k\u00a0tvorb\u011b prekurzor\u016f trihalometan\u016f, a\u00a0n\u00e1slednou chlorac\u00ed vody m\u016f\u017ee v\u00a0pr\u016fb\u011bhu transportu vody k\u00a0odb\u011bratel\u016fm doj\u00edt ke zhor\u0161en\u00ed parametr\u016f kvality vody. V\u00fdrazn\u011b se sni\u017euje kvalita vyroben\u00e9 vody v\u00a0\u010dase. Pon\u011bkud m\u00e9n\u011b konfliktn\u00ed situace je pak i\u00a0v\u00a0obdob\u00ed podzimn\u00ed cirkulace vody v\u00a0n\u00e1dr\u017ei. Tato negativn\u00ed obdob\u00ed trvaj\u00ed zpravidla 3\u20135 m\u011bs\u00edc\u016f v\u00a0roce.<\/p>\n<p>Pro dosa\u017een\u00ed separace naprost\u00e9 v\u011bt\u0161iny mikropolutant\u016f je sorp\u010dn\u00ed stupe\u0148 v\u00a0technologick\u00e9 lince \u00fapravny nezastupiteln\u00fd. Nezastupitelnost sorp\u010dn\u00edho stupn\u011b spo\u010d\u00edv\u00e1 mj. tak\u00e9 v\u00a0tom, \u017ee sorp\u010dn\u00ed stupe\u0148 ne\u017e\u00e1douc\u00ed l\u00e1tky z\u00a0vody skute\u010dn\u011b odstra\u0148uje, zat\u00edmco ozonizace v\u011bt\u0161inou m\u016f\u017ee jen malou \u010d\u00e1st p\u0159\u00edtomn\u00fdch organick\u00fdch l\u00e1tek oxidovat a\u017e na oxid uhli\u010dit\u00fd a\u00a0vodu, ov\u0161em z\u00a0velk\u00e9 v\u011bt\u0161iny z\u00a0nich vytvo\u0159\u00ed jin\u00e9 a\u00a0t\u011b\u017eko identifikovateln\u00e9 l\u00e1tky. Proto je doporu\u010deno dopln\u011bn\u00ed st\u00e1vaj\u00edc\u00ed technologie o\u00a0sorp\u010dn\u00ed stupe\u0148 s\u00a0GAU, resp. o\u00a0nejlep\u0161\u00ed dostupnou technologii pro dosa\u017een\u00ed co nejvy\u0161\u0161\u00edho zabezpe\u010den\u00ed kvality vyr\u00e1b\u011bn\u00e9 pitn\u00e9 vody. Navrhovan\u00e1 nov\u00e1 linka s\u00a0filtry s\u00a0n\u00e1pln\u00ed GAU m\u00e1 krom\u011b asimilovateln\u00e9ho organick\u00e9ho uhl\u00edku (AOC), celkov\u00e9ho organick\u00e9ho uhl\u00edku (TOC), biologicky degradabiln\u00edho organick\u00e9ho uhl\u00edku (BDOC) z\u00e1rove\u0148 odstranit z\u00a0upravovan\u00e9 vody p\u0159edev\u0161\u00edm pesticidn\u00ed l\u00e1tky a\u00a0jejich metabolity, kter\u00e9 nen\u00ed sou\u010dasn\u00e1 koagula\u010dn\u00ed technologie schopna odstra\u0148ovat.<\/p>\n<p>Problematick\u00e1 mohou b\u00fdt do budoucna i\u00a0l\u00e9\u010diva a\u00a0jejich metabolity, hormony a\u00a0xenobiotika, kter\u00e9 sice nejsou doposud v\u00fdrazn\u011b detekov\u00e1ny v\u00a0odeb\u00edran\u00e9 surov\u00e9 vod\u011b, ale podle realizovan\u00fdch studi\u00ed a\u00a0m\u011b\u0159en\u00ed ve sv\u011bt\u011b, ale p\u0159\u00edmo i\u00a0v\u00a0povod\u00ed VN \u0160vihov, nedok\u00e1\u017e\u00ed b\u011b\u017en\u00e9 \u010dist\u00edrensk\u00e9 technologie tyto l\u00e1tky v\u00a0\u010dist\u00edrn\u00e1ch odpadn\u00edch vod (\u010cOV) odstra\u0148ovat. V\u00a0souladu s\u00a0kontinu\u00e1ln\u00edm v\u00fdvojem mo\u017enost\u00ed a\u00a0citlivost\u00ed analytick\u00fdch metod lze o\u010dek\u00e1vat v\u00a0t\u00e9to oblasti zji\u0161t\u011bn\u00ed nov\u00fdch zne\u010di\u0161\u0165uj\u00edc\u00edch l\u00e1tek, n\u00e1sledn\u00e9 zaveden\u00ed jejich sledov\u00e1n\u00ed a\u00a0zp\u0159\u00eds\u0148ov\u00e1n\u00ed limit\u016f pro l\u00e1tky sledovan\u00e9 v\u00a0sou\u010dasnosti.<\/p>\n<p>Pokud se pokus\u00edme shrnout bezpe\u010dnostn\u00ed faktory, provozn\u00ed a\u00a0kvalitativn\u00ed rizika navr\u017een\u00fdch variant \u0159e\u0161en\u00ed modernizace \u00daV \u017delivka, je z\u0159ejm\u00e9, \u017ee spln\u011bn\u00ed progn\u00f3z a\u00a0expertn\u00edch odhad\u016f v\u00fdvoje spot\u0159eb vody si budeme moci skute\u010dn\u011b ov\u011b\u0159it a\u017e za cca 40 let, ale o\u00a0investici v\u00a0navr\u017een\u00e9m rozsahu je pot\u0159eba rozhodnout ji\u017e nyn\u00ed. Filtry budou stavebn\u011b a\u00a0v\u00fd\u0161kov\u011b upraveny tak, \u017ee ji\u017e nebude mo\u017en\u00e9 je v\u00a0budoucnosti bez v\u011bt\u0161\u00edch z\u00e1sah\u016f provozovat jako p\u00edskov\u00e9 filtry. Celkov\u00e1 filtra\u010dn\u00ed plocha p\u00edskov\u00fdch filtr\u016f se sn\u00ed\u017e\u00ed. P\u0159i sou\u010dasn\u00e9m pr\u016fm\u011brn\u00e9m objemu vyroben\u00e9 pitn\u00e9 vody a\u00a0rekonstrukci BUDAFLO bude toto \u0159e\u0161en\u00ed p\u0159i zachov\u00e1n\u00ed sou\u010dasn\u00e9ho mno\u017estv\u00ed vyroben\u00e9 pitn\u00e9 vody posta\u010dovat. Provozn\u00ed limity t\u00e9to varianty se projev\u00ed a\u017e v\u00a0okam\u017eiku, kdy\u017e se napln\u00ed p\u0159edpokl\u00e1dan\u00fd nar\u016fst spot\u0159eby pitn\u00e9 vody a\u00a0\u00daV \u017delivka bude nutn\u00e9 provozovat dlouhodob\u011b s\u00a0vy\u0161\u0161\u00edmi v\u00fdkony, pop\u0159.\u00a0p\u0159i havarijn\u00edch a\u00a0mimo\u0159\u00e1dn\u00fdch situac\u00edch, kter\u00e9 si vy\u017e\u00e1daj\u00ed zv\u00fd\u0161en\u00ed v\u00fdkonu \u00daV \u017delivka. Ji\u017e l\u00e9to 2015 (hork\u00e9 a\u00a0such\u00e9) a\u00a0n\u00e1sledn\u011b podzim 2015 s\u00a0podpr\u016fm\u011brn\u00fdmi sr\u00e1\u017ekami ovlivnily v\u00fdrobu pitn\u00e9 vody. Dal\u0161\u00ed do\u010dasn\u00e9 sn\u00ed\u017een\u00ed plochy p\u00edskov\u00fdch filtr\u016f se p\u0159edpokl\u00e1d\u00e1 v\u00a0pr\u016fb\u011bhu realizace jejich rekonstrukce\u2028(3. a\u00a04. stavba).<\/p>\n<p>V\u00a0p\u0159\u00edpad\u011b volby varianty III, tj.\u00a0v\u00fdstavba nov\u00e9 haly filtrace GAU, se jedn\u00e1 o\u00a0variantu, kter\u00e1 bude m\u00edt ze sou\u010dasn\u00e9ho pohledu v\u011bt\u0161\u00ed provozn\u00ed rezervy a\u00a0bude dostate\u010dn\u011b vyu\u017eita p\u0159i p\u0159edpokl\u00e1dan\u00e9m n\u00e1r\u016fstu spot\u0159eby vody, ale zejm\u00e9na p\u0159i \u0159e\u0161en\u00ed krizov\u00fdch a\u00a0mimo\u0159\u00e1dn\u00fdch situac\u00ed a\u00a0v\u00a0p\u0159\u00edpad\u011b havarijn\u00edch stav\u016f, nap\u0159.\u00a0u\u00a0ostatn\u00edch zdroj\u016f vod\u00e1rensk\u00e9 soustavy. Provozn\u00ed rezervy p\u00edskov\u00e9 filtrace F1 a\u00a0F2 bude mo\u017en\u00e9 vyu\u017e\u00edt p\u0159i rekonstrukc\u00edch p\u00edskov\u00fdch filtr\u016f, kter\u00e9 je nutn\u00e9 za\u010d\u00edt p\u0159ipravovat ihned po dokon\u010den\u00ed 1. a\u00a02. stavby modernizace \u00daV\u017d. Lze \u0159\u00edci, \u017ee\u00a0z\u00a0hlediska technologick\u00e9 spolehlivosti a\u00a0stability i\u00a0dostate\u010dn\u00e9 kapacity pro p\u0159\u00edpadn\u00e9 zji\u0161t\u011bn\u00ed v\u00fdskytu dal\u0161\u00edch l\u00e1tek m\u00e1 tato varianta po\u017eadovan\u00e9 provozn\u00ed rezervy.<\/p>\n<h5>Tabulka 4. Byla by tedy realizov\u00e1na pouze \u010d\u00e1st haly, kter\u00e1 by se dala v\u00a0budoucnosti roz\u0161\u00ed\u0159it o\u00a0dal\u0161\u00ed pot\u0159ebnou kapacitu filtrace s\u00a0GAU, pokud se o\u010dek\u00e1van\u00fd n\u00e1r\u016fst spot\u0159eby pitn\u00e9 vody \u010di zhor\u0161uj\u00edc\u00ed se kvalita potvrd\u00ed. Plocha p\u00edskov\u00e9 filtrace bude zachov\u00e1na v\u00a0sou\u010dasn\u00e9m rozsahu a\u00a0bude mo\u017en\u00e9 bez v\u00fdrazn\u00fdch provozn\u00edch omezen\u00ed p\u0159istoupit k\u00a0jej\u00ed postupn\u00e9 rekonstrukci. Nev\u00fdhodou v\u0161ak z\u016fst\u00e1v\u00e1 skute\u010dnost, \u017ee obdob\u00ed, kdy je pr\u016fm\u011brn\u00e9 mno\u017estv\u00ed vyroben\u00e9 pitn\u00e9 vody v\u00a0p\u00e1smu do 2,0 m<sup>3<\/sup>\/s, p\u0159edstavuje v\u00a0posledn\u00edch letech do 3 % celkov\u00e9 ro\u010dn\u00ed v\u00fdroby.<\/p>\n<h2>Mo\u017enosti financov\u00e1n\u00ed modernizace \u00daV\u017d v\u00a0r\u00e1mci OP\u017dP 2014\u20132020<\/h2>\n<p>Projekt \u201eModernizace \u00daV \u017delivka \u2013 sorp\u010dn\u00ed stupe\u0148\u201d napl\u0148uje podm\u00ednky Opera\u010dn\u00edho programu \u017divotn\u00ed prost\u0159ed\u00ed 2014\u20132020 a\u00a0je vhodn\u00fdm projektem do specifick\u00e9ho c\u00edle 1.2 Zajistit dod\u00e1vky pitn\u00e9 vody v\u00a0odpov\u00eddaj\u00edc\u00ed jakosti a\u00a0mno\u017estv\u00ed.<\/p>\n<p>Podle aktu\u00e1ln\u00ed metodiky OP\u017dP 2014\u20132020 (Pravidla pro \u017eadatele a\u00a0p\u0159\u00edjemce podpory v\u00a0Opera\u010dn\u00edm programu \u017divotn\u00ed prost\u0159ed\u00ed pro obdob\u00ed 2014\u20132020, verze 4.0, \u00fa\u010dinn\u00e9 od 14. srpna 2015) se jako p\u0159ijateln\u00e9 kvalifikuj\u00ed projekty, kter\u00fdmi dojde k\u00a0napojen\u00ed dal\u0161\u00edch obyvatel na kvalitn\u00ed pitnou vodu (za p\u0159edpokladu existence nebo sou\u010dasn\u00e9ho vybudov\u00e1n\u00ed vyhovuj\u00edc\u00edho syst\u00e9mu likvidace odpadn\u00edch vod), ke zlep\u0161en\u00ed kvality dod\u00e1van\u00e9 pitn\u00e9 vody do vodovodn\u00ed s\u00edt\u011b nebo ke zv\u00fd\u0161en\u00ed mno\u017estv\u00ed dod\u00e1van\u00e9 pitn\u00e9 vody [3, 4].<\/p>\n<p>Projekt modernizace \u00daV \u017delivka je projektem p\u0159ijateln\u00fdm ve specifick\u00e9m c\u00edli 1.2 \u2013 Zajistit dod\u00e1vky pitn\u00e9 vody v\u00a0odpov\u00eddaj\u00edc\u00ed jakosti a\u00a0mno\u017estv\u00ed. V\u00a0r\u00e1mci tohoto specifick\u00e9ho c\u00edle 1.2 budou podporov\u00e1ny projekty zam\u011b\u0159en\u00e9 na:<\/p>\n<ul>\n<li>v\u00fdstavbu a\u00a0modernizaci \u00fapraven vody a\u00a0zvy\u0161ov\u00e1n\u00ed kvality zdroj\u016f pitn\u00e9 vody v\u010detn\u011b v\u00fdstavby a\u00a0modernizace syst\u00e9m\u016f (technick\u00e1 opat\u0159en\u00ed) pro ochranu zdroj\u016f pitn\u00e9 vody v\u00a0jejich bezprost\u0159edn\u00ed bl\u00edzkosti, slou\u017e\u00edc\u00ed ve\u0159ejn\u00e9 pot\u0159eb\u011b,<\/li>\n<li>v\u00fdstavbu a\u00a0dostavbu p\u0159ivad\u011b\u010d\u016f a\u00a0rozvodn\u00fdch s\u00edt\u00ed pitn\u00e9 vody v\u010detn\u011b souvisej\u00edc\u00edch objekt\u016f slou\u017e\u00edc\u00edch ve\u0159ejn\u00e9 pot\u0159eb\u011b.<\/li>\n<\/ul>\n<h5>Tabulka 5. Intenzifikace \u00fapraven vody pro \u00fa\u010dely dosa\u017een\u00ed pot\u0159ebn\u00e9 kvality vyroben\u00e9 pitn\u00e9 vody bude podporovateln\u00e1 pouze v\u00a0p\u0159\u00edpad\u011b, \u017ee zlep\u0161en\u00ed kvality surov\u00e9 vody nebude v\u00a0pot\u0159ebn\u00e9m \u010dasov\u00e9m horizontu nebo za ekonomicky p\u0159ijateln\u00fdch podm\u00ednek dosa\u017eiteln\u00e9<\/em>.\u201c<\/p>\n<p>Mezi opr\u00e1vn\u011bn\u00fdmi p\u0159\u00edjemci v\u00a0r\u00e1mci specifick\u00e9ho c\u00edle 1.2 jsou tak\u00e9 spole\u010dnosti vlastn\u011bn\u00e9 z\u00a0v\u00edce ne\u017e 50 % majetku obcemi a\u00a0m\u011bsty nebo jin\u00fdmi ve\u0159ejnopr\u00e1vn\u00edmi subjekty, co\u017e \u00daV \u017delivka napl\u0148uje. U\u00a0projekt\u016f vytv\u00e1\u0159ej\u00edc\u00edch p\u0159\u00edjmy podle \u010dl. 61 obecn\u00e9ho na\u0159\u00edzen\u00ed budou zp\u016fsobil\u00e9 v\u00fddaje ur\u010deny ode\u010dten\u00edm p\u0159\u00edjm\u016f projektu metodou v\u00fdpo\u010dtu flat rate (jednor\u00e1zov\u00fdm sn\u00ed\u017een\u00edm zp\u016fsobil\u00fdch v\u00fddaj\u016f pau\u0161\u00e1ln\u00ed sazbou 25 %). V\u00fd\u0161e podpory v\u00a0tomto p\u0159\u00edpad\u011b \u010din\u00ed 85 % \u00d7 (100 % \u2013 25 %) = 63,75 %. Z\u00e1v\u011brem je pot\u0159eba p\u0159ipomenout, \u017ee modernizace \u00daV \u017delivka je z\u00e1sadn\u00edm a\u00a0kl\u00ed\u010dov\u00fdm krokem dal\u0161\u00edho rozvoje spole\u010dnosti a\u00a0p\u0159edstavuje napl\u0148ov\u00e1n\u00ed proaktivn\u00ed politiky p\u0159i zabezpe\u010dov\u00e1n\u00ed budouc\u00edho z\u00e1sobov\u00e1n\u00ed kvalitn\u00ed pitnou vodou v\u00a0dostate\u010dn\u00e9m mno\u017estv\u00ed pro podstatnou \u010d\u00e1st \u010cR.\u00a0Sou\u010dasn\u011b se pravd\u011bpodobn\u011b jedn\u00e1 o\u00a0posledn\u00ed mo\u017en\u00e9 obdob\u00ed, kdy lze je\u0161t\u011b pro tuto pot\u0159ebnou modernizaci pou\u017e\u00edt dota\u010dn\u00ed financov\u00e1n\u00ed z\u00a0fond\u016f EU.<\/p>\n<h3>Pod\u011bkov\u00e1n\u00ed<\/h3>\n<p><em>Z\u00e1v\u011brem si dovoluji pod\u011bkovat v\u0161em \u010dlen\u016fm projektov\u00e9mu t\u00fdmu, kte\u0159\u00ed se spolupod\u00edleli na realizaci v\u00fd\u0161e uveden\u00e9 SWOT anal\u00fdzy modernizace \u00daV\u017d.
