Naplnil o\u010dek\u00e1v\u00e1n\u00ed, kter\u00e1 do\u00a0n\u011bj byla vkl\u00e1d\u00e1na ze strany Ministerstva \u017eivotn\u00edho prost\u0159ed\u00ed?<\/h4>\n<p>Na\u00a0komplexn\u00ed hodnocen\u00ed je je\u0161t\u011b brzy, ale pevn\u011b v\u011b\u0159\u00edm, \u017ee ve\u00a0v\u00fdsledku budeme implementaci projekt\u016f v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed v\u00a0OP\u017dP 2007 a\u017e 2013 hodnotit jako \u00fasp\u011b\u0161nou. Je t\u0159eba v\u00a0pln\u00e9 \u0161\u00ed\u0159i vn\u00edmat n\u011bkter\u00e9 z\u00e1sadn\u00ed aspekty, kter\u00e9 s\u00a0touto problematikou souvis\u00ed.<\/p>\n<p>Schv\u00e1len\u00edm OP\u017dP 2007\u20132013 v\u00a0roce 2007 vznikla mo\u017enost\u00ed vyu\u017e\u00edt v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed prost\u0159edky p\u0159ekra\u010duj\u00edc\u00ed \u010d\u00e1stku p\u0159ibli\u017en\u011b 45\u2008mld.\u00a0K\u010d naprosto bezprecedentn\u00ed situace. Z\u00e1rove\u0148 ale potenci\u00e1ln\u00ed \u017eadatel\u00e9 v\u00a0oblasti vodohospod\u00e1\u0159sk\u00e9 infrastruktury (kanalizace, vodovody) museli splnit podm\u00ednky t\u00fdkaj\u00edc\u00ed se efektivn\u00edho a\u00a0transparentn\u00edho provozov\u00e1n\u00ed infrastruktury, co\u017e nebylo v\u00a0mnoha p\u0159\u00edpadech jednoduch\u00e9 s\u00a0ohledem na\u00a0soudob\u00fd stav pr\u00e1vn\u00edch vztah\u016f v\u00a0t\u00e9to oblasti. D\u00e1le je nutn\u00e9 vn\u00edmat riziko velmi pomal\u00e9 implementace infrastrukturn\u00edch projekt\u016f, tyto probl\u00e9my vyvst\u00e1valy ji\u017e v\u00a0p\u0159edvstupn\u00edm obdob\u00ed 2000\u20132004 i\u00a0v\u00a0programov\u00e9m obdob\u00ed 2004\u20132006 a\u00a0bohu\u017eel se potvrdily v\u00a0oblasti vodohospod\u00e1\u0159sk\u00fdch projekt\u016f i\u00a0v\u00a0OP\u017dP 2007\u20132013 a\u00a0do\u00a0zna\u010dn\u00e9 m\u00edry p\u0159isp\u011bly ke\u00a0ztr\u00e1t\u011b \u010d\u00e1sti alokace v\u00a0roce 2013 ve\u00a0v\u00fd\u0161i p\u0159ibli\u017en\u011b 7,5\u2008mld. K\u010d<\/p>\n<p>P\u0159es v\u00fd\u0161e uveden\u00e9 lze podle sou\u010dasn\u00e9ho v\u00fdvoje p\u0159edpokl\u00e1dat, \u017ee nakonec se v\u0161echny aktu\u00e1ln\u011b dostupn\u00e9 prost\u0159edky pro oblast vodn\u00edho hospod\u00e1\u0159stv\u00ed v\u00a0OP\u017dP 2007\u20132013 poda\u0159\u00ed vyu\u017e\u00edt\u00a0\u2013 z\u00a0tohoto pohledu lze tedy hovo\u0159it, \u017ee o\u010dek\u00e1v\u00e1n\u00ed bylo napln\u011bno. Zb\u00fdv\u00e1 vyhodnotit poskytnut\u00e9 prost\u0159edky z\u00a0pohledu dopadu na\u00a0\u017eivotn\u00ed prost\u0159ed\u00ed a\u00a0p\u0159en\u00e9st relevantn\u00ed zku\u0161enosti do\u00a0programov\u00e9ho obdob\u00ed 2014\u20132020. T\u00e9to problematice jsme ji\u017e p\u0159i p\u0159\u00edprav\u011b OP\u017dP 2014\u20132020 v\u011bnovali velkou pozornost.<\/p>\n<p>R\u00e1d bych zm\u00ednil, \u017ee u\u00a0p\u0159edm\u011btn\u00e9 prioritn\u00ed osy sledujeme v\u011bcn\u00fd pokrok v\u00a0napl\u0148ov\u00e1n\u00ed efekt\u016f a\u00a0c\u00edl\u016f. Na\u0161e statistiky ukazuj\u00ed, \u017ee mno\u017estv\u00ed vypou\u0161t\u011bn\u00e9ho zne\u010di\u0161t\u011bn\u00ed v\u00a0odpadn\u00edch vod\u00e1ch m\u00e1 v\u00a0\u010cesk\u00e9 republice klesaj\u00edc\u00ed tendenci. St\u00e1le doch\u00e1z\u00ed k\u00a0dal\u0161\u00edmu n\u00e1r\u016fstu obyvatel nov\u011b napojen\u00fdch na\u00a0vodovod, obdobn\u00fd trend je i\u00a0u\u00a0po\u010dtu obyvatel nov\u011b napojen\u00fdch na\u00a0ve\u0159ejnou kanalizaci. Vznikly hl\u00e1sn\u00e9 a\u00a0m\u011b\u0159ic\u00ed stanice povod\u0148ov\u00e9 slu\u017eby, digit\u00e1ln\u00ed povod\u0148ov\u00e9 pl\u00e1ny v\u00a0\u0159\u00e1du stovek a\u00a0nov\u011b realizovan\u00e9 vodn\u00ed n\u00e1dr\u017ee a\u00a0poldry zv\u00fd\u0161ily akumula\u010dn\u00ed prostor v\u00a0\u0159\u00e1dech statis\u00edc\u016f metr\u016f kubick\u00fdch. V\u00a0r\u00e1mci OP\u017dP 2007\u20132013 o\u010dek\u00e1v\u00e1me dal\u0161\u00ed zlep\u0161ov\u00e1n\u00ed ochrany p\u0159ed povodn\u011bmi a\u00a0napln\u011bn\u00ed efekt\u016f t\u00fdkaj\u00edc\u00edch se sn\u00ed\u017een\u00ed zne\u010di\u0161t\u011bn\u00ed vod.<\/p>\n<a href=\"http:\/\/www.vtei.cz\/wp-content\/uploads\/2015\/12\/rozhovor-jan-kriz.jpg\" rel=\"shadowbox[sbpost-1237];player=img;\"><img decoding=\"async\" width=\"600\" height=\"728\" class=\"alignnone size-full wp-image-1329 lazyload\" data-src=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2015\/12\/rozhovor-jan-kriz.jpg\" alt=\"rozhovor-jan-kriz\" data-srcset=\"https:\/\/www.vtei.cz\/wp-content\/uploads\/2015\/12\/rozhovor-jan-kriz.jpg 600w, https:\/\/www.vtei.cz\/wp-content\/uploads\/2015\/12\/rozhovor-jan-kriz-247x300.jpg 247w\" data-sizes=\"(max-width: 600px) 100vw, 600px\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" style=\"--smush-placeholder-width: 600px; --smush-placeholder-aspect-ratio: 600\/728;\" \/><\/a>\n<h6>Ing.\u00a0Jan K\u0159\u00ed\u017e, n\u00e1m\u011bstek ministra a\u00a0\u0159editel sekce fond\u016f EU, ekonomiky\u00a0a\u00a0politiky \u017eivotn\u00edho prost\u0159ed\u00ed<\/h6>\n<h4>Kolik vodohospod\u00e1\u0159sk\u00fdch akc\u00ed bylo podpo\u0159eno z\u00a0Opera\u010dn\u00edho programu \u017eivotn\u00edho prost\u0159ed\u00ed 2007\u20132013?<\/h4>\n<p>Glob\u00e1ln\u00edm c\u00edlem pro obdob\u00ed 2007\u20132013 bylo zlep\u0161en\u00ed stavu povrchov\u00fdch a\u00a0podzemn\u00edch vod, zlep\u0161en\u00ed kvality dod\u00e1vek pitn\u00e9 vody pro obyvatelstvo a\u00a0sni\u017eov\u00e1n\u00ed rizika povodn\u00ed. K\u00a0napln\u011bn\u00ed tohoto c\u00edle byly podpo\u0159eny projekty \u010dist\u00edren odpadn\u00edch vod v\u010detn\u011b souvisej\u00edc\u00ed v\u00fdstavby kanalizac\u00ed, rekonstrukce kanalizac\u00ed, roz\u0161\u00ed\u0159en\u00ed a\u00a0rekonstrukce \u00fapraven vod, p\u0159ivad\u011b\u010d\u016f pitn\u00e9 vody a\u00a0rozvodn\u00fdch s\u00edt\u00ed vodovod\u016f. C\u00edl sni\u017eov\u00e1n\u00ed rizika povodn\u00ed byl realizov\u00e1n zpracov\u00e1n\u00edm map povod\u0148ov\u00fdch rizik a\u00a0pl\u00e1n\u016f jejich zvl\u00e1d\u00e1n\u00ed, roz\u0161\u00ed\u0159en\u00edm a\u00a0zkvalitn\u011bn\u00edm hl\u00e1sn\u00e9ho p\u0159edpov\u011bdn\u00edho a\u00a0v\u00fdstra\u017en\u00e9ho syst\u00e9mu a\u00a0realizac\u00ed protipovod\u0148ov\u00fdch opat\u0159en\u00ed v\u00a0krajin\u011b p\u0159\u00edrod\u011b bl\u00edzk\u00fdm zp\u016fsobem, v\u010detn\u011b budov\u00e1n\u00ed a\u00a0modernizace provozn\u00edch informa\u010dn\u00edch syst\u00e9m\u016f.<\/p>\n<p>U\u00a0prioritn\u00ed osy 1, oblasti podpory 1.1\u00a0\u2013 Sn\u00ed\u017een\u00ed zne\u010di\u0161t\u011bn\u00ed vod, evidujeme 787 projekt\u016f s\u00a0rozhodnut\u00edm o\u00a0poskytnut\u00ed dotace, kde p\u0159\u00edsp\u011bvek z\u00a0fondu soudr\u017enosti \u010din\u00ed 40,4\u2008mld. K\u010d. U\u00a0oblasti podpory 1.2\u00a0\u2013 Zlep\u0161en\u00ed jakosti pitn\u00e9 vody 73 projekt\u016f s\u00a0p\u0159\u00edsp\u011bvkem ve\u00a0v\u00fd\u0161i 4,5\u2008mld. K\u010d z fondu soudr\u017enosti a\u00a0u\u00a0oblasti podpory 1.3\u00a0\u2013 Omezov\u00e1n\u00ed rizika povodn\u00ed 595 projekt\u016f za\u00a02,3\u2008mld. K\u010d z\u00a0fondu soudr\u017enosti. V\u00fd\u0161e uveden\u00e1 \u010d\u00edsla se pohybuj\u00ed v\u00a0z\u00e1vislosti na\u00a0stavu aktu\u00e1ln\u00edho kurzu.<\/p>\n<h4>Kolik se p\u0159edpokl\u00e1d\u00e1, \u017ee bude nov\u00fdch podpo\u0159en\u00fdch vodohospod\u00e1\u0159sk\u00fdch\u00a0akc\u00ed z\u00a0aktu\u00e1ln\u00edho Opera\u010dn\u00edho programu, a\u00a0je zde n\u011bjak\u00e1 priorita?<\/h4>\n<p>T\u011b\u017eko p\u0159edj\u00edmat konkr\u00e9tn\u00ed \u010d\u00edsla, proto\u017ee to bude do\u00a0zna\u010dn\u00e9 m\u00edry ovlivn\u011bno investi\u010dn\u00edmi n\u00e1klady p\u0159edkl\u00e1dan\u00fdch projekt\u016f. Pokud se bav\u00edme o\u00a0priorit\u00e1ch v\u00a0obecn\u00e9 rovin\u011b, plat\u00ed, \u017ee finan\u010dn\u00edch prost\u0159edk\u016f je podstatn\u011b m\u00e9n\u011b, zat\u00edmco potenci\u00e1ln\u00edch \u017eadatel\u016f zejm\u00e9na z\u00a0\u0159ad mal\u00fdch obc\u00ed v\u00fdznamn\u011b p\u0159ib\u00fdv\u00e1, proto jednou z\u00a0hlavn\u00edch priorit bude zv\u00fd\u0161en\u00fd tlak na\u00a0n\u00e1kladovou efektivitu p\u0159ipravovan\u00fdch projekt\u016f.<\/p>\n<p>S\u00a0uveden\u00fdm t\u00e9\u017e souvis\u00ed snaha o\u00a0syst\u00e9mov\u00fd p\u0159\u00edstup\u00a0\u2013 prim\u00e1rn\u011b by m\u011bly b\u00fdt podporov\u00e1ny projekty, jejich\u017e c\u00edlem je \u0159e\u0161en\u00ed probl\u00e9m\u016f, kter\u00e9 byly odborn\u00edky vyhodnoceny jako nejz\u00e1sadn\u011bj\u0161\u00ed z\u00a0pohledu aktu\u00e1ln\u00edho neuspokojiv\u00e9ho stavu \u017eivotn\u00edho prost\u0159ed\u00ed, a\u00a0tedy i\u00a0mo\u017en\u00e9ho pozitivn\u00edho dopadu na\u00a0kvalitu \u017eivota ob\u010dan\u016f v\u00a0\u010cR. V\u00a0praxi tedy budou vn\u00edm\u00e1ny jako prioritn\u00ed projekty, kter\u00e9 jsou nap\u0159.\u00a0sou\u010d\u00e1st\u00ed tzv.\u00a0program\u016f opat\u0159en\u00ed v\u00a0r\u00e1mci dokument\u016f, kter\u00e9 definuj\u00ed st\u00e1tn\u00ed\u00a0politiku v\u00a0oblasti vodn\u00edho hospod\u00e1\u0159stv\u00ed, a\u0165 u\u017e hovo\u0159\u00edme o\u00a0zlep\u0161ov\u00e1n\u00ed kvality vod ve\u00a0vodn\u00edch \u00fatvarech, protipovod\u0148ov\u00e9 ochran\u011b a\u00a0nov\u011b i\u00a0t\u0159eba podpo\u0159e opat\u0159en\u00ed proti suchu.<\/p>\n<h4>Jak\u00e9 jsou prioritn\u00ed oblasti podporovan\u00fdch akc\u00ed OP\u017dP 2014\u20132020 v\u00a0problematice vodn\u00edho hospod\u00e1\u0159stv\u00ed?<\/h4>\n<p>V\u011bcn\u00e9 priority jsem nazna\u010dil ji\u017e v\u00a0p\u0159edchoz\u00ed odpov\u011bdi. Pokud m\u00e1m b\u00fdt konkr\u00e9tn\u011bj\u0161\u00ed, potom bych zd\u016fraznil, \u017ee prioritn\u011b bude \u0159e\u0161eno vypou\u0161t\u011bn\u00ed ne\u010di\u0161t\u011bn\u00fdch odpadn\u00edch vod z\u00a0voln\u00fdch v\u00fdust\u00ed kanalizace do\u00a0toku a\u00a0v\u00fdstavba nov\u00fdch kanalizac\u00ed a\u00a0\u010dist\u00edren odpadn\u00edch vod (\u010cOV) v\u00a0oblastech s\u00a0vysokou ekologickou prioritou.<\/p>\n<p>V\u00a0r\u00e1mci nov\u00e9ho opera\u010dn\u00edho programu je mo\u017en\u00e9 podpo\u0159it celou \u0161k\u00e1lu technick\u00fdch opat\u0159en\u00ed k\u00a0p\u0159edch\u00e1zen\u00ed n\u00e1sledk\u016f p\u0159\u00edrodn\u00edch nebezpe\u010d\u00ed, jako jsou nap\u0159.\u00a0povodn\u011b, sucho, svahov\u00e9 nestability, eroze a\u00a0dal\u0161\u00ed. U\u00a0problematiky ochrany p\u0159ed povodn\u011bmi bude podporov\u00e1na realizace povod\u0148ov\u00fdch opat\u0159en\u00ed v\u00a0intravil\u00e1nu obc\u00ed a\u00a0extravil\u00e1nu, kter\u00e1 budou m\u00edt pozitivn\u00ed efekt na\u00a0zmen\u0161en\u00ed rozsahu zaplaven\u00e9ho \u00fazem\u00ed v\u00a0obc\u00edch a\u00a0sn\u00ed\u017een\u00ed po\u010dtu zaplaven\u00fdch nemovitost\u00ed, a\u00a0t\u00edm sn\u00ed\u017een\u00ed povod\u0148ov\u00fdch \u0161kod. V\u00a0r\u00e1mci podpory se p\u0159edpokl\u00e1d\u00e1 podpora projekt\u016f zpr\u016fto\u010d\u0148ov\u00e1n\u00ed koryt vodn\u00edch tok\u016f a\u00a0p\u0159ilehl\u00fdch niv v\u00a0intravil\u00e1nu obce a\u00a0extravil\u00e1nu s\u00a0p\u0159\u00edmou vazbou na\u00a0sn\u00ed\u017een\u00ed povod\u0148ov\u00e9ho ohro\u017een\u00ed v\u00a0intravil\u00e1nu. Podporov\u00e1ny budou projekty \u0159e\u0161\u00edc\u00ed nap\u0159.\u00a0v\u00fdstavbu poldr\u016f, \u00fapravu st\u00e1vaj\u00edc\u00edch reten\u010dn\u00edch nadr\u017e\u00ed (nap\u0159.\u00a0vybudov\u00e1n\u00ed bezpe\u010dnostn\u00edho p\u0159elivu) za\u00a0\u00fa\u010delem zv\u00fd\u0161en\u00ed a\u00a0zlep\u0161en\u00ed jejich protipovod\u0148ov\u00fdch funkc\u00ed. Objektivn\u011b je nutn\u00e9 se tak\u00e9 zam\u011b\u0159it na\u00a0zvy\u0161ov\u00e1n\u00ed reten\u010dn\u00edho potenci\u00e1lu v\u00a0povod\u00ed, a\u00a0tedy sni\u017eov\u00e1n\u00ed rychlosti odtoku v\u00a0dob\u011b povod\u0148ov\u00fdch situac\u00ed. Sou\u010d\u00e1st\u00ed podpory je i\u00a0aktivita hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami. Zejm\u00e9na v\u00a0m\u011bstsk\u00fdch aglomerac\u00edch je snahou postupn\u011b omezovat odv\u00e1d\u011bn\u00ed sr\u00e1\u017ekov\u00fdch vod do\u00a0kanalizace. Sr\u00e1\u017ekov\u00e9 vody mohou b\u00fdt zadr\u017eeny a\u00a0vyu\u017e\u00edv\u00e1ny nap\u0159.\u00a0k\u00a0zavla\u017eov\u00e1n\u00ed zahrad a\u00a0park\u016f nebo zasakov\u00e1ny do\u00a0podlo\u017e\u00ed.<\/p>\n<h4>Jak\u00e1 pou\u010den\u00ed byla prom\u00edtnuta do\u00a0nov\u00e9ho Opera\u010dn\u00edho programu \u017eivotn\u00edho prost\u0159ed\u00ed 2014\u20132020?<\/h4>\n<p>Co se t\u00fdk\u00e1 vlastn\u00ed implementace, sna\u017e\u00edme se eliminovat probl\u00e9my spojen\u00e9 s\u00a0velmi dlouhou dobou implementac\u00ed projekt\u016f. Pravidla pro pr\u016fb\u011b\u017en\u00e9 \u010derp\u00e1n\u00ed evropsk\u00fdch prost\u0159edk\u016f se zp\u0159\u00eds\u0148uj\u00ed a\u00a0na\u00a0to je nutn\u00e9 reagovat, abychom se vyvarovali ztr\u00e1t \u010d\u00e1sti alokace jako v\u00a0OP\u017dP 2007\u20132013.<\/p>\n<p>Na\u00a0\u00farovni administrace programu je to p\u0159edev\u0161\u00edm snaha o\u00a0transparentnost a\u00a0p\u0159edv\u00eddatelnost v\u016f\u010di potenci\u00e1ln\u00edm \u017eadatel\u016fm. Jsme si v\u011bdomi toho, \u017ee \u010d\u00e1st probl\u00e9m\u016f z\u00a0minulosti souvis\u00ed s\u00a0pozdn\u00ed informovanost\u00ed \u017eadatel\u016f ohledn\u011b vyhla\u0161ov\u00e1n\u00ed v\u00fdzev ze strany odpov\u011bdn\u00fdch org\u00e1n\u016f, kdy \u017eadatel\u00e9 n\u00e1sledn\u011b byli nuceni p\u0159ipravovat \u017e\u00e1dosti na\u00a0posledn\u00ed chv\u00edli, co\u017e samoz\u0159ejm\u011b v\u00fdznamn\u011b ovliv\u0148uje kvalitu a\u00a0negativn\u011b dopad\u00e1 na\u00a0dal\u0161\u00ed procesy implementace. Nyn\u00ed je proto potenci\u00e1ln\u00edm \u017eadatel\u016fm o\u00a0dotaci k\u00a0dispozici na\u00a0str\u00e1nk\u00e1ch www.opzp.cz indikativn\u00ed st\u0159edn\u011bdob\u00fd harmonogram v\u00fdzev, kde se mohou sezn\u00e1mit s\u00a0p\u0159edpoklady vyhla\u0161ov\u00e1n\u00ed v\u00fdzev a\u017e do\u00a0roku 2018\u00a0\u2013 v\u00a0p\u0159\u00edpad\u011b vodohospod\u00e1\u0159sk\u00e9 infrastruktury (kanalizace, \u010cOV, vodovody) se pr\u00e1v\u011b s\u00a0ohledem na\u00a0del\u0161\u00ed dobu implementace projekt\u016f p\u0159edpokl\u00e1d\u00e1 rozd\u011blen\u00ed cel\u00e9 dostupn\u00e9 alokace do\u00a0v\u00fdzev do\u00a0roku 2018. Finan\u010dn\u00edch prost\u0159edk\u016f je skute\u010dn\u011b m\u00e1lo a\u00a0nen\u00ed mo\u017en\u00e9 podpo\u0159it v\u0161echny projekty. Velmi dobrou \u0161anci usp\u011bt ale budou m\u00edt kvalitn\u011b p\u0159ipraven\u00e9 projekty, a\u00a0to po\u00a0str\u00e1nce v\u011bcn\u00e9 (dosa\u017een\u00ed c\u00edlov\u00fdch efekt\u016f p\u0159i vynalo\u017een\u00ed p\u0159im\u011b\u0159en\u00e9 sumy finan\u010dn\u00edch prost\u0159edk\u016f) i\u00a0administrativn\u00ed (p\u0159edlo\u017een\u00ed kompletn\u00ed \u017e\u00e1dosti, vysok\u00fd stupe\u0148 p\u0159ipravenosti investi\u010dn\u00ed akce k\u00a0realizaci v\u010detn\u011b zad\u00e1vac\u00edho \u0159\u00edzen\u00ed na\u00a0v\u00fdb\u011br zhotovitele).<\/p>\n<p>D\u016fle\u017eit\u00e9 je ale tak\u00e9 zm\u00ednit, \u017ee p\u0159\u00edjemce dotace i\u00a0org\u00e1ny odpov\u011bdn\u00e9 za\u00a0implementaci projekt\u016f \u010dek\u00e1 i\u00a0mnoho dal\u0161\u00edch zm\u011bn, kter\u00e9 s\u00a0pou\u010den\u00edm z\u00a0minulosti p\u0159\u00edmo nesouvis\u00ed, ale mus\u00ed b\u00fdt reflektov\u00e1ny. Administrace projekt\u016f by m\u011bla prob\u00edhat v\u00a0nov\u00e9m informa\u010dn\u00edm syst\u00e9mu MS2014+, kter\u00fd se st\u00e1le vyv\u00edj\u00ed, chystaj\u00ed se v\u00fdznamn\u00e9 legislativn\u00ed zm\u011bny v\u00a0oblasti EIA, stavebn\u00edho z\u00e1kona nebo z\u00e1kona o\u00a0ve\u0159ejn\u00fdch zak\u00e1zk\u00e1ch\u00a0\u2013 jist\u011b se objev\u00ed nov\u00e9 podn\u011bty, se kter\u00fdmi se budeme muset ve\u00a0vz\u00e1jemn\u00e9 spolupr\u00e1ci sna\u017eit vypo\u0159\u00e1dat.<\/p>\n<p>Ned\u00edlnou sou\u010d\u00e1st\u00ed bude tak\u00e9 snaha o\u00a0pr\u016fb\u011b\u017en\u00e9 vyhodnocov\u00e1n\u00ed v\u00fdzev s\u00a0c\u00edlem eliminace p\u0159\u00edpadn\u00fdch identifikovan\u00fdch probl\u00e9m\u016f sm\u011brem k\u00a0potenci\u00e1ln\u00edm dal\u0161\u00edm v\u00fdzv\u00e1m v\u00a0dan\u00e9 oblasti. V\u00a0tomto ohledu bude hr\u00e1t d\u016fle\u017eitou roli i\u00a0zp\u011btn\u00e1 vazba od\u00a0p\u0159\u00edjemc\u016f dotace a\u00a0zainteresovan\u00fdch partner\u016f\u00a0\u2013 na\u00a0z\u00e1klad\u011b vznesen\u00fdch podn\u011bt\u016f jsme ji\u017e nap\u0159\u00edklad p\u0159ed prvn\u00ed v\u00fdzvou upravili zp\u016fsobilost v\u00fddaj\u016f v\u00a0oblasti kanaliza\u010dn\u00edch p\u0159\u00edpojek.<\/p>\n<h4>Nastal zde n\u011bjak\u00fd posun v\u00a0tom, co bylo podporov\u00e1no a\u00a0je podporov\u00e1no? (\u010dist\u00edrny odpadn\u00edch vod, kanalizace\u00a0apod.)<\/h4>\n<p>Opera\u010dn\u00ed program \u017eivotn\u00edho prost\u0159ed\u00ed 2007\u20132013 byl v\u00a0n\u00e1vaznosti na\u00a0spln\u011bn\u00ed legislativy zam\u011b\u0159en na\u00a0v\u00fdstavbu, rekonstrukci kanalizac\u00ed a\u00a0\u010dist\u00edren odpadn\u00edch vod za\u00a0\u00fa\u010delem zlep\u0161en\u00ed stavu povrchov\u00fdch a\u00a0podzemn\u00edch vod p\u0159ev\u00e1\u017en\u011b pro aglomerace nad 2\u2009000 ekvivalentn\u00edch obyvatel (EO). Projekty pod 2\u2009000 EO byly podporov\u00e1ny pouze v\u00a0p\u0159\u00edpad\u011b, nach\u00e1zej\u00ed\u00ad\u2011li se v\u00a0\u00fazem\u00edch vy\u017eaduj\u00edc\u00edch zvl\u00e1\u0161tn\u00ed ochranu, jakou jsou nap\u0159.\u00a0n\u00e1rodn\u00ed parky, CHKO\u00a0apod. V\u00a0r\u00e1mci nov\u00e9ho opera\u010dn\u00edho programu je pot\u0159eba se soust\u0159edit na\u00a0p\u0159etrv\u00e1vaj\u00edc\u00ed probl\u00e9my p\u0159i vypou\u0161t\u011bn\u00ed odpadn\u00edch vod z\u00a0voln\u00fdch v\u00fdust\u00ed, z\u00a0toho d\u016fvodu je nov\u00fd OP\u017dP 2014\u20132020 otev\u0159en v\u0161em aglomerac\u00edm bez specifick\u00e9ho omezen\u00ed.<\/p>\n<p>Nov\u00fd opera\u010dn\u00ed program s\u00a0sebou nese i\u00a0zm\u011bny ve\u00a0zp\u016fsobilosti v\u00fddaj\u016f. Mezi nezp\u016fsobil\u00e9 v\u00fddaje budou pat\u0159it n\u00e1klady na\u00a0rekonstrukci kanalizace a\u00a0s\u00a0v\u00fdjimkou \u0159\u00e1dn\u011b od\u016fvodn\u011bn\u00fdch p\u0159\u00edpad\u016f tak\u00e9 n\u00e1klady na\u00a0v\u00fdstavbu jednotn\u00e9 kanalizace, kter\u00e1 nen\u00ed prim\u00e1rn\u011b podporov\u00e1na s\u00a0ohledem na\u00a0po\u017eadavky vypl\u00fdvaj\u00edc\u00ed z\u00a0vodn\u00edho z\u00e1kona a\u00a0dal\u0161\u00ed legislativy v\u00a0souvislosti s\u00a0problematikou hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami. Naopak mezi specifick\u00e9 zp\u016fsobil\u00e9 v\u00fddaje jsou nov\u011b za\u0159azeny v\u00fddaje na\u00a0realizaci p\u0159ipojen\u00ed jednotliv\u00fdch nemovitost\u00ed, tedy v\u00fdstavbu ve\u0159ejn\u00e9 i\u00a0soukrom\u00e9 \u010d\u00e1sti kanaliza\u010dn\u00edch p\u0159\u00edpojek s\u00a0c\u00edlem pozitivn\u011b ovlivnit po\u010det skute\u010dn\u011b napojen\u00fdch obyvatel.<\/p>\n<p>Glob\u00e1ln\u011b je ale nutn\u00e9 br\u00e1t v\u00a0\u00favahu, \u017ee vzhledem k\u00a0omezen\u00e9 alokaci nemohou b\u00fdt pokryty v\u0161echny p\u0159\u00edpadn\u00e9 po\u017eadavky na\u00a0\u0159e\u0161en\u00ed existuj\u00edc\u00edch probl\u00e9m\u016f v\u00a0oblasti vodohospod\u00e1\u0159sk\u00e9 infrastruktury a\u00a0z\u00a0pohledu OP\u017dP je prioritou podporovat co nejefektivn\u011bj\u0161\u00ed opat\u0159en\u00ed z\u00a0hlediska \u017eivotn\u00edho prost\u0159ed\u00ed.<\/p>\n<h4>Kolik \u010dinily alokace do\u00a0oblast\u00ed spojen\u00fdch s\u00a0vodou?<\/h4>\n<p>Oblasti spojen\u00e9 s\u00a0vodou v\u00a0r\u00e1mci OP\u017dP 2007\u20132013 zahrnuje prioritn\u00ed osa 1\u00a0a\u00a0\u010d\u00e1ste\u010dn\u011b prioritn\u00ed osa 6. Prioritn\u00ed osa 1 zahrnovala oblast podpory sn\u00ed\u017een\u00ed zne\u010di\u0161t\u011bn\u00ed vod, na\u00a0kterou bylo vy\u010dlen\u011bno p\u0159ibli\u017en\u011b 38,2\u00a0mld.\u00a0K\u010d, oblast zlep\u0161en\u00ed jakosti pitn\u00e9 vody s\u00a0alokac\u00ed p\u0159ibli\u017en\u011b 4,7\u2008mld. K\u010d a\u00a0oblast omezov\u00e1n\u00ed rizika povodn\u00ed s\u00a0alokac\u00ed p\u0159ibli\u017en\u011b 2,3\u2008mld. K\u010d. Pro \u00faplnost je t\u0159eba zd\u016fraznit, \u017ee nastaly jist\u00e9 zm\u011bny v\u00a0n\u00e1zvech, tedy \u201estar\u00e9\u201c oblasti podpory jsou naz\u00fdv\u00e1ny v\u00a0r\u00e1mci nov\u00e9ho programu jako specifick\u00e9 c\u00edle, d\u0159\u00edve podoblasti podpory jsou nov\u011b naz\u00fdv\u00e1ny jako aktivity.<\/p>\n<p>Dal\u0161\u00edm glob\u00e1ln\u00edm c\u00edlem OP\u017dP 2007\u20132013 bylo zv\u00fd\u0161en\u00ed ekologick\u00e9 stability krajiny, kde prost\u0159ednictv\u00edm prioritn\u00ed osy 6, podoblasti 6.4\u00a0\u2013 Optimalizace vodn\u00edho re\u017eimu krajiny, bylo mo\u017en\u00e9 podpo\u0159it projekty \u0159e\u0161\u00edc\u00ed realizace opat\u0159en\u00ed p\u0159\u00edzniv\u00fdch z\u00a0hlediska krajinn\u00e9 a\u00a0ekosyst\u00e9mov\u00e9 diverzity vedouc\u00ed ke\u00a0zvy\u0161ov\u00e1n\u00ed reten\u010dn\u00ed schopnosti krajiny, ochran\u011b a\u00a0obnov\u011b p\u0159irozen\u00fdch odtokov\u00fdch pom\u011br\u016f a\u00a0k\u00a0omezov\u00e1n\u00ed vzniku povodn\u00ed. Realizac\u00ed projekt\u016f do\u0161lo ke\u00a0zlep\u0161en\u00ed\u00a0stavu \u017eivotn\u00edho prost\u0159ed\u00ed podpo\u0159en\u00edm biodiverzity kv\u016fli optimalizaci vodn\u00edho re\u017eimu krajiny, revitalizac\u00ed vodn\u00edch tok\u016f, vytvo\u0159en\u00edm mok\u0159adn\u00edch ekosyst\u00e9m\u016f, realizac\u00ed protierozn\u00edch opat\u0159en\u00ed a\u00a0vytvo\u0159en\u00edm studi\u00ed revitalizac\u00ed vodn\u00edch tok\u016f. Na\u00a0tuto oblast podpory bylo vy\u010dlen\u011bno \u0161est miliard korun.<\/p>\n<h4>Po\u010d\u00edt\u00e1 nov\u00fd opera\u010dn\u00ed program s\u00a0problematikou sucha? Lze krom\u011b dotac\u00ed na\u00a0povodn\u011b \u010derpat i\u00a0dotace t\u00fdkaj\u00edc\u00ed se sucha?<\/h4>\n<p>Nov\u00fd opera\u010dn\u00ed program s\u00a0problematikou sucha ur\u010dit\u011b po\u010d\u00edt\u00e1. Je t\u0159eba poznamenat, \u017ee \u017e\u00e1dn\u00e1 z\u00a0prioritn\u00edch os nen\u00ed p\u0159\u00edmo zam\u011b\u0159ena na\u00a0problematiku zadr\u017eov\u00e1n\u00ed vody v\u00a0krajin\u011b. V\u00a0r\u00e1mci jednotliv\u00fdch specifick\u00fdch c\u00edl\u016f jsou v\u0161ak uvedena d\u00edl\u010d\u00ed opat\u0159en\u00ed, kter\u00e1 jsou zam\u011b\u0159ena na\u00a0retenci vody v\u00a0krajin\u011b a\u00a0napom\u00e1haj\u00ed tak eliminovat nep\u0159\u00edzniv\u00e9 dopady sucha. Pokud bych m\u011bl b\u00fdt konkr\u00e9tn\u011bj\u0161\u00ed, jedn\u00e1 se o\u00a0aktivity prioritn\u00ed osy 4 a\u00a0\u010d\u00e1ste\u010dn\u011b do\u00a0toho p\u0159isp\u00edv\u00e1 i\u00a0prioritn\u00ed osa 1.<br \/>\nN\u011bkter\u00e9 aktivity prioritn\u00ed osy 4 jsou zam\u011b\u0159eny na\u00a0vytv\u00e1\u0159en\u00ed a\u00a0obnovu vodn\u00edch prvk\u016f v\u00a0krajin\u011b s\u00a0ekostabiliza\u010dn\u00ed funkc\u00ed, jako jsou nap\u0159.\u00a0t\u016fn\u011b, mok\u0159ady, mal\u00e9 vodn\u00ed n\u00e1dr\u017ee\u00a0apod., opat\u0159en\u00ed proti plo\u0161n\u00e9mu a\u00a0soust\u0159ed\u011bn\u00e9mu povrchov\u00e9mu odtoku, realizaci p\u0159\u00edrod\u011b bl\u00edzk\u00fdch doprovodn\u00fdch prvk\u016f v\u00a0intravil\u00e1nu a\u00a0zakl\u00e1d\u00e1n\u00ed \u010di obnovu mez\u00ed, rem\u00edz\u016f.<\/p>\n<p>U\u00a0prioritn\u00ed osy 1 je problematika obnovy vodn\u00edho re\u017eimu krajiny a\u00a0s\u00a0t\u00edm souvisej\u00edc\u00ed problematika sucha v\u00a0\u010cR v\u00a0nov\u00e9m programov\u00e9m obdob\u00ed pos\u00edlena o\u00a0aktivitu 1.\u00a03.\u00a02. Tato aktivita je v\u00a0r\u00e1mci OP\u017dP novinkou a\u00a0jej\u00edm hlavn\u00edm c\u00edlem je zaji\u0161t\u011bn\u00ed \u0161etrn\u00e9ho hospoda\u0159en\u00ed s\u00a0vodou v\u00a0s\u00eddeln\u00edch \u00fatvarech, co\u017e v\u00fdrazn\u011b sni\u017euje v\u00fdskyt sucha v\u00a0intravil\u00e1nu. Jako preventivn\u00ed opat\u0159en\u00ed proti p\u0159edpokl\u00e1dan\u00fdm probl\u00e9m\u016fm s\u00a0mno\u017estv\u00edm vody a\u00a0sucha na\u00a0\u00fazem\u00ed \u010cR bude mo\u017en\u00e9 podpo\u0159it projekty prioritn\u00ed osy 1, \u0159e\u0161\u00edc\u00ed vybudov\u00e1n\u00ed \u010di rekonstrukci n\u00e1dr\u017e\u00ed (such\u00e9 n\u00e1dr\u017ee, poldry, akumula\u010dn\u00ed n\u00e1dr\u017ee, reten\u010dn\u00ed n\u00e1dr\u017ee).<\/p>\n<p>V\u00a0nov\u00e9m programov\u00e9m obdob\u00ed 2014\u20132020 je vy\u010dlen\u011bno p\u0159ibli\u017en\u011b 6,2\u2008mld. K\u010d na\u00a0projekty, kter\u00e9 jsou p\u0159\u00edmo zam\u011b\u0159eny na\u00a0retenci vody v\u00a0krajin\u011b, \u0161etrn\u00e9 hospoda\u0159en\u00ed se sr\u00e1\u017ekov\u00fdmi vodami a\u00a0pos\u00edlen\u00ed p\u0159irozen\u00e9ho ob\u011bhu vody v\u00a0krajin\u011b. V\u00a0r\u00e1mci t\u011bchto projekt\u016f budou realizov\u00e1na opat\u0159en\u00ed, kter\u00e1 budou m\u00edt z\u00a0pohledu boje proti suchu na\u00a0\u00fazem\u00ed \u010cR sledovateln\u00fd efekt a\u00a0do\u00a0budoucna zna\u010dn\u00fd vliv na\u00a0celkov\u00e9 zm\u00edrn\u011bn\u00ed sucha v\u00a0dan\u00e9m \u00fazem\u00ed.<\/p>\n<p>Krom\u011b v\u00fd\u0161e zm\u00edn\u011bn\u00fdch aktivit budou v\u00a0r\u00e1mci OP\u017dP 2014\u20132020 podporov\u00e1ny projekty, kter\u00e9 s\u00a0problematikou sucha v\u00a0\u010cR souvis\u00ed a\u00a0okrajov\u011b p\u0159isp\u00edvaj\u00ed k\u00a0potla\u010den\u00ed tohoto probl\u00e9mu. P\u0159\u00edkladem jsou projekty prioritn\u00ed osy 1, SC 1.1, kde budou podporov\u00e1ny projekty kanalizac\u00ed, reten\u010dn\u00edch n\u00e1dr\u017e\u00ed a\u00a0\u010dist\u00edren odpadn\u00edch vod. D\u00edky t\u00e9to aktivit\u011b dojde ke\u00a0zlep\u0161en\u00ed stavu vyhovuj\u00edc\u00edch \u010di nevyhovuj\u00edc\u00edch vodn\u00edch tok\u016f a\u00a0zlep\u0161en\u00ed kvality povrchov\u00fdch i\u00a0podzemn\u00edch vod. D\u00e1le budou podporov\u00e1na technick\u00e1 opat\u0159en\u00ed s\u00a0prokazateln\u00fdm dlouhodob\u00fdm efektem na\u00a0sn\u00ed\u017een\u00ed eutrofizace vod, a\u00a0to zejm\u00e9na u\u00a0vod\u00e1rensk\u00fdch n\u00e1dr\u017e\u00ed, n\u00e1dr\u017e\u00ed koupac\u00edch vod a\u00a0na\u00a0p\u0159\u00edtoc\u00edch do\u00a0t\u011bchto n\u00e1dr\u017e\u00ed.<\/p>\n<h4>Jak velkou m\u00edru spolufinancov\u00e1n\u00ed lze o\u010dek\u00e1vat u\u00a0jednotliv\u00fdch projekt\u016f?<\/h4>\n<p>Finan\u010dn\u00ed podpora pro projekty prioritn\u00ed osy 1, jej\u00edm\u017e p\u0159edm\u011btem je zlep\u0161ov\u00e1n\u00ed kvality vody a\u00a0sni\u017eov\u00e1n\u00ed rizika povodn\u00ed, bude poskytov\u00e1na formou dotace EU, konkr\u00e9tn\u011b z\u00a0prost\u0159edk\u016f Fondu soudr\u017enosti, ve\u00a0v\u00fd\u0161i maxim\u00e1ln\u011b 85\u00a0% celkov\u00fdch zp\u016fsobil\u00fdch v\u00fddaj\u016f projektu (s\u00a0v\u00fdjimkou vybudov\u00e1n\u00ed varovn\u00fdch syst\u00e9m\u016f,<br \/>\nkde bude podpora\/dotace poskytov\u00e1na ve\u00a0v\u00fd\u0161i 70\u00a0% celkov\u00fdch zp\u016fsobil\u00fdch v\u00fddaj\u016f). Obecn\u011b zp\u016fsobil\u00fdm v\u00fddajem pro p\u0159\u00edsp\u011bvek z\u00a0OP\u017dP 2014\u20132020 je z\u00a0\u010dasov\u00e9ho pohledu v\u00fddaj, kter\u00fd vznikl a\u00a0byl\/bude uhrazen p\u0159\u00edjemcem dotace v\u00a0obdob\u00ed od\u00a01.\u00a01.\u00a02014 do\u00a031.\u00a012.\u00a02023, pokud nen\u00ed stanoveno jinak.<\/p>\n<p>U\u00a0projekt\u016f prioritn\u00ed osy 1, kter\u00e9 po\u00a0sv\u00e9 realizaci vytv\u00e1\u0159ej\u00ed \u010dist\u00fd p\u0159\u00edjem, co\u017e v\u00a0praxi znamen\u00e1, \u017ee za\u00a0u\u017e\u00edv\u00e1n\u00ed vodohospod\u00e1\u0159sk\u00e9 infrastruktury vybudovan\u00e9 z\u00a0prost\u0159edk\u016f EU jsou u\u017eivateli hrazeny poplatky\u00a0\u2013 vodn\u00e9 a\u00a0sto\u010dn\u00e9, bude v\u00fd\u0161e zp\u016fsobil\u00fdch v\u00fddaj\u016f ur\u010dena jejich jednor\u00e1zov\u00fdm sn\u00ed\u017een\u00edm, tzv.\u00a0pau\u0161\u00e1ln\u00ed sazbou. Tato\u00a0byla pro vodohospod\u00e1\u0159sk\u00e9 projekty na\u00a0\u00farovni Evropsk\u00e9 komise stanovena jako 25%. Uplatn\u011bn\u00ed pau\u0161\u00e1ln\u00ed sazby znamen\u00e1, \u017ee re\u00e1ln\u00e1 v\u00fd\u0161e dotace bude \u010dinit 63,75\u00a0%, co\u017e je v\u00a0pr\u016fm\u011bru o\u00a0n\u011bco ni\u017e\u0161\u00ed \u010d\u00e1stka ne\u017e v\u00a0obdob\u00ed 2007\u20132013. S\u00a0ohledem na\u00a0ji\u017e zmi\u0148ovan\u00fd ni\u017e\u0161\u00ed objem finan\u010dn\u00edch prost\u0159edk\u016f alokovan\u00fdch v\u00a0OP\u017dP 2014\u20132020 a\u00a0z\u00e1rove\u0148 p\u0159edpokl\u00e1dan\u00fd n\u00e1r\u016fst po\u010dtu potenci\u00e1ln\u00edch \u017eadatel\u016f z\u00a0\u0159ad mal\u00fdch obc\u00ed vede takov\u00fdto postup k\u00a0podpo\u0159e v\u011bt\u0161\u00edho mno\u017estv\u00ed projekt\u016f. Sou\u010dasn\u011b p\u0159edpokl\u00e1d\u00e1me, \u017ee bude motivovat \u017eadatele k\u00a0maxim\u00e1ln\u00ed efektivit\u011b p\u0159i n\u00e1vrhu technick\u00e9ho \u0159e\u0161en\u00ed.
