For translation or more information on this topic, please contact author.<\/h4>\n<h2>Souhrn<\/h2>\n<p>\u00da\u010delem tohoto p\u0159\u00edsp\u011bvku je uk\u00e1zat na\u00a0p\u0159\u00edkladu \u00fasekov\u00e9ho modelu s\u00edt\u011b vodn\u00edch tok\u016f \u00falohu, kterou tento datov\u00fd produkt m\u016f\u017ee zast\u00e1vat v\u00a0n\u00e1rodn\u00ed infrastruktu\u0159e prostorov\u00fdch dat. Jedn\u00e1 se o\u00a0kl\u00ed\u010dov\u00fd zdroj prostorov\u00fdch dat jednak pro v\u00fdzkumn\u00e9 \u010dinnosti V\u00fdzkumn\u00e9ho \u00fastavu vodohospod\u00e1\u0159sk\u00e9ho T. G. Masaryka, v.\u2009v.\u2009i., (V\u00daV TGM,\u00a0v.\u2009v.\u2009i.) a\u00a0jednak, a\u00a0to z\u00e1sadn\u011b, pro podporu v\u00fdkonu ve\u0159ejn\u00e9 spr\u00e1vy. D\u00edky nadresortn\u00ed spolupr\u00e1ci m\u016f\u017ee \u00fasekov\u00fd model vodn\u00edch tok\u016f slou\u017eit jako p\u0159\u00edklad osv\u011bd\u010den\u00e9 praxe v\u00a0n\u00e1rodn\u00ed infrastruktu\u0159e prostorov\u00fdch dat. V\u00a0\u010dl\u00e1nku je zm\u00edn\u011bno o\u010dek\u00e1van\u00e9 uplatn\u011bn\u00ed technick\u00fdch norem geografick\u00e9 informace pro podporu poskytov\u00e1n\u00ed slu\u017eeb ze strany V\u00daV TGM,\u00a0v.\u2009v.\u2009i., zejm\u00e9na pak rozsah zodpov\u011bdnosti expert\u016f odd\u011blen\u00ed GIS a\u00a0kartografie p\u0159i stanoven\u00ed celkov\u00e9 m\u00edry kvality \u00dasekov\u00e9ho modelu vodn\u00edch tok\u016f jako metadatov\u00e9 informace o\u00a0tomto datov\u00e9m produktu pro jeho vyu\u017eit\u00ed dal\u0161\u00edmi u\u017eivateli.<\/p>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/01\/sovjakova-1.jpg\" rel=\"shadowbox[sbpost-1579];player=img;\"><img decoding=\"async\" width=\"800\" height=\"637\" class=\"alignnone size-full wp-image-1432 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/01\/sovjakova-1.jpg\" alt=\"sovjakova-1\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/01\/sovjakova-1.jpg 800w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2016\/01\/sovjakova-1-300x239.jpg 300w\" data-sizes=\"(max-width: 800px) 100vw, 800px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 800px; --smush-placeholder-aspect-ratio: 800\/637;\" \/><\/a>\n<p>Aby v\u0161ak bylo mo\u017en\u00e9 formalizovat pohled na\u00a0po\u0159izov\u00e1n\u00ed a\u00a0spr\u00e1vu prostorov\u00fdch dat ve\u00a0V\u00daV TGM,\u00a0v.\u2009v.\u2009i., \u0159ada odborn\u00fdch term\u00edn\u016f vy\u017eaduje v\u011bnovat pozornost mezin\u00e1rodn\u00ed technick\u00e9 normalizaci se zam\u011b\u0159en\u00edm na\u00a0geografickou informaci obecn\u011b a\u00a0postup\u016fm adaptace mezin\u00e1rodn\u00edch norem jako norem evropsk\u00fdch a\u00a0n\u00e1rodn\u00edch. Proto je p\u0159edkl\u00e1d\u00e1na re\u0161er\u0161e Technick\u00e9 zpr\u00e1vy Evropsk\u00e9ho v\u00fdboru pro normalizaci (CEN\/TR 15449) o\u00a0infrastruktur\u00e1ch prostorov\u00fdch dat, t\u00fdkaj\u00edc\u00ed se p\u011bti aspekt\u016f dosa\u017een\u00e9 evropsk\u00e9 \u00farovn\u011b v\u00fdvoje infrastruktury prostorov\u00fdch dat (SDI) do\u00a0roku 2015. Tento evropsk\u00fd horizont rozsahu zpr\u00e1vy umo\u017e\u0148uje posoudit stav a\u00a0v\u00fdzvy Ak\u010dn\u00edho pl\u00e1nu Strategie rozvoje infrastruktury prostorov\u00fdch informac\u00ed v\u00a0\u010cesk\u00e9 republice do\u00a0roku 2020, formulovan\u00e9 a\u00a0\u0159\u00edzen\u00e9 odborem eGovernmentu Ministerstva vnitra \u010cR (MV). V\u00a0\u010dl\u00e1nku se jednotn\u011b pou\u017e\u00edvaj\u00ed odkazy na\u00a0zdrojov\u00e9 mezin\u00e1rodn\u00ed normy ISO. Tyto normy nejsou vyjmenov\u00e1ny v\u00a0literatu\u0159e, detaily jejich vyd\u00e1n\u00ed a\u00a0statut ISO norem vyhl\u00e1\u0161en\u00edm jako normy evropsk\u00e9 nebo jejich zaveden\u00ed do\u00a0soustavy \u010cSN lze zjistit na\u00a0webov\u00fdch str\u00e1nk\u00e1ch [1\u20133]. Citace norem v\u00a0tomto \u010dl\u00e1nku jsou pou\u017e\u00edv\u00e1ny se souhlasem \u00da\u0159adu pro technickou normalizaci, metrologii a\u00a0st\u00e1tn\u00ed zku\u0161ebnictv\u00ed (\u00daNMZ).<\/p>\n<h2>\u00davod<\/h2>\n<p>Tato \u00favodn\u00ed \u010d\u00e1st se zab\u00fdv\u00e1 terminologi\u00ed a\u00a0kontextem technick\u00e9 normalizace zabezpe\u010dovan\u00e9 pov\u011b\u0159en\u00fdmi n\u00e1rodn\u00edmi, evropsk\u00fdmi a\u00a0mezin\u00e1rodn\u00edmi standardiza\u010dn\u00edmi organizacemi na\u00a0stran\u011b jedn\u00e9 a\u00a0\u00falohou soukrom\u00fdch standard\u016f zabezpe\u010dovan\u00fdch z\u00e1jmov\u00fdmi sdru\u017een\u00edmi v\u00a0soukrom\u00e9 sf\u00e9\u0159e (f\u00f3ra, konsorcia, v\u00fdbory), expertn\u00edmi skupinami nebo specifick\u00fdmi projekty na\u00a0stran\u011b druh\u00e9.<\/p>\n<p>\u00dasp\u011bch v\u00a0podnik\u00e1n\u00ed, stejn\u011b jako ob\u010dan\u016fm otev\u0159en\u00e1 ve\u0159ejn\u00e1 spr\u00e1va, jsou zalo\u017eeny na\u00a0kvalitn\u00ed informaci. Velk\u00e1 \u010d\u00e1st pot\u0159ebn\u00fdch informac\u00ed v\u00a0agend\u00e1ch ve\u0159ejn\u00e9 spr\u00e1vy bu\u010f ji\u017e nese prostorovou komponentu, nebo je prost\u0159ednictv\u00edm vhodn\u00e9ho atributu s\u00a0prostorovou komponentou propojiteln\u00e1. D\u00edky evropsk\u00fdm aktivit\u00e1m [4\u20137] je zv\u00fd\u0161en\u00fd z\u00e1jem v\u011bnov\u00e1n kvalit\u011b prostorov\u00e9 informace, jej\u00ed v\u00fdm\u011bn\u011b mezi producenty a\u00a0u\u017eivateli, jako\u017e i\u00a0mo\u017enosti jej\u00edho n\u00e1sobn\u00e9ho u\u017eit\u00ed v\u00a0informa\u010dn\u00edch slu\u017eb\u00e1ch. V\u0161echny str\u00e1nky po\u0159izov\u00e1n\u00ed, k\u00f3dov\u00e1n\u00ed informace a\u00a0jej\u00edho p\u0159enosu pro pot\u0159ebu dal\u0161\u00edch pod\u00edln\u00edk\u016f, stejn\u011b jako aspekty slu\u017eeb nad prostorov\u00fdmi daty, jsou ji\u017e des\u00edtky let p\u0159edm\u011btem standardizace a\u00a0technick\u00e9 normalizace.<\/p>\n<p>Standardizace je n\u00e1strojem k\u00a0dosa\u017een\u00ed v\u0161eobecn\u011b p\u0159ijat\u00e9ho souhlasu p\u0159i vytv\u00e1\u0159en\u00ed metod, technick\u00fdch specifikac\u00ed, postup\u016f a\u00a0jednotn\u011b srozumiteln\u00fdch odborn\u00fdch term\u00edn\u016f. Standardy jsou vyv\u00edjeny skupinami zainteresovan\u00fdch subjekt\u016f a\u00a0dobrovoln\u011b respektov\u00e1ny ostatn\u00edmi zainteresovan\u00fdmi subjekty na\u00a0trhu informa\u010dn\u00edch slu\u017eeb. C\u00edlem standardizace obecn\u011b je odstra\u0148ovat p\u0159ek\u00e1\u017eky obchodu a\u00a0odborn\u00e9 spolupr\u00e1ce. Zp\u016fsob, jak dos\u00e1hnout v\u0161eobecn\u00e9ho souhlasu podle Dohody o\u00a0odstra\u0148ov\u00e1n\u00ed technick\u00fdch p\u0159ek\u00e1\u017eek obchodu (WTO\/TBT) [8, 9], je zakotven v\u00a0legislativ\u011b a\u00a0v\u00a0pravidlech dodr\u017eovan\u00fdch a\u00a0vyv\u00edjen\u00fdch mezin\u00e1rodn\u011b, evropsky nebo n\u00e1rodn\u011b ur\u010den\u00fdmi standardiza\u010dn\u00edmi organizacemi, kter\u00e9 takto specifickou standardizaci zabezpe\u010duj\u00ed. Pokud je standard vyd\u00e1n ur\u010den\u00fdmi standardiza\u010dn\u00edmi organizacemi, jako je nap\u0159.\u00a0Mezin\u00e1rodn\u00ed organizace pro normalizaci (ISO) [1], Evropsk\u00fd v\u00fdbor pro normalizaci (CEN) [2] anebo standardiza\u010dn\u00ed organizace ur\u010den\u00e1 na\u00a0n\u00e1rodn\u00ed \u00farovni, je v\u00a0\u010desk\u00e9 odborn\u00e9 terminologii ozna\u010dov\u00e1n jako technick\u00e1 norma. Technick\u00e1 norma poskytuje ve\u00a0sv\u00e9m stanoven\u00e9m rozsahu odbornou terminologii, pravidla, pokyny a\u00a0odvozen\u00e9 postupy (v\u010detn\u011b v\u00fdpo\u010detn\u00edch), a\u00a0to pro jednotn\u00e9 a\u00a0n\u00e1sobn\u00e9 u\u017eit\u00ed; d\u00e1le poskytuje sestavy zkou\u0161ek pro posuzov\u00e1n\u00ed shody a\u00a0p\u0159\u00edpadn\u011b produk\u010dn\u00ed postupy. V\u00a0\u010cesk\u00e9 republice je takovou ur\u010denou a\u00a0ze z\u00e1kona pov\u011b\u0159enou standardiza\u010dn\u00ed organizac\u00ed \u00daNMZ [3]. \u00daNMZ je partnerskou organizac\u00ed evropsk\u00fdch standardiza\u010dn\u00edch organizac\u00ed (nap\u0159.\u00a0CEN, CENELEC a\u00a0ETSI) a\u00a0mezin\u00e1rodn\u00edch standardiza\u010dn\u00edch organizac\u00ed (nap\u0159.\u00a0ISO, IEC). Pod\u00edl\u00ed se na\u00a0cel\u00e9m spektru \u010dinnost\u00ed t\u011bchto ur\u010den\u00fdch standardiza\u010dn\u00edch organizac\u00ed na\u00a0evropsk\u00e9 a\u00a0mezin\u00e1rodn\u00ed \u00farovni.<\/p>\n<p>Krom\u011b statutu partnersk\u00e9 organizace existuje tak\u00e9 statut spolupracuj\u00edc\u00ed organizace [10]. Spolupracuj\u00edc\u00ed organizace maj\u00ed obvykle formu konsorcia nebo f\u00f3ra \u010di v\u00fdboru anebo se m\u016f\u017ee jednat o\u00a0projekt financovan\u00fd ze soukrom\u00fdch zdroj\u016f, pop\u0159.\u00a0z\u00a0evropsk\u00fdch fond\u016f. Tyto spolupracuj\u00edc\u00ed organizace se zam\u011b\u0159uj\u00ed na\u00a0pr\u00e1ce jen na\u00a0n\u011bkter\u00fdch vybran\u00fdch dokumentech nebo jen na\u00a0pr\u00e1ce spojen\u00e9 s\u00a0ur\u010ditou technickou normaliza\u010dn\u00ed komis\u00ed ISO nebo CEN. V\u011bt\u0161inou zaji\u0161\u0165uj\u00ed odborn\u00e9 p\u0159\u00edsp\u011bvky, doporu\u010den\u00ed nebo vlastn\u00ed n\u00e1vrhy standard\u016f a\u00a0rovn\u011b\u017e v\u00a0celkov\u00e9 organizaci standardiza\u010dn\u00edch prac\u00ed na\u00a0\u00farovni ISO zaji\u0161\u0165uj\u00ed souhlas v\u0161ech sv\u00fdch \u010dlen\u016f se zpracov\u00e1n\u00edm technick\u00e9 normy a\u00a0s\u00a0v\u00fdsledky konkr\u00e9tn\u00edho projektu technick\u00e9 normalizace. Tyto partnersk\u00e9 organizace mohou vyd\u00e1vat tematick\u00e9 \u0159ady soukrom\u00fdch standard\u016f nebo technick\u00fdch doporu\u010den\u00ed.<\/p>\n<p>Z\u00a0d\u016fvodu mimo\u0159\u00e1dn\u00e9ho rozsahu obor\u016f, pro n\u011b\u017e je technick\u00e1 normalizace pro podporu obchodu nepostradateln\u00e1, byla na\u00a0\u00farovni ISO zavedena jejich klasifikace, v\u00a0nich\u017e technick\u00e1 normalizace prob\u00edh\u00e1, a\u00a0jednotliv\u00e9 obory pak p\u0159\u00edslu\u0161ej\u00ed do\u00a0spr\u00e1vy technick\u00fdch normaliza\u010dn\u00edch komis\u00ed ISO. Na\u00a0\u00farovni evropsk\u00e9ho regionu mohou p\u016fsobit zrcadlov\u00e9 technick\u00e9 normaliza\u010dn\u00ed komise CEN, podobn\u011b na\u00a0\u00farovni st\u00e1t\u016f mohou b\u00fdt podle pot\u0159eby zakl\u00e1d\u00e1ny zrcadlov\u00e9 n\u00e1rodn\u00ed technick\u00e9 normaliza\u010dn\u00ed komise, jejich\u017e pr\u00e1ce je v\u00e1z\u00e1na p\u0159\u00edslu\u0161n\u00fdmi mezin\u00e1rodn\u00edmi dohodami a\u00a0harmonizovanou legislativou. Mezin\u00e1rodn\u00ed normy v\u00a0oboru Geografick\u00e1 informace\/Geomatika jsou vyd\u00e1v\u00e1ny v\u00a0mezin\u00e1rodn\u00edch norm\u00e1ch \u0159ady ISO\u00a019100 a\u00a0jsou ve\u00a0spr\u00e1v\u011b technick\u00e9 komise ISO\/TC 211. Ka\u017ed\u00fd obor a\u00a0ka\u017ed\u00e1 technick\u00e1 komise ISO maj\u00ed na\u00a0sv\u00fdch webov\u00fdch str\u00e1nk\u00e1ch dolo\u017eenou spolupr\u00e1ci se spolupracuj\u00edc\u00edmi soukrom\u00fdmi z\u00e1jmov\u00fdmi skupinami.<\/p>\n<h5>Tabulka 1. Evropsk\u00e1 komise (EK) mohla sv\u00e9 pokyny op\u0159\u00edt o\u00a0skute\u010dnost, \u017ee st\u00e1ty (v\u010detn\u011b ne\u010dlensk\u00fdch st\u00e1t\u016f Evropsk\u00e9 unie) respektuj\u00ed evropskou legislativu t\u00fdkaj\u00edc\u00ed se technick\u00e9 normalizace. V\u0161echny \u010dlensk\u00e9 st\u00e1ty CEN pak pln\u00ed z\u00e1vazek zaveden\u00ed vydan\u00e9 harmonizovan\u00e9 evropsk\u00e9 normy do\u00a0souboru n\u00e1rodn\u00edch norem, a\u00a0to do\u00a0\u0161esti m\u011bs\u00edc\u016f od\u00a0jej\u00edho vyd\u00e1n\u00ed jako evropsk\u00e9 normy.<\/p>\n<p>Technick\u00e9 normy geografick\u00e9 informace vyu\u017e\u00edvaj\u00ed pojmy definovan\u00e9 v\u00a0referen\u010dn\u00edm modelu Geografick\u00e1 informace. Geografick\u00e1 informace se zab\u00fdv\u00e1 abstrakcemi re\u00e1ln\u00e9ho sv\u011bta se zvl\u00e1\u0161tn\u00edm z\u0159etelem k\u00a0jejich poloze v\u016f\u010di zemsk\u00e9mu povrchu. Normy jsou nositelem modelov\u00e9 architektury. V\u00a0technick\u00fdch norm\u00e1ch \u010cSN [12], zaveden\u00fdch p\u0159ekladem mezin\u00e1rodn\u00edch a\u00a0evropsk\u00fdch harmonizovan\u00fdch norem, se jako \u010desk\u00fd ekvivalent modelov\u00e9ho za\u0159azen\u00ed t\u011bchto abstrakc\u00ed (feature) u\u017e\u00edv\u00e1 slovo vzhled, a\u00a0to zejm\u00e9na pro jeho specifick\u00fd charakter \u201enositele vlastnost\u00ed\u201c. Tento koncept je pou\u017e\u00edv\u00e1n pro modely vyhled\u00e1v\u00e1n\u00ed prostorov\u00e9 informace ve\u00a0smyslu ISO\u00a019115, kdy jsou nap\u0159.\u00a0vzhledy povrchov\u00fdch vod t\u0159\u00edd\u011bny podle geometrick\u00fdch charakteristik na\u00a0typy vzhled\u016f (vodn\u00ed tok, \u00faseky vodn\u00edch tok\u016f, jezera) a\u00a0podle dal\u0161\u00edch specifick\u00fdch charakteristik instanc\u00ed t\u011bchto typ\u016f vzhled\u016f na\u00a0jednotliv\u00e9 prostorov\u00e9 datov\u00e9 objekty. Na\u00a0nejvy\u0161\u0161\u00ed \u00farovni abstrakce vytv\u00e1\u0159ej\u00ed vzhledy meta-meta \u00farove\u0148 popisu geografick\u00e9 informace, jejich spole\u010dn\u00fdch vlastnost\u00ed a\u00a0operac\u00ed nad nimi. Na\u00a0\u00farovni instanc\u00ed typ\u016f vzhled\u016f je ji\u017e mo\u017en\u00e9 pracovat s\u00a0term\u00edny zaveden\u00fdmi v\u00a0konkr\u00e9tn\u00ed aplika\u010dn\u00ed dom\u00e9n\u011b. Instance a\u00a0po\u010d\u00edta\u010dov\u00e9 realizace vzhled\u016f pak vytv\u00e1\u0159ej\u00ed bohat\u00e9 zdroje prostorov\u00fdch dat spole\u010dn\u011b s\u00a0co nej\u00fapln\u011bj\u0161\u00edmi metadaty.<\/p>\n<p>Infrastruktura prostorov\u00fdch dat (SDI) je obecn\u00fd term\u00edn pro po\u010d\u00edta\u010dem \u0159\u00edzen\u00e9 prost\u0159ed\u00ed pro manipulaci s\u00a0daty, kter\u00e1 nesou referen\u010dn\u00ed \u00fadaje polohy nebo m\u00edsta na\u00a0zemsk\u00e9m povrchu anebo v\u00a0jeho bl\u00edzkosti (nap\u0159.\u00a0pod povrchem). V\u00fdznamn\u00e9 je, \u017ee SDI za\u00a0r\u016fzn\u00fdch okolnost\u00ed m\u016f\u017ee b\u00fdt definov\u00e1na a\u00a0posuzov\u00e1na r\u016fzn\u00fdm zp\u016fsobem\u00a0\u2013 od\u00a0lok\u00e1ln\u00ed a\u017e po\u00a0glob\u00e1ln\u00ed \u00farove\u0148. Pro \u00fa\u010dely jednotliv\u00fdch st\u00e1t\u016f se o\u010dek\u00e1v\u00e1, \u017ee ka\u017ed\u00fd st\u00e1t vytvo\u0159\u00ed svou strategii zaveden\u00ed a\u00a0implementace infrastruktury prostorov\u00fdch dat p\u0159i respektov\u00e1n\u00ed technick\u00fdch specifikac\u00ed, kter\u00e9 ji\u017e byly p\u0159ijaty jako mezin\u00e1rodn\u00ed normy, pop\u0159.\u00a0jako evropsk\u00e9 normy. To je tak\u00e9 o\u010dek\u00e1v\u00e1no na\u00a0n\u00e1rodn\u00ed \u00farovni od\u00a0konceptu n\u00e1rodn\u00ed infrastruktury prostorov\u00fdch informac\u00ed (NIPI).<\/p>\n<p>Pro n\u011bkter\u00e9 specifick\u00e9 aspekty SDI nebo \u010d\u00e1sti modelu prostorov\u00e9 informace, pro kter\u00e9 technick\u00e9 normy dosud nepro\u0161ly form\u00e1ln\u00edm odsouhlasen\u00edm, je mo\u017en\u00e9 ve\u00a0v\u00fdvojov\u00fdch dokumentech SDI, pop\u0159.\u00a0NIPI vyu\u017e\u00edt i\u00a0n\u00e1rodn\u00ed normy nebo dokonce soukrom\u00e9 standardy, nap\u0159.\u00a0standardy vyvinut\u00e9 skupinou Open GIS Consortium (OGC). V\u00a0takov\u00e9m p\u0159\u00edpad\u011b je ov\u0161em nutn\u00e9 vz\u00edt v\u00a0\u00favahu riziko, \u017ee ur\u010den\u00e1 standardiza\u010dn\u00ed organizace (nap\u0159.\u00a0ISO) nem\u00e1 za\u00a0povinnost avizovat zm\u011bny, dopln\u011bn\u00ed nebo opravy takov\u00fdch soukrom\u00fdch standard\u016f pro v\u0161echny partnersk\u00e9 organizace v\u00a0r\u00e1mci oboru technick\u00e9 komise, s\u00a0n\u00ed\u017e spolupracuj\u00ed. Tuto povinnost v\u016f\u010di odb\u011bratel\u016fm z\u00a0ve\u0159ejn\u00e9 spr\u00e1vy nemaj\u00ed ani spolupracuj\u00edc\u00ed standardiza\u010dn\u00ed organizace, jejich\u017e standard byl vyu\u017eit.<\/p>\n<p>Interoperabilita je definov\u00e1na jako schopnost komunikovat, prov\u00e1d\u011bt programy nebo p\u0159en\u00e1\u0161et data mezi r\u016fzn\u00fdmi funk\u010dn\u00edmi jednotkami tak, \u017ee u\u017eivatel vysta\u010d\u00ed jen s\u00a0malou znalost\u00ed jedine\u010dn\u00fdch charakteristik t\u011bchto funk\u010dn\u00edch jednotek nebo je v\u016fbec nepot\u0159ebuje zn\u00e1t. \u00dasp\u011b\u0161nost interoperability je zalo\u017eena na\u00a0kvalit\u011b dat, metadat a\u00a0slu\u017eeb. Kvalita a\u00a0zkou\u0161en\u00ed shody mezi po\u0159izovatelem, deklarovan\u00fdm stupn\u011bm kvality a\u00a0po\u017eadavky spot\u0159ebitele je ur\u010duj\u00edc\u00edm aspektem \u00fasp\u011bchu zav\u00e1d\u011bn\u00ed otev\u0159en\u00fdch dat a\u00a0metadat a\u00a0tak\u00e9 otev\u0159en\u00fdch slu\u017eeb.<\/p>\n<h2>Re\u0161er\u0161e technick\u00e9 zpr\u00e1vy CEN 15449 o infrastruktur\u00e1ch prostorov\u00fdch dat (SDI)<\/h2>\n<p>Tato \u010d\u00e1st p\u0159\u00edsp\u011bvku p\u0159in\u00e1\u0161\u00ed re\u0161er\u0161i obsahu dostupn\u00fdch \u010d\u00e1st\u00ed postupn\u011b vyd\u00e1van\u00e9 Technick\u00e9 zpr\u00e1vy CEN 15449. C\u00edlem t\u00e9to re\u0161er\u0161e je vyhled\u00e1n\u00ed podstatn\u00fdch informac\u00ed, kter\u00e9 mohou slou\u017eit pro porovn\u00e1n\u00ed strategi\u00ed implementace SDI na\u00a0n\u00e1rodn\u00ed \u00farovni, pop\u0159.\u00a0dosadit do\u00a0tohoto kontextu pr\u00e1ce V\u00daV TGM,\u00a0v.\u2009v.\u2009i., p\u0159i \u00fadr\u017eb\u011b \u00dasekov\u00e9ho modelu vodn\u00edch tok\u016f.<\/p>\n<p>Technick\u00e1 zpr\u00e1va CEN\/TR 15449\u2008s\u00a0hlavn\u00edm n\u00e1zvem Geografick\u00e1 informace\u00a0\u2013 Infrastruktury prostorov\u00fdch dat je postupn\u011b se vyv\u00edjej\u00edc\u00edm dokumentem, kter\u00fd m\u00e1 v\u00a0sou\u010dasn\u00e9 dob\u011b ji\u017e p\u011bt samostatn\u00fdch \u010d\u00e1st\u00ed. Tyto \u010d\u00e1sti jsou jednotliv\u011b zav\u00e1d\u011bny \u00daNMZ p\u0159ekladem jako technick\u00e1 normaliza\u010dn\u00ed informace (TNI). Zpr\u00e1va uv\u00e1d\u00ed, \u017ee mohou b\u00fdt vyd\u00e1ny dal\u0161\u00ed \u010d\u00e1sti, a\u00a0podobn\u011b mohou b\u00fdt jednotliv\u00e9 \u010d\u00e1sti revidov\u00e1ny nez\u00e1visle na\u00a0sob\u011b. Ve\u00a0skute\u010dnosti n\u011bkter\u00e9 \u010d\u00e1sti ji\u017e pro\u0161ly dvojn\u00e1sobnou reviz\u00ed.<\/p>\n<p>Zpr\u00e1va podporuje aktivity Evropsk\u00e9 komise uveden\u00e9 v\u00a0\u00favodu a\u00a0cituje ve\u00a0sv\u00e9m souhrnu v\u0161echny legislativn\u00ed normy EU, kter\u00e9 SDI ovliv\u0148uj\u00ed, a\u00a0regulativn\u00ed dokumenty v\u00e1zan\u00e9 na\u00a0sm\u011brnici INSPIRE. Stoj\u00ed za\u00a0pozornost, \u017ee uv\u00e1d\u00ed v\u00a0konkr\u00e9tn\u00edch souvislostech nejen reference na\u00a0mezin\u00e1rodn\u00ed normy \u0159ady 19100, ale tak\u00e9 na\u00a0soukrom\u00e9 standardy skupin OMG, W3C, konsorcia OGC, a\u00a0to v\u010detn\u011b referen\u010dn\u00edho modelu Open GIS, d\u00e1le pak na\u00a0v\u00fdstupy evropsk\u00fdch projekt\u016f a\u00a0na\u00a0Evropsk\u00fd r\u00e1mec interoperability a\u00a0s\u00a0n\u00edm souvisej\u00edc\u00ed dokumenty.<\/p>\n<p>Ze zpr\u00e1vy lze usuzovat, \u017ee n\u00e1rodn\u00ed aktivita, kter\u00e1 v\u00a0roce 2014 vy\u00fastila do\u00a0formulace usnesen\u00ed vl\u00e1dy \u010cR ze dne 8.\u00a0\u0159\u00edjna\u00a02014 \u010d.\u00a0815 o\u00a0Strategii rozvoje infrastruktury pro prostorov\u00e9 informace v\u00a0\u010cesk\u00e9 republice do\u00a0roku 2020, nen\u00ed osamocen\u00fdm \u00fasil\u00edm mezi st\u00e1ty EU. Nav\u00edc lze o\u010dek\u00e1vat, \u017ee jednotliv\u00e9 bloky SDI se budou nad\u00e1le propojovat horizont\u00e1ln\u011b a\u00a0tak\u00e9 v\u00a0p\u0159eshrani\u010dn\u00edm kontextu, nap\u0159\u00edklad prost\u0159ednictv\u00edm vyhled\u00e1vac\u00edch slu\u017eeb, a\u00a0budou integrov\u00e1ny se syst\u00e9my vyvinut\u00fdmi v\u00a0kontextu eGovernmentu [13].<\/p>\n<h3>\u010c\u00e1st 1 Geografick\u00e1 informace\u00a0\u2013 Infrastruktury prostorov\u00fdch dat\u00a0\u2013 Referen\u010dn\u00ed model<\/h3>\n<p>\u010c\u00e1st 1 zpr\u00e1vy CEN\/TR 15449 [14] je nejstar\u0161\u00ed a\u00a0poskytuje n\u00e1hled na\u00a0obecn\u00fd kontextov\u00fd model SDI. Uv\u00e1d\u00ed, \u017ee z\u00e1sadou budov\u00e1n\u00ed SDI je dos\u00e1hnout mechanick\u00e9 a\u017e automatick\u00e9 kontroly shody mezi deklarovan\u00fdm referen\u010dn\u00edm modelem zdroje prostorov\u00fdch dat a\u00a0c\u00edlov\u00fdm u\u017eivatelsk\u00fdm datov\u00fdm modelem. Pro referen\u010dn\u00ed model jsou jako v\u00fdchoz\u00ed pou\u017eity standardy Object Management Group (OMG), skupiny pro modelem \u0159\u00edzenou architekturu Informa\u010dn\u00edch a\u00a0komunika\u010dn\u00edch technologi\u00ed (IKT). Spolupr\u00e1ce se skupinou OMG je plodn\u00e1, proto\u017ee na\u00a0z\u00e1klad\u011b dohod s\u00a0p\u0159\u00edslu\u0161n\u00fdmi komisemi ISO toto odborn\u00e9 spole\u010denstv\u00ed uvol\u0148uje standardy, u\u00a0nich\u017e nen\u00ed uplatn\u011bna ochrana pr\u016fmyslov\u00fdch vzor\u016f, pro urychlen\u00e9 a\u00a0bezprobl\u00e9mov\u00e9 schv\u00e1len\u00ed jako mezin\u00e1rodn\u00edch norem (viz\u00a0<em>tabulku 1<\/em>, polo\u017eku ICS 25.040.01). Jejich zpracov\u00e1n\u00ed je d\u016fle\u017eit\u00e9 na\u00a0po\u010d\u00e1tku budov\u00e1n\u00ed SDI anebo v\u00a0p\u0159\u00edpad\u011b \u0159e\u0161en\u00ed nov\u011b nastal\u00e9ho probl\u00e9mu na\u00a0politick\u00e9, pr\u00e1vn\u00ed nebo organiza\u010dn\u00ed \u00farovni SDI. Tyto p\u0159\u00edklady jsou zapisov\u00e1ny do\u00a0formul\u00e1\u0159\u016f p\u0159evoditeln\u00fdch do\u00a0strukturovan\u00e9ho jazyka XML, kter\u00fd umo\u017e\u0148uje dal\u0161\u00ed zpracov\u00e1n\u00ed a\u00a0tak\u00e9 jejich archivaci na\u00a0z\u00e1klad\u011b principu registrace polo\u017eek podle ISO\u00a019135. Celkovou sb\u00edrku p\u0159\u00edklad\u016f osv\u011bd\u010den\u00e9 praxe, relevantn\u00edch na\u00a0\u00farovni SDI evropsk\u00fdch st\u00e1t\u016f CEN, spravuje technicko-normaliza\u010dn\u00ed komise CEN TC 287 Geografick\u00e1 informace. Tato komise rozhoduje o\u00a0za\u0159azen\u00ed hl\u00e1\u0161en\u00e9ho p\u0159\u00edkladu osv\u011bd\u010den\u00e9 praxe do\u00a0registru. Ukazuje se, \u017ee z\u00e1pis do\u00a0registru osv\u011bd\u010den\u00e9 praxe m\u016f\u017ee b\u00fdt pro \u0159e\u0161itele d\u00edl\u010d\u00edch projekt\u016f p\u0159i implementaci SDI motivuj\u00edc\u00ed, podporuje sout\u011b\u017eivost a\u00a0z\u00e1jem zapojit se do\u00a0procesu v\u00fdvoje SDI nejen na\u00a0evropsk\u00e9, ale tak\u00e9 na\u00a0n\u00e1rodn\u00ed \u00farovni. Shroma\u017e\u010fov\u00e1n\u00ed p\u0159\u00edklad\u016f osv\u011bd\u010den\u00e9 praxe bylo otev\u0159eno tak\u00e9 v\u00a0r\u00e1mci implementace INSPIRE [16]. Kolekce p\u0159\u00edklad\u016f \u201edobr\u00e9 praxe\u201c ze st\u00e1t\u016f implementuj\u00edc\u00edch sm\u011brnici INSPIRE je sou\u010d\u00e1st\u00ed archivu INSPIRE.<\/p>\n<h3>\u010c\u00e1st 3 Geografick\u00e1 informace\u00a0\u2013 Infrastruktury prostorov\u00fdch dat\u00a0\u2013 Pohled zam\u011b\u0159en\u00fd na\u00a0data<\/h3>\n<p>\u010c\u00e1st 3 CEN\/TR 15449 [17] se zam\u011b\u0159uje na\u00a0technick\u00e9 str\u00e1nky SDI za\u00a0podm\u00ednky implementace neutr\u00e1ln\u00ed technologick\u00e9 infrastruktury pro prostorov\u00e1 data a\u00a0metadata. V\u00a0textu jsou analyzov\u00e1ny aspekty spr\u00e1vy dat, metadat a\u00a0\u00faloha specifikace datov\u00e9ho produktu, co\u017e jsou aplika\u010dn\u00ed sch\u00e9mata v\u00a0modelu geografick\u00e9 informace. Zpr\u00e1va se zab\u00fdv\u00e1 v\u00fdznamem s\u00e9mantick\u00e9ho popisu oboru \u00favah, tzv.\u00a0jmenn\u00e9ho prostoru, jako v\u00fdchoz\u00ed platformy pro modelov\u00e1n\u00ed dat. Pozornost je v\u011bnov\u00e1na katalog\u016fm vzhled\u016f a\u00a0jak ji\u017e bylo uvedeno, tak\u00e9 \u00faloze prim\u00e1rn\u00edch metadat tvo\u0159\u00edc\u00edch specifikaci datov\u00e9ho produktu. Dal\u0161\u00edmi t\u00e9maty je proces \u0159\u00edzen\u00ed \u017eivotn\u00edho cyklu dat, k\u00f3dov\u00e1n\u00ed dat, kvalita dat, p\u0159\u00edstup k\u00a0prostorov\u00fdm dat\u016fm a\u00a0jejich zn\u00e1zorn\u011bn\u00ed, transformace dat, postupy validace\u00a0atd. Postup\u016fm validace geografick\u00fdch dat byla n\u00e1sledn\u011b vy\u010dlen\u011bna samostatn\u00e1 p\u00e1t\u00e1 \u010d\u00e1st zpr\u00e1vy CEN\/TR 15449.<\/p>\n<p>Modelov\u00e1n\u00ed dat m\u016f\u017ee b\u00fdt pops\u00e1no aplika\u010dn\u00edmi sch\u00e9maty, kter\u00e1 prost\u0159ednictv\u00edm specifikac\u00ed datov\u00e9ho produktu popisuj\u00ed datov\u00e9 produkty implementovan\u00e9 jako datov\u00e9 sady. Odkazy na\u00a0referen\u010dn\u00ed syst\u00e9my vyjad\u0159uj\u00edc\u00ed prostorov\u00e9 nebo \u010dasov\u00e9 aspekty, popis typ\u016f vzhled\u016f, prvky kvality dat nebo samostatn\u00e1 zpr\u00e1va o\u00a0kvalit\u011b datov\u00e9ho produktu jsou z\u00e1kladn\u00edmi komponentami aplika\u010dn\u00edch sch\u00e9mat. Zvy\u0161uj\u00edc\u00ed se po\u017eadavky na\u00a0popis vstup\u016f, popis \u010dinnost\u00ed a\u00a0vyhodnocen\u00ed kvality jsou st\u00e1le n\u00e1ro\u010dn\u011bj\u0161\u00ed sou\u010d\u00e1st\u00ed procesu modelov\u00e1n\u00ed geografick\u00fdch dat. Zpr\u00e1va dokl\u00e1d\u00e1 realizovatelnost a\u00a0opr\u00e1vn\u011bnost t\u011bchto po\u017eadavk\u016f. Dokumentuje to<em> obr.\u00a01<\/em>, kter\u00fd byl p\u0159evzat ze zpr\u00e1vy CEN\/TR 15449-3 (2014).\u00a0Dokumentaci, t\u00fdkaj\u00edc\u00ed se datov\u00fdch aspekt\u016f SDI, lze naj\u00edt v\u00a0r\u016fzn\u00fdch publikovan\u00fdch zdroj\u00edch [18]. \u010c\u00e1st 3 zpr\u00e1vy CEN rovn\u011b\u017e poskytuje bohatou dokumentaci v\u0161ech mezin\u00e1rodn\u00edch norem \u0159ady ISO\u00a019100, kter\u00e9 se t\u00fdkaj\u00ed datov\u00fdch aspekt\u016f. Dob\u0159e p\u0159ipraven\u00e1 specifikace datov\u00e9ho produktu zaji\u0161\u0165uje kontrolu v\u00fdvoje datov\u00e9 sady na\u00a0\u00farovni aplika\u010dn\u00edho sch\u00e9matu.<\/p>\n<h3>\u010c\u00e1st 4 Geografick\u00e1 informace\u00a0\u2013 Infrastruktury prostorov\u00fdch dat\u00a0\u2013 Pohled zam\u011b\u0159en\u00fd na\u00a0slu\u017eby<\/h3>\n<p>\u010c\u00e1st 4 zpr\u00e1vy CEN\/TR 15449-4 [19] je zam\u011b\u0159ena na\u00a0slu\u017eby nad prostorov\u00fdmi daty, kter\u00e9 jsou pro v\u00fdvoj SDI z\u00e1sadn\u00ed. SDI m\u016f\u017ee b\u00fdt uva\u017eov\u00e1na jako mno\u017eina vz\u00e1jemn\u011b propojen\u00fdch distribuovan\u00fdch syst\u00e9m\u016f. K\u00a0tomu mohou b\u00fdt vyu\u017eity specifick\u00e9 pohledy referen\u010dn\u00edho modelu otev\u0159en\u00e9ho distribuovan\u00e9ho zpracov\u00e1n\u00ed (RM-ODP), t\u0159\u00edd\u011bn\u00e9 podle n\u00e1sleduj\u00edc\u00ed struktury v\u00a0<em>tabulce 4<\/em>.<\/p>\n<p>Podnikov\u00fd pohled lze p\u0159irovnat k\u00a0modelov\u00fdm resortn\u00edm strategi\u00edm zabezpe\u010duj\u00edc\u00edm interoperabilitu dat a slu\u017eeb. C\u00edlem je dob\u0159e definovat \u00fa\u010dely informa\u010dn\u00edch strategi\u00ed, kter\u00e9 maj\u00ed b\u00fdt podporov\u00e1ny syst\u00e9my a\u00a0slu\u017ebami. K\u00a0tomu jsou vyu\u017eity standardy postupn\u00e9ho v\u00fdvoje modelem \u0159\u00edzen\u00e9 architektury (standardy OGC, pop\u0159.\u00a0OMG) pro specifikaci slu\u017eeb zp\u016fsobem nez\u00e1visl\u00fdm na\u00a0technologick\u00e9 platform\u011b.<\/p>\n<h5>Tabulka 4. N\u00e1le\u017e\u00ed sem aktivn\u011b spolupracuj\u00edc\u00ed projekty GEOSS, GMES\/Copernicus, GIGAS a\u00a0ORCHESTRA. Zpr\u00e1va operuje s\u00a0dal\u0161\u00edmi kl\u00ed\u010dov\u00fdmi pojmy SoS, jak\u00fdmi jsou rozs\u00e1hl\u00e9 syst\u00e9my (aktu\u00e1ln\u011b Big Data), heterogenn\u00ed syst\u00e9my, nez\u00e1visle provozuschopn\u00e9 syst\u00e9my spolupracuj\u00edc\u00ed v\u00a0s\u00edti. Na\u00a0z\u00e1klad\u011b norem z\u00a0oblasti RM-ODP zpr\u00e1va rozpracov\u00e1v\u00e1 zaveden\u00e9 modelov\u00e1n\u00ed P\u0159\u00edpad\u016f u\u017eit\u00ed v\u00a0jazyce UML zaveden\u00e9 v\u00a0ISO\/IEC\u00a019501:2005 (Use Case UML) [20], kter\u00fd pat\u0159\u00ed v\u00a0r\u00e1mci SDI komunit mezi nejvyu\u017e\u00edvan\u011bj\u0161\u00ed formu dokumentace u\u017eivatelsk\u00fdch pot\u0159eb. Metodologie a\u00a0\u0161ablona pro zaznamen\u00e1v\u00e1n\u00ed p\u0159\u00edpad\u016f u\u017eit\u00ed jsou aktu\u00e1ln\u011b upravov\u00e1ny a\u00a0navr\u017eeny jako normativn\u00ed element v\u00a0norm\u011b ISO\u00a019119 Geographic Information\u00a0\u2013 Services, tj.\u00a0v\u00a0norm\u011b proch\u00e1zej\u00edc\u00ed pl\u00e1novanou reviz\u00ed.<\/p>\n<p>Postupy pro definov\u00e1n\u00ed slu\u017eeb jsou spole\u010dn\u00e9 pro jak\u00e9koliv syst\u00e9my orientovan\u00e9 na\u00a0slu\u017eby. Aby byl v\u00fdvoj sm\u011b\u0159ov\u00e1n na\u00a0geoprostorov\u00e9 dom\u00e9ny a\u00a0SDI, je pot\u0159ebn\u00e9 dodr\u017eet p\u0159\u00edslu\u0161n\u00e9 konkretizace, definovan\u00e9 v\u00a0datov\u00e9 \u010d\u00e1sti SDI. Stejn\u00e9 z\u00e1sady plat\u00ed i\u00a0pro modelov\u00fd rozvoj GeoPort\u00e1l\u016f, kter\u00e9 jsou ch\u00e1p\u00e1ny jako specifick\u00e9 typy geoprostorov\u00fdch aplikac\u00ed (viz\u00a0<em>obr.\u00a02<\/em>).<\/p>\n<p>V\u00a0\u010d\u00e1sti 4 CEN\/TR 15449 taxonomie slu\u017eeb nen\u00ed prim\u00e1rn\u011b \u0159e\u0161ena, n\u00fdbr\u017e d\u016fraz je kladen na\u00a0vysv\u011btlen\u00ed v\u00fdznamu slu\u017eeb, kter\u00fd je zalo\u017een na\u00a0jejich organizov\u00e1n\u00ed a\u00a0skl\u00e1d\u00e1n\u00ed. Toto ch\u00e1p\u00e1n\u00ed v\u00fdznamu slu\u017eeb, zejm\u00e9na pak v\u00fdznamu jejich modelov\u00e9 agregace nebo skl\u00e1d\u00e1n\u00ed, je modern\u011bj\u0161\u00ed cestou ke\u00a0znalostem, ne\u017e je zn\u00e1m\u00e1 pyramida DIKW (Data-Information-Knowledge-Wisdom). V\u00a0DIKW modelu se \u00farove\u0148 znalost\u00ed prim\u00e1rn\u011b odv\u00edjela od\u00a0\u0161\u00ed\u0159e datov\u00e9 z\u00e1kladny a\u00a0vedlej\u0161\u00edm efektem byla snaha o\u00a0budov\u00e1n\u00ed velk\u00fdch datov\u00fdch sklad\u016f (\u010di datov\u011b mohutn\u00fdch GIS aplikac\u00ed). Nab\u00eddnut\u00e1 alternativa naopak t\u011b\u017e\u00ed z\u00a0bohatstv\u00ed slu\u017eeb a\u00a0jejich \u0159et\u011bzen\u00ed. R\u016fzn\u00e9 aplikace jako GIS, WMS a\u00a0GeoPort\u00e1ly jsou pak uva\u017eov\u00e1ny za\u00a0aplikace na\u00a0stejn\u00e9 \u00farovni v\u00fdznamnosti. V\u00a0pohledu orientovan\u00e9m na\u00a0slu\u017eby nad prostorov\u00fdmi daty nen\u00ed \u0159e\u0161ena taxonomie technick\u00e9 platformy slu\u017eeb, n\u00fdbr\u017e v\u00fdznam slu\u017eeb, kter\u00fd vznik\u00e1 jejich organizov\u00e1n\u00edm a\u00a0skl\u00e1d\u00e1n\u00edm.<\/p>\n<p>In\u017een\u00fdrsk\u00fd pohled na\u00a0slu\u017eby se zab\u00fdv\u00e1 infrastrukturou po\u017eadovan\u00e9 podpory distribuce, tj.\u00a0definuje s\u00ed\u0165ovou v\u00fdpo\u010detn\u00ed infrastrukturu. Je diskutov\u00e1n v\u00fdvoj, kter\u00fdm pro\u0161el World Wide Web (www), a\u00a0jsou zaznamen\u00e1ny slu\u017eby nov\u00e9ho charakteru. Zpr\u00e1va konstatuje, \u017ee na\u00a0sou\u010dasn\u00e9m \u201ewww\u201c koexistuj\u00ed slu\u017eby zalo\u017een\u00e9 na\u00a0r\u016fzn\u00fdch principech (SOAP, aplikace Web 2.0, architektura RESTful, syst\u00e9my tradi\u010dn\u00edho webu, d\u00e1le sm\u00ed\u0161en\u00e9 p\u0159\u00edstupy v\u010detn\u011b nov\u00e9 architektury senzorov\u00e9ho pozorov\u00e1n\u00ed). Vyhovuje to po\u017eadavku p\u0159izp\u016fsobit se rozd\u00edln\u00fdm skupin\u00e1m u\u017eivatel\u016f.<\/p>\n<h5>Tabulka 5. Naopak je nutn\u00e9 v\u00a0t\u00e9to souvislosti dob\u0159e ch\u00e1pat Stanovisko Evropsk\u00e9ho hospod\u00e1\u0159sk\u00e9ho a\u00a0soci\u00e1ln\u00edho v\u00fdboru k\u00a0Ak\u010dn\u00edmu pl\u00e1nu \u201eeGovernmentu\u201c na\u00a0obdob\u00ed 2010\u20132015 (KOM (2010) 743, v\u00a0kone\u010dn\u00e9m zn\u011bn\u00ed) a\u00a0sou\u010dasn\u011b k\u00a0Cest\u011b k\u00a0interoperabilit\u011b p\u0159eshrani\u010dn\u00edch elektronick\u00fdch slu\u017eeb ve\u0159ejn\u00e9 spr\u00e1vy (KOM (2010) 744, v\u00a0kone\u010dn\u00e9m zn\u011bn\u00ed), kter\u00e9 uv\u00e1d\u011bj\u00ed, \u017ee interoperabilita slu\u017eeb je pova\u017eov\u00e1na za\u00a0nezbytnou, ale jen pro ty slu\u017eby a\u00a0jen pro ty p\u0159\u00edpady, kde je u\u017eite\u010dn\u00e1 [21, 22].<\/p>\n<p>Realizace interoperability je velmi slo\u017eit\u00e1 a\u00a0\u017e\u00e1d\u00e1 si za\u010dlen\u011bn\u00ed mnoha \u010dinnost\u00ed a\u00a0prov\u00e1d\u011bn\u00ed \u0159ady technick\u00fdch opat\u0159en\u00ed tak, aby byla pro ob\u010dany zaji\u0161t\u011bna bezpe\u010dnost v\u00fdm\u011bny \u00fadaj\u016f. Zpr\u00e1va konstatuje, \u017ee v\u00fdvoj SDI m\u016f\u017ee selhat zejm\u00e9na v\u00a0d\u016fsledku\u00a0komponenty \u0159\u00edzen\u00ed pr\u00e1v ke\u00a0zdroj\u016fm dat. Zat\u00edmco nar\u016fst\u00e1 tlak na\u00a0volnou dostupnost a\u00a0n\u00e1sobn\u00e9 u\u017eit\u00ed dat, mnoho poskytovatel\u016f obsahu pot\u0159ebuje udr\u017eet sv\u00e9 podnik\u00e1n\u00ed zpoplatn\u011bn\u00edm dat. Model financov\u00e1n\u00ed spr\u00e1vy z\u00e1kladn\u00edch zdroj\u016f a\u00a0model pr\u00e1v ke\u00a0geografick\u00fdm dat\u016fm v\u0161ak nen\u00ed mo\u017en\u00e9 generovat na\u00a0evropsk\u00e9 \u00farovni. V\u017edy jde o\u00a0konkr\u00e9tn\u00ed probl\u00e9m v\u00a0konkr\u00e9tn\u00ed geoprostorov\u00e9 komunit\u011b.<\/p>\n<p>Dopl\u0148uj\u00edc\u00ed pozn\u00e1mka k\u00a0\u010d\u00e1sti 4: V\u00a0dob\u011b dokon\u010dov\u00e1n\u00ed tohoto \u010dl\u00e1nku byly \u010dlensk\u00fdm st\u00e1t\u016fm EU p\u0159edlo\u017eeny k\u00a0p\u0159ipom\u00ednk\u00e1m n\u00e1vrhy na\u00a0technick\u00e9 regulace slu\u017eeb nad prostorov\u00fdmi daty, kter\u00e9 jsou vymezeny t\u00e9maty v\u00a0p\u0159\u00edloh\u00e1ch 1 a\u017e 3 sm\u011brnice INSPIRE.<\/p>\n<h3>\u010c\u00e1st 5 Geografick\u00e1 informace\u00a0\u2013 Infrastruktury prostorov\u00fdch dat\u00a0\u2013 Validace a\u00a0zkou\u0161en\u00ed<\/h3>\n<p>\u010c\u00e1st 5 CEN\/TR 15449 [23] je prozat\u00edm nejmlad\u0161\u00ed samostatnou \u010d\u00e1st\u00ed zpr\u00e1vy a\u00a0je zam\u011b\u0159ena na\u00a0aktu\u00e1ln\u00ed problematiku validace a\u00a0zkou\u0161en\u00ed shody. Je prezentov\u00e1na jako n\u00e1vod, nebo sp\u00ed\u0161e shrnut\u00ed zku\u0161enost\u00ed s\u00a0validac\u00ed a\u00a0zkou\u0161kami shody dat, metadat a\u00a0slu\u017eeb v\u016f\u010di deklarovan\u00fdm pravidl\u016fm a\u00a0parametr\u016fm kvality. Na\u00a0evropsk\u00e9 \u00farovni SDI, kter\u00e9 je zpr\u00e1va v\u011bnov\u00e1na, je v\u0161ak obecn\u00e9 zam\u011b\u0159en\u00ed na\u00a0postupy validace zast\u00edn\u011bno urgentn\u00edmi pot\u0159ebami implementace sm\u011brnice INSPIRE a\u00a0jej\u00edmi jednak legislativn\u00edmi, a\u00a0jednak technick\u00fdmi regulativn\u00edmi dokumenty. Proto se zpr\u00e1va zab\u00fdv\u00e1 aspekty validace pr\u00e1v\u011b z\u00a0tohoto referen\u010dn\u00edho pohledu. Po\u017eadavky se vztahuj\u00ed na\u00a0data, metadata a\u00a0slu\u017eby. Skute\u010dn\u00e1 interoperabilita harmonizovan\u00fdch dat, metadat a\u00a0s\u00ed\u0165ov\u00fdch slu\u017eeb m\u016f\u017ee b\u00fdt garantov\u00e1na pouze tehdy, pokud je zabezpe\u010dena shoda mezi po\u017eadavky specifikace datov\u00e9ho produktu a\u00a0po\u017eadavky u\u017eivatel\u016f.<\/p>\n<p>Validace dat a\u00a0metadat prob\u00edh\u00e1 jednak jako zkou\u0161ka platnosti dat (pop\u0159.\u00a0metadat) v\u016f\u010di XML sch\u00e9matu dat (metadat) datov\u00e9ho produktu, a\u00a0d\u00e1le postupem zvan\u00fdm \u201evalidace Schematron\u201c (ISO\/IEC\u00a019757-3) na\u00a0b\u00e1zi s\u00e9mantick\u00fdch pravidel. Schematron je definov\u00e1n jako r\u00e1mec pro voliteln\u00e9 vazby dotazovac\u00edho jazyka, co\u017e je pojmenovan\u00e1 mno\u017eina jazyk\u016f a\u00a0konvenc\u00ed pou\u017eit\u00fdch pro zkou\u0161ky platnosti tvrzen\u00ed, \u010dasto booleovsk\u00e9ho stylu.<\/p>\n<p>Validace slu\u017eeb je komplikovan\u00e1 d\u00edky jejich rozmanitostem a\u00a0tak\u00e9 d\u00edky mo\u017enostem jejich agregace a\u00a0spojov\u00e1n\u00ed. Ve\u00a0zpr\u00e1v\u011b se p\u0159edpokl\u00e1d\u00e1, \u017ee v\u00edcem\u00e9n\u011b v\u0161echny slu\u017eby jsou z\u00a0hlediska postupu validace relevantn\u00ed slu\u017eb\u011b prohl\u00ed\u017een\u00ed. Proto zpr\u00e1va ve\u00a0sv\u00e9 aktu\u00e1ln\u00ed verzi uv\u00e1d\u00ed jen abstraktn\u00ed zkou\u0161ky shody v\u016f\u010di t\u011bmto aspekt\u016fm:<\/p>\n<ul>\n<li>kontrola spr\u00e1vn\u00e9 verze dat nebo mapy,<\/li>\n<li>dodr\u017eov\u00e1n\u00ed pravidel pro parametry dotazu (nap\u0159.\u00a0dodr\u017een\u00ed po\u017eadovan\u00e9ho \u010dasu odpov\u011bdi, pojmenov\u00e1n\u00ed vrstev, disponibiln\u00ed kl\u00ed\u010dov\u00e1 slova\u00a0atd.),<\/li>\n<li>z\u00edsk\u00e1n\u00ed po\u017eadovan\u00e9ho zdroje dat (dodr\u017een\u00ed po\u017eadovan\u00e9ho form\u00e1tu),<\/li>\n<li>uspokojov\u00e1n\u00ed po\u017eadavk\u016f na\u00a0operace nad\u00a0mapov\u00fdmi podklady (dodr\u017een\u00ed po\u017eadovan\u00e9ho stylu zobrazen\u00ed, volba jazyka pro popisky),<\/li>\n<li>uspokojov\u00e1n\u00ed dotaz\u016f t\u00fdkaj\u00edc\u00edch se vzhled\u016f (informace o\u00a0sou\u0159adnicov\u00e9m referen\u010dn\u00edm syst\u00e9mu, \u010dtve\u0159ice sou\u0159adnic \u00fazemn\u00edho rozsahu, uspokojov\u00e1n\u00ed vyhled\u00e1n\u00ed typu vzhledu\u00a0atd.).<\/li>\n<\/ul>\n<p>Samostatn\u00e1 zkou\u0161ka shody se t\u00fdk\u00e1 kvality slu\u017eeb, co\u017e je op\u011bt demonstrov\u00e1no na\u00a0specifikac\u00edch INSPIRE. Je sledov\u00e1na kvalita \u010dasov\u00e9 dostupnosti, zabezpe\u010den\u00ed kapacity (pro simult\u00e1nn\u00ed hodnocen\u00ed) a\u00a0dod\u00e1n\u00ed v\u00fdsledku do\u00a05\u2009000 ms, a\u00a0to v\u00a090\u2009% p\u0159\u00edpad\u016f. Proto\u017ee p\u0159edm\u011btem z\u00e1jmu je interoperabilita, zalo\u017een\u00e1 na\u00a0skl\u00e1d\u00e1n\u00ed \u010di \u0159et\u011bzen\u00ed slu\u017eeb, je tento probl\u00e9m nov\u011b otev\u0159en v\u00a0r\u00e1mci prob\u00edhaj\u00edc\u00ed revize ISO\u00a019119. Pro zkou\u0161en\u00ed kvality slu\u017eeb jsou uvedeny p\u0159\u00edklady z\u00a0otev\u0159en\u00fdch softwarov\u00fdch zdroj\u016f: JMeter, Nagios nebo LoadUI. Je zm\u00edn\u011bn valida\u010dn\u00ed n\u00e1stroj firmy Geonovum pro \u00fa\u010dely zkou\u0161en\u00ed kvality dat v\u00a0r\u00e1mci INSPIRE.<\/p>\n<p>V\u00a0\u010d\u00e1sti 2 ji\u017e bylo zm\u00edn\u011bno uv\u00e1d\u011bn\u00ed p\u0159\u00edklad\u016f osv\u011bd\u010den\u00e9 praxe na\u00a0\u00farovni EU, a\u00a0tud\u00ed\u017e jen pro dopln\u011bn\u00ed se uv\u00e1d\u00ed, \u017ee mezi tyto p\u0159\u00edklady pat\u0159\u00ed rovn\u011b\u017e valida\u010dn\u00ed sch\u00e9ma evropsk\u00e9ho projektu, form\u00e1ln\u011b ozna\u010den\u00e9ho jako NatureSDIplus. C\u00edlem projektu NatureSDIplus bylo vyvinout a\u00a0demonstrovat funk\u010dnost podporovanou webov\u00fdmi slu\u017ebami infrastruktury Nature se zkou\u0161kami shody implementace sad prostorov\u00fdch dat, a\u00a0to pro datov\u00e9 sady ochrany p\u0159\u00edrody INSPIRE. Tato konkr\u00e9tn\u00ed infrastruktura zabezpe\u010duje dostupnost dat prost\u0159ednictv\u00edm projektov\u00e9ho geoport\u00e1lu jako hlavn\u00edho p\u0159\u00edstupov\u00e9ho m\u00edsta k\u00a0dostupn\u00fdm sad\u00e1m dat, metadat a\u00a0k\u00a0dostupn\u00fdm slu\u017eb\u00e1m. V\u00fdsledky projektu NatureSDIplus jsou zaregistrov\u00e1ny jako p\u0159\u00edklad osv\u011bd\u010den\u00e9 evropsk\u00e9 praxe. Na\u00a0jedn\u00e1n\u00ed t\u00e9to skupiny bylo v\u00a0roce 2014 konstatov\u00e1no, \u017ee postup validace nen\u00ed dosud optim\u00e1ln\u011b standardizov\u00e1n, tak\u017ee r\u016fzn\u00e9 n\u00e1stroje d\u00e1vaj\u00ed rozd\u00edln\u00e9 v\u00fdsledky. Mezi z\u00e1kladn\u00ed normovan\u00e9 n\u00e1stroje, zalo\u017een\u00e9 na\u00a0zkou\u0161k\u00e1ch shody s\u00a0pravidly vytv\u00e1\u0159en\u00ed datov\u00e9 sady, pat\u0159\u00ed Schematron, kter\u00fd je obsahem mezin\u00e1rodn\u00ed normy ISO\/IEC\u00a019757-3:2006.<\/p>\n<h2>Strategie rozvoje infrastruktury prostorov\u00fdch informac\u00ed v \u010cesk\u00e9 republice<\/h2>\n<p>SDI jsou st\u00e1le v\u00edce propojeny a\u00a0integrov\u00e1ny se syst\u00e9my vyvinut\u00fdmi v\u00a0kontextu eGovernmentu. D\u016fle\u017eit\u00fdmi pob\u00eddkami pro tento rozvoj je Digit\u00e1ln\u00ed agenda pro Evropu a\u00a0s\u00a0t\u00edm souvisej\u00edc\u00ed politiky. Tak\u00e9 v\u00a0\u010cR jsou strategick\u00e9 materi\u00e1ly podporuj\u00edc\u00ed SDI p\u0159ipravov\u00e1ny v\u00a0\u00fazk\u00e9m sep\u011bt\u00ed s\u00a0architekturou eGovernmentu MV \u010cR. Tyto materi\u00e1ly zohled\u0148uj\u00ed strategie a\u00a0v\u011bcn\u00e9 z\u00e1m\u011bry projekt\u016f kl\u00ed\u010dov\u00fdch resort\u016f, v\u00a0jejich\u017e p\u016fsobnosti jsou prostorov\u00e9 informace vytv\u00e1\u0159eny. Specifick\u00e9 organiza\u010dn\u00ed, informa\u010dn\u00ed a\u00a0v\u00fdpo\u010detn\u00ed aspekty prost\u0159ed\u00ed interoperability hlavn\u00edch resort\u016f budou ovliv\u0148ovat celkov\u00fd model SDI v\u00a0\u010cR. Do\u00a0seznamu hlavn\u00edch resort\u016f koordinace SDI pat\u0159\u00ed Ministerstvo vnitra (MV), Ministerstvo financ\u00ed (MF) a\u00a0Ministerstvo pro m\u00edstn\u00ed rozvoj (MMR). Kl\u00ed\u010dov\u00fdmi subjekty v\u00a0oblasti prostorov\u00fdch dat jsou \u010cesk\u00fd \u00fa\u0159ad zem\u011bm\u011b\u0159ick\u00fd a\u00a0katastr\u00e1ln\u00ed (\u010c\u00daZK), zodpov\u011bdn\u00fd za\u00a0zem\u011bm\u011b\u0159ictv\u00ed a\u00a0katastr nemovitost\u00ed a\u00a0za\u00a0strategick\u00e9 rozvojov\u00e9 r\u00e1mce t\u011bchto datov\u00fdch zdroj\u016f [24], Ministerstvo obrany (MO), \u010cesk\u00fd statistick\u00fd \u00fa\u0159ad (\u010cS\u00da), zodpov\u011bdn\u00fd za\u00a0strukturu \u00fazemn\u011b spr\u00e1vn\u00edch celk\u016f \u010cR a\u00a0za\u00a0z\u00e1kladn\u00ed \u00fazemn\u00ed \u010d\u00edseln\u00edky spolu s\u00a0klasifikac\u00ed NUTS, a\u00a0dal\u0161\u00ed ministerstva s\u00a0bohatou \u0161k\u00e1lou tvorby a\u00a0u\u017eit\u00ed prostorov\u00fdch dat, jak\u00fdmi jsou Ministerstvo dopravy (MD), Ministerstvo zem\u011bd\u011blstv\u00ed (MZe), Ministerstvo \u017eivotn\u00edho prost\u0159ed\u00ed (M\u017dP), Ministerstvo obrany (MO) a\u00a0tak\u00e9 Ministerstvo kultury (MK). Ministerstvo vnitra, kter\u00e9 je gestorem architektury eGovernmentu, rovn\u011b\u017e zabezpe\u010duje prostorov\u00e1 data pro Hasi\u010dsk\u00fd a\u00a0z\u00e1chrann\u00fd sbor \u010cR a\u00a0Policii \u010cR.<\/p>\n<p>Strategie rozvoje infrastruktury pro prostorov\u00e1 data v\u00a0\u010cesk\u00e9 republice (Strategie) za\u010dala b\u00fdt form\u00e1ln\u011b p\u0159ipravov\u00e1na na\u00a0z\u00e1klad\u011b usnesen\u00ed vl\u00e1dy \u010cR ze dne 14.\u00a011.\u00a02012 \u010d.\u00a0837. Toto \u00fasil\u00ed MV \u010cR bylo zavr\u0161eno usnesen\u00edm vl\u00e1dy ze dne 8.\u00a07.\u00a02015 \u010d.\u00a0539 [25] k\u00a0Ak\u010dn\u00edmu pl\u00e1nu Strategie rozvoje infrastruktury pro prostorov\u00e9 informace v\u00a0\u010cesk\u00e9 republice do\u00a0roku 2020. Strategie, stejn\u011b jako jej\u00ed Ak\u010dn\u00ed pl\u00e1n, je v\u00a0souladu s\u00a0procesy prob\u00edhaj\u00edc\u00edmi na\u00a0\u00farovni Evropsk\u00e9 komise. Ta usiluje o\u00a0\u00fa\u010dinnou federalizaci veden\u00ed meta-metainformace v\u00a0oblasti prostorov\u00fdch dat. Proto je diskutabiln\u00ed p\u0159edpokl\u00e1dat, \u017ee by do\u0161lo k\u00a0podstatn\u00e9mu roz\u0161\u00ed\u0159en\u00ed t\u00e9mat INSPIRE [17]. Naopak je t\u0159eba o\u010dek\u00e1vat zes\u00edlen\u00fd tlak na\u00a0jednotliv\u00e9 st\u00e1ty, aby realizovaly n\u00e1rodn\u00ed modely interoperability. Z\u00e1sada subsidiarity z\u00a0referen\u010dn\u00edho modelu interoperability bude uplat\u0148ov\u00e1na nejen ve\u00a0vztahu EU\u00a0\u2013 st\u00e1t, ale tak\u00e9 ve\u00a0vztahu st\u00e1t\u00a0\u2013 kraje nebo obce. Podobnost s\u00a0modelem po\u017eadavk\u016f a\u00a0technick\u00fdch regulac\u00ed INSPIRE je mo\u017en\u00e9 vyu\u017e\u00edt. T\u00edm byla aktivov\u00e1na legislativn\u00ed a\u00a0organiza\u010dn\u00ed \u00farove\u0148 n\u00e1rodn\u00edho modelu interoperability. Za\u00a0pozitivn\u00ed, v\u00a0souladu se zji\u0161t\u011bn\u00edm technick\u00e9 zpr\u00e1vy CEN\/TC 15449, je mo\u017en\u00e9 pova\u017eovat, \u017ee v\u00a0Ak\u010dn\u00edm pl\u00e1nu Strategie je kladen hlavn\u00ed d\u016fraz na\u00a0slu\u017eby orientovan\u00e9 na\u00a0ve\u0159ejnou spr\u00e1vu a\u00a0ob\u010dany. Pro sestaven\u00ed platformy, kter\u00e1 z\u00a0distribuovan\u011b veden\u00fdch prostorov\u00fdch dat jednotliv\u00fdch resort\u016f bude agregovat a\u00a0skl\u00e1dat takto c\u00edlen\u00e9 slu\u017eby, je zapot\u0159eb\u00ed po\u0159\u00eddit meta-metaregistr informac\u00ed o\u00a0zdroj\u00edch dat. Informace, kter\u00e9 jsou pot\u0159ebn\u00e9 pro tuto meta-meta\u00farove\u0148, p\u0159esahuj\u00ed dosud vyu\u017e\u00edvan\u00fd r\u00e1mec aplikac\u00ed sb\u011bru metadat. Tyto p\u0159ehledn\u00e9 metainformace mus\u00ed b\u00fdt sestaveny tak, aby z\u00a0nich bylo mo\u017en\u00e9 odvodit v\u00fdchoz\u00ed z\u00e1m\u011br po\u0159izovatele datov\u00e9 sady a\u00a0p\u0159ipravit valida\u010dn\u00ed sch\u00e9mata. Ka\u017ed\u00fd potenci\u00e1ln\u00ed u\u017eivatel by m\u011bl b\u00fdt schopen z\u00a0t\u011bchto informac\u00ed p\u0159edem vyhodnotit, zda datov\u00fd zdroj vyhovuje jeho po\u017eadavku na\u00a0aplikaci slu\u017eeb. Tyto meta-metainformace jsou ve\u0159ejnou a\u00a0otev\u0159enou \u010d\u00e1st\u00ed Strategie a\u00a0mus\u00ed b\u00fdt po\u0159\u00edzeny v\u017edy na\u00a0po\u010d\u00e1tku schv\u00e1len\u00e9ho projektu. Jen na\u00a0z\u00e1klad\u011b takov\u00e9ho modelu udr\u017eiteln\u00e9ho financov\u00e1n\u00ed je mo\u017en\u00e9 datov\u00e9 zdroje integrovat v\u00a0partnersk\u00e9 spolupr\u00e1ci nebo vyu\u017e\u00edvat zdroje vytvo\u0159en\u00e9 p\u016fvodn\u011b pro soukrom\u00e9 podnikov\u00e9 nebo komer\u010dn\u00ed obchodn\u00ed z\u00e1jmy. To v\u0161e nemus\u00ed b\u00fdt v\u00a0rozporu s\u00a0nar\u016fstaj\u00edc\u00edmi po\u017eadavky na\u00a0otev\u0159en\u00e1 data a\u00a0slu\u017eby, ale m\u016f\u017ee to odstranit ned\u016fv\u011bru pov\u011b\u0159en\u00fdch spr\u00e1vc\u016f t\u011bchto datov\u00fdch zdroj\u016f. Pro n\u00e1sobn\u00e9 u\u017eit\u00ed dat v\u00a0r\u00e1mci distribuovan\u00e9ho modelu zpracov\u00e1n\u00ed, kter\u00fd je sou\u010d\u00e1st\u00ed n\u00e1rodn\u00edho modelu interoperability (v\u010detn\u011b prostorov\u00fdch dat), tak budou z\u00edsk\u00e1ny v\u011bcn\u00e9 a\u00a0od\u016fvodn\u011bn\u00e9 argumenty. Pohled na\u00a0schv\u00e1len\u00fd Ak\u010dn\u00ed pl\u00e1n Strategie ukazuje, \u017ee nechyb\u00ed \u017e\u00e1dn\u00e9 z\u00a0pot\u0159ebn\u00fdch opat\u0159en\u00ed. Byly p\u0159edv\u00edd\u00e1ny v\u0161echny kroky, kter\u00e9 povedou k\u00a0vytvo\u0159en\u00ed p\u0159ehledn\u00e9ho registru meta-metainformac\u00ed o\u00a0zdroj\u00edch prostorov\u00fdch dat a\u00a0o\u00a0slu\u017eb\u00e1ch nad t\u011bmito daty, tj.\u00a0od\u00a0n\u00e1m\u011btu vytvo\u0159en\u00ed takov\u00e9ho zdroje p\u0159es cel\u00fd jeho \u017eivotn\u00ed cyklus, dopln\u011bn\u00fd normativn\u00edmi metadaty a\u00a0v\u0161emi popisy umo\u017e\u0148uj\u00edc\u00edmi projektov\u00e1 zad\u00e1n\u00ed vytv\u00e1\u0159en\u00ed slu\u017eeb a\u00a0jin\u00fdch aplikac\u00ed.<\/p>\n<p>Je vhodn\u00e9 p\u0159ipomenout, \u017ee Strategie sleduje v\u011bcn\u00e9 c\u00edle, kter\u00e9 ji\u017e byly zm\u00edn\u011bny v\u00a0jin\u00fdch strategick\u00fdch dokumentech vydan\u00fdch jak na\u00a0Evropsk\u00e9 \u00farovni [20], tak na\u00a0\u00farovni vl\u00e1dy \u010cR (nap\u0159.\u00a0\u201eDigit\u00e1ln\u00ed \u010cesko\u201c [26]):<\/p>\n<ul>\n<li>Koordinace tvorby infrastruktury prostorov\u00fdch dat, zahrnuj\u00edc\u00ed spr\u00e1vu dat i\u00a0slu\u017eeb;<\/li>\n<li>\u201eBezbari\u00e9rov\u00e9\u201c poskytov\u00e1n\u00ed prostorov\u00fdch dat a\u00a0slu\u017eeb pro co nej\u0161ir\u0161\u00ed vyu\u017eit\u00ed;<\/li>\n<li>Legislativa podporuj\u00edc\u00ed efektivn\u00ed spr\u00e1vu a\u00a0vyu\u017e\u00edv\u00e1n\u00ed infrastruktury prostorov\u00fdch dat, v\u010detn\u011b nezbytn\u00e9 m\u00edry harmonizace a\u00a0standardizace;<\/li>\n<li>C\u00edlen\u00e9 povzbuzov\u00e1n\u00ed vyu\u017e\u00edv\u00e1n\u00ed prostorov\u00fdch dat a\u00a0slu\u017eeb ve\u00a0ve\u0159ejn\u00e9 spr\u00e1v\u011b i\u00a0mimo ni;<\/li>\n<li>Podpora zvy\u0161ov\u00e1n\u00ed kvalifikace a\u00a0odbornosti u\u017eivatel\u016f infrastruktury prostorov\u00fdch dat.<\/li>\n<\/ul>\n<p>Aby byla vyu\u017eita synergie t\u011bchto vl\u00e1dn\u00edch strategi\u00ed, je vyu\u017eita stejn\u00e1 osnova i\u00a0pl\u00e1n implementace. Pro Strategii bylo p\u0159ipraveno r\u00e1mcov\u00e9 \u010dasov\u00e9 sch\u00e9ma implementace do\u00a0roku 2020 [25].\u00a0Ve\u00a0druh\u00e9 \u010d\u00e1sti tohoto p\u0159\u00edsp\u011bvku bude p\u0159edstaven jin\u00fd pohled na\u00a0v\u00fdvojov\u00e9 etapy infrastruktury prostorov\u00fdch dat. Na\u00a0z\u00e1klad\u011b vyu\u017eit\u00ed kl\u00ed\u010dov\u00fdch slov jednotliv\u00fdch opat\u0159en\u00ed Ak\u010dn\u00edho pl\u00e1nu je mo\u017en\u00e9 nab\u00eddnout tyto z\u0159eteln\u011b vystupuj\u00edc\u00ed \u00farovn\u011b n\u00e1rodn\u00edho modelu implementace infrastruktury prostorov\u00fdch dat.\u00a0Pokud se z\u00a0pl\u00e1novan\u00fdch kapacit pro jednotliv\u00e1 opat\u0159en\u00ed GISTR modelov\u011b vy\u010dlen\u00ed pom\u011brn\u00e1 \u010d\u00e1st zam\u00fd\u0161len\u00e1 pro roky 2015 a\u00a02016, lze z\u00edskat finan\u010dn\u00ed p\u0159edpoklad realizace pl\u00e1novan\u00fdch opat\u0159en\u00ed v\u00a0prvn\u00edch dvou pl\u00e1novan\u00fdch letech.<\/p>\n<h5>Tabulka 6. Je to zpo\u010d\u00e1tku proces pomal\u00fd, zkou\u0161en\u00fd v\u0161emi zainteresovan\u00fdmi stranami co do\u00a0stability a\u00a0bezpe\u010dnosti, ale nakonec se st\u00e1v\u00e1 samoz\u0159ejmou komponentou v\u00a0\u017eivotn\u00edm cyklu informace. Z\u00e1kladem takov\u00e9 infrastruktury je zaji\u0161t\u011bn\u00ed koordinace mezi pod\u00edln\u00edky, tj.\u00a0producenty, u\u017eivateli a\u00a0organizacemi poskytuj\u00edc\u00edmi slu\u017eby. Role v\u0161ech z\u00fa\u010dastn\u011bn\u00fdch stran se m\u016f\u017ee prom\u011b\u0148ovat. Rozb\u00edh\u00e1 se diskuse o\u00a0pot\u0159eb\u011b a\u00a0mo\u017en\u00e9m kvalitativn\u00edm zlep\u0161en\u00ed podklad\u016f pro hydrologickou bilanci, kter\u00e1 je z\u00e1kladem predikce ve\u00a0strategii ochrany p\u0159ed povodn\u011bmi, stejn\u011b jako o\u00a0strategii ochrany p\u0159ed n\u00e1sledky sucha. Z\u00e1kladem je syst\u00e9mov\u00e1 spolupr\u00e1ce V\u00daV TGM,\u00a0v.\u2009v.\u2009i., a\u00a0\u010cesk\u00e9ho hydrometeorologick\u00e9ho \u00fastavu (\u010cHM\u00da) p\u0159i revizi polohov\u00e9ho ur\u010den\u00ed rozvodnic (<em>obr.\u00a05<\/em>) a\u00a0na\u00a0to navazuj\u00edc\u00ed revizi vymezen\u00ed hydrologick\u00fdch povod\u00ed (<em>obr.\u00a06<\/em>). Krom\u011b t\u011bchto v\u00fdsledk\u016f bude provedena celkov\u00e1 revize \u00dasekov\u00e9ho modelu vodn\u00edch tok\u016f. Toto z\u00e1sadn\u00ed zlep\u0161en\u00ed vodohospod\u00e1\u0159sk\u00fdch vrstev je v\u0161ak mo\u017en\u00e9 jen v\u00a0\u00fazk\u00e9 sou\u010dinnosti s\u00a0\u010c\u00daZK p\u0159i\u00a0vyu\u017eit\u00ed v\u00fdsledk\u016f nov\u00e9ho leteck\u00e9ho laserov\u00e9ho skenov\u00e1n\u00ed \u00fazem\u00ed \u010cR realizovan\u00e9ho v\u00a0letech 2010\u20132013\u00a0(<em>obr.\u00a07<\/em>). Zcela p\u0159irozen\u011b se tak nask\u00fdt\u00e1 p\u0159\u00edklad dobr\u00e9 praxe v\u00a0oblasti spolupracuj\u00edc\u00edch prostorov\u00fdch dat, kter\u00e1 jsou ve\u00a0spole\u010dn\u00e9 spr\u00e1v\u011b v\u00edce organizac\u00ed v\u00a0oblasti t\u00e9matu Hydrografie sm\u011brnice INSPIRE na\u00a0\u00fazem\u00ed \u010cR (vodn\u00ed toky).<\/p>\n<p>Na\u00a0takto finan\u010dn\u011b a\u00a0\u010dasov\u011b n\u00e1ro\u010dn\u00e9m pl\u00e1nu projektu \u00fapravy kl\u00ed\u010dov\u00fdch datov\u00fdch sou\u010d\u00e1st\u00ed ZABAGED\u00ae [24] lze uk\u00e1zat, \u017ee se normativn\u00ed postupy podle mezin\u00e1rodn\u00edch technick\u00fdch norem ISO \u0159ady 19100 objevuj\u00ed nap\u0159.\u00a0ve\u00a0spole\u010dn\u011b odsouhlasen\u00e9 specifikaci datov\u00e9ho produktu (ISO\u00a019131), ve\u00a0zpr\u00e1v\u011b o\u00a0kvalit\u011b spole\u010dn\u011b upravovan\u00e9ho produktu (ISO\u00a019157), kter\u00e1 postupn\u011b dopln\u00ed a\u00a0zkompletuje specifikaci v\u00fd\u0161e uveden\u00fdch datov\u00fdch produkt\u016f. V\u00daV TGM,\u00a0v.\u2009v.\u2009i., p\u0159evezme v\u00a0tomto projektu kl\u00ed\u010dovou \u00falohu kontroly t\u0159\u00ed aspekt\u016f kvality dat\u00a0\u2013 \u00faplnosti, logick\u00e9 a\u00a0topologick\u00e9 bezespornosti.
